Recently Plainfield resident Stanley Paulauskas com- plained that his property is sinking and fears that his en- tire home might eventually sink into a creek behind his home. Paulauskas complained that the Village allowed devel- oper to build on wetlands and that now his property is en- dangered their negligence. The Village of Plainfield rebuffed his complaints and attempted to switch the blame to him with responses that according to Mr. Paulauskas are, “Stupid and childish”. He probably will have to sue the village for relief and his attorney’s fees. Our system of justice mandates that you be given a fair trial to de- termine that. Under our laws you are always innocent until the state proves that you are guilty. A traffic citation is an accusation made by an officer who must then come to court to prove that you violated a law. It is often necessary to consider how things are done elsewhere to draw fair comparisons. Joliet is the County Seat of Will County and Chicago is the County Seat of Cook County; since both court systems must op- erate under the same laws it made good sense to compare their traffic courts. Every traffic citation issued in Chicago includes a court date when the alleged of- fender must appear. You must ap- pear in court for some offenses, for others you can, if you believe you are guilty, pay a fine by mail. Otherwise you will be heard in court on the date on the ticket and the police officer will appear in court on that day too. The offi- cer will appear because you have a Constitutional right to confront your accuser and to dispute what he or she says, to present evidence in court to contradict the officer, or to be represented by an attor- ney to present your case for you. A Chicago Police Department representative said their officers must appear the first time your case is up to avoid a dismissal of the ticket. The police officer must appear on the date that you are required to appear; the entire case against you rests upon what the officer tells the judge, not what the ticket alleges. If the officer does not ap- pear, the case is thrown out be- cause you have no accuser pres- ent in court. Thus no officer, no case, the citation is dismissed (a serious case could be continued). In Will County the system seems designed to eliminate as many not guilty pleas as possible. By its very structure it induces people to surrender their right to a trial and their right to confront the police officer. Why? Perhaps be- cause a lot of money is generated from guilty pleas. In Will County your citation enables you to mail in a fine if you believe you are guilty and it includes a date upon which you must appear in court should you choose to be heard by a judge. From that point on, the systems in Chicago and Joliet differ significantly. When you appear in Joliet’s traffic court you will be joined by many other people who have received ci- tations. There will be almost no police of- ficers present. There were two officers present we visited the traffic court last and they were never called. When your case is called you will step up to the judge joined by an Assistant State’s Attorney but probably no police officer. The prosecutor tells the judge what you are ac- cused of and the judge ignores the absence of an accuser; forget that nonsense about innocent until proven guilty! The county wants your money so it can con- tinue to tell people it is keeping taxes down--- it is at the expense of your constitutional rights, but so what? Will County Traffic Court Needs a Makeover Decaying fish creates foul stench A recent storm in Lock- port left large tree branches and limbs in its wake, strewn across town. In most cities the people would get prompt removal of the debris left af- ter severe weather; but not in Lockport. The people of Lockport pay a tax levy specifically for branch removal; that word came from a city of- ficial and the information was confirmed by Tom El- lis, Director of Public Works on Tuesday August 12th. On that day an irate citizen asked that a Weekly Report- er staff member listen to his telephone conversation with the Public Works Director. He was angry because there are large tree branches on his parkway that have not been hauled away by the city and he was upset because the city collects a tax expressly for branch pickup. In mid-July Becky Hackett,Shorewood’s competent paradecoordinator, sent out the word

that someparadeentryapplica-tionshadnotbeenreturnedandthat therewereavailableparadespotsforthosewhowantedtoen-ter. OnSundayAugust10th,anyconcerns Becky may have har-bored were dismissed as about80 entries lined up along EarlAvenuetojoinintheexcitingan-nual event.The paradewas led

bypoliceunits,theColorGuardandfireequipmentwithblaringsirens.NotfarbehindcameBoy

ScoutPack256,CubScoutPack256 and the Shorewood CubScoutPack258.TheGirlScoutsof Trailway Council followed ashortdistancebehind. Mayor Richard E. Chapman,andperhapsBeckyHackett,musthave some special connectionswith theweather-powers-that-bebecause year after year the pa-rade participants and the town

have enjoyed absolutely delight-fulsummeryweather,cappedbybeautiful blue skies and billowy

whitecloudsthatstronglyresem-blecottoncandy,fortheAnnualCrossroads Parade. This yearwas no exception the weatherwasasbeautifulasif ithadbeendesignedfortheevent. Entrants began lining up asmuch as two hours before theofficial start of the parade andbusiedthemselvesattachingsignsand other gizmos to their cars,

