TURNING THE TIDE ON TRAIN THUGS Metrorail officials recently returned to Bellville Station to conduct a safety campaign aimed at deterring opportunistic crimes. Feroza Miller-Isaacs B ellville Station was abuzz last Wednesday with activity signalling, in no uncertain terms, Metrorail’s zero tolerance to crime. The rail operator partnered with the Rapid Rail Police Unit (RRPU); and the safety campaign took place during the early morning peak. Zino Mihi, Metrorail’s regional corporate affairs manager, says the Bellville safety campaign came about after an “alarming” increase in criminal activity at Bellville Station over the past few months, since the suspension of the Central Line service. Zino explains: “Opportunistic criminals are targeting Bellville Station in particular because it’s one of the top 10 major stations in the region. It’s a busy station, with many retail outlets and lots of activities in and around the area.” A key objective of Metrorail’s safety campaigns is to alert commuters to personal safety, so they know and understand what poses risks to them when they are in the rail precinct. This is done by distributing flyers on general safety and interacting with commuters. In terms of how campaigns like this impact the safety of commuters travelling to and from Bellville Station, Zino says regular visibility, from SAPS or Metrorail personnel, brings hope to our customers. Train surfi ng also puts you at risk of being electrocuted, which can lead to serious injuries or fatalities.

FIRE OUTBREAKSMetrorail’s trains are powered by high-voltage rail cables. Cutting rail cables can cause an electrical short and the wiring to set alight, resulting in fi res that can damage trains and endanger the lives of commuters.

ELECTRICAL SHORTAGETheft and destruction of rail cables cause the electricity supply that powers trains to short, resulting in major delays.

PROSECUTIONTrain surfi ng and stealing or vandalising cables is a criminal off ence and punishable by law. Anyone found guilty can be prosecuted and sentenced to jail.

WHEN WILL TRAINS BETWEEN FISH HOEK AND SIMON’S TOWN START RUNNING AGAIN?

The sand on the tracks in the section of railway line between Fish Hoek, Sunny Cove, Glencairn

and Simon’s Town has been a long-standing issue, similar to Baden Powell Drive on the False Bay coastline being covered with sand during windy periods.

Due to its proximity to the ocean, this stretch of railway line often suffers the impact of spring or high tides and the buffeting of coastal winds. Periodic remedial work because of sand and seawater ingress is subject to environmental compliance regulations.

JOINT EFFORTSUp to 500 commuters rely on thepeak hour service on this sectionof the line. During closures, thetrain service is replaced by a busshuttle that operates between thefour stations.

It is important to note the bus journey depends on prevailing traffic congestion.

PLAN OF ACTIONAs a state-owned entity, PRASAand Metrorail must procure contractors compliant with Treasury regulations and PRASA Supply Chain Policy. The ingress of sand is being tackled in two ways:

In the short term, the new contract would ensure a permanent presence of a contractor to clean sand off the tracks as soon as it starts building up; and in the long term, the redesign of the current wall will assist.

However, this design would be subject to due process in terms of both environmental impact assessments and heritage requirements.

1. HUMAN RIGHTS DAY IS A TRIBUTE TO THE SHARPEVILLE MASSACRE Human Rights Day in South Africa is linked to 21 March 1960 and the events in Sharpeville. On that day, 69 people lost their lives and 180 were injured when police opened fire on a crowd that had assembled to protest against the pass laws. 2. MORE THAN JUST A PROTEST ABOUT PASS LAWS The issues went deeper than merely opposing the laws of the apartheid regime. It was an affirmation by people rising in unison to proclaim their rights and it became a significant date in South Africa’s history.3. PAC SPEARHEADED THE ANTI-PASS LAWS CAMPAIGN The Pan African Congress (PAC) proposed an anti-pass campaign to begin on 21 March 1960. Black people were to gather at Sharpeville

without their pass books and present themselves for arrest. The order was given to disperse, after which the police opened fire with sharp point ammunition on the crowd.4. 21 MARCH DECLARED TO BE HUMAN RIGHTS DAY IN 1994.In 1994, when Nelson Mandela became the leader of democratic South Africa, 21 March was included in the list of national holidays. On Human Rights Day, South Africans are asked to reflect on their rights and how to protect themselves against violations. 5. BILL OF RIGHTS IS THE CORNERSTONE OF OUR DEMOCRACY IN SOUTH AFRICA It treasures the rights of all people in our country and affirms the democratic values of human dignity, equality and freedom. Persons and groups are permitted to freedom of assembly; alliance, belief and opinion; and expression.
