In this report I will try to recordthe significant events andaccomplishments of the academic year1975-76. At the outset, I would liketo emphasize that there are manynoteworthy accomplishments andcontributions which must gounrecotded because of the limitationsof space. A university is a community0 f scholars and a community ofpeople working together to makelearning possible. I would thereforelike to express my appreciation to allthose who have contributed to theaccomplishments of the University inthis academic year: the members ofthe Board of Governors, who givetheir time and wisdom so generously;to the Senate of the University; to thedeans and members of the faculty; tothe students, whose energy andenthusiasm contribute so much tomaking the University's existenceworthwhile; and to all the members ofthe employed staff whosecontributions, too often unsung andtoo numerous to mention, help keepthis institution alive and healthy.

Ladies and Gentlemen

I take pleasure in presenting to youmy report for the academic year1975-76. I have attempted to drawattention to the major academicaccomplishments of the year and toreview the breadth of events that wereof significance to the University.

In spite of the financial difficultiesthat confront us, I hope that thisrecord of our accomplishments will bea source of deep satisfaction to you.

UBC opened its doors in 1915 in the" Fairview shacks"

September, 1975 -the first month of the1975- 7 6 academic year -included twonotable anniversaries in the history of TheUniversity of British Columbia. It markedthe 60th anniversary of the first classes heldby the University and the 50th anniversaryof UBC's move from its initial quarters infour shingled shacks on Fairview Avenuenear the Vancouver General Hospital and ina building on temporary loan from thehospital to the site it now occupies on thetip of Point Grey.

UBC has changed significantly in theintervening 60 years, a relatively short timein comparison with the development ofuniversities in the old world. When theUniversity opened its doors in 1915, with anoperating budget of $175,000, it enrolled379 students who were taught by 34 facultymembers. Courses were offered in Facultiesof Arts and Science, Applied Science, andAgriculture. Ten years later, when theUniversity moved to Point Grey, theoperating budget had increased to $647,000,student enrolment stood at 1,984, of whom1,463 were daytime winter session students,and the teaching staff numbered 119.

There were still only three faculties in1925, but there had been some academicexpansion: UBC pioneered nursingeducation by inaugurating a degree programin nursing in 1919, honors courses wereintroduced into the arts curriculum, and aDepartment of Education had beenestablished to offer a one-year teachertraining program.

The contrast between these two earlyacademic years and the 1975-76 academicyear is startling. The number of full- andpart-time students who registered for creditcourses during the winter session, the 1976intersession and summer session, and forextra-sessional and correspondence creditprograms totalled 31,005. Add to this thenumber of people throughout the provincewho had contact with the Universitythrough continuing education programs, andthe grand total of registrations is more than100,000 persons.

The University's full-time teaching andresearch staff in 1975- 76 totalled 1,749persons, who taught in 12 faculties, 8schools and 12 institutes and researchcentres on a campus of nearly 1,000 acres.Our full-time, non-teaching support staffnumbered 2,842 persons. students was carried on in 391 buildingswith a replacement value of $285 million.

The University's operating revenues forthe 1975-76 fiscal year totalled $135.6million (excluding capital additions toendowment, student loan and capitaldevelopment funds). This total included anoperating grant of almost $92 million fromthe provincial government and nearly $16.6million for research, most of it from thefederal government or its agencies.

Most ilnportant of all, perhaps, was thefact that in its first 60 years the Universityhad graduated 77,484 students. By far thelargest number of these -more than 55,000-have remained in Canada and more than45,000 reside in Jritish Columbia.

The statistics given above can never hopeto convey the qualities that make thisUniversity a unique place. As I said when Iwas installed as president on September 17,1975, I believe our purpose is to learn notonly for the sake of learning, which is anoble activity, but in order to enrich andenhance the quality of life.

This mission is carried on through theunending process of learning and discoverywithin the community of scholars -thefaculty and students -that makes up theUniversity. Teaching and research, the primefunctions of the University, are really twoforms of the same activity. Both involvelearning, and those who assert that teachingalone is the primary function of a universityforget that the teacher who stops learningthrough research deprives students of newknowledge.

