In this issue, we celebrate another milestone in our town, the topping out ceremony of the Khoo Teck Puat Hospital. When the specialist

clinics and hospital open their doors to the public next year, residents can expect to enjoy the same high level of aff ordable and quality health care as at Alexandra Hospital.

Th is National Day is a good time to remind ourselves to stay united, to maintain and build our racial and religious harmony. While we continue with our upgrading and rejuvenation plans, we also want to create an endearing home, one that preserves our cultural identity and heritage, for ourselves and for our future generations.

And we are not just talking about making sure our blocks are swept and cleaned regularly. As residents, you play a vital role in maintaining a clean and green estate. Do make an eff ort to practise social responsibility towards our town and common facilities. In this regard, we urge you to emulate the green eff orts of our resident and town councillor, Mr Peter Lo, winner of the NEA 2009 EcoFriend Award.

Let us work together to make our Town a clean and healthy place to live and play, as we celebrate our nation’s forty-fourth National Day.

Dalam keluaran ini, kita meraikan satu lagi peristiwa penting dalam bandar kita, iaitu upacara merasmikan tamatnya kerja

membina bangunan asas Hospital Khoo Teck Puat. Apabila klinik-klinik pakar dan hospital membuka pintunya kepada orang ramai pada tahun depan, para penduduk dijangka dapat menikmati penjagaan kesihatan yang bermutu tinggi pada kadar bayaran yang termampu seperti di Hospital Alexandra.

Hari Kebangsaan ini adalah masa yang baik untuk mengingatkan diri kita untuk terus bersatu padu, memelihara dan membina keharmonian kaum dan agama. Sementara kita meneruskan rancangan untuk mempertingkat fl at dan menyegarkan semula estet perumahan, kita juga mahu mewujudkan sebuah tempat tinggal yang disayangi olih para penduduk, sebuah tempat yang memelihara identiti dan warisan budaya, untuk diri kita dan generasi masa depan kita.

Dan kita tidak sahaja bercakap tentang usaha memastikan bahawa sampah disapu dan blok-blok kita dibersihkan secara tetap. Sebagai penduduk, anda memainkan peranan penting dalam mengekalkan sebuah estet yang bersih dan menghijau. Berusahalah untuk mengamalkan tanggungjawab sosial terhadap bandar dan kemudahan-kemudahan bersama kita. Sehubungan ini, kami menggesa anda untuk mencontohi usaha hijau penduduk dan anggota majlis bandaran kita, Encik Peter Lo, pemenang Anugerah EcoFriend 2009 yang dihadiahkan oleh Agensi Sekitaran Kebangsaan.

On 17 May, hundreds gathered at Blocks 552 and 684B Woodlands Drive 44 and 73 to launch an Anti High-rise Litt ering and Clean at Admiralty campaign.

Admiralty Zone 3 and 6 residents together with grasssroots leaders picked up litt er, did some fl oor washing, then went upstairs in the blocks and knocked on doors.

Led by their MP, Dr Mohd Maliki Osman, they explained that they wanted everyone in Admiralty division to commit to keeping the community clean. If a resident agreed, they signed up and put a sticker on their door – a daily reminder that keeping Admiralty clean is everybody’s business.

Para penduduk di Admiralty Zon 3 dan 6 bersama para pemimpin akar umbi mengutip sampah, mencuci lantai, kemudian naik ke tingkat atas di blok-blok tersebut untuk melakukan lawatan dari rumah ke rumah.

Dipimpin oleh Anggota Parlimen mereka, Dr Mohd Maliki Osman, mereka menerangkan bahawa mereka mahu setiap orang dalam kawasan undi Admiralty untuk membuat komitmen bagi menjaga kebersihan kawasan mereka. Jika seorang penduduk bersetuju, mereka mendaft ar diri dan menerima pelekat untuk ditampal pada pintu fl at mereka – satu ingatan harian bahawa urusan menjaga kebersihan Admiralty adalah tanggungjawab setiap orang.

Th e new Khoo Teck Puat Hospital was ‘topped out’ on 26 June. Construction is on track, and the hospital expects to see its fi rst patients by the end of March next year.

For everyone involved with the construction of the new hospital, the topping-out ceremony meant structural completion and

the end of the second phase. In the fi rst phase, the foundations were built. Now in the third phase, the hospital will be fi tt ed out: the wiring, plumbing and fi nishing will be done.

For those living near the construction site, it meant an end to the digging, banging and piling. Th ere’s still going to be some noise and dust – but much less than before. And it’s not much to put up with to get a new hospital next door.

Mr Khaw Boon Wan said the plan is to open the specialist clinics by April next year, and the rest of the hospital later, in October. When completed, the 3.4ha hospital will off er 550 beds.

