Foreword03Introduction from the Director of the Institute for Competition & Procurement Studies (ICPS)

The Institute for Competition and Procurement Studies, in collaboration with the Welsh Government, is delighted to offer you the opportunity to nominate an individual, team, project, action, initiative to acknowledge theirachievements in procurement for the 2013 Welsh National Procurement Awards.

The awards will be hosted by The Institute for Competition and Procurement Studies (ICPS) and will be held at The Deganwy Quay Hotel, Conwy on the evening of 22nd March 2013.

These awards are a way of recognising leadership, excellence and experience in procurement/tendering. There are a total of 10 awards, including:

1. Sustainable Procurement and Corporate Social Responsibility (CSR) AwardSustainable procurement and CSR has never been as high on the priority list for governments, policymakersandbusinessleaders,somuchso,thattheWelshGovernmentiscurrentlyconsulting on a Sustainable Development Bill, which will impact on procurement in the public sector and, by implication, as a result private sector suppliers. This award recognises the outstandingachievementsofaleadingorganisationwhohasworkedonaprocurementinitiative,project or contract that has delivered a sustainable and potentially long-lasting outcome. Applications for this award are open to public and private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

2. Welsh Buyer & Supplier Working in Partnership Award Thisawardrecognisesanorganisationthathasworkedinpartnershiptoachieveanimportantnationalgoal,andin-turnhasaddedsignificantvaluetoaprocurementinitiative,projectorcontract. The organisation will have demonstrated initiative, creativity, and leadership to be a positive force for change, whilst delivering an exemplary outcome that has met the needs of Wales. Applications for this award are open to both public and private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

3. Outstanding Procurement Leadership AwardThe Procurement Leadership Award recognises the exceptional achievement of a leader that has madeasignificantcontributiontotheoutcomesofakeypublicprocurementinitiativeorproject.The judging panel will reward the leader that best demonstrates business success and excellence inraisingtheprofileofgoodprocurementpracticeinWales,whilstatthesametimedemonstratinghow good practice has shifted the organisation vision for procurement.Applications for this award are open to both public and private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable. 4. Innovation Champion AwardThe Innovation Champion of the Year Award recognises an individual or team that has showcased originality in procurement in terms of procuring innovation via goods or services. The judging panel will reward the individual or team that is able to exhibit a new or creative approach to a challenging issue. Applications for this award are open to both public and private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

5. Procurement Student of the Year AwardThis award recognises a student studying/practicing in Wales. The student will have led the way in conducting innovative, original and cutting edge research or has applied innovative practices that havethepotentialtoinfluenceprocurementpractices,policyandlaw.Suchresearch/practicescanbe from an economic, environmental, social, legal, process, supply chain, or business perspective. Applications for this award are open to student candidates studying/practicing in Wales. All entries must demonstrate cases that are measurable, perceptible and sustainable.

6. E-Procurement AwardThis award recognises best practice in the use of e-procurement. The organisation/individual will have demonstrated creativity and innovation to be a positive force for change, whilst delivering exceptional results for all parties concerned and in turn has met the needs of the Welsh public.Applications for this award are open to public sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

7. Most Improved Supplier Award This award recognises a supplier who has made use of the Winning in Tendering Tender Review Service or the Welsh Government’s Supplier Development Service (SDS) and has demonstrated a willingness to adapt and adopt the recommendations made by either/both services. The winning supplier will demonstrate continuous improvement in their tendering methods and, in doing so have improved their chances of winning public sector contracts at home (and abroad).Applications for this award are open to private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

8. Procurement Collaboration AwardThis award recognises a procurement tendering team where a collaborative approach will have been used to deliver a successful procurement initiative, project or contract. The award will be presentedtothecollaborativelead,andisbasedonhoweffectiveteamworkandcollaborationhasbeenusedtosuccessfullyinfluenceandenhanceaproject/contractoutcome.Thecollaborativeteam approach will have demonstrated initiative, creativity, and leadership to be a positive force for change, improvement and innovation. Applications for this award are open to both public and private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

9. Community Benefits Award Thejudgingpanelwillrewardateamorindividual,whocandemonstratemeasurablebenefitsthat a contract or project has brought to the local community in terms of economic regeneration, employmentopportunitiesandenvironmentalbenefits.Applications for this award are open to both public and private sector candidates. All entries must demonstrate cases that are measurable, perceptible and sustainable.

Outstanding Contribution Award This award will also be presented to an individual to recognise their outstanding and ongoing contribution to modernising Public Procurement in Wales.Applications for this award are open to both public and private sector candidates. Nominators should carefully read the Awards Guidelines prior to preparing their Nomination. Nominations must meet all criteriasetoutonpagesfourandfive,‘OurAward Categories’.

1. Nominations will only be considered for an award if all questions have been answered and all information requested has been provided. See pages 4&5 and the Nomination Form on page 11.

2. When making a nomination choose your target category carefully. Please make sure that you are able to provide the necessary evidence for your nominee. Note: A nomination can only be entered into one category.

Nominators will need to complete and sign the nomination form provided. Their nominations need to meet a number of eligibility criteria. This includes:

• A nominee must demonstrate a high degree of innovation or achievement in either operational or policy settings.

• Measurableandsignificantresults,whetherin terms of organisational culture change, savings,efficiencies,adoptionofinnovativepractice or shifts to new approaches to deal with old problems.

• Transferability- the central idea or approach shows promise for use by others in the widerprocurementfield.

• Nominators will need to complete and sign a short nomination form, see page 11.

5. Peer Judging

Each award will be peer-judged by a paneloffiveindependentprocurementprofessionals, who collectively have vast experienceandexpertiseinthefieldofPublic Procurement.

For each award category the judges may select up to 2 winners per category.

The Awards will be presented by the Minister for Finance & Leader of the House, Jane Hutt AM.

In recognition of each Winner’s achievement, the successful nominee in each of the 10 categories will be awarded:

1. A bespoke ICPS/Welsh Government glass trophy.
