    Most people are familiar with the sight of the sky-blue United Nations flag flying over peace-keeping ordisaster relief operations. These news items readilycatch public attention.

    By contrast, many UN activities to improve people'sdaily life remain little known. This publicationdocuments how the specialized agencies of theUnited Nations contribute to making the world atlarge, and the Republic of Moldova in particular, abetter place to live.

    The Millennium Development Goals set the directionand pace of the UN agencies' global efforts. To helpMoldova achieve its own Millennium DevelopmentGoals, we have mobilized capacities and resourcesfrom all over the world through wide-rangingpartnerships with state organizations, privatecompanies, civil society and the internationalcommunity.

    All the agencies of the United Nations are united inthis undertaking. Working side by side with theMoldovan people, we are confident that, together,

    with sustained efforts and solid commitment, we willreach these goals.

    The Millennium Development Goals are our commonchallenge. Let us all join hands to reach them, and wewill make Moldova a better place.

    public.

    Alte activiti prin care Naiunile Unite contribuiela mbuntirea vieii noastre n fiecare zi sunt

    ns mai puin cunoscute. Pentru ca oamenii stie toate acestea, publicaia de fa descrieaciunile pe care ageniile specializate aleNaiunilor Unite le ntreprind pentru a transformalumea, i n special Moldova, ntr-un loc de viamai bun.

    Obiectivele de Dezvoltare ale Mileniului stabilesc

    la nivel global direciile spre care ONU trebuies-i ndrepte eforturile. Pentru a realiza acesteobiective n Moldova, am mobilizat toatecapacitile i resursele noastre globale i amextins parteneriatele cu sectorul public si celprivat, cu societatea civil i comunitateainternaional.

    Gathered in New York in September 2000, headsof State and Government adopted the UnitedNations Millennium Declaration where theyreaffirmed their faith in the UN Charter'sprinciples and established eight global objectivesknown as

    to translate them into actions. The MDGsrepresent a partnership between the developedcountries and the developing countries designedto create an environment - at the national andglobal levels alike - which is conducive todevelopment and the elimination of poverty.

    By pursuing these goalsaccomplishes its mission of assisting the countryin turning MDGs into national goals andintegrating them into national policies andprogrammes. Thus, by 2015, Moldova will haveachieved the following goals and targets:

    Reduce by half the proportion of people living onless than a dollar a day.

    Reduce by half the proportion of people who sufferfrom hunger.

    Ensure that all boys and girls complete a full courseof primary schooling.

    Eliminate gender disparity in primary and secondaryeducation, preferably by 2005, and at all levels by 2015.

    Reduce by two-thirds the under-five mortality rate.

    Reduce by three quarters the maternal mortality

    ratio.

    Moldova became a member of the UnitedNations in March 1992 and since then, the UNspecialized agencies have registered noteworthysuccess in improving the living standards inMoldova. For more than twelve years, the UNagencies have been highly active in

    and in many otherimportant areas.

    Since 2000 when the Millennium Declaration setout for each UN member-state eight MillenniumDevelopment Goals to be achieved by 2015, theUN in Moldova has been making a lot of effort totransform them into reality.

    At present, the UN family in Moldova includesa vast range of UN agencies and organizationsthat work to improve peoples lives in countless

    ways:

    the United Nations Development Programme(UNDP);

    the United Nations Childrens Fund (UNICEF);the United Nations High Commissioner for

    Refugees (UNHCR);the United Nations Population Fund (UNFPA);the World Health Organization (WHO);the Bretton Woods Institutions: the

    International Monetary Fund (IMF) and theWorld Bank (WB);

    other UN Agencies and Programmes: theFood and Agriculture Organization (FAO);the International Labour Organization (ILO);the International Organization for Migration(IOM); the Joint United Nations Programme onHIV/AIDS (UNAIDS); the National Commissionfor UNESCO (United Nations Educational, Scientificand Cultural Organization); and the United NationsDevelopment Fund for Women (UNIFEM).

