Preface
G.D.H. Cole was born on 25 September 1889 and died on
14 January 1959. He married Margaret Postgate in August
1918. Cole came to prominence in the years shortly before the
First World War. Along with S.G. Hobson and A.P. Orage, he
was a leading theorist of that form of industrial democracy
known as guild socialism and was subsequently prominent in the
short-lived guild socialism movement. For the next half century,
he was active as an influential academic, leading Fabian, and
guiding light of several left-wing groups. Above all, he was a
political thinker, whose work in the last decade of his life was
described by Richard Crossman as “still the most creative ... in
the Labour movement”.
Cole was made a Faculty Fellow of Nuffield College in 1939, a
Professorial Fellow of the College in 1944 and was elected to a
Research Fellowship in 1957. The College library holds not
only his papers but the papers of his wife, Dame Margaret Cole,
and of the Nuffield College Social Reconstruction Survey which
he directed.

Publications, with some unpublished matter
G.D.H. Cole was a prolific writer, the author of over a
hundred books and thousands of articles, many of them
unsigned pieces for the New statesman. In this collection of
his papers, his articles are arranged thematically: materials
relating to books are arranged in chronological order,
beginning with the seminal guild socialist work The world of
labour (1913).
The singing of songs was a regular event whenever the young
Cole and his guild socialist colleagues met. Cole displayed a
facility for writing satirical verse, a talent which he employed
frequently after 1920; from that date a revue was produced for
every summer school attended by the Coles. The most
significant of the pieces, The striker stricken, was written in
the aftermath of the General Strike and, reputedly, in the space
of 48 hours. It was staged by the Oxford University Labour
Club in autumn 1926 and afterwards toured the Durham coal
fields and elsewhere.

Personal, biographical
According to Margaret Cole in the preface to her biography of
her husband, G.D.H. Cole considered himself to be ‘of no
interest whatsoever’ as an individual. It was this reasoning
which persuaded him to destroy virtually all his personal
correspondence. Fortunately letters written to him by his
father and his father-in-law, J.P. Postgate, survive and are in
this section of the collection. Letters written to Cole by his
wife can be found in the Margaret Cole papers.
Cole went up to Balliol College Oxford as an exhibitioner in
1908. From 1912 until 1919 he was a Prize Fellow at
Magdalen College. Papers from this period illustrate Cole’s
early tastes in literature and the development of his political
ideas. The pocket diaries used by Cole are a record of some
of his appointments and meetings in the period 1925–1955.

Political activities
G.D.H. Cole was involved in a myriad of political activities
during his life. His connection with the Fabian Society began
at Oxford and continued until his death. Cole was
particularly adept at organising left-wing groups and research
bodies. Two such were the Society for Socialist Inquiry and
Propaganda, which came to an end in 1932, and the New
Fabian Research Bureau. The latter produced much valuable
research and its amalgamation with the Fabian Society
resulted in a revitalised Society in which Cole played a
leading role.
During the Second World War, Cole initiated the formation of
the Social Security League. This organisation, founded in the
aftermath of the Beveridge Report, had as its aim the creation
of a comprehensive welfare system. Late in his life, Cole
wrote two articles for the New statesman under the title “The
future of socialism”. His argument, that socialism was in
danger of losing its drive and rigour, resulted in the creation
of the short-lived International Society for Socialist Studies.
Cole was an active participant in the affairs of the Labour
Party. Shortly after the First World War, Arthur Henderson
installed him as secretary to the advisory committees of the
party. For a while he was the prospective parliamentary
candidate for King’s Norton (Birmingham) and in 1945 he
stood unsuccessfully for one of the parliamentary seats of
Oxford University. Before the Second World War, the issue
of a popular front against fascism divided the Labour Party
and Cole’s strong opinions on this subject show themselves in
the papers in the collection.

Education
G.D.H. Cole was a Fellow of Magdalen College, Oxford, from
1912 to 1919. Throughout the First World War, he taught at
evening classes and in 1921 was appointed director of tutorial
classes at the University of London. Although he resigned
from this post in 1925, he continued to be involved with adult
education and with the Workers’ Educational Association in
particular. In 1926 he tried, unsuccessfully, to persuade the
Trades Union Congress to establish a labour college at Easton
Lodge.
Cole’s career at Oxford resumed in 1925 on his appointment
as University Reader in Economics and Fellow of University
College. In June 1939 he was appointed to a faculty
fellowship at Nuffield College; five years later he became
Chichele Professor of Social and Political Theory and a
Fellow of All Souls College.
In the late 1940s Cole was an enthusiastic participant in the
Common Ground project, which aimed to produce film strips
and booklets for use in schools. His own collection of
illustrations was utilised for this end. The UNESCO seminar
on workers’ education at Château de la Brévière took place
under Cole’s direction in 1952. He went on to become
chairman of the UNESCO consultative committee, a post from
which he resigned in 1956.

Government committees
The Economic Advisory Committee, of which Cole was a
member, was set up under the second Labour government to
advise the Prime Minister, Ramsay MacDonald. During the
same period, Cole also gave evidence to the Ministry of
Health Departmental Committee on the Relief of the Casual
Poor and to the Royal Commission on Unemployment.
In June 1940 the Minister of Labour, Ernest Bevin,
commissioned Sir William Beveridge to prepare a survey of
available labour in Britain. Beveridge in turn entrusted the
task to Cole, who quickly established a network of
investigators across the country. The evidence collected by
them was used for a report by the Man-Power Requirements
Committee on the wartime labour situation. Later in the war,
Cole was persuaded by R.A. Butler to serve on the Committee
on Public Schools. Some correspondence between
R.H. Tawney and Cole, which was prompted by the
Committee’s work, can be found in the papers of the Nuffield
College Social Reconstruction Survey, file A2/286.

Bibliographical and other papers
H.P. Smith, an old guild socialist colleague of G.D.H. Cole,
began a bibliography of the latter’s writings but he had not
completed this by the time of his death in 1967.
Cole compiled notes on a number of labour and radical
figures. After his death these were transferred to the
University of Hull where they formed the basis of the
Dictionary of labour biography, the first volume of which was
published in 1972.
The rest of this section demonstrates Cole’s interest in
radicalism, ‘pictorial statistics’, and a range of other socio-
political topics.

Conspectus
The conspectus, on pages 85–101, is for guidance only and
should not be regarded as giving accurate cross references. It
is best used in conjunction with the previous list, compiled in
1960 (c.). The old reference numbers were based on shelf
locations in the Library basement, probably Basement 4
formerly known as Basement 3. The second element refers to
the bay and the third refers to the shelf. Within each shelf,
boxes were not given unique numbers and the numbering of
files was not carried out consistently. It is therefore essential
to look at both the ‘old reference number’ and the ‘description
of record’ to identify old references. To facilitate this, the
conspectus also gives the relevant page numbers from the
1960 list.
