Last year’s Meridian Ranch Military Appreciation Golf Tournament at the Antler Creek Golf Course was a resounding success! We were able to bless our active and retired Meridian Ranch residents and their spouses with a free golf tournament as well as collect over $4,000 in donations to the Wounded Warrior Project! Critical Infrastructure Protection and Resilience: October 28 is “Honoring the Nation’s First Responders Day” honoring those career and volunteer professionals who mobilize and head into disaster areas when others are evacuating. This includes Public Works and Public Utilities professionals who operate our public water, wastewater, and stormwater systems. Also, November is Critical Infrastructure Security and Resilience Month dedicated to recognizing the importance of protecting our Nation’s infrastructure for our national security and resilience in responding to natural and man-made disasters.

Our water and wastewater systems are underground and out of sight, and therefore are easily taken for granted. Our drainage systems likewise, are often forgotten until a major storm overwhelms their capacity and stormwater damage becomes visible. Here at the Meridian Metropolitan District our daily interaction with our residents is often related to parks, open space, and recreation activities. These are also important public services that impact our quality of life.

The threats to our critical infrastructure continue to evolve. Today, economic prosperity, health and safety rely on a complex network of physical and cyber systems, all working together in harmony. America’s national security and economic prosperity are increasingly dependent upon critical infrastructure that is at risk from a variety of hazards and threats, both natural and man-made. These include pandemics, extreme weather, cyberattacks, or evolving terrorism threats. In 2018, Congress approved the Cybersecurity and Infrastructure Security Agency Act creating the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). Also in 2018, Congress passed the America’s Water Infrastructure Act of 2018 which requires that public water and wastewater systems conduct a risk and resilience assessment (RRA) and then prepare an Emergency Response Plan (ERP) to manage the risks. The Meridian Metropolitan District is now working on our own local RRA/ERP which is expected to be completed over the next several months. For obvious reasons, we will not be making public our RRA/ERP, or specific planned security improvements.

Streetlights: October is the month that sunset and darkness comes early and we rely more on streetlights. Streetlights are maintained by the Mountain View Electric Association (MVEA). Should you discover a streetlight that isn’t operating, please contact Mountain View Electric Association Member Services Department at 719-495-2283. MVEA’s operating hours are Monday-Thursday from 7:00 am-5:30 pm.

Snow Days: The recent snow storm at the end of the Labor Day weekend was a good reminder that winter is coming. The Meridian Ranch Recreation Center follows School District No. 49 snow closures and delayed openings. That is, when the schools are closed for a snow day, the Recreation Center will also be closed. When the schools have a delayed start, the Recreation Center will have

a delayed opening. This year may be a little more complex with some students doing e-learning from home. We recommend residents register as members of the Recreation Center with their email address. This, and our website, are the best ways the District can provide up to date information on Recreation Center operating hours during inclement weather.

Emergency Notification: In the case of a medical emergency, fire, traffic accident, or to report a crime, CALL 9-1-1 immediately. In case of a maintenance emergency such as an outdoor water leak, wastewater incident, storm water concern, landscaping incident or Recreation Center maintenance issue, please contact the Meridian Service Metropolitan District customer services at 719-495-5152. If you call our administrative office after hours, we will not get the message until the office is open again. But if you call customer services at the number above, the message will be sent immediately to the operations staff on call 24/7.

2021 Budget and Service Fees: During October, District staff prepare and submit the first draft of the Proposed 2021 Budget. Watch our website for the draft budget and updates that will be posted over the next few months. The District will hold an evening public workshop on the proposed budget on Wednesday, November 18 at 7:00 p.m. in the Recreation Center. This will be a good opportunity to hear explanations of the proposed budget and any proposed rate increases for 2020. This is also a good time to ask questions and offer comments. In addition, the Board of Directors will be having budget discussions at their regularly scheduled meetings on November 4 and December 2 (see the website for updates to dates and times, location, and agendas, and whether specific meetings will be held virtually by conference call).

August 2020 Water Shortage: During the August, the District experienced water consumption that exceeded water production capabilities. Due to the dedicated District staff, cooperation of residents and developer/builders, and assistance from neighboring districts, we avoided a serious water supply shortfall. Thanks to everyone who cooperated with the conservation efforts. Gathering and evaluating data is still under way. Preliminary indications are that several contributing factors caused the unexpected water shortfall. This combination of factors is not likely to ever occur again. Nevertheless, District staff are already pursuing various actions to assure adequate water supplies for future summers.

Watch for news and updates about these and other matters on the District’s website: www.meridianranchmetro.org