    The office of the UN Resident Coordinator isresponsible for facilitating inter-agency

    cooperation through advocacy, sharinginformation and working together to increasepublic awareness, creating and implementingnew programmes and joint services. Also, for theUN organizations which are not physicallypresent in Moldova, the UN Resident Coordinatorprovides local support by monitoring theirprogramme interventions, by administering theirfinancial and logistic activities as well aspromoting their special mandates nationwide.

    The United Nations DevelopmentProgramme (UNDP) is the UN's

    , advocating forchange and connecting countries toknowledge, experience and resources tohelp people build a better life. At therequest of the UN Secretary General, Kofi

    Annan, UNDP acts as the coordinator forthe Millennium Development Goals in theUN system, playing a major role in theimplementation of the Millennium Projectand the Millennium Campaign.

    In 1992, shortly after Moldova became aUN member state, UNDP inaugurated itsoffice in Chisinau with a mission toachieve the goal of sustainabledevelopment in Moldova, to coordinatethe activity of other UN agenciesactive in Moldova and to represent thenon-resident agencies in the country.

    The UNDP Resident Representative is alsothe leader of the UN Country Team,playing an important role in thecoordination and preparation of countrymonitoring reports, building up closercollaboration on policy advocacy, such asin the Economic Growth and PovertyReduction Strategy Paper (EGPRSP)

    Strategies for Poverty Reduction and TourismDevelopment, a General Urban Plan and a HousingStrategy of the municipality of Chisinau, thematicreports on the state of the art in areas related tothe three Rio Conventions for the national capacity

    self-assessment and other draft laws have beencompleted.More than 15,000 teenagers and 700 officials

    have received training on anti-trafficking issues.More than 200 victims have been represented inpenal and civil trials, and have been providedwith new documents and identity papers.

    More than 9,000 citizens have been involved inpublic awareness campaigns on fighting corruption. 15 localities have taken part in the movement forelaborating local development plans (Local Agenda21) and their implementation through the

    partnership of local public authorities, civil societyorganizations and private sector.900 representatives of national minorities

    (working as public servants, teachers, librarians,journalists, social workers, economists, doctors,militaries and unemployed) have been trained touse the state language as a second communicationlanguage for easier integration in the social,economic and cultural life of the country.

    The first Methodological Guide for Teachers'Teaching and Learning Language throughCommunication' and the First Level Book 'Language

    300 representatives of the judicial system havebeen trained on the implementation of the newcriminal legislation and criminal procedure.

    The National Human Rights Action Plan for2004-2008 has been developed and approved by

    the Parliament of the Republic of Moldova.

    UNICEF was founded in 1946 as a response tothe difficulties faced by children throughout theworld. Since then it has marked importantlandmarks in promoting the rights of thechildren. From the Nobel Prize awarded in 1965to the worldwide drive to save the lives ofmillions of children each year launched in the80s, from the UN Convention for Children'sRights in 1989, the largest recognized andwidely accepted international treaty, to the UN

    Special Session for Children in 2002, UNICEF isconstantly following its mission to create

    Six of the eight Millennium Development Goals(MDGs) can best be met as the rights ofchildren to health, education, protection andequality are protected. They will only besustained as the rights of every child arerealized. And so, UNICEF's work for childrenassumes an important role in meeting thesegoals.

    In Moldova, UNICEF set up a permanent officein 1995. The present Country Programme ofCooperation (2002-2006) focuses on threemain areas of intervention:

    In order to accomplish these objectives by 2006,UNICEF raises funds of approximately 2 million

    USD per year.

    programme aims at reducingmaternal, infant and children under-five mortalityrates, and improving the quality of health servicesfor mothers and children. The programme hasseveral components:

    In the area ofim m u n i za t i o n , the Republicof Moldova has been certified as a polio-free

    country. The rate of morbidity caused by vaccine-

    preventable infectious diseases has decreased.

    The immunization rate is being sustained at about

    95% for all types of antigens.