Themanwhoanswered identifiedhimself asTomEllis,Directorof PublicWorks.Helistenedwhilethecaller repeated his request to have the branches re-movedfromtheparkwayinfrontof hisproperty.HeexplainedtoMr.Ellisthattherearelargebranchesinpilesinmanyplacesaroundthecityandnamedstreetsonwhichhehadseenthemotherthanhisown. TomEllisreaffirmedwhattheladyinhisdepartmenttoldthecaller,thatheshouldbringthebranchestothePublicWorksDepartmentinhiscarorinpaperbagsand thecitywoulddisposeof them.Thecaller said,“Whoa!Thesearebiglimbsandbranches.Idon’thaveatruck;theyhavetobepickedup.” HewastoldbytheladyandagainlaterbyMr.Ellisthealternativeswereto“puttheminbagsandbringthemtous”;or,“waituntilSeptember8th.” Thecaller,whohasaskedthathisnamenotbeusedfor fear of retaliation from code enforcement, askedEllis if hewas aware that the public has paid a taxto pay for branch removal. Mr. Ellis acknowledgedthatandsaidthatwhileitistruehisdepartmenthasadeficitandcannotaffordtopaytohavethebranchespickedupotherthanatthetimeprescribedbyEllis. TomEllissaidhemadethedecisiontodiscontinuethebranchpickupexcept for the timeshehasestab-lished.TheBoarddidnothaveasayinit,hetookituponhimself tousethetaxmoneypaidforbranchre-movaltocoverothercostsincurredbyhisdepartment.Inmostcitiesthatdecisionwouldgetsomeonefired. These are not the first complaints revolving about

Ellis.Ellisaresidentof Lemonthasbeenaccusedof divertingthepurchaseof certainitemsfromLockportbusinessestobusinesseslocatedinLemont.Perhapshehas friends inLemontwhoappreciatehishelp.ThatdoesnothelpLockportoritsbusinesses. Lockport government is once again thumbing itsnoseatthecitizensanditisrunawayofficialdomthatbelievestheMayorandhisappointeesaretheoneandonlyvoicewhenitcomestomakingdecisions.InAprilthe citizens candemonstrate exactlyhowwrongMr.MurphyandMr.Ellisare. Citizens hold the most powerful weapon ever intheirhandswhentheygotothepollsandthat is thepenorpencilyoumarktheballotwith.WhenyouareinundatedwithMurphybaloney stylemailings priorto the election, you can retaliate drop the mailingsin the trashandvote forwhoeverhisopponentmaybe.Enoughisenoughandthisarrogantdisregardof yourrightsneedstostop.Lockportisafinecommunitywhosegovernmentneedspeoplerunningitwhocareaboutit,thepeople,anditsappearance.

Last Thursday, August 7th another resident cameforwardtocomplainthattheVillageof Plainfieldhascreatedaproblemforhimandabout12otherresi-dentsandnowrefusestocorrectwhatitcaused. Thereisalargeretentionpondbehindthehomeson the south side of AdamsCourt inPlainfield. InMarch2008,theVillageconductedadrainingopera-tionthatwassupposedtopreventhomeflooding.Theresident,MikeBickelsaidthatstatementsurprisedhisneighborsandhimbecausenoneof thehomesinthatareahaveeverhadanymannerof flooding. Mr.Bickel says that before theVillage undertookthedrainingthepondwas“abeautifulenvironmentforwildlife,”now,thewaterhastestedtoxic,itsmellsterribly,andfilthyresiduefloatsaboutorwashesuptotheshoreline.AvisittothepondconfirmedwhatMr.Bickelreportedandtheodorwasoverpowering.Therewasfilthat thewaterline thatwasunidentifi-ableanddeadfishthatwasheduptowardtheland. Mr.Bickel said thatwhatwasoncea lovelyplacewhere children enjoyed fishing, is now a source of miseryforallof theresidentswholivenearby.Fish-ingisoutof thequestionandthepondappearstobenothingmorethanabreedingplaceformosquitoes.