Patients at the hospital will enjoy a splendid view of the Yishun Pond. Plans are in place to

make it even more beautiful with more greenery and a new

Th e construction team behind the new hospital was every bit as excited about the topping-out ceremony as were northern heartlanders!

Th ere were markers aplenty for anyone who wanted to sign their names or good wishes on the last steel beam to go to the top of the hospital.

A special treat was a performance by the staff -to-be of the new hospital, a song called “My Favourite Th ings”, specially writt en for the ceremony.

Hyundai Engineering and Construction, the company building the hospital, fl ew in a top-notch team of Korean drummers.

T he two recent LUP polls in Marsiling had two things in common. Great stage shows and big smiles. It was only to be expected. Everyone was looking forward to gett ing lift s that stop at every

fl oor, so when the polls fi nally came, grand parties were held. Grassroots leaders took the stage with a comedy sketch at the

poll for the 16 blocks in Woodlands Street 32 and Avenue 1. And some great professional performers entertained the

crowds who came to the poll for the nine blocks in Woodlands Street 11 and 13.

An average 88% of all eligible residents in each block voted YES. So now lift s will be upgraded and 50 new lift -

shaft s will be constructed to bring the benefi ts of same-fl oor lift service to a total of over 1200 homes.

Mr and Mrs Manavalan voted Yes because they live on the seventh fl oor. “It’ll be much bett er for our visitors,” they said. “And for us, of course!” An extra bonus, they thought, was the fact that their fl at would have a higher valuation when it has a lift serving the seventh fl oor.

Mdm Lee Swee Geok moved into her fl at on the eighth fl oor 25 years ago. “I could run up and down the stairs easily then,” she said. But she has had a problem with her kneecap for more than a year now and the lift stops on the sixth. She will be very glad when the new lift s are in next year.

Mr Henry Cordeiro voted yes because his mother can’t manage the stairs to come and visit him now. And looking forward,”What happens when you get old and you’ve got things to carry up or down? A cupboard, for instance! All the blocks should have lift s that stop at every fl oor.”

Double happiness in Nee Soon East

Two precincts vote YES for their Neighbourhood Renewal Programme (NRP)and Lift Upgrading Programme (LUP)

“We are one of the fi rst to benefi t from the Neighbourhood Renewal Programme,” said Assoc Prof Ho Peng

Kee when he opened the polls for it and the LUP. He thanked grassroots leaders and the Town

Council for their hard work in gett ing feedback on the facilities wanted in the renewal of this 24-year-old estate. First they went house to house in August last year to get residents’ initial thoughts, then they showed some preliminary designs in May this year. Aft er fi ne-tuning, those plans were put to the vote.

Th e Nee Soon East NRP and LUP will cover Blocks 290 to 294 in Zone 4 and Blocks 258 to 264 in Zone 5. Th e Zone 4 blocks are low-rise and most of them have shops on the fi rst fl oor. For the LUP a total of 19 new lift shaft s will be built to give same-fl oor lift service to nearly all the fl ats.

Over 93% of eligible fl ats voted Yes for the NRP. Because it covers a larger area than an IUP, a wider variety of facilities, without duplications, were off ered. Residents are looking forward to some new drop-off points, elderly fi tness corners, children’s playgrounds, seating, landscaping, covered linkways and an upgrading of the Nee Soon East courtyard by the end of 2011.

Th e entire project is expected to cost $2m.

Replacing the old Main Upgrading Programme (MUP), fl ats built before 1987 are

eligible for the HIP if they have not had an MUP. Blocks 227 to 235, built in 1984, were the fi rst to be off ered an HIP and voted overwhelmingly in favour.

Both optional and essential improvements are off ered under the HIP. Essential items are necessary for health, safety or technical reasons. In the case of Mdm Lee’s block these included the replacement of waste

You can opt out of the non-essential improvements and pay a litt le less but Mdm Lee, like most of the residents in her block, decided to have everything done. And she is delighted with the result.

Her visitors wanted Mdm Lee’s feedback on the new bathroom tiling and fi xtures she selected fr om the optional improvements off ered under the HIP.

Replacement of all the waste pipes in the fl at was considered an essential improvement.

A new fr ont door and grille were optional items Mdm Lee chose – and everyone thinks they look very good.

With a new switch room and sub-station, the electrical supply has been upgraded for all the fl ats in the block.

Th e new laundry pole sockets support the poles at both ends. Mdm Lee says it makes it easier to hang laundry.

Th e Marsiling Lane market and cooked food centre was given the thumbs up for cleanliness by the Minister of Health himself on 24 May.

Mr Khaw Boon Wan and Mr Hawazi Daipi toured the crowded market, chatt ing with

shoppers and stall keepers. Mr Khaw then went on to tour the cooked

food centre where he thanked stallholders for signing a pledge to maintain high standards of hygiene. He also chatt ed with many people who had just come for breakfast – oft en sitt ing down at the table to talk about food in comfort!

