Heavy Investments in R & D

- Scientific world changing: new players (Example: South-East Asia, Middle East, North Africa)

- Global R&D Spending increased from 790b to 1.145b (2002-2007) - No of researchers increased from 5.7m to 7.1m (2002-2007)- Tunisia in 1999 had zero science budget, now 0.7% of GDP into

science.- Turkey’s R&D expenditure increased six times(1995-2007), the

number of scientists jumped by 43% and four times as many papers with Turkish authors published (1996-2008).

- Iran’s research papers rose from 736 in 1996 to 13,238 in 2008. Its government is targetting to increase R&D to 4% of GDP by 2030.

• On May 4, 1998, President Jiang Zemin declared that “China must have a number of first-rate universities of international advanced level”, so Project 985 was launched.

• Project 985 is a project for funding world-class universities in the 21st century conducted by the government of the People’s Republic of China.

• In the initial phase, 9 universities were included in the project. The second phase, launched in 2004, expanded the program until it has now reached 40 universities.

• TOTAL FUNDING = USD 4.3 billion

Since the inception of Taiwan’s Ministry of Education’s (MOE) project “Promoting Academic Excellence and Developing Wo r l d C l a s s R e s e a r c h Centres” in 2005, National Ch e n g Ku n g Un i ve r s i t y (NCKU) and National Taiwan University (NTU) have been chosen as the top two main schools for “promoting top tier universities”.

In 2008, the Ministry of Education has once again recognized NCKU and NTU as one of the best universities in southern and northern Taiwan respectively.