    There are significant results in per ina ta l ca re: Decrease of perinatal mortality from 14 cases

    in 100,000 births in 1997 to 11.4 in 2003.Decrease ofearly neonatal mortality from7 to 5.6. Decrease of maternal mortality from48.3 to 21.9 cases in 100,000 live births.Implementation of new cost-effective technologies:

    consumption of iron supplements (38% pregnant

    women), use of partograph (93%), partner

    assisted births (31.8%), free movement in labour(87.5%), skin to skin contact (75%), early

    breastfeeding (81.3%), rooming-in (91.7%).Professional training for over 6,000 medical

    workers on modern perinatal technologies.Elaboration and approval of the health care

    and treatment standards for pregnant women,

    newborns and mothers.

    mentioned:Over 300 family doctors and nurses from ninepilot districts have had professional training indiagnosing and treating the most frequentchildhood diseases, and in parents' education.Publication of the Mother's Agenda and the

    2 . Th e d e velo p m e n t o f t h e h e a l t h sys t e m aims at increasing the access of vulnerable groupsto quality health services through structural

    changes in the health care system. In order toachieve these goals, UNICEF has supported theintegration of the child and mother health careservices into Basic Benefit Package of health services.

    B. The Programmeaims at supportingthe development of protection measures for children andtheir families, paying special attention to those mostvulnerable, by improving policies, promoting family supportand community based services. The main components ofthis programme are:

    Setting up with UNICEF's support an ExecutiveSecretariat of the National Council for the Protectionof the Children's Rights.

    With UNICEF's technical and financial assistancethe Government approved the National Strategy onChild and Family Protection in June 2003. Two localstrategies for Cahul and Ungheni were developed.

    The Government adopted the Law on Children inDifficult Circumstances.

    Development of quality standards for childprotection services.

    Promotion of social work career through specializedtraining provided by Universities and Resource Centres.

    Reform of the Juvenile Justice system throughimproving the legislative framework, providingspecialized training to professionals working in the

    justice system, and setting up pilot alternatives todeprivation of liberty (probation, community servicework and providing free legal/social assistance tochildren in the field teams).

    Support provided for setting up a NationalAlliance of NGOs working in child protection (over100 NGOs); capacity building through 10 local smallprojects.

    Creation of pilot family/community-based modelsof services as alternatives to institutionalisation,including five-day care centres for different categoriesof children, as well as a new integrated family-basedsocial service for children in Ungheni district.

    Over 2,000 children and 40 adults in boardingschools benefited from training on life skills, onprevention of trafficking and youth unemployment.

    Creation of specialized services and of a referralsystem for children victims of neglect, abuse,exploitation, including trafficking. This includes aChildren's Friendly Wing of the Rehabilitation Centrefor Victims of Trafficking, a Centre for PsychosocialSupport, providing free long-term services for childrenvictims of abuse and exploitation, and a Maternal Centre.

    C. The

    programme aims at increasingthe participation of children and young people,the reduction of negative behaviours amongyoung people and the prevention of HIV/AIDS.The main components are:

    The Youth Strategy and Plan of Action for 2004-

    2006 was approved by the Government in November

    2003. The cooperation between sectors for the

    development of Youth Strategy was achieved.

    The Youth Strategy is now an integral part of the PRSP.

    More than 150 Local Youth Councils have been

    created and more than 30,000 children and young

    people have participated in the elections. Four

    assemblies of the Children's Parliament, as well as

    two assemblies of the Parliament of Youth and the

    Forum of Children and Young People have been

    organized and brought together over 1,200 children.

    41 local groups of children have implemented projects

    supported by small grants. 411 children and 35 adults

    have offered solutions to community's problems

    through the Youth Act Project. A network of approximately

    60 newspapers and radio stations managed by children

    has been created and is currently being supported by

    UNICEF. Regional Centres for Resources for young people

    have been created.

    The first three Youth Friendly Centres (out of seven)

    have been opened: the National Resource Centre for

    Young People, the Media Centre and the Young Voices

    Radio Studio as well as the Regional Resource Centre

    Bineva.

    activities include:Three Youth Friendly Clinics opened in Chisinau and

    Stefan Voda which offer information, counselling and

    health services for young people.

