Management of safety in EDF
DPN, as the operating organization and licensee, is responsible for nuclear safety of the NPPs under operation,
DIN, designated as design organization, is responsible for ensuring that the design meets all applicable safety requirements throughout the lifetime of the plantsIn particular for maintaining the necessary engineering expertise and technical knowledge of the design and of the design modifications.

Design Authority in EDF for the French fleet
DIN is accountable for design changes and configuration managementAll design changes which may impact safety are submitted to the Safety Authority SAR and relevant engineering and operating documentation are updated accordinglyPlant state and relevant documentation are maintained consistentNon compliances are reported and corrected
DIN ensures fleet conformance to safety issuesThrough generic design modifications resulting from safety reviews and analysis of generic safety events/issues (TMI, Forsmark, Blayais, post Fukushima,…)
Relations with original designers are continuously maintainedBut Vendors are challenged DIN keep a deep knowledge of the design and can judge propositions and optimize costs.
Design Authority is within DIN (Nuclear Engineering Division)Being mainly executed at the SEPTEN level with the support of engineering centers (CIPN, CNEPE, CEIDRE, CIDEN, CEIDRE) and of Nuclear Operating Division But not formally identified as a separate body in the organization’s governance.

The Hinkley-Point C Project
EDF is planning to construct a nuclear power station in Somerset (UK) on the south side of the Severn EstuaryHinkley Point C will have two reactors (3300 MWe) and be based on the EPR design used by the nuclear power station Flamanville 3, FranceMilestones achieved :
The Generic Design Assessmentwas successfully completed in Dec. 2012The site has now been licensed by the Regulator and the Development Consents Order was granted in March 2013
The design is ongoing, preconstruction on site has started and construction is scheduled to beginin 2015 for a duration of approx. 70 months

Licensee Requirement : NNB has to remain accountable for the safety of its activities and over all the life cycleTo be accountable, NNB must at all times be in control of activities, even when these are done by contractors working on its behalfTechnical IC control activities of design primarily undertaken within the Design Authority, but it’s more generally an NNB role

DA and IC roles started during UK EPR Generic Design Assessment (GDA)
GDA granted on the 13th December 2012 (valid for 10 years)66 months of project teamwork between EDF / AREVA as a joint Requesting Party 56000 days of engineering analysis & technical justification were invested as well as the Regulators’ assessment effort of 29000 days 82 approved design changes (CMFs) from the Flamanville 3 (FA3) 2008 design reference. Some to be detailed further by the HPC Project684 Assessment Findings raised by regulators and tied to future construction project milestonesDA took a lead role when the project had to face the regulators during the close out period
Now organisation is in place in NNB and DINA Contract between NNB and DIN is in preparation to host the role of “overall Responsible Designer” (NEC contract)European Commission has approved the “Contract for Difference”We are expecting shareholder agreement signature and Final Investment Decision….

Conclusions
Design Authority and Responsible Designers are key roles to fulfill for a safe and responsible nuclear operatorThese roles are not formally satisfied in the same way in France and in the UK But the is responsibilities of the operator are the same :
Ensure that the design meets all applicable safety requirements throughout the lifetime of the plantMaintain the necessary engineering expertise and technical knowledge of the design to be able to control the design modification process in an industrial way during all the life of the plant