In these pages I will try to show howthese two basic functions of the Universitywere enhanced or challenged during 1975 -76. There have been some developments thatstrengthen the fabric of the University andsome challenges that promise to enrich ourteaching and research activities, and othersthat threaten the academic vigor and healthof the institution.

Many factors contribute to the reputationthat a university enjoys in the communitygenerally and in the academic world. Nouniversity will be highly regarded if itscurriculum remains static and its graduatesare ill-prepared for their chosen fields ofwork, if it is unable to attract research grantsto allow faculty members and graduatestudents to explore new areas of knowledge,or if it is unwilling to place its vast expertiseat the disposal of the community.

Happily, 1 can report to you that in the1975-76 academic year there weresignificant curriculum changes that willbenefit students; that UBC was able toattract several large grants for research andteaching in areas of importance to theprovince and the nation; and that ourfaculty and students were active in a broadrange of off-campus studies and otherprojects for governments and a host of othercommunity agencies.

Changes in the University's curriculum,are subject to rigorous scrutiny at thedepartmental and faculty levels before beingsubmitted to the University Senate, wherethey are again examined by that body'scurriculum committee and by Senate as awhole. Only rarely are curriculum proposalsinitiated at the uppermost levels ofUniversity administration; almost all of themoriginate at the departmental level and stemfrom the interests and concerns of individualfaculty members who are acutely aware ofthe needs of students and society.

One of the most radical changes in1975-76 occurred in the curriculum of theDepartment of English, after almost twoyears of work by a task force established bythe head of the department, Prof. RobertJordan. The task force, which includedstudents, prepared a report that wasdiscussed ten times by the department as awhole. The emphasis was on thereorganization and revitalization of thedepartment's offerings, a re-examination ofthem in the light of the current state of thediscipline, and in response to the culturaldemography of student interests. Senateapproved 32 new English courses, thedeletion of 12 courses, and the rewording ofthe description of almost every one of the60 courses the department offers to makethem more intelligible and accessible tocontemporary students.

Because of expansion of the number ofcourses the English department offersthrough the Centre for ContinuingEducation, it is now possible for students totake a major in English entirely bycorrespondence after attending UBC or acommunity college to take English 100 or itsequivalent. English is the only department inthe University where this is possible.Hopefully, other departments will follow thelead of the English department.

Some other noteworthy developments inthe Faculty of Arts included introduction ofnew programs in translation in theDepartments of French and German;6/The President's Report 1975- 76

approval of a diploma in film and television in the Department of Theatre; and approval of a one-year Master of Social Work degree program to replace the previous two-year program offered in the School of Social Work. In the 1974-75 academic year, the School of Social Work introduced a new Bachelor of Social Work degree program a f t e r a n intensive re-evaluation of its undergraduate and graduate programs.

The Master of Business Administration program in the Faculty of Commerce and Business Administration is being reorganized to provide a more cohesive experience for that faculty’s students. The reorganization will take two years to complete.

The Department of Mathematics will implement major curriculum changes in 1976-77. Changes in the first two years of s t u d y are directed at the majority of s t u d e n t s w h o do n o t specialize in mathematics and a number of new courses a re designed to communica te basic mathematical ideas to these students. New major and honors options were approved in the field of applied mathematics to allow students to concentrate in the area of applied analysis, statistics and operations research.

The Faculty of Agricultural Sciences will offer a new rangeland resources program next year in response to growing student and g o v e r n m e n t i n t e r e s t in rangeland management . I t seems appropriate to mention here that the Senate and Board of Governors approved a change of name of the faculty’s Depar tmen t of Agricultural Engineer ing to t h e Depar tmen t of Bio-Resource Engineering. The new name more accurately reflects the research and teaching in forestry and fisheries that are now a significant part of the department’s activities.

Major revisions in the third and fourth yea r s of t h e metallurgical engineering program in the Faculty of Applied Science were approved after a two-year examination of the entire program in the Department of Metallurgy.