    Technical assistance provided for the elaboration ofthe national curricula on Life Skills Based Education.

    A Study on knowledge, attitudes and practices ofyoung people has been conducted for the first time ona representative sample of 10-24-year old.

    Social Theatre on HIV/AIDS prevention created asan interactive way for public awareness on HIV/AIDSand STI prevention.

    A network of health peer educators has been createdand it includes 348 teenagers from 11 communities.

    The United Nations High Commissioner for Refugees(UNHCR) was established in 1950 by the UN GeneralAssembly to lead and coordinate international action forthe protection of refugees and the resolution of refugeeproblems. During half century of work, with a numberof staff of more than the agency hasprovided

    winning two Nobel Peace Prizes in1954 and 1981.

    Worldwide, UNHCR is committed to the principle of

    participation by consulting refugees on decisions thataffect their lives and to the principles of the UN Charter,namely maintainingdeveloping friendly relations among nations, andencouraging

    In its efforts to protect refugees and to promotelong-term solutions to their problems, UNHCR works inpartnership with governments, regional organizations,international and non-governmental organizations.

    In 1997 UNHCR joined the other specialized UN agenciesrepresented in Moldova. The Co-operation Agreement

    signed with the Government one year later specifiesUNHCR's principles of protection and humanitarianassistance to refugees, asylum-seekers and internallydisplaced persons (IDPs) with a view of securing durablesolutions. In order to achieve its objectives, UNHCR hasestablished working relationships with internationalmissions such as OSCE, IOM, Sida, other UN agenciesin Moldova and with the Swedish Migration Board andother donor governments.

    UNHCR's programmes in Moldova have benefited fromgenerous support from foreign governments or from

    intergovernmental organisations, corporations andindividuals. During the last two years, substantialcontributions have been received from the EuropeanUnion, through TACIS programmes.

    UNHCR providesincluding the provision of monthly

    allowances and humanitarian aid so thatindividuals are assured elementary humanconditions like shelter, food and primary healthcare. The beneficiaries of UNHCR assistanceprogrammes in Moldova include vulnerablegroup people, such as

    Further to UNHCR's activities in Moldova, thefollowing concrete results have been achieved:

    Technical equipment has been provided tothe Department for Migration within the Ministryof Labour and Social Protection.

    A Central Data Bank has been set up toprovide data on legislation, returnees, IDPs, andlabour migrants.

    An income generation project has beenimplemented so that refugees self-support especiallyin urban areas.

    Programs providing language classes, sewing,computer courses and participation of refugees inlocal community activities have allowed morerefugees to socially integrate in the community.

    A block of twelve apartments has beenrehabilitated for twelve IDP families who moved toGovernment controlled territories after the militaryconflict in Transdniestria ended.

    Hospitals and educational institutions located in

    Chisinau and in other areas affected by the conflictin 1992 have been rehabilitated.Schools in 16 localities (Chisinau, Cocieri,

    Chiperceni, Molovata Noua, Pirita, Dubasari, Ribnita,Corjevo, Cosnita, Copanca, Tiraspol, Varnita,Hagimus, Oxentea, Sanatauca, Dorotcaia) have beenfully furnished.

    The Pneumophthisiological Dispensary inChisinau has been reconstructed and the Children'sRehabilitation Centre in Ciadir-Lunga has beenprovided with medical equipment to serve the localpopulation as well as refugees, asylum-seekersand IDPs.

    The Municipal Emergency Centre in Chisinau,hospitals in Criuleni and Rezina as well as theNational AIDS Centre have been reconstructed.

    A Reception Centre for Asylum Seekers wasopened in October 2003 and the rehabilitationworks at the Centre continue.

    The Main Directorate for Refugees, a centralgovernment authority established in March 2001,received technical assistance during 2001- 2003.

    The kindergarten no. 123 attended by childrenof asylum seekers and refugees has received adonation from UNHCR.

