President’s Message
As we commence the New Year, I must take opportunity wish everyone a Happy and Healthy 2013.
General membership and Executive meeting times are under review. At the current time, meetings are held the first Tuesday of every month at 7:30pm and Executive meetings are the third Tuesday of the month at 7:30pm. Members are invited to attend either meeting, so I look forward to seeing you there. If meeting times do change, the membership will be advised via newsletter and e-mail.
The Annual General Membership Meeting will be held on Tuesday, March 6, 2013. I am planning to return as President for year two of my three year term, unless someone is willing to step up and take on this responsibility.
One of my personal goals for the RWF in 2013 is a full review into all programs, activities and events to be sure they are cost efficient.
I thank everyone for their help and assistance in 2012 and I’m looking for your continued support in 2013. Remember: “This is your Club and members do make a difference.”
We had another successful lottery to raise funds for the New Building. Congratulations to all the winners.
Make sure you rest up over the winter because we will require your help to place the roof on the indoor range.

The RWF has become a very multicultural group over the past few years. We need to ensure that everyone understands the Range Rules. Range rules are mailed out to all new members & are they are published in all of our Newsletters. They can be viewed on the Regina Wildlife Federation’s website, as well. If English isn’t a member’s first spoken language, then it is the member’s responsibility to have someone translate the rules to them. If you took a Firearm Safety class you know that written exams are offered in English or French, only. Did you require a translator when you wrote the exam? Please make the effort to understand the rules. You could be approached while using the ranges, especially, if you are not following the rules. Don’t be surprised if you get asked to leave. These rules are in place for the safety of all members.

R.W.F. Recreation Center Rules
Entry is restricted to members and guest accompanied by a member.
Only currently paid-up members are permitted to use shooting facilities.
Vehicles must stay on developed roads only.
No wildlife of any kind may be shot at or molested within the property boundaries.
As a guide, safe firearms handling practices as outlined in the Saskatchewan Firearms Safety Course must
be adhered to and in the interest of personal safety. The use of hearing and shooting glasses is
recommended.
No persons appearing to be under the influence of alcohol or drugs are permitted on the firing line.
No loaded firearms shall be carried anywhere on the premises. Ranges are posted stating type of firearm
permitted thereon. No exceptions will be permitted.
Shooting at established targets only is permitted. No targets shall be set up on the range floor or dykes.
NO GLASS objects are to be used under any circumstances.
Shooters must not tie up firing points beyond reasonable time limits at times of heavy demand on facilities.
Firearms must be open and untouched on benches while anyone is downrange.
No firearms shall leave the firing line containing a live round. Upon completion of firing, shooters must
remove all equipment such as scopes, targets spent cases etc. Immediately clearing firing line for others to
use.
In the event of firearm malfunction, all firing must cease until faulty firearm has been repaired or safely
removed for further attention.

For the ninth year in a row we have broken our membership target set for us by the SWF. A huge thank you to all existing and new
members. Our membership year ends when we start to sell the next years memberships which is around Oct 20th. We ended the year
at 1032 members. Interesting statics indicate that the following have continuously renewed their membership over the years.

2013 Regina Wildlife Federation Membership Information (Annual Memberships Expire Dec 31st)
An annual Regina Wildlife Federation membership fee, includes a full membership with the Saskatchewan
Wildlife Federation.
This membership does not include access to the restricted handgun ranges and cannot be used to obtain a handgun transport permit.
Handgun memberships can be obtained from one of the three handgun clubs who are affiliated with the Regina Wildlife Federation (see Handgun Range information below).
GST is in addition to these rates. NO GST on Gate Card Deposits

Under federal regulations governing shooting
ranges it is required that a red flag be flown at the
entrance of the property and at the firing line
whenever the range is being used. As our ranges
are usually unsupervised it is the member’s
responsibility to ensure adherence to this
regulation. In addition the ranges have been
federally approved for specific calibers. Please
use the appropriate range for the firearm you are
shooting. Failure to comply with these laws could
result in penalties up to and including closure of
our ranges. Please remember to raise the flags
before you start shooting and take them down
when you are done. Now that the security gate is

Applying for RWF Fish Awards
The Regina Wildlife Federation (RWF) is now accepting applications for the annual fish awards from both catch and keep and catch
and release fishers. While the RWF recognizes that fishers enjoy eating fish, releasing the large fish which are normally breeding
females is encouraged. Releasing breeding females to spawn again is in line with our brief that we as good stewards we must act
to conserve the fishing resource.
To minimize damage to fish being released, only the tail pinched length and a photograph are required for submission for RWF
Awards.
Licensed anglers will take a photo of a qualifying fish following the rules listed below: 1. Fish must be CAUGHT AND RELEASED in Saskatchewan by recreational angling methods in accordance with provincial regulations 2. A qualifying fish length must be measured by using pinched tail method 3. Each entry must be accompanied by a color side view photograph of the fish preferably with a measuring device or an object of a standard size (eg. fishing license - 6”) in the picture 4. Each entry must be submitted on an official RWF entry form (or copy) 5. Entries with poor quality photos, illegible or incomplete data may be disqualified 6. Each entry will be reviewed by the registry committee and their decision will be final 7. All entries and photos become the property of the RWF and cannot be returned. The RWF is not responsible for lost or damaged entries.

