For most of our children, whether naughty or nice, they will wake up to gifts under a tree, and a fabulous holiday meal with family and friends. With the holidays just around the corner, we, on the RHA Board of Directors would like to express our gratitude for what we enjoy in our lives, and the great neighbourhood that we live in, Rockwood Village. This is also the time to help those in need and, in this regard, we’ve compiled a list of local charities that can benefit from your generosity. Boulevard. The applicant is appealing the City’s decision on the Official Plan Amendment and the Rezoning Bylaw and is making its appeals to the OMB. As this newsletter goes to print, City of Mississauga is in the 2014 Budget process. The budget process is open to the public. City to use Levies to Raise FundsThe City Budget Committee is in

the process of attaching levies to 2014 tax bills to cover what the City refers to as “special purposes” or “specific problems” that are not covered in the operating budget.

The primary purpose of these levies will to be to fund an active management plan to combat the Emerald Ash Borer, maintain infrastructure and reduce the debt. The total additional levy is currently estimated to be 2.8%

In order to maintain the urban forest canopy and save Ash trees

from the Emerald Ash Borer, the City anticipates spending $51 Million. Although a $2.8 Million levy was approved by Council in 2013, this will need to be extended for 9-10 years to generate sufficient financing to fight the infestation. The levy to save your trees will be 0.8%

The cost of maintaining infrastructure is rising, and federal government taxes are not being allocated to municipalities to adequately fund ongoing costs. While municipalities own 65% of the infrastructure, they receive only

11% of the tax dollars. This deficit financing will add $7.4 million to the budget and will account for a 2% tax levy.

But these levies are only the start of things to come. On top of continuation of the previously described levies, we are likely to see a Storm Water User Fee in 2015. This fee will remove the cost from the budget and move it to a user pay system, effectively freeing the budget to pay for other debts such as the BRT (Bus Rapid Transit). RW

UTM requests $10 million from the CityNicole Danesi

The University of Toronto Mississauga (UTM) has requested $10 million dollars from the City of Mississauga to help finance the cost of the new Institute for Management and Innovation building currently being constructed on the university campus.

The motion has been debated by MIRANET who has expressed concerns to both city council and UTM Principal, Deep Saini, regarding the proposal. UTM, however, has stressed the economic benefit the new institution will provide to the City of Mississauga.

If passed by city council, the City will provide $1 million dollars per year to the university over a ten-year period. It has been proposed to charge a special property tax levy in order to facilitate the cost. For now, this is just a proposal and has not been approved by Council.

That depends on what you own and why you need to sell. Traditionally, the detached market in Rockwood Village is best between March and June. Summer is slow, then it picks up a little in September but, by November, it falls sharply until spring. This is primarily due to the fact that homes in the area are well suited for families. Families looking to buy in Rockwood Village probably have children in school. Therefore, once school starts, the market wanes, as families generally want to buy a home and get settled before the school year starts. Also, inventory at this time tends to be low, and buyers like choices. This being said, there are local

residents that want to either upgrade from a townhome to a semi-detached or detached home, and now is the best possible time to do that because lingering inventory is probably ripe for a good deal, especially if the sellers are motivated to sell before the spring market. Townhomes are generally a different situation. There is less fluctuation in this market as the buyer pool is primarily composed of first-time buyers who may not have children, have very young children and “empty nesters” who are downsizing. There is not as much seasonality in the townhome market. According to the Toronto Real Estate

Board, 2014 will be a good year for sellers as inventory levels are anticipated to remain low and, with mortgage rates remaining stable, the table is set for a seller’s market. RW

The Beverly Homes proposal for the land at 1715 Audubon is now on appeal with the Ontario Municipal Board (OMB). Beverly had submitted an Official Plan Amendment and Rezoning application to Planning in May, 2013 to allow them to build 30 townhomes on the corner of Audubon and Fieldgate. However, Council did not adopt a position to amend the Official plan or Rezoning until June 4, 2012, and Beverly appealed to OMB citing that the City had failed to make a decision on the application within a reasonable time frame. The City-initiated proposal, which was adopted on June 4th, was an Official Plan Amendment and Zoning By-Law Amendment that would only allow single-family homes on the Audubon Lands. Beverly Homes, the present

owner of the land, subsequently appealed the City-initiated amendment, basically rendering changes approved by the City unenforceable. We are expecting that the OMB will hold a hearing in Spring 2014. At that time the Planning Department will provide a defence of their position to OMB and will seek input from local residents and Councillors. Our Councillor, Chris Fonseca, and the RHA are opposed to the Beverly Homes development. Although our Councillor is not allowed to attend the OMB hearing, the RHA will make a presentation and local homeowners may also choose to voice their dissent at that hearing.