Th is is a very popular market and food centre that has been spruced up recently and fi tt ed with upgraded toilets. It’s good

to know that the stallholders there are committ ed to meet the NEA’s Singapore’s OK requirements. Even the toilets got a big OK!

Plenty is the short answer to that question. And if you visited

the URA ’s My Endearing Home exhibition at Causeway Point – you could reel off a whole list of improvements and facilities in the pipeline.

When he opened the exhibition on 11 July, Mr Hawazi Daipi said how childhood memories oft en make a home endearing, but if it is to remain endearing it must develop. It must have a future.

At the exhibition you could “take a peek into the future and see some of the wonderful plans for Singapore, particularly for those in the North,” he said. “For instance...a new Th omson MRT line that will run from Woodlands to the heart of Marina Bay. And a new North-South Expressway that will cut down travelling time to the city by 30 per cent.”

Catching the att ention of many visitors were the plans for a Woodlands Waterfr ont. To be developed east of the Causeway, it will feature a nine-hectare park, a refurbished jett y and a cantilevered promenade that will let you run along the coast. Park connectors will link it with Admiralty Park and Woodlands Town Garden.

On behalf of all Northerners, Mr Hawazi thanked the URA for sharing their plans for our future here in the North. Th en many joined him for a visit to the Sungei Buloh Wetland Reserve. And, yes, there are plans to enhance the att ractions and educational facilities at this reserve, too!

Meet Mr Peter Lo, Chairman of the Canberra CCC Environment Committ ee

Just aft er World War Two, Peter was born into a fairly rural community in Hong Kong’s New Territories, growing up as the eldest son in a large family. Th ey had

no regular garbage collection and no running water, “It was much the same as kampung-life here,” he said. “Th e chickens, cats and dogs used to clean up the rubbish prett y well, but water was always a problem.”

Being the biggest, he carried the water from the standpipe to the Lo house in kerosene cans strung from a bamboo pole.

He believes that his life in the 1950s is the reason he is so keen to avoid any kind of waste now – and why he wants to make sure Singapore stays clean and green.

He’ll do it. “I don’t give up until I get what I want!” he says, with well-earned pride. He showed us photos taken during some of the dozens of events and programmes he’s led (a few shown to the right). He joined the Canberra Zone 2 RC in 2003 and has since become very active in mozzie and dengue prevention, energy and water conservation, recycling and anti-litt ering. Since 2005, he’s been winning awards from the NEA, PA and PUB, culminating in the prestigious 2009 EcoFriend Award.

Lecturing at childcare centres, giving brief talks to busloads of residents off on a picnic, engaging with pet owners – Peter is a master communicator. He said he learned how to talk with people, and handle their problems, working the front desk in fi ve-star hotels. “It’s simple. You look into their eyes, listen to what they’re saying and understand what they want.”

He’s put his skill to good use. He’s charmed hundreds to join his dengue and energy monitoring schemes, thousands more to pick up litt er and sort out their recyclables. But he’s a patient man. He knows what he wants to achieve will take time and he’s willing to work towards it by any route available, for however long it takes.

Aft er managing hotels, he set up a furniture business. “I used to travel half the year: Germany, Britain, Scandinavia, the US, Malaysia, Singapore, Th ailand – buying and selling. It got to know many diff erent countries quite well.

“Whenever I got off the plane in Singapore, I’d breathe in the Singapore air and think, ‘Wah! So nice!’ Riding into town in the taxi, there was the scent of grass, you could smell the green. It was really impressive.”

So Peter brought his wife and two teen-aged daughters to live here in 1990. And now he has some spare time he sees it as his duty to help – in any way he can – make Singapore an even nicer place to live.

Th e system has been working well for the past three months. Sponsored and installed by Sharp, at no cost to the Council, the system will reduce the Council’s power bill by nearly $150 every year.

Survey on the Proposed Town Council Management Report (TCMR)Th e Government has announced that it will be producing reports on the town councils, in order to give residents more information on the work of the councils.1. What criteria would you like to see for assessing your town council?

You may have read in the media recently that the Government will be producing a management report on the Town Councils, in order to give residents more information on the work of the councils.

Th e Ministry of National Development is currently holding a series of public consultation exercises, and the list of criteria will be fi nalized by the end of September. With it, the Housing and Development Board and Ministry will assess the town councils and announce the results of their evaluation next year.

We would like to hear your views on the Report, including the proposed list of criteria.

Th is survey will only take you a few minutes to complete. All completed forms may be sent or faxed back to our Town Council offi ces, or scanned and e-mailed to our central mailbox at [email protected].

How do humans get infected?Like other flu viruses, the Influenza A (H1N1-2009) virus is spread mainly through people with flu, coughing or sneezing. Sometimes people may become infected by touching something with flu viruses on it and then touching their mouth or nose.

