at 9:00 A.M., Monday, June 6, in the Board room. The following members

were present: President Simpson, Mr. Burwell, Mr. Sullivan, Mr. Watenpaugl ,

Mr. Hansen, Mr. Del Monte, Mrs. Patterson, Mr. Reed, Governor Crane, Miss

Stolt and Dr. Humphrey.

The Board then recessed to enter tIle academic procession and attend

Commencement. President and Mrs. Humphrey entertained the Trustees, Deans

2nd honored guests at a luncheon.

The Board reconvened at 2:30 P '. The cornerstone laying ceremonies

scheduled for the afternoon were postponed due to the strike of contractor

construction workers.

(1) Sample Library. A sample library is a depository of con­tainers which hold the rock fragments taken by geologists at regular depthintervals from drillinG ,·,ells. The containers are filed in boxes with pro-;per identifications and the boxes are stored by number s:rsteJIl on shelves.Also, rock cores are frequently recovered from the "wells and preserved forstorage.

These rock fragments and cores are initially studied by geologis sfor the operating comp2D.ies. But t-lUs initial study does not exhaust theusefulness of the material which is eA"'tended by research studies over aperiod of many years. The usefulness of the material also extends to allpersons interested in tr~ natural resources of the region. It is derivedinitially as a by-product of oil and gas development and its duplicationwould be at prohibitive costs. It should never be destroyed or losto"Underground water resources alone will ma1<:e its preservation worthwhileas time goes on.

E"perience in the Mid-Continent a.'1d elsewhere indicates that theoil a~d gas companies are not set up to maintain permanent storage of thematerial. About six months ago, our company converted a storage buildL'1.gto other purposes and Tie contributed s":'Ilples from wells in this region toDr. T"noI;1as. The lTyaming C-eological Association held a meeting at the Unie­versity last Friday. I asked to see the University's facilities to ha..~dle

This matter is being called to the attention of the Wyoming Geol­ogical Association in Casper, and it is my understanding that geologists'with a mmlber of operating companies L't1 Wyoming are interested in seeing aSample Library expanded at the University. The cost for the additionalspace needed, I believe, will be minor. The cost of maintaining the librSJ-Y, ­I understand, is being met ~ithout difficulty at present. Therefore, Isubmit this request for your early consideration.

(2) Aerial Photographic Library. One of the modem tools forgeologists, civil engineers and agricultural technologists is the aerialphotograph. This type of photo is taken by camera in a specially equippedairplane in a series of flight strips. EY.amination is made with the Stere p­scope, multiplex and other instruments whereby accurate maps are construct< d.To the geologist in this region these photos are indispensable. The photos aid in stud;ting soil conditions for reclama­tion and grazing purposes.

Tl>.e photos a..-e stapled in position on index sheets usually inquadrangles 15 minutes by 15 minutes longitude and latitude. Also, thephotos are assembled in similar quadrangles-;into adjusted maps or mosaicsheets. The Federal agencies and private photograrnmetric engineering com­panies supply these materials. As I visualize a program, the collectionfor a Library would be progressive. The first step would be to obtain thephoto-index sheets over the State. From these sheets, the photos could becollected over a period of years as projects are initiated. This Library

, would gr01'l in value, not only to the University, but to the GeologicalI Survey, the Higlnvay Department, and other State agencies. I" would be use­I fUl also to the private citizens as its usefulness was recognized.

