Article IX, Finances: Section 2, District Office Support, Paragraphs (a) The District Office shall be supported by a monthly offering of at least three fourths (75%) of the tithes of every minister (except Senior Retired Ministers) from both secular and ministerial income. If a minister fails to cooperate with this plan, he shall be called to give a reasonable explanation to the District Officials. (b) It is recommended that the District Office shall be supported by one percent (1%) of the monthly general fund income of each of the churches of the South Texas District Council.

' Isaiah'40:30>31' says,' Though& youth& grow&weary&and&tired,&and&vigorous& young&men& stumble& badly,& yet& those& who&wait& for& the& Lord& will& gain& new&strength;& & They& will& mount& up& with&wings& like& eagles,& they& shall&run&and¬& get&tired,& they&will&walk& and¬&become&weary.
Driving' down' the' road' one' day,' I'had' the' radio' on' providing' noise,'because' I' real ly' wasn’t' that'interested' in'what'was'being' aired.''Suddenly,' a' commercial' got' my'attention…”Are'you'sick'and'tired'of'being' sick' and' tired?...if' you' are,'then' try' some' BEE' ALIVE' ROYAL'JELLY.”' ' I 'concurred' that'I'was'sick'and'tired'of'being'sick'and'tired,'but'I' wasn’t' convinced' that' ROYAL'JELLY'FROM'BEES'would' help.' 'My'source'of'strength' is'wrapped'up' in'my' trust' in,' and'my'waiting' on' the'Lord.''
In' Isaiah' 40,' we’re' given' two'realities,' the' Tirst'being' obvious'–'we' all' get' weary' at' times.' ' The'other'is'a'bit'harder'to'recognize,'especially'when'we'are' tired' and'weary.' 'The'second'reality'is'that'we'Tind'the'inexhaustible'strength'we'need'in'the'Lord.''
T h e r e' i s' t h e' d a n g e r' o f'vulnerability' when' we' grow'weary.' ' We' become' defenseless'against' the' enemy.' ' Satan' waits'for' the' weary' straggler' to' fall'behind'the' Tlock' then'he'pounces'o n' t h e' e a s y' p r e y .' ' I n'D e u t e r o n o m y' 2 5 : 1 7 > 1 8 ,'Remember&what&Amalek&did&to&you&along&the&way&when&you&came&out&from&Egypt,&how&he&met&you&along&the&way& and& attacked& you& all& the&stragglers& at& your& rear& when& you&were& faint&and& weary;&and& he& did¬&fear&God.
This' has' always' been' the' devil’s'strategy' and' it' hasn’t' changed.''Another' example' is' found' in' 1'Samuel' 17:1>2,' Furthermore,&
Ahithophel& said& to& Absalom,& ‘Please&let&me&choose&2,000&men& that& I&may&arise&and&pursue&David&tonight.& &And&I& will& come& upon& him& while& he& is&weary&and&exhausted&and&will&terrify&him& so& that& all& the& people& who& are&with&him&will&Ilee.& &Then,&I&will&strike&down&the&king&alone.' 'We'must'be'on'guard' when' we' are' weary,' because'that’s' when' we' are' the' most'defenseless'against'the'enemy.''Heb.'12:3,' 'Jesus’' example' encourages'us'as' one' who& has& endured& such&hostility& by& sinners& against& Himself,&so&that&you&may¬&grow&weary&and&lose& heart.' ' ' It' is' when' we' grow'weary'and' lose' heart' that'we' are' in'the' most' dangerous' position' a'Christian' can' be' in.' ' We' become'prey' for' the' enemy' because' our'defenses' are' down' and' we' aren’t'even'aware'of'it.''
God’s' PROMISE' from' Isaiah' 40' is'that:' '“THOSE'WHO'WAIT'FOR'THE'LORD'WILL'GAIN'NEW'STRENGTH.”''So,' who'exactly'is' this'promise' for?''
Here' is' the' clearest' picture' of' the'TRUE' CHURCH;' those' whose' only'HOPE' is' in' the' God;' those' who'are'living' for,' hearing' and' knowing'God’s'voice;' those' whose' trust'is' in'the'Lord,'alone;'those'who'BELIEVE'regardless' of' what' they' see;' those'who'walk'by'faith;'and,'THOSE'WHO'WAIT!
To'WAIT'upon' the' Lord' is'to' SEEK'HIM;' turn' our' eyes' from' the'situation' to' Him;' to' listen' to' His'voice;'to'draw'close' to'Him;'to'come'into'His'presence'and'recognize'that'He'is'our'source'and'resource.''