    The Law on the Status of Refugees entered intoforce on January 1, 2003.

    Established in 1969, the United NationsPopulation Fund has provided over 6 billionUSD to developing and transition countriesto improve their reproductive health and tosupport sustainable development goals.

    At the request of the Government of Moldova,UNFPA started its activities in the country in1994 and its contribution increased after 2000.

    UNFPA had to respond to problems such as:high morbidity and maternal mortality rate;unwanted pregnancies and abortions;increased incidence of sexually transmittedinfections (STIs), including HIV/AIDS;low use of modern contraception;low public awareness of reproductive health;violence against women.

    UNFPA's action in Moldova is strategicallyfocused on

    in the field of reproductive health andfamily planning (RH/FP). Thus, UNFPA offers thenecessary technical support to its partners inorder to ensure successful implementation ofprojects on population and development. Theobjective of this action is the achievement of

    :FP standards and protocols have been

    drafted and adopted.RH/FP services have been included in the

    primary health care in order to increase theaccess of all people, especially of vulnerable

    people and those living in rural areas.Medical staff working in family planningconsultation rooms have benefited ofsubstantive training on how to provide familyplanning services.

    Manuals and training materials have beenprepared for specialists in gynaecology, familycare, and for nurses and midwives.

    Operational support has been providedto the Ministry of Health, Ministry of Education,Medical University N. Testemitanu, NationalCentre for Reproductive Health, Medical

    Genetics and Family Planning in Chisinau andother 45 FP consulting rooms throughout thecountry.

    The large public, especially young people,have been informed about how to lead a healthylifestyle, prevent unwanted pregnancy andsexually transmitted diseases.

    UNFPA aims to achieve in Moldova the objectiveof reproductive health -

    - in allmatters related to the reproductive system. Forthe successful achievement of this goal, UNFPAhas provided financial support amounting tomore than 1 million USD.

    The first step was done in setting upin order to provide

    population with the best services possible. Thiswas then followed by a joint UNFPA and UNICEFresearch on reproductive health, and theestablishment of three pilot-centres for women'shealth, 'Dalila' in Chisinau, 'Virginia' in Cahul and'Ana' in Drochia.

    Equally important are the programmes thatsupplied birth control pills, for which UNFPAallotted 439,000 USD in 1997 and 300,000 USD in2001. The programmes were implemented in co-operation with the Government of the Netherlandsand the Department for InternationalDevelopment (DFID) within the Government ofthe United Kingdom of Great Britain. Theabortions decreased from a reported number of65,000-70,000 in 1994-1995, to 15,000 in 2003.Consequently, the ratio of maternal mortality andchild mortality has decreased while the use ofbirth control methods has increased.

    The outputs of these projects are becoming moreand more visible. The national infrastructureproviding RH/FP services and the technicalcapacity of service providers has beenstrengthened in terms of professional training,methodology, co-ordination, information supportand promotion, procurement of the necessarymedical equipment for FP consultation rooms.

    As a result of all these activities,

    UNFPA is working to accomplish the followingobjectives by 2007:

    provide support to the Ministry of Health for the

    elaboration of a long-term strategy for reproductivehealth; reduce the maternal mortality rate by 10%; reduce the abortion rate by 10%-15%; reduce the syphilis rate by 10% (100,000 ofthe total population); increase the use of modern contraceptives by 10%; increase the number of FP patients by 20%; increase the RH/FP consultations by 30%; provide training to over 900 RH/FP serviceproviders; increase by 65% the number of people well

    informed about the contraceptive methods.

    The good co-operation relationships betweenvarious national and international institutionswith responsibilities in the RH/PF field lead to theharmonization of their activities. Among UNFPA'spartners in Moldova we can mention the MoldovanGovernment, the Ministry of Health, the Medicineand Pharmacy State University N. Testemianu,the National Centre for Reproductive Health, MedicalGenetics and Family Planning, the Ministry of Education,the National Dispensary of Dermatovenerology, severalcentres for women's health (Dalila, Ana, Virginia),Family Planning Institutions, NGOs, other UN agenciesand international organizations.

