As with every natural disaster,there are unscrupulous peoplewho will attempt to take advan-tage o the public’s eagerness tohelp victims.

As immediate relie needs areassessed in the wake o the dev-

astating earthquake in Japan, andthe resulting tsunami in the Pa-cic Ocean, the BBB warns that as occurred ollowing the Haitiearthquake in 010, and other

natural disasters raudulent

charities will emerge to try toscam donations rom well-mean-ing Americans.

Whenever there is a majornatural disaster, be it home orabroad, there are two things youcan count on: the generosity o Americans to donate time andmoney to help victims, and theappearance o poorly run and insome cases raudulent charities.Not only do Americans need tobe concerned about avoidingraud, they also need to makesure their money goes to com-petent relie organizations thatare equipped and experienced to

handle the unique challenges o providing assistance.

Te BBB oers the ollowingsix tips to help Americans decidewhere to direct donations:

Rely on expert opinion when it

comes to evaluating a charity.

Be cautious when relying onthird-party recommendationssuch as bloggers or other Websites, as they might not have ully researched the listed relie orga-nizations. Te public can go towww.bbb.org/charity to researchcharities and relie organizationsto veriy that they are accreditedby the BBB and meet the 0 Stan-dards or Charity Accountability.

Be wary o claims that 100 per-cent o donations will assist re-lie victims.

Despite what an organizationmight claim, charities have undraising and administrative costs.Even a credit card donation willinvolve, at a minimum, a pro-cessing ee. Tey may use someo their other unds to pay this,but the expenses will still be in-curred.

Be cautious when giving on-line.

Be cautious about online giving,especially in response to spammessages and emails that claimto link to a relie organization. In

response to the Haiti disaster in010, there were concerns raisedabout many Web sites and new organizations that were created

overnight allegedly to help vic-

tims.

Find out i the charity has anon-the-ground presence in theimpacted areas.

Unless the charity already hassta in the eected areas, it may be dicult to get new aid work-ers to quickly provide assistance.See i the charity’s website clearly describes what they can do to ad-dress immediate needs.

Find out i the charity is provid-ing direct aid or raising money or other groups.

Some charities may be rais-ing money to pass along to relie organizations. I so, you may want to consider “avoiding themiddleman” and giving directly to charities that have a presencein the region. Or, at a minimum,check out the ultimate recipientso these donations to ensure theorganizations are equipped to e-ectively provide aid.

Greetings rom your Delegate to the Vir-ginia General Assembly. Tis week over,000 bills have been led by Delegates andSenators throughout the Commonwealth o Virginia.

Governor Bob McDonnell gave his second

speech to a Joint Session o the General As-sembly last Wednesday. My colleagues andI will spend much o the session consider-ing thousands o bills and amendments tothe state’s two-year, $78 billion budget.

I was also re-appointed by the HouseSpeaker to serve as Vice-Chairman o theHouse Courts o Justice Committee. TeCourts o Justice Committee is recognizedalong with the Appropriations Committeeas one o the two most powerul standing

committees in the Virginia House o Del-egates and I am appreciative o being se-lected by the Speaker to serve as its Vice-Chairman.

As Chairman o the Court’s Civil Law Subcommittee, I am aorded the privilege

o overseeing all proposed changes to Vir-ginia Civil Laws. Since the House Courts o Justice Committee hears over sixty percento all the bills introduced in any legislativesession and also recommends to the Gener-al Assembly all the appointments to vacan-cies in the Virginia Judiciary, that role alonekeeps me very busy year round.

In addition, I was re-appointed to serveon the House Education Committee, whereI will serve as Chairman o its Studentsand Day Care Sub-Committee. Te HouseEducation Committee oversees K-1 PublicSchools and Higher Education in Virginiaand as a Virginia Community College grad-uate, I take particular interest in all areas o education.

I was also re-appointed to the Health,Welare and Institutions Committee whichoversees all laws relating to healthcare inVirginia as well the Militia, Police, and Pub-lic Saety Committee which oversees law enorcement agencies throughout Virginia.Tus, I am one o only a ew senior delegatesthat serve on our Standing Committees inthe House o Delegates.

I was also re-elected by my peers as Chair-man o the House Policy Committee which

works to develop numerous prreorm Virginia’s government anly strengthen a myriad o Virginilaws each legislative session.

Te Middletown own Coun-cil met on Monday, March 14,011, or its monthly meeting. Allmembers were present. MayorMark Brown opened the meet-ing with a moment o silence orthose suering in Japan.

Linda Shephard opened theCitizens’ Comment portion o themeeting. Ms. Shephard asked thetown to:1. add a “Committee or Econom-ic Development” to market thetown to tourists and businesses;. have individuals answer the

phone in own Hall, instead o using the antiquated phone sys-tem;3. give permission to raise undsto buy a bullet-proo vest or“rooper,” the town’s K-9 dog;and4. approve the proer o the Dol-lar General as soon as possible.

Ms. Shephard was ollowed by Carol Snyder and Carol Waltersrepresenting the MiddletownGarden Club. Te ladies dis-cussed the placing o the gardenclub urns throughout Middle-town. Te club plans to buy new soil and new plants or the urns,

and to group them to make wa-tering the plants easier. However,they were concerned that water-ing the plants once a week, asproposed by the Public WorksDepartment, was not enough.Council member John Blaisdellsaid that he and John Owings vol-

unteered to use the town truck

to water the plants as much asneeded during the summer. Tecouncil noted that the GardenClub volunteers are covered by the town’s insurance policy whendriving the town truck to waterplants.