“On June 23rd the other residents and Iwent totheVillageforameetingtocomplain.TheBoardof Trustees and theMayor stated that they would re-spondwith a solutionwithin oneweek. It has nowbeensevenweeksandnotaword,”Mr.Bickelsaid. According to Bickel, they have learned that theirpropertyvalueshavedeclinedasaresultof theprob-lemwiththepond.Headdedthatthisisaproblemthevillagecreatedbynothavingtheponddugdeepenoughwhenitwasmade“and[thenthey]dumpedthewholemessonustheinnocentresidentsaroundthepond.” The two cases that have recently surfaced raisesome serious questions concerning the relationshipbetweenthevillageofficialsandthedevelopers.Whyaretheofficialsnotcallingthedevelopersonthecar-petinthesetwocases?Aretheresomesecretrelation-shipsbetweenthedevelopersandsomeofficialorof-ficialsof whichthepublicisunaware? Inanyevent, theresidentsarereminded thatyouhavetherealpowerinyourvillage—thepowerof thevote.Sixof membersof yourvillagegovernmentwillbeupforre-electionin2009.Whenofficialsfailtodotheirjobs,whentheyfailtorespondtoresidents’com-plaints,thevoteisthemostpotentweaponavailable.Voterscanwieldadoublewhammytounresponsiveofficialsbynotonlyvotingthemoutbutbyswitchingparties.Athreattochangeyourpoliticallabel,if youreallymeanit,willgettheattentionof manypeoplewhocanexertpressureonyourunresponsiveofficials.Youcan’tsayityoumustdoit.Thatpropositionholdstruenomatterwhattheofficials’partyaffiliationmaybe. Someofficialshatetohearitbutthiscontinuestobe a government of the people...provided that youdon’tallowthemtoexceedtheirpower.

They have been takingpartinanexerciseknownas“Imme-diate Response 2008”. That base atVazianiwasbombedbyRussianair-craftovertheweekend. In the meantime, Georgia has re-calledthe2000troopsithasstationedin Iraq and ordered them back toGeorgiaforthedefenseof theircoun-try.Thefirstof theGeorgian troopsleft Iraq lastweekend.TheRussiansclaimtheyhavecalledahalttotheat-tacks however,Georgian officials saythe attacks continue, there has beennoceasefire. Vitamin D deficiency is a grow-ing health concern facing theUnitedStatespopulationtoday.AccordingtotheNationalCenterforHealthStatis-ticsasmanyas36%of AmericansareVitaminDdeficient.VitaminDdefi-ciencycanleadtoanumberof serioushealthproblemsbut itremainsaveryunder-diagnosed condition. VitaminDisafatsolublevitaminthatisactuallyveryscarceinmostnaturalfoodproducts.Therearetwoformsof VitaminDwhichare important fromanutritionalstandpoint: VitaminD2andVitaminD3. VitaminD2issyn-thesized fromplants and yeast and isthe form used in Vitamin D supple-mentation.VitaminD3isthemostac-tiveformof vitaminDandisproducedwhen the skin is exposed to sunlight.Vitamin D3 is also found in fortifiedfoodsincludingcerealsanddairyprod-ucts.Thisformof VitaminDisfoundnaturallyinfishliveroilsandfattyfish.Theseformsof VitaminDarebiologi-callyinactiveandmustbemetabolizedbyboththeliverandkidneysintotheiractiveforms.Onceactivated,VitaminD plays a crucial role inmaintaininghumanhealth. The primary function of the activeformof VitaminD,alsoknownascal-citriol,istopromotetheabsorptionof bothcalciumandphosphorusfromthesmallintestine.Calciumandphospho-rus are then incorporated into bonesthrough a process known as miner-alization. Mineralization keeps ourbonesstronganddense. Thenormalformation,growthandrepairof bonearedependentuponasufficientsupplyof Vitamin D. Without Vitamin D,ourboneswouldbecomethin,brittle,andwouldeasilyfracture.VitaminDnot only protects our bony structuresbut also enhances immune function,

