CEMA Doctrinal ConceptOperationalizing CEMA – In Support of Multi-Domain Operations
DODIN is a Warfighting Platform and the foundation
of Cyberspace Operations - - it is essential to Mission
Command
DODIN is one network, both strategic and tactical – a
Commander does not need to own a capability, they
just need to know how to call for support
MDO is not about synchronization, it is about
integration - - leverage the targeting process.
Integrated CEMA at Echelon
NOSC – monitors, detects, alerts, and defends
networks; configures cybersecurity tools enabling
defense in depth of network
CEMA Section – plans, integrates, and
synchronizes cyberspace effects ISO operations
from the BCT to Theater
Organic Signal and Cyber/EW Assets
Supporting Assets:
RCC – Coordinates directly with units to conduct
DODIN and defensive cyberspace operations
CPT – Defends networks and systems against
hostile action and imminent cyberspace threats
CMT – Generates integrated cyberspace effects
ISO operational plans and contingency operations
ECT – Provide expeditionary cyberspace / EW
capability to tactical forces - tailorable force
II
CWSB
CEMA integrates Cyber, EW, Signal, and Fires, with the right Intel underpinnings, to synchronize
lethal/nonlethal cyberspace effects ISO of the scheme of maneuver.

• Lack a common core capabilities across formations and do not have sufficient 24x7 capacity to execute cybersecurity tasks
• Lack capability for full range of DoDIN operations to include planning, engineering, and current operations required to support strategic and tactical network operations requirements
• Standardize TSSB structure to support Expeditionary Operations from 1-2 ESB-E’s
• Set the theater ahead of TTSB Deployment
• Provide enterprise infrastructure and network management, planning & Ops
Co
rps
• Current TTSB structure is under resourced to provide 24x7 DODIN-Ops globally throughout the range of military operations
• Cannot reinforce theater tactical communications planning and engineering requirements during early phases of conflict; limited capacity to set the theater
• Lack of early entry to JTF scalable DoDIN-OPS• Lack of mobility and ability to operate in contested locations
• Standardize DODIN Ops to C2 3-5 ESB-E’s; support Theater and Corps maneuver
• Convert ESB to ESB (E) for tailorable teams with lighter, more mobile and scalable kit

• Current BEB structure lacks sufficient C&E maintenance capacity, Signal training oversight, and Signal security causing a demonstrated reduction in Signal readiness and security at the BCT and below level
• Previous cuts to the Division G6 and the lack of C&E maintenance personnel at the BCT HQs directly impact commanders ability to accurately visualize and prioritize C&E maintenance
• Network defense manning at BCT and SFAB are insufficient to support 24x7 large scale ground combat operations
• Density of Equipment vs Density of Signaleers
• Enhance G6/S6 to support in contested, congested fight
• Provide CDR ability to visualize and prioritize C&E maintenance - Restore capacity at echelon
• Support Cyber Defensive Ops, 24x7
• Account for Network CFT Efforts
