• Repair and Renovation - $4 million or more

• Auxiliary Enterprise - $4 million or more

• Intercollegiate Athletic - $4 million or more

• E&G Improved & Unimproved

Real Property Purchases - all

• E&G improved Real Property Gifts - over $300,000

• Energy Savings Performance Contracts - all

• Tuition Revenue Bond Projects (evaluation only) - all

The THECB Project Approval ProcessProjects Exempt from Approvals

• New Construction (Addition) -Less than $4 million

• Repair and Renovation -Less than $4 million

• Projects financed with more than 50 percent PUF or AUF

• Construction of privately owned buildings on land leased from an institution.

• Lease of property or facilities.

• Gifts, Grants, lease purchase agreements for clinical or research facilities.

• Projects pursuant to specific legislative authority.

• Gifts or lease-purchase of unimproved real property.

• Gifts or lease-purchase of improved real property with no E&G space and the value is $300,000 or less.

Committee on Strategic Planning and Policy or the Board Level Projects

• 80 days prior to Committee meeting

• All information and clarifications provided

• Incomplete applications or applications with unresolved issues move to the next Board meeting

• Name, location, and types of space

• GSF, NASF and E&G NASF amounts

• Outline of phases

• Explain cost categories that exceed thresholds

• Contingency costs over 10%

• Other costs over 5%

• Shelled Space

• Anticipated completion date

• Anticipated NASF, E&G NASF, and types of space

Demolished or permanently removed from inventory

Room Inventory CBM011 Edits

• Room Inventory report (CBM011) with a total room area exceeding the building GSF or NASF will produce a hard error, that will require error correction and resubmission of the report.

• Room Inventory report with total room area exceeding divided by the building GSF and exceeds a building efficiency of 90 percent will produce review soft error.

Reapproval Required if:

• 10 % increase between approved and expended Total Project Cost

• 10 % change between approved and expended Gross Square Feet (plus or minus)

• Project not contracted within 18 months of approval

• Property not purchased within 24 months of approval

• Any change in Funding Source