A'Tinal'impact'from'Isaiah'40'is'that'we'mount&up&with&wings& like& eagles.''We' exchange' our' limited' strength'for'His' inexhaustible' strength.' ' We'will'sprout'spiritual'wings.' 'We'gain'the' ability' to' soar' above' our'problems.' 'In'Jesus'–'we'can'SOAR!''Paul' says' in' 2' Corinthians' 4:16,'Therefore& we& do& not& lose& heart,& but&though& our& outer& man& is& decaying,&yet& our& inner& man& is& being& renewed&day&by&day.''IN'JESUS'WE'CAN'SOAR!''And,'that’s'not'all'of'the'promise,'it’s'just' part' of' it.' ' We' also' will' “RUN'and' NOT' GET' TIRED….WE' WILL'WALK' and' not' BECOME' WEARY.”''When'we' tap' into'the' inexhaustible'strength'of'our'Lord'Jesus'Christ,'we'receive' grace' to' accommodate' the'pace' set' by' the' commander' of' the'army!''There'are'times'He'calls'us'to'RUN.' ' Other' times' He' asks' us' to'MARCH.' 'Other'times'we'WALK,'and'don’t'become'weary.''But,' the'secret'is'WAITING'ON'THE'LORD.

SNEAK ATTACKGa la t i ans 2 :4 And tha t because of false brethren unawares brought in, who came in privily to spy out our liberty which we have in Christ Jesus, that they might bring us into bondage:
Months prior to the sneak attack on Pearl Harbor spies had come to the Islands of Hawaii. On the day of the J a p a n e s e a t t a c k , a representative was meeting with officials in Washington D.C. There were veiled warnings and isolated events of Japanese hostilities in the weeks, days and hours ahead of the attack, but no one in command at Pearl Harbor or in Washington D.C. expected a Japanese attack at Pearl Harbor, especially before war was formally declared. Effective cryptography and successful cryptanalysts were in their infancy at the time. But being under-funded, under-manned, and under-equipped, U. S. cryptanalysts had been ordered to concentrate on Japanese diplomatic traffic, rather than naval messages.
The strategy of Japan was to keep the United States out of a military war between Japan and Southeast Asia. It was an agenda to attack the morale of America. America had been majoring on minors instead of heeding to the warnings.
Warnings of 6 aircraft carriers in position Northwest of Hawaii, and 408 aircraft being aboard these carriers had reached Washington but were ignored. Spies had infiltrated the islands of Oahu and Maui which enabled the Japanese to know the locations to attack to destroy the ships and aircraft.
O n D e c e m b e r 8 , 1 9 4 1 President Franklin D. Roosevelt addressed the Amer ican Congress, and the nation to give details of the attack. In that address he made the historical statement, "a day that will live in infamy.”
There is one th ing tha t can WARN the Church of the Lord Jesus Christ and that is REVIVAL!
There are four areas Revival is trying to warn the church. We must Revive:
(1.) MANDATE - We find the churches MANDATE in Acts. 2:42 And they cont inued steadfastly in the apostles doctrine. First- We must revive the original Jesus saves and not a New Age or historical, religious Jesus. They have no power to save and are not Deity. Second- we must revive, Jesus Baptized in the Holy Spirit with Tongues the Initial Physical Evidence of the Baptism in the Holy Spirit. Third- Must Revive Jesus still Heals. Fourth- Jesus is coming b a c k f o r a c h u r c h o f Faithfulness.
( 2 . ) M I S S I O N S - T h e Assemblies of God were not c a l l e d t o b e a m e g a -organization. The church was not called first to gather a crowd, the church was called to be birthed first and anointed by the power of the Holy Ghost. T h e f i r s t c h u r c h w a s Pentecostal church with power. We have been called to be anointed MISSIONARIES, to have signs and wonders follow.
(3.) MESSAGE- We must revive the preaching of the CROSS. The preaching of the cross has been attacked and deleted from our pulpits. We must continue to preach Jesus Christ the risen King is alive, and that we do not make it to
heaven by just knowing God, talking about God, or even bragging about God.
The only way to heaven is to have a born again experience with Jesus Christ and we can not afford to be Seeker Friendly. We must not compromise the Message to gain a crowd. Time is running out. The message must reprove the world and not the world reprove or dictate the definition of Salvation.
(4.) MANTLE- We must revive the value of being anointed and continue to be Pentecostal in these closing hours of Grace. We must not enable the critics, unbelievers of tongues, sinners, or carnal minded church goers to destroy our mantles of anoint ing. We must stop questioning the evidence and get filled with a real power of God.
As one of the 5 gifts Jesus gives to the church, we must not sell out to seducing spirits that have been spewed out on the world and inside the church. Our callings were never given to us to become a friend of the world, but to reach our world with the true Gospel, a true Jesus, and the true Holy Spirit. A s a s m a l l p a r t o f t h e leadership in this District, I have a responsibility to warn the church that we are in perilous times and in danger of being attacked and destroyed if we do not hunger for Jesus.