decreasesinflammation,andimprovesmusclestrength.AccordingtotheNa-tional Institutes of Health, VitaminDalsoplaysaroleinpreventingbothDiabetesandHypertension. VitaminDdeficiencyhasbeenlinkedtoanincreasedriskfordevelopingos-teoporosis, osteomalacia (softening of bone), certain types of cancers, auto-immune diseases, and cardiovascularproblemsaccordingtoareviewof Vi-tamin Dmedical literature publishedin the July, 2007 issue of The NewEnglandJournalof Medicine.Astudyin the Archives of InternalMedicinefound that men between the ages of 40-75with decreasedVitaminD lev-elswereatan increasedrisk forheartattack. What causesVitaminDdefi-ciencyandhowcanwepreventit? Themostcommoncauseof VitaminD deficiency is lack of sun exposure.According to the National Institutesof Health, it has been suggested that5-30minutesof sunexposuretobareskinbetweenthehoursof 10AMand3PMatleasttwiceaweektotheface,arms,legs,orbackwithouttheuseof sunscreenusuallyleadstosufficientVi-taminDsynthesis. VitaminDdeficiencycanalsodevel-opduetodecreaseddietaryintake.Asstatedpreviously,VitaminDisscarceinmostnaturalfoodsources.Therefore,somefoodsincludingmilk,margarine,and cereal are fortified with VitaminD. Somenatural sources of VitaminDinclude:Codliveroil,Salmon,Mac-keral,Tunafish,Sardines,Eggs(Vita-minDisfoundintheyolk),Beef liver,andSwisscheese.VitaminDcanalsobetakeninsupplementalform. Therolethatschoolsplayinthelivesof American families has increaseddramaticallyinthelastcentury.Today’skidsarebusytheydolesshouseworkandchores, and spend more time outsideof thehome.If theyareathome,theymaybeontheircomputersorwatchingTV.Often, their outside time is struc-turedandspentinorganizedsportsandactivities. There is no doubt that schools seeincreased achievement when they arefirmlyrootedintheircommunity.Stud-ies show that active, involved childrenperform better in school. And trendsin legislation point to increasing thisalreadyunprecedentedlevelof involve-mentof schoolandgovernmentinthelives of children and families. Someschools now include before and afterschool care as well as federally subsi-dizedlunchandbreakfastprogramsandevenparentingclasses.Schooloutreachprograms varywidely but can includeeverything from family counseling tohelpwithmedicalexpenses.Webelieveincharity,justiceforallandequity.ThisisAmericaandwegiveourkidsevery-thingwepossiblycan. However, in thespiritof oneof ourother fundamental beliefs, that of de-bate, I bring the following statementforward for us to ponder: These nec-essary and valuable social programshave thepotential to replaceor lessenpricelesscommunityandneighborhoodcohesiveness.Indeedtheymayalreadyhave separatedpeople.Howmany re-sponsibilities,fulfilledbytheparent’sof previous generations, arenowcoveredby the school system? Filling out aformnowreplacesaconversationandcan lead toa child eatingbreakfast ina gymnasium instead of their kitchentable. Ignorance–anotherword for fear -of our“foreign”neighborspreventsusfrommakingpossiblearrangementsforsupervised after school playtime untilMomgetshome.Allowingourkids towalk,insomecaseseventothebusstop,

is tooscary forsomeMomsandDadstoday. Do you feel your child is safeattheneighborhoodpark?Canyoure-memberknowingeveryfamilyonyourblock or in your apartmentwhen youwere a child?Can you remember notfeelingscaredornervoustoaskforhelp–oradrinkof water-fromthepeoplein your neighborhoodwhen youwereyoung?Doyourememberbeingcalledhome–loudly–byMomwheneitherdinner was ready or the street lightscameon?Howwouldyourkidsanswerthesequestionstoday?Maybewithno’sbecause:Timesarehard, familystruc-tureshavechanged,andtherearepred-atorsoutthere. Our relationships have suffered formany reasons. One of them may beprograms meant to help. Educatorsurgeneighborhoodstobewhattheyaresupposed to be: a group of dedicatedpeoplethatcareaboutwheretheyliveand thekids theyare raising to repre-sent them. Successful communities of caring citizens have relationships withothers,theyinvestinface-to-faceinter-action.Thisrequiresnomoneybutin-steadsometimeandpatience. Goodschoolsareplaceswheretheserelationships are lived and supported,but good neighborhoods are wherethese relationships should start. Goodschools are working on becoming li-aisons to community members in thehope of igniting neighborhood cama-raderie.Goodschoolstaffsunderstandthat today’s communities are moreisolated now and that times are hard.Goodschoolsandgoodneighborhoodsarethesame:theybothneedinvolved,brave,andcaringpeopletobuildrela-tionships.Thenexttimeyouseesome-oneyoudon’tknow,aroundyourhomeorschool,smileandsayhi.“They”liveheretooandwantjustwhatyoudo–agreat neighborhood. Take that samespirit toyourschool;evenif youdon’thave children that attend it; it is stillpartlyyour“house.”

Figures

such as Cheech and Chong made drugmovies abane toadults anda somewhatidealistic obsession among teens in ourgeneration.