Senate also approved proposals from the Faculty of Medicine for establishment of a Department of Family Practice and an Institute of Oncology. Funds are being sought to enable both these developments to go ahead.

These developments represent major changes and additions to the University’s offerings. In addition, each faculty of the University brings to Senate each year many other changes which have the effect of altering, to a greater or lesser degree, the curriculum of the University. The point I wish to emphasize is that the University’s academic offerings are constantly changing to meet the needs of students and society at

large, a n d t h e development of new knowledge in academic disciplines.

A notable gift to the University to enhance its teaching program came from the Law Foundat ion of B.C. It provided $52,000 to the Faculty of Law to expand a clinical program first offered to law students in September, 1975. The UBC Legal Clinic operates as a regular law office with senior students working as lawyers for half the University year. The students are responsible for about 20 clients each and deal with a full range of legal problems from criminal charges to minor financial claims to family crises and divorce problems. The grant means that the clinic will be able to increase from 12 to 20 the number of students who can unde r t ake this type of practical, in-service training.

Research The University attracted almost $16.6

million in the last fiscal year to support research activities by faculty members and graduate students. In the course of the academic year four major grants totalling almost $1.5 million were announced.

The largest of these - $806,000 - will come from the Canada Council to enable a group of 10 economists to launch an integrated study designed to throw light on one of the least explored areas of modern economics - the management of the world’s na tu ra l resources. Up to 45 graduate students will be associated with the group over the five-year life of the project, which provides for a wide range of studies and reports on such topics as energy policy; petroleum, mineral, fisheries and forestry problems; and the policies of governments and industry on exploitation and taxation of natural resources. The fact that UBC was able to attract such a large sum of money reflects the fact that the Department of Economics includes the largest group of very distinguished specialists in Canada interested in the economics of natural resources.

The Institute of International Relations was awarded a five-year grant of $250,000 by the Department of National Defence to expand its research and teaching in strategic studies. The grant will enable the University to hire three post-doctoral fellows who will teach in the Department of Political Science and study Canadian Arctic and security The President’s Report 197176/7

teaching and research. As an act of faith,UBC offered to act as custodian for thecollection, provided the UN was willing toleave it at UBC and to vest the internationalcopyright in the University, and providedthe federal and provincial governmentswould assure the necessary financial support.For its part, the University was prepared toguarantee open access to the collection bythe countries that made presentations atHabitat and to prepare a catalogue of thecollection.

On June 12, I met with representatives ofthe UN and the federal and provincialgovernments to sign an interim agreementvesting the materials in UBC until the end of1976 and assuring the University ofsubstantial funding. The final agreementnaming UBC as the custodian of the materialfor a five-year period has yet to be approved.by the UN General Assembly.

During the summer of 1976, theUniversity, with the assistance of theNational Film Board, began assessing all theHabitat presentations. Dr. Peter Oberlander,of our School of Community and RegionalPlanning and pro tem director of the Centrefor Human Settlements, foresees that thecollection will be a valuable addition toUBC's teaching and research resources. It haspotential as a teaching aid in geography,political science, economics, engineering andplanning to show how problems ofconstruction techniques, wind-generatedpower, new-town policies, irrigation andmany others are being solved under differentsocial, economic and political conditions.

The centre is managed by a board chairedby Dean Peter Larkin, of the Faculty ofGraduate Studies, who emphasizes that thenew centre will serve existing disciplines atUBC. Its presence will not mean any newdegree training programs. The possibilitiesfor training and research use of thecollection are incalculable and will also drawto the University scholars and students fromallover the world. This new centre istherefore an important and appropriateresource to this University. UBC has longhad a deep and active interest in theproblems connected with humansettlements. Faculty and students in a widevariety of disciplines have concentrated andcontinue to concentrate on the increasinglycomplex and difficult problems in this area.This new centre will importantly assist theirefforts.