As directed bo' the Board at the previous meeting, the Comptroller and

the President submitted a report of their study of the fuel situation at

the pOYffir plant and recommended, in accordance vdth the recommendation of

Consulting Engineer Frank Prouty, that the University enter into a five-

year contract with the Rocky Mountain Gas Company for the furnishing of

natural gas to the power plant vrith a mininmm B.T.lJ. content of 700 per

cubic foot at a price not to exceed 18rz¢ per thousand cubic feet with the

priv~lege of renewal under the same basis or conditions. The contract is

to contain a clause that if there is a general price reduction in this

area the University shall benefit proportionately. It is noted that the

Universit:f is willing to entertain offers or proposals from coal operators

or oil companies for the use of their fuels, but due to the impending

emergency of a natural gas fuel shortage, and recognizing the qifficulty

of converting the power plant to the use of coal as a fuel at this time

due to the cost of such conversion and the considerable time it would take

it is the considered opinion of the Board that this contract with the gas

company should be entered into. This resolution was made by Mr. Watenpaug!"

as advertised and the contract let at that time if a proper bid is re-

ceived. It was the opinion of the Board that since several V.yorning con-·.

tractors outside of Lara'llie are interested and as the stadium is needed

as soon as it can be constructed, that the University should take advantag

of the summer weather and let the contract at this time.

President Humphrey then read a proposal from the firm of Bowes & Hart

Appraisers of Denver, to make the survey and study of the University pro-

pert;,' a'lct assets vihich is desired by the Board. After discussion, the

President of the University and the Secretary were appointed a committee

to study this proposal and if possible secure proposals from other firms

of equal merit and report back to the Board at the next meeting in an

effort to determine if this appraisal cannot be made at less cost. This

motion was made by Mr. Reed, seconded by Mr. Del Monte and carried.

A. The Board of Trustees has seen fit to encourage the continua..'1ceof the Vi':loming Union and its activities, thereby maintainL'1g the WyomingUnion on a basis comparable to other University departments, subject toultimate legal Trustee control.

n THE PRESIDENT OF THE UJITVERSITY

A. As the chief executive officer of the University, the Presi­dent shall be consulted on all matters of general policy relative to theadministration and management of the r,ryoming Union.

C. The Vfyoming Union Committee shall consult and advise withthe President of the University in appointing the Union Director.

D. The Wyoming Union Committee shall rely upon the recommen­dation and judgment of the Wyoming Union Director as the chief administr~tive officer of the Wyaming Union.

E. The Wyaming Union Committee shall be concerned with theformulation of general rules in regard to use of the troming Union by mem­bers, ai·1d shall advise uith the Union Director in connection with any

The specific assignments of the Union Director are:B.

A. The Wyoming Union Director shall be the administrativehead of the Wyoming Union, directly responsible to the President of theUniversity, and shall seek advice and counsel fram the Wyoming Union Cam­mittee in shaping and initiating importa'1t policies of the Union. TheUnion Director shall serve as an ex-officio member of the Wyoming UnionCommittee, without vote.

1. To formulate long range plans and policies which "illresult in an efficient orga~zation of the Union.

2. To supervise and over-see all employees in all de­partments of the Union, al'ld to promote efficiency 'within these departments.

3. To recommend to the President of the University theappointment of Union personnel.

4. To ma1{e an orderly a'1d ".1stematic accounting of allfunds, shorring complete and accurate records of all income a'1d expense,and submit monthly statements to the Committee. The system of accounts Jmaintained shall be approved by the University business office. The custdy - of all funds and the accounting for such funds shall be the' function 0

the University business Office. It shall be the responsibility of the Di­rector of the Wyoming Union to have the necessary audit made of the accoun sof the Director's office and all costs incident to such an audit shall bethe obligation of the Vl,yoming Union.

5. To effect proper liasson between the Wyoming Unionand other University departments.

6. To advise with the Wyoming Union Committee in regardto social and entertainment programs for Union members, and to promote andadminister as complete a program of activities as the physical and finan­cial limitations allow.

7. To be directly responsible to the Committee for the e _forcement of Union rules and regulations, especially in regard to conductof Union members and Union employees.

8. To submit budget requests showing anticipated incomeand expenditures to the Office of the President, vmen asked to do so bythe President of the University.

9. To be directly responsible for maintaining budget con­trol accounts a'1d for keeping the expenditures of the Union Viithin theproperly approved budget. \

V THE STUDENT SENATE
