systematic, transparent and formal determinationof the Czech NSDI is missing up to now

catalogue of spatial data and services does not exist government does not have guaranteed, absolutely valid spatial

information over which could decide there is lack of

• coordination of PA authorities´ activities• legislation• coherent concept of spatial data handling• spatial data and services standards

we are unable to exploit the tremendous economic potential of spatial data efficiently

GeoInfoStrategy and Czech eGovernment

5

GeoInfoStrategy• strategic framework for the spatial information field

as the integral component of Czech eGovernment• develops the main principles of eGovernment

and focuses on addressing specific topics in the area of spatial information

• main objectiveso to set up effective coordination and integration

of public bodies and commercial sector activitiesin the field of spatial information

o to contribute to setting up better conditions for– major improvement of eGovernment services regarding

spatial informatioan– reduction of costs of public administration – enhancing of the overall competitiveness

of the Czech economy

based on the Smart Administration 2007–2015 Policy Strategic Framework of PA Development 2014+ modern PA is designed as

transparent and efficientservice to the citizen

the main eGov principle is sharing data and services

eGov Architecture - 4 layers:1. What (public services)2. How (shared IS services)3. Where (ICT platforms)4. Which way (communication

Stimuli about 150 in total

• requirements and suggestions ofo relevant PA bodieso professional associationso commercial sector entities

top stimulus - to solve the availability of basic spatial data at the highest level of detail• the real state of the territory of the Czech Republic• anchored in legislation• defined by the processes of acquisition, management

and updates• mandatory basis for PA services

"The Year 2020: The Czech Republic is a knowledge-based society efficiently using spatial information."

Spatial information and related services are used in all areas of society and promote competitiveness, security, and sustainable development.

Public sector thanks to the availability of spatial information and services efficiently provide modern and high-quality public services.

Global Objective

We want to create the conditions for effective and efficient use of spatial information in society and to build guaranteed public services.

• We want to properly work with spatial information, use this information for the agenda of public administration and also allow their use to third parties.

• We want to promote socio-economic growth and competitiveness of the Czech Republic.

Strategic Objectives

15

1. Providing guaranteed public administration servicesfor management and effective use of spatial information for public administration and the whole society.

Specific Goals To prepare PA services to support life situations using information

society services in the field of spatial information. To specify the necessary information society services in the field

of spatial information to ensure PA services. To prepare the conditions for PA services and information society

services in the field of spatial information to support the development of innovative services and value-added products produced by third parties.

Strategic Objectives

16

2. Building a national infrastructure for creating, managing and linking data resources of PA spatial information

Specific Goals To define the architecture and technical regulation for the

functioning of National Infratructure for Spatial Information To establish the National Integration Platform for Spatial

Information to integrate information systems od spatial information

To establish the National Geoportal as a single point of access to spatial information and services

To interconnect PA portal services to related spatial information services

To ensure publication of selected spatial data sets as open data

The National Set of Spatial Objects

Why?• data are essential and integral part

of the national infrastructure for spatial information• reliable data are essential for generating quality information

(poor information ≡ misinformation)

basic properties• set of selected objects universally usable both for PA decision

making and educational institutions and private sector needs• centrally built as a distributed supradepartmental information system • guaranteed

o standards of data quality and data flowso processes of data content management o providing data services

Strategic Objectives

19

4. Coordination and development of the institutional arrangements of spatial information and the conditions for their management and use

Specific Goals− To prepare a new regulatory framework for spatial information− To create governmental coordination and management body

for spatial information− To standardize the content and method of PA spatial objects

describing and to harmonize their definitions and the definition in the legislation

− The stabilization and development of human resources and training in the field of spatial information

− To ensure coordination and quality of research, development and innovation in the field of spatial information