Mayor Brown asked the GardenClub i they could analyze theCleveland Pear rees on MainStreet, and develop a plan as towhere new trees are needed. Teclub representatives agreed.

RICHMOND Virginian’sacing oreclosure might get alittle help rom Gov. Bob Mc-Donnell’s oreclosure task orce.

But exactly what kind o helpwon’t be known until the taskorce completes its mission.

Te task orce met or a pre-liminary meeting uesday todiscuss the structure o uturemeetings and to look at currentoreclosure trends. Te groupalso looked at legislation thatwas proposed during the recent

session o the General Assem-bly.

“Te good news is that things

are improving on the ront end,which is loans going into de-ault,” said Barry Merchant, asenior analyst with the VirginiaHousing Development Author-ity who spoke as an expert onhow the Commonwealth aredduring the past year regardingoreclosures.

“We’re seeing slow but steady improvement in all categories,”said Merchant. “Te bad news is,is that things are continuing toworsen on the back end as lend-ers continue to struggle to re-solve the substantial oreclosureinventory.”

Where Merchant saw the sig-nicant problem was in north-ern Virginia. While the number

o oreclosures has allen sig-nicantly in that area since Sep-tember 010, the number stillremains higher than average inVirginia.

“Virginia is one o the quick-est states to oreclose, so i youwait too long there might be asale day, and you might nd itdicult because you’re ghtingthe clock,” said Marjorie Leon, atask orce member and nancialeducation program associate orthe Prince William County Co-operative Extension.

Te task orce is trying to helpthe public navigate oreclosures

by providing reports completedin previous years as well as o-ering inormation or troubledhomeowners to nd advocatesthat can help them through aoreclosure, such as the Web sitewww.virginiaoreclosureino.com.

A crucial part o what the taskorce’s mission involves review-ing legislation introduced in theGeneral Assembly this past ses-sion and determine how it couldbe improved.

“Tis year’s meetings are go-ing to be a bit dierent becausewe actually got policy initiatives

that were presented during theGeneral Assembly session thatwe are now going to review,

study and discuss beore provid-ing eedback to the General As-sembly based on our explorationo those policies,” said errieSuit, chairwoman o the Fore-closure ask Force.

On Saturday evening, March1, Stephens City was honoredby the presence o Bob Maz-zuca, the Chie Scout Executiveo the Boy Scouts o America.He was here to celebrate 101years o scouting in America.He was also here to challengescout council ocers and packand troop leaders to “Reintro-duce scouting in America.” Healso wanted their help in hon-

oring the dedicated scout vol-unteers who were recognizedat the 83rd annual dinner orthe Shenandoah Area Council,which was held at SherandoHigh School Saturday evening.

Bob Mazzuca has certainly worked his way to the top inscouting and truly deserves thedistinction o being the Chie Scout Executive. Growing up inCaliornia, he received the high-est rank a Boy Scout can achieve– Eagle Scout. Trough scout-ing, Mazzuca learned skills thatwould benet him later on incollege and his career. As Chie

Scout Executive, Mazzuca isnow responsible or leading anorganization that boasts “1,100national employees, 5,800 local

council employees, and almost1. million adult volunteerswho serve more than 3.7 mil-lion youth” in the United States.Mazzuca says that Boy Scouts isthe “largest youth movement”in the country.

But Mazzuca is not contentwith the number o scouts whoare currently registered in themembership o Boy Scouts o America. He said the numbershould be much higher thanit is. He said that sometimeswhen people ask him about his

job, they will ask, “Are they (theBSA) still around?” Accord-ing to the ocial Boy Scoutso America website, the scoutmembership or 009 was,790,63, including cub scoutsthrough Venturers (www.scout-ing.org).

As the Chie Scout Executive,Mazzuca does a lot o traveling.During the past year, he saidhe has spent over 00 nights inhotels. He noted that invariably when he gets on a plane, therewill be someone sitting close tohim who was involved in scout-ing at some level as a youngster.

He says that once people ndout who he is, they just can’tkeep rom talking about scout-ing. For most o the guys who

“swap camp stories” with Maz-zuca on a plane, he says theirbiggest regret is, “I didn’t make

Eagle.” At that point, he is hum-ble enough not to mention thathe did.

there is empirical evidence thatshows denitively how scoutingpositively impacts the charactero young people and helps themdevelop leadership skills. Ac-

cording to Mazzuca, researchshows that youth who spend3-5 years in scouting are morelikely to graduate rom college.However, he says it starts with

the parents. Parents have to seethe importance o getting theirchildren involved in scoutingand how it can benet them.

One small but signicant

change in the Boy Scout uni-orm has been to add a smallpocket designed or holdingan iPod just below where thepack/troop number is worn onthe let arm. Mazzuca believesit is important to reach out tothe younger generation whoare into technology. He saysthat the scout handbook is now available in an iPod applicationto help make it more accessibleto today’s youths. He acknowl-edged that the Boy Scouts o America has been slow to keepup with technology. He saidthey have become “bureau-