To help at 2013 Fort Qu’Appelle Walleye Tournament
The RWF is once again planning on hosting the Fort Qu’Appelle Walleye Classic Fishing Tournament. The first meeting is on January 14th 7:30pm at the Serbian Club, located on the corner of Wallace St. and 12th Ave. We learned many things about hosting this tournament last year but none more important than the need for volunteers. We are seeking about 20 people to help out, mostly on the weekend of the event, Sept 1st and 2nd, but a few will also be needed to prepare prior to the event. In addition we are also still asking for someone to take the lead on this fundraiser. With the assistance of previous organizers, anglers who have participated in tournaments’ and the Walleye Trail club the work should flow smoothly. Regina Biathlon Club - January 2013
Since our last newsletter many events have occurred. The summer training camp in Canmore and regular Sunday training at the RWF have resulted in many skilled performances. The sponsorship by the Saskatchewan Wildlife Federation for competition medals has been very much appreciated! The SWF medals reward excellence and do light up the spirits of the athletes! Since fall, our club’s athletes have been to races in Canmore and the SWF Cup 1 in North Battleford. The events at the national training venue are incredible experiences, with participants from all
over North America - civilian and military, novice to Olympian, and ages 8 to masters... In these races, our RWF members have resulted in many personal bests. The highlight reward is the large chocolate received for clean shooting - and that is not as easy as it seems!
We have lost a few members as they have moved to Universities, but the interest in our sport and our membership continues to grow and we face the challenges of organization and rifle access, and we are pushing the limits of our small shooting range. We started a new master’s club. Two of our masters have done very well in race events - with the others trying to catch up. It is hard pushing skis and those extra pounds up those hills with 8 year olds
chasing you - and having to shoot with hearts racing and then having to do it 3 more times... (more on training days).
Highlights to look forward to this winter are the RWF hosted SWF Cup 2 in January, the Saskatchewan hosted Western Championships, and our coach Vanessa going to Austria to further her training. RAPS is at 25 members so far this year. There are a few long term members to renew yet. We are competing once a month in
Saskatoon; We are always battling for the top with our northern competition. There are usually around 25 entries every match.
There was a fun match in December, at the Indoor facility in Saskatoon, with a host of youth and others trying our sport for the first
time. Extreme fun for all !! We are eagerly waiting for the signs of spring so we can commence our season at the RWF.
Nationals are to be held in Dalhousie New Brunswick this year. With
the provincial match in Saskatoon.

Hide Bin Program
The RWF hide bin program is part of the SWF provincial initiative to reduce the amount of organic waste ending up in landfills and raise funds for purchase of Wildlife Lands. The Regina program is delivered in partnership with the City of Regina and Lorass Disposal. Lorass has graciously provided the RWF with a large bin which is hosted by the City at the landfill.
The bin officially opens no later than the beginning of rifle whitetail season (November 15) and remains open until January 31 of the new year. The bin is available during normal landfill operating hours. Hides can dropped off the same as refuse through the landfill scale system. There is no charge for dropping off hides and hunters will be issued a ballot for each hide delivered. The ballots should be filled out and returned to the scale house. There is a provincial and a club drawing for a hunting related prize in February each year. The club prize is drawn for at the February membership meeting and awarded to the winner at the Annual General Meeting held on the first Tuesday in March. The SWF prize is drawn for at the annual convention held in mid February.
Club Game Awards
Members who purchase their memberships before May 1st are eligible to compete for fish, big game, game bird and photography awards by the RWF.
Fish can be submitted by weight or if caught and released by length and girth. Entry measurements must be witnessed if the fish is released. Weights must be from a certified scale and be accompanied by an affidavit from a second party witness.
Big game trophies must be scored using the Henry Kelsey (H.K.) system. Scoring by any Henry Kelsey, Boone and Crocket or RWF club measurer is accepted by the RWF. The H.K. scoring system is identical to the Boone and Crocket system except no drying period is required.
Game birds are submitted by weight with the same scale and witness rules required for fish entries.
The annual big game scoring day is held at the club house on the Sunday following close of the either sex rifle whitetail season (first Sunday after December 7).
- Hours are normally 10:00 to 3:00
- Hot beverages and sausage on a bun are provided. The cash bar is open.
- Great opportunity to renew old acquaintances, socialize with other sports people and see some of the larger heads taken by club members.
The number of entries was down in 2012 compared to recent years, perhaps due to weather conditions. Nevertheless a number of very good heads were submitted and a good time was had by all.
Summary of Rules for Trophy Awards
All awards are based on the calendar year.
Only members in good standing who purchased their membership before May 1 are eligible for awards.
Only fair chase trophies are accepted for awards.
Applications must be submitted by January 31 of the next year.
Big game awards are based on the H.K. or Boone and Crocket scoring system only.
Sportsman/woman awards are determined by comparing the marginal standing of all entries by each candidate. Marginal standing is the fraction of the H.K. book minimum for that species.
Information about submitting award applications is available by calling Tom Anderson, Habitat Chair at 775 2558. A reference summary of submission criteria and procedures will be placed on the club web site before spring.

CLAY BUSTERS The RWF is hosting a 2-day shoot June 1-2, 2013. Saturday the 1st. will be a shoot held for Pheasants Forever, and Sunday the 2nd.will be the RWF’s Fun Day Sunday with proceeds of the shoot going to the Regina Wildlife Federation.
This event will be a great time with some fabulous prizes, and proceeds going to good organizations. Please plan to attend and support these shoots.
