Peace cannot be kept by force; it can only be achieved by understanding, said Albert Einstein (1879-1955). Einstein was born in Germany and he defected to the United States as h e r e s i s t e d t h e N a z i Government of Germany. He was a scientist and philosopher far ahead of his time. Besides being one of the greatest physi-cists of all time, he was a life-long pacifist, and his thoughts on peace can speak eloquently to us today. We need his wis-dom today, when the search for peace has become vital to our very survival.

I n t h e l i g h t o f t h e s e thoughts, the appointment of a Presidential Task Force (PTF) – through a June 3 Gazette extraordinary -- comprising 10 high ranking military men, past and still in service, and three police officers in service, is incredulous. The title of the task force is: ‘Presidential Task Force to build a Secure Country, Disciplined, Virtuous and Lawful Society’! Keeping the people quiet by instilling fear in them will not give them the peace of mind that they envisage.

The peace and order the PTF seeks to achieve is beyond all understanding. Peace cannot be achieved by force, as pro-pounded by Einstein the proph-et of peace, much less by show of force. Apparently the PTF aspires only to show off its force for its own sake. Even that is not properly under-stood. The want of understand-ing reflects more on the one issuing the gazette order. If the order is to be carried out, direc-tions will have to be given out by the one issuing the order and thereafter directed as to the action intended by the order. Such direction will nec-essarily have to be a continu-ous exercise and may require the presence of the one issuing the gazette to be included in the PTF. If it fails, the one issuing the order can simply pass it on those in the PTF. This is not something new. Passing the buck has been a regular experi-ence over the years. This whole exercise is shrouded in mys-tery and there is no way to

understand it.On the other hand, the per-

son issuing the order could have had his own reasons. It could well be a narcissist exer-cise. Narcissism glows in its own face and is a trait evi-denced in long history. Understanding has to wait. Force or show of force is good enough for the time being. Peace too has to wait as much as good order and governance the gazette expects. Soon the gazette may become archival.

The Friday Forum (FF), a group of professionals and aca-demics, has expressed horror and urged the President to withdraw the gazette notifica-tion that gives the ‘Military Task Force’ a sweeping man-date and powers of governance.

It states inter alia: “If this task force continues to func-tion Sri Lanka would have an established a military regime, within what is expected to be a civilian administration and a parliamentary democracy under a written Constitution. Let us not forget that our suc-cess in coping with the corona pandemic, the aftermath of the Easter Sunday violence and the tsunami was because the mili-tary functioned as support to a civilian system of governance. The Military Task Force on public security will operate without the checks and balanc-es of the Constitution, and the civilian institutions. It can become the first step to the cre-ation of a military dictatorship in this country.”

One wonders as to who is advising the President.

Peace cannot be achieved by force

It’s prime time for us to think about our lives, too. This is not by protests or violence and counter vio-lence as seen with the Black Lives Matter movement, but by peacefully voting to begin a journey to elimi-nate poverty, discrimination, ine-quality and corruption. Selecting a few MPs who genuinely stand to resolve our root causes of decline would not only be a step forward for the working class but also reduce the risk of damaging conflicts in future.

We became a free country in 1948 with a surplus economy. This was a time when our per capita income was equivalent to that of Singapore. That country’s per capita income (GDP) now is (USD 63,987) or 16 times above that of ours (USD 3,947).

Further, we are debt ridden over and above what we can repay, thanks to our democratically elected politicians promising a better Sri Lanka at each election. Today, our government wants to increase our debt ceiling even fur-ther (which is at 87% of the GDP, at

present) by holding unborn genera-tions also to ransom. We need to change course. Carefully voting to elect a few parliamentarians who understand and fight to resolve our root causes of decline is the only hope of rescue.

There are five fundamental issues that need urgent resolution for us to even dream of a better future. Once the root causes are resolved, development will begin automatically.

Energy is a major need. Why do our politicians promote coal and diesel power plants when we can generate power at minute cost? We have plenty of sunlight to generate solar power, a constant flow of wind to generate wind power and water in excess and waves to generate hydropower. Why do we not promote these instead of coal power plants that need daily fuel import? Why not provide subsidised solar panels to each household? That will preserve our foreign reserves by reducing living costs and the carbon imprint too. What prevents politicians from promoting eco-friendly public transport systems (city trams/mono-rails) to reduce vehicles that burn

imported fuels? No country can develop without dis-

cipline. Discipline comes from educa-tion and also implementation of regu-lation. The latter needs an impartial system of law and order. Politicians flout regulations for their own benefit-- corruption -- and contribute to the ero-sion in the law and order situation. Sadly, there also seems to be no politi-cal interest to improve our road disci-pline where nine people die every day. What a tragedy?

