The UMC Data Definitions were authored by members of the United Methodist Information Technology Association’s Data Advisory Team (UMITA DAT), comprised of representatives from six general agencies and eight annual conferences. The DAT was charged with defining standards and practices for sharing key data on people and churches among the annual conferences and the general agencies receiving church funds (see ¶810.2). This manual was created to assist conferences and agencies in understanding each data element and how it should be reported in order to increase data accuracy during the reporting process. The information contained within is primarily correlated from information provided by the UMC’s General Agencies and combined with additional information and clarifications related to Annual Conference reporting. TWO OPTIONS: Annual conferences have two reporting options and are given the choice to decide which option works best for their needs.

Option 1 is denormalized data consisting of fewer data sets, but more data fields than Option 2. For example, each person has a separate field for Home Address, Work Address, and Mailing Address, and you can enter only one address for each of those.

Option 2 contains normalized data sets providing more flexibility for submissions. For example, other address types such as Office Address may be submitted in addition to Home Address, Work Address, and Mailing Address. However, only one of each type may be submitted.

For New People or New Churches, you must submit a separate file, regardless of which Data Option you choose for your sync. Each Element Attribute will address:

NEW PEOPLE PROCESS Any person, who needs to be added to a conference’s Ezra database, but not forwarded to the General Agencies, should be added using your normal data sync using whichever you option chosen. These people will NOT be given a GCFA ID, but rather their unique identifier will be the ConfID. If a person needs to be added to both the conference’s database, as well as forwarded to the General Agencies, conferences must submit a separate New People file. For those submitted as New People, the following processes will occur:

Any person marked as “Clergy” will be processed by the GCFA Records Department.

Any person who is marked as “Lay” and has a “ChurchLeadershipOnly” value of “No” will be processed by the GCFA Records Department.

Any person who is marked as “Lay” and has a “ChurchLeadershipOnly” value of “Yes” will automatically be given a GCFAID. There will then be a test to determine if the person’s ConfID exists in the conference database (to prevent duplication). If it does exist, the record will be updated to include the GCFAID. If not, the record will be added. All records will then be added to the enterprise database.

NEW ENTITY PROCESS New entities will be submitted using the “New Church File.” Each request will be processed by the GCFA Records department. Once the church has received a General Church Number (GCNO), the information will be returned to the conference via the data sync process, and a record will be added to both the conference database and the Ezra enterprise database. The conference can then include the new church in the normal data sync process.

1 7 Chartered A chartered local church is a freestanding, fully operational, congregation that has been appointed a pastor, and is expected to give an annual financial and participatory report to its annual conference. Organization of the local church is defined in the BOD ¶ 244. A chartered church is not in “New Church Start” status, nor is it a mission church or attached to another congregation, unless as the parent to a satellite.

2 7 New Church A New Church Start is a church that has been established with the

Start consent of the Bishop, but has not yet reached a level of organization to garner it a “chartered” church. A New Church Start may be appointed a pastor or submit statistics, but it is considered new (and given considerations associated with any newcomer) until the conference authorizes its charter. More information can be found in the BOD ¶ 259.2.

3 7 Satellite When authorized by the district superintendent and the district board of church location and building, chartered local churches may sponsor or serve as “parent” to a satellite church. The satellite is often a separate site or campus of a larger local church congregation.

4 7 Mission Congregations are designated as “Missions” when membership opportunities and resources place limits on the church’s abilities to obtain charter status. These churches often are created strategically in order to serve a limited population such as those of a minority demographic or to cater to other cultures or languages. Missions are often funded by sources outside of the congregation and rarely support the UMC connection through apportionments or other income, and the annual conference usually provides long-term administrative guidance of the congregation. The mission congregation may be organized in the same manner of any local church and can have the same rights and powers, as such submitting statistics to GCFA, as decided by the annual conference. The BOD ¶ 259.1a provides further detail.