What are the symptoms of Influenza A (H1N1-2009) in humans?

Like the regular seasonal flu, common symptoms are high fever, with cough, sore throat, runny nose, muscle ache and tiredness.

Should I vaccinate myself against Influenza A (H1N1-2009) with Tamiflu?No. There is currently no vaccine available against Influenza A (H1N1-2009). Tamiflu is not a vaccine.It is used mainly to treat people with the disease. Inappropriate use may cause resistance to Tamiflu when you really need it.

What about getting the normal flu jab? It is not known whether the current seasonal flu vaccine protects against the novel Influenza A (H1N1-2009) strain.

Yearly vaccination is however recommended for groups at higher risk of complications of influenza, such as

– Persons aged 65 years and older;– Children aged 6 months to 5 years;– Adults and children who have chronic diseases such as asthma, diabetes, or kidney failure on dialysis.– Women in the second or third trimester of pregnancy.

Is it safe to visit countries with cases of Influenza A (H1N1-2009)?You are advised to avoid non-essential travel to affected areas*. If you have to travel to such areas, be vigilant and maintain a high standard of personal hygiene at all times. Should you fall ill while overseas, do see a doctor as soon as possible and refrain from travelling until you are certified fit by the doctor.

What should I do if I suspect I have Influenza A (H1N1-2009) after returning to Singapore?If you develop flu symptoms after returning to Singapore, consult your doctor as soon as possible and inform him of your travel history. If you have returned from an affected area, you are advised to monitor your health carefully for 7 days and if you develop symptoms such as fever (>38°C ), cough, sore throat, or runny nose, please call 993 for a dedicated ambulance service which will bringyou to Tan Tock Seng Hospital.

Bagaimanakah seseorang dijangkiti?Seperti virus flu lain, virus Influenza A (H1N1 – 2009) pada umumnya menular melalui orang yang terkena flu, batuk atau bersin. Kadang kala, seseorang boleh dijangkiti apabila dia tersentuh sesuatu yang ada virus flu dan kemudian menyentuh mulut atau hidungnya.

Apakah simptom-simptom Influenza A(H1N1 – 2009) pada seseorang?

Seperti flu musiman biasa, simptom-simptom biasa ialah demam tinggi dengan batuk, sakit tekak, hidung berair, sakit otot dan kepenatan.

Haruskah saya dapatkan suntikan vaksin Influenza A (H1N1 – 2009) dengan Tamiflu?Tidak. Buat masa ini, tiada vaksin bagi Influenza A (H1N1 – 2009). Tamiflu bukanlah sejenis vaksin. Ia digunakan secara umum untuk merawat mereka yang menghidap penyakit tersebut. Penggunaan Tamiflu secara tidak wajar boleh menyebabkan penentangan terhadap Tamiflu apabila anda benar-benar memerlukannya.

Bagaimana pula dengan suntikan bagi flu biasa? Tidak diketahui sama ada vaksin flu musiman yang digunakan ketika ini dapat melindungi daripada jenis Influenza A (H1N1 – 2009) yang baru ini.

Bagaimananpun, suntikan vaksin tahunan disyorkan bagi kumpulan yang berisiko lebih tinggi mengalami komplikasi influenza, seperti

– Orang yang berusia 65 tahun dan lebih tua;– Kanak-kanak berusia 6 bulan hingga 5 tahun; – Orang dewasa dan kanak-kanak yang menghidap penyakit kronik seperti asma dan kencing manis atau pesakit ginjal yang menjalani dialisis. – Wanita dalam trimester kedua atau kegita ketika hamil.

Adakah selamat untuk melawat negara yang mengalami kes Influenza A (H1N1 – 2009)?Anda dinasihatkan agar tidak membuat perjalanan tidak penting ke kawasan-kawasan yang terjejas*. Jika anda perlu melawat tempat-tempat sedemikian, berjaga-jagalah dan kekalkan mutu kebersihan diri yang tinggi sepanjang masa. Jika anda jatuh sakit ketika di luar negara, berjumpalah doktor secepat mungkin dan elakkan perjalanan sehingga anda disahkan sihat dan cergas oleh doktor.

Apakah yang harus saya lakukan jika saya mengesyaki saya terkena Influenza A (H1N1 – 2009) selepas pulang ke Singapura?Jika anda mengalami simptom-simptom selepas pulangke Singapura, berjumpalah doktor anda secepat mungkin dan beritahu beliau tentang sejarah perjalanan anda. Jika anda sudah pulang dari kawasan yang terjejas, anda dinasihatkan mengawasi kesihatan anda dengan teliti selama 7 hari. Jika anda mengalami simptom-simptom seperti demam (>38ºC), batuk, sakit tekak atau hidung berair, sila hubungi 993 bagi perkhidmatan ambulans khas yang akan membawa anda ke Hospital Tan Tock Seng.