We need to promote our identity as a single nation. Politicians surviving on slogans of division based on race and religion or blaming the past have pre-vented our unity for a long time. Unity as a nation is fundamental for our development. There is a need to accept diversity and reject discrimination and inequality by legislation as seen in developed countries.

The proportion of graduates in the workforce in any developed country exceeds 20-30 percent. Developed coun-tries spend 8-10 percent of their GDP for education. We have had govern-ments that spend only 1 percent of

GDP for education. At present, we admit 5 percent of our student popula-tion to university leaving the rest to find their own fate. They are not even allowed to seek high-end higher educa-tion at their own expense in our coun-try while programmes of high demand are not allowed to be developed in the private sector either. Why cannot we spend 8-10 percent of public money to develop higher education instead of supporting mega cabinets and meg-aprojects of little or no return?

There is an escalating blame game between politicians and government institutions for poor performance. Efficient institutions depend on profes-sionalism of its leaders and staff. Depolitisation of the institutions is the key to enhance their productivity.

Independent thinking and voting away from the engraved bias of party colour, religion, race or gender will be our only saviour. The media should consider ‘taking a knee’ to elaborate this need but I am sceptical.

UNITED NATIONS (IPS) - The world’s stockpile of nuclear weap-ons—estimated at over 13,400 at the beginning of 2020 – have at least one thing in common with humans: they are “retired” once they reach old age.

The 2020 Yearbook, released by the Stockholm International Peace Research Institute (SIPRI), says there was a decrease in the number of nuclear weapons worldwide in 2019. And this was largely due to the dismantlement of “retired nuclear weapons” by Russia and the US—which together possess over 90 per-cent of global nuclear weapons.

The world’s nine nuclear-armed states—the US, Russia, the UK, France, China, India, Pakistan, Israel and the Democratic People’s Republic of Korea (North Korea)—together possessed an estimated 13,400 nuclear weapons at the begin-ning of 2020.

This is a decrease of about 465 nuclear weapons--mostly disman-tled-- from the stockpile of 13,865 the

nine states possessed at the begin-ning of 2019, according to the SIPRI Yearbook released June 15.

But what happens to these “retired” weapons?

Dr M V Ramana, Professor and Simons Chair in Disarmament, Global and Human Security and Director, Liu Institute for Global Issues at the School of Public Policy and Global Affairs at University of British Columbia, told IPS: “We do know a fair amount about how the US deals with retired nuclear weap-ons, namely those weapons that are no longer part of the active opera-tional arsenal, or the hedge (extra weapons, just in case), the strategic reserve, and so on.”

They are sent to the Pantex plant in Texas where the fissile pits are removed from weapons, said Dr Ramana, author of The Power of Promise: Examining Nuclear Energy in India. Robert Kelley, a Distinguished Associate Fellow at SIPRI and a veteran of over 35 years in the US Department of Energy nuclear weapons complex, told IPS “You might try to make a distinction

between “retirement” and “disman-tlement.”

Weapons are really retired when there is no longer a military mission for them. That will happen when the delivery systems become obsolete, and are no longer available. Or the mission disappears, he said.

An easy one, he said, is nuclear artillery shells. The US gave up on those in about the 1980s. So, there are no more “nuclear cannons.”

But since the nuclear shell was fired from a conventional cannon that could fire either a conventional shell or a nuclear shell, it was the mission going away that led to retirement, he added. “Saner people started to realise that having a bunch of tactical nuclear shells that could be launched by low level mili-tary units was pretty stupid.”

“Many tactical weapons like that were retired but could conceivably come back. Once retired they would go into bunkers at the Pantex Plant in Amarillo Texas and await being dismantled - taken apart and pieces recycled,” said Kelley, who managed the centrifuge and plutonium metal-

lurgy programmes at Lawrence Livermore National Laboratory.

In some cases, he pointed out, this is technically hard to do and the rate of dismantlement may only be a few weapons per year. The total backlog of all kinds is probably thousands in the US. “The Brits had only two sys-tems left in the 1980s — one bomb and submarine launched nuclear warheads. They gave up the mission for the bombs so they were retired and it was a years-long process to take them apart at Burghfield near Reading, UK”.

Dangerous work done very care-fully, declared Kelley, a former Director of the Department of Energy Remote Sensing Laboratory, the premier US nuclear emergency response organisation.
