PROCEEDINGS. The Illinois and Missouri Districts Assembly of the

Pilgrim Holiness church convened at Charleston, Ill., on Monday morning at 8 o'clock with Geieral Superinten-W. R. Chx in chair. After prayer a short address was given by the Chair, the roll.was called and the assembly took up business.

Moved and supported that the first four rows of seats constitute conference bar. Carried.

On motion the following were admitted into the assem-bly as advisory members, Lymon R. Ingrain, x. ii. Canary, Mr. and Mrs. S. M. Umbarger, Tom Brinton, Jesse Winney and Mrs. Ben Brockman.

Moved and supported that all local preachers present be granted seats within the conference bar. Carried.

A motion carried that the sessions shoulU be from 8 to 11:45 a. m. and 1:30 to 5:30 p. m.

Moved and supported that all members of the assem-bly give a reasonable excuse for being tardy and that any delegate leaving the assembly be excused by the chair-man.

Moved and supported that the rules of the manual governing the assembly be adopted. Carried.

The following committees were appointed by District Superintendent Rev. D. C. Shearer:

Ways and Means Committee. 0. C. Myers, J. R. Kelly, Alma Shearer.

Resolution Committee. Mary V. Myers, Mary Dice, Vada D.aruorff.

Statistical Committee. Roland Cleaver, Roy Beltz, S. E. Lacey.

Reception Committee. • 0. C. Myers, W. E. Catey.

A motion carried that the secretary be granted the privilege of appointing an assistant secretary and Rev. Ceo. A. Smith was appointed.

Reports from the following churches were received and referred to the statistical committee St. Louis, Mo., Handles, Mo., Holnian, Mo., Effingham Ill., Oblong, Ill.

Moved and supported that the district suprintendent be granted the privilege of appointing members of the examining board. The following were appointed as mem-bers of this board: M. M. Hall, C. C. Breen and C. E. Connelly.

On motion the names of Henry Kearns and H. B Hein-lein were submitted to the examining board for license.

Moved and supported that all members of the assembly be examined by the examining board.

Adjournment. Afternoon Session, Aug. 31.

Minutes of forenoon session read and approved aft correction.

The following names were submitted to the assembly as candidates for license: L. R. Ingram, A. D. Canary Raymond Brothers, Geo. A. Smith, Thomas L. Brerwa Jesse Winney, Harold McCu1la, Harry Sloan. These names were referred to the examining board.

Moved and supported that we proceed to elect officers. Carried.

On motion the action pertaining to the election of offi-cers was rescinded until after the report of the examining board. Carried.

A motion carried that the assembly be given a recess until 3 o'clock, that the committees might have time to work. Carried.

After a recess the assembly took up business. The report of the resolution committee was read and adopted. (See report of resolution committee).

A partial report of the ways and means committee was read. (See report of ways and means committee).

Moved and supported that the assembly ciaims be re-dations of the ways and means committee be supple-mented by providing that the district superintendent py hi.s tithe into the general church treasury for the support of the general superintendent.

Moved adn supported that the assembly claims lie re-duced to fifty cents per member.

A motion carried that the afternoon session be con-tinued until 6 p. m.

Moved and supported that we proceed with the elec-tion of officers.

The following officers were elected: District superin-tendent, D. C. Shearer; assistant superintendent, W. H. Pratt.

Moved and supported that the Chair appoint a com-mittee on worship. C. E. Connelly, W. H. Pratt and 0. C. Myers were appointed.

Adjournment.

Morning Session, Sept. 1.

The morning session was opened with W. R. Cox in chair. After prayer by Sister Pearl Roucii a stirring address was given by the chairman and the assembly pro-ceeded to elect officers

The following officers were elected: W. H. Pratt, sec-retary; Geo. A. Smith, treasurer; W; E. Catey, 0. C. Myers, C. E. ()nnelly and W. H. Hall were elected as members of the council.

Moved and supported that the offices ot tile foreign missionary secretary and treasurer be combined and that all foreign mssionary funds be sent to the toreign mis-sionary secretary and treasurer.

Mrs. C. E. Connelly was elected foreign missionary secretary and treasurer.