    A Catalyst in the

    Health Sector

    The World Health Organization (WHO) was established in1948 for the purpose of cooperation to

    . WHO's goals are to build healthypopulations and communities, and to combat ill-health.

    To achieve these goals, four strategic directions provide

    a broad framework for WHO's technical work:

    reducing excessive mortality, morbidity and disability,

    especially in poor and marginalized populations;

    promoting healthy lifestyles and reducing risk factors

    to human health that arise from environmental, economic,

    social and behavioural causes;

    developing health systems that equitably improve

    health outcomes, respond to people's legitimate demands,

    and are financially fair;

    elaborating an enabling policy and creating an

    institutional environment for the health sector, and

    promoting an effective health dimension to social,

    economic, environmental and development policy.

    In carrying out its activities WHO is focusing on

    the following six core functions:

    articulating consistent, ethical and evidence-based

    positions;

    by assessing trends and

    comparing performance, setting the agenda for, and

    stimulating and development;

    catalysing change through and ,

    in ways that stimulate cooperation and action and help to

    build sustainable national and international capacity;

    negotiating and sustaining

    ;

    setting, validating, monitoring and pursuing the proper

    implementation of ;

    stimulating the development and testing of new

    risk reduction, health care management and service delivery.

    In addition, WHO also proposes conventions, agreements,regulations and gives recommendations about internationalnomenclature of diseases, causes of death and public healthpractices. WHO develops, establishes and promotes

    international standards concerning food and biological,pharmaceutical and similar substances.

    The Republic of Moldova became a WHO member in May1992, and three years later a Liaison Office was operationalin Chisinau under the coordination of the Regional Officefor Europe located in Copenhagen, Denmark.

    The overall goal of WHO in Moldova is to provide keytechnical support for the health sector development,advocating for health promoting policies and providingtechnical leadership. In collaboration with the government

    WHO's activity in Moldova includes

    through a series of programmes suchas:Development of Health Policy and Systems;

    Control of Communicable Diseases;Control of Non-Communicable Disease;the Maternal and ChildHealth Care.

    Following the implementation of WHO'sprogrammes a series of results have beenregistered:

    Extensive work has been done in the area of, especially under the

    programme. An integrated NCD (Non-Communicable Diseases)

    control and prevention programme was preparedin 1998-1999.

    The national tuberculosis policy has beendeveloped and the training and implementationof Directly Observed Treatment (DOTS) strategyhas been started.

    A national hasbeen established during the last two biennia;at present most systems are in place and staff hasbenefited of substantial training. A Health Sector Reform Strategy during 1997-2003has been prepared by WHO in partnership with

    the Government.

    Technical assistance has been provided toGovernmental bodies in the implementation ofthe Health Insurance Scheme.

    WHO has assisted the Government in thedevelopment of the

    and has dealt with measures for the country'scertification as polio-free. Support has been provided in areas of drugpolicy with considerable success in introducing

    WHO's Regional Office defined Moldova as a

    country with increased health needs. Since 1997collaboration between WHO and Moldova hasbeen carried out through Biennial Medium-TermProgrammes (MTPs) followed by a BiennialCollaborative Agreement (BCA) in 2002-2003.

    The priorities identified by the Government andWHO for 2004-2005 include: mother and childhealth (including reproductive health);strengthening stewardship function (institutionalcapacity building, development of health policyand of health information system); improving the

    health system (with focus on health financing);strengthening resource generation function(with emphasis on pharmaceutical products);water safety; HIV/AIDS; tuberculosis; non-communicable diseases prevention (focus onhypertension, diseases of the digestive system,and breast and cervical cancer); food safety andmental health.

    Among WHO's partners and donors in Moldovathere are other UN agencies (UNDP, UNICEF,UNAIDS, UNFPA, WB/PCU), EU/TACIS, the Soros

    Foundation, USAID/AIHA.