Moved and suppirted that the district superintendent nominate an assembly trustee and that he be elcted by acclamation. Carried. Rev. W. E. Catey was elected.

Moved and supported that the district suerintendent nominate a member of the examining b0ar1 and that we elect by acclamation. Carried. Mrs. 0. C. Myers was elected.

Moved and supported that the Illinois and Missouri district obligate themselves to raise seventy-lIve dollars to pay one-half month's support of the editor of our church paper. Carried.

Reading of pastors' and evangelists' reports was the next order of business.

Adjournment.

Afternoon Session.

The afternoon session opened with song and prayer. After the reading of the minutes the motion was made that the secretary be instructed to submit a supplemen tary report to the treasurer's report.

Motion made and supported that our camp meeting be held at Charleston until permanent grounds be secured. Carried.

'Moved and supported that a committee of three be elected to look for a permanent location to be secured for a camp ground. Carried.

R. S. Wlieeldon, W. E. Catey, W. H. Pratt were elected. Moved and supported that we haveS our ministerial

terial meeting during the assembly year. Carried. Moved and supported that we have our ministerial

meeting in St. Louis, Mo., beginning the first Tuesday in March. Carried.

Moved and supported that the Chair appoint a commit-tee to assign subjects for ministerial convention. The following were appointed: W. H. Pratt, W. E. C,tey and W. H. Hall.

A partial report of the examining board was given and received.

Moved and supported that the afternoon session be continued until 6 o'clock. Carried.

By motion a recess of fifteen minutes was granted. Adjournment.

Night Session, Sept. 1. After the ordination service conducted by D. C. Shearer

it was moved and supported that the partial report of the examining board be accepted. Carried. (See final report of examining board).

Moved and supported that the secretary lie instructed to condense his minutes for printing by omitting all re-ports except pastors' and evangelists'- reports.

The report of the statistical committee was read. REPORTS OF COMMITTEES.

No. 1. Report of Ways and )Iaiis comniittee Adopted by - tile District Assembly. 1. We recommend that each pastor urge his church

to adopt the tithe system and insist that his members

place their tithe money into the local church treasury and that from this a stipulated weekly amount be paid to the pastor sufficient for his support; and at the last qiiar-terly meeting the church decide what support their pasS tor shall receive the following year.

2. We recommend that this assembly roquire the mia-isterial m€m1 ers to ottend cur camp and assemLly and that they be present on the first day of the camp and re main until the close of the assembly, and that the churches keep up the salaries of their pastors while attending same and provide their transportation expenses to and from camp and assembly and that if they do not attend they shall send a report of their work and an excuse for their absence, and furthermore if they fail to do so for two conS secutive years their names shall be dropped from the as-sembly roll.

3. We recommend and insint that the churches adopt where practical the envelope system for collecting the tithes and offerings.

4. We recommend that each pastor and evangelist be responsible for one comforter for camp meetIng purposes and that the name of the donor be inscribed.

5. We recommend that each pastor see that his mem-bership donate for camp meting purposes such articles as are used in the kitchen and dining room.

6. We recommend that the district superintendent su pervise the home missionary work in hi district and that he make his district Quarterly and that he be paid twelve hundred dollars a year and traveling expenses.

We recommend that the ehuches raise for district superintendents support as follows:

8. We recommend that the ministerial members of the assembly place their tithe monthly into aile assembly treasury to supplement the district superintendent's sup-port and the balance to be used for home missions and the same be reported by them to their local church treas-urer. It being understood that preachers who are not regular pastor smay pay their tithe from secular labor into their local churches, but that any renumeration for ministerial labor shall be tithed into the district treasury. The district superintendent's tithe into the general church treasury.

10. We recommend that all ministers of the district have their reports made out in full befoie tue assembly convenes.

11. We recommend that our pastors co-operate with the representatives of our church institutions as to suit-able dates to represent their interest, and ihat an offer-ing he taken for the same.

12. We recommend that we as a district set apart the first Sunday in October for an offering to be taken for our church paper. Also Easter Sunday an offering for Rescue Home and Mothers' Day an offering for the or-phanage.

13. We recommend that our Sunday schools take spe-cial offerings quarterly for foreign missions.

14. We reccommend that every pastor open new work in his community and co-onerate with the district superin-tenclent in doing home missionary work.

15. We reccomend that the secretary be Instructed to publish 250 copies of the minutes and send them to the pastors to be distributed among the members and a free will offering be taken for same. We further recommend that the pastors study and practice these recommenda-tions.

16. \Ve recommend that the district secretary keep in touch with the pastors and remind them of the plans of the district assembly and encourage and help them carry out said plans.

17. Inasmuch as this assembly has voted to pay the sum of seventy-five dollars this year to the support of Brother Stone, our editor of the church paper, we recom-mend that each church pay the sum apportioned as fol-lows:

No. 2. Report. of the Exaniluing Committee Adopted by the Distriet Assembly.

1. We recommend that Lyman Ingram, A. B. Hein-lein, Raymond Brothers, Thomas L. Brinton, Harold McCulla, Jesse Winney, Guy Shields, Lizzie Medsker, and Edna Athey be received into the assembly as licensed ministers.

2. We recommend that Geo. A. Smith be received into the assembly as a second year licensed minister.

3. We recommend that W. E. Catey, Wm. Bierd and Etta Smith be advanced to the second year in tile as-sembly.

4. We recommend that Fred Breedlove, Columbia dine, ma Childers and Flo Andrews be retained in the assembly.

5. We recommend that Myra Shaffer and Alvin Shaf-fer be retained in the acseml ly as licensed ministers.

6. We recommend that Rev. A. D. Canary, Mirrarn Auxier and Minnie Snyder he received into the assembly as ordained ministers.

7. We recommend Lucy Quillen. Otis Shaffer, R. S. Wheelclon, Roy F. Bradly and Pearl Rousch to the as-sembly for ordination.

8. We recommend that Grace Sego he retained in the assembly as a first year licensed minister.

9. We recommend that Lillie Oliver's name be dropped from the assembly roll, she having joined the Indiana dis-trict assembly.

10. We recommend that Laura Shea be retained as a licensed deaconess.

11. We recommend the name of Deborah Wharton be dropped from the assembly roll inasmuch as she has joined the Indiana assembly.

12. We recommend that F. A. Schull be retained as a licensed evangelist.

13. We recommend that Fern Henschen be retained in the assemBy Os a licensed minister.

15. We recommend that Ira L. Shanks be granted a transfer to the Idaho district.

16. We recommend that H. M. Bassett be received as an ordained minister. C. E. CONNELLY.

No. 3. Report of Resolutions Coiiiinittee. 1. Inasmuch as the Lord has so gracious;y blessed us

in our camp and assembly with His presence as mani-fested in the saving and sanctifying of souls and the healing of the sick, be it resolved that we show our grati-tude by singing "Praise God from Whom All Blessings Flow."

2. Resolved that we show oui' appreciatIon to our general superintendent, Rev. W. R. Cox, for his valuable exposition oil God's word and for his faithful services ren-dered to this district and to the church at large, by a rising vote of thanks and all saying, "May the Lord be with thee and sustain thee."

3. Be it resolved that we show our gratitude to our district superintendent, who has so faithfully rendered his services during th past year, and also through this camp and assembly, by a rising vote of thanks and a hearty hand shake.

4. Resolved that we express our appreciation to our missionaries by ins ructing the secretary to send them the greetings of this assembly.

5. Resolved that we thank the township park com-missioners for the use of the ground, and the Charleston daily papers and the citizens of Charleston for their cour-tesies extended during the camp meeting and assembly, and that a copy of these resolutions be printed in the Charleston daily papers.

5. Be it resolved that we hold as our first duty the support of our own missionary and church institutions; also, he it further resolved that no pastor shall engage a missionary or an evangelist outside of our own clenomina-tion without the consent of our district superintendent.

7. Resolved that we urge our people to report to the church or district secretary their offerings and gifts to all purposes so that the church and district may receive credit for same.

S. Resolved that we express our appreciation to Rev. 0. C. Myers for hs efficient leadership of the song serv-ice d oring the cc mu meeting by requesting him to sing the song, "Stop, Look. Listen."