UBC also made sign.ficant contributionto Habitat by sp nsoring a series of lecturesby distinguis ed economists, planners,ge ogra phers, oli tical scientists andarchitects that set the stage for theinternational meeting. The lectures will bepublished in book form in 1977. TheUniversity was also selected by Ottawa to

policies, Canadian policy on the export ofnuclear technology, and how demand forresources affects a nation's securityrelations.

Research in timber engineering in theFaculty of Applied Science was strengthenedby grants of more than $150,000 awarded to.Prof. Borg Madsen of the Department ofCivil Engineering.

The Kellogg Foundation of Battle Creek,Mich., has granted the University almost$266,000 over a four-year period to helpestablish a B.C. Council for Leadership inEducation that aims at further professionaldevelopment for educational administrators.The Council plans a series of short courses,workshops and conferences throughout B.C.for school district superintendents,principals and vice-principals, and schooltrustees, among others.

Another major development was theestablishment of a Centre for HumanSettlements to act as the custodian for thelO,640 audio-visual items that comprised the240 presentations made by the 140countries that took part in the UnitedNations Conference on Human Settlements-known as Habitat -in Vancouver in Mayand June.

The Habitat conference broke away fromprint as the primary means ofcommunication. The participating nationspresented films, slides or videotapes of theirattempts to solve problems of humansettlement, such as housing, urban blight,sewage disposal, energy -the whole host ofproblems that man encounters as he uses theenvironment more intensively.

levels or completely cut off; young facultymembers drawn to the academic world bythe prospects of a career in research findthey are unable to obtain grants to start newprojects; support staff, many of them highlyskilled, have had to be let go; and manygraduate students are without adequatefinancial support while they wQrk onprojects that provide the basis of theirdissertations for advanced degrees. In short,some first-rank research groups will probablycollapse. One hopes that the Canadiannation will not have to pay such a pricebefore the system is corrected.

The outlook for 1976-77 is increasinglybleak. Funds from federal granting councils,such as the Canada Council, will probablyremain static and there will be only a slightincrease in grants from the Medical ResearchCouncil. Direct federal government supportthrough its departments will probablydecline by $500,000, which will have asignificant effect in professional faculties.Support from provincial governmentdepartments is expected to decline by some$400,000 and only those funds we receivefrom Canadian companies and the UnitedStates show signs of matching contributionsmade in the 1975-76 fiscal year.

I would like to repeat again that researchis an essential part of the learning process ofour entire society. It is the cutting edge ofour country's movement to discovery.Without that cutting edge, the collectivemind of Canada would soon become dull.Any nation that stops learning, exploring,discovering, gives up its right to its ownfuture. Unfortunately, Canada's research anddevelopment enterprise is threatened byunstable financing and a lack of clear-cut,long-range federal planning. Th~ reason givenis current economic conditions. This is a

form an official Habitat Observer Team,chaired by Dr. Oberlander, to monitorprogress and assess the relevance of agendaitems to Canada's own urban needs. FiveUBC faculty members and five otheracademics representing the remaining regionsof Canada made up the team.

Our students made their owncontribution to Habitat Forum, at theformer Jericho air base near the UBCcampus, where practical solutions toenvironmental problems were on display. Agroup of UBC engineering students displayeda battery-operated car they had begun twoyears earlier. The leader of the student groupwas Basil Peters, a third-year electricalengineer and one of two students elected bythe student body to UBC's Board ofGovernors. The car proved to be one of theoutstanding displays at the forum.

FINANCING OF RESEARCH. From theforegoing, it might seem that theUniversity's research activities are expandingand that money is freely available. This is farfrom the case; indeed, the University facessomething very close to a crisis in researchfinancing.

In the fiscal year 1975-76, the funds UBCreceived for research increased 9.3 per centover the previous fiscal year, and 21.7 percent over 1970-71. Over the same five years,however, the teaching staff of the Universityincreased by 13 per cent, with the result thatresearch grants per academic staff memberincreased by only 8 per cent. Consideringthe inflation of the past five years, this is avery modest increase indeed.

The federal government's decision tofreeze research grants at 1975-76 levels is ahazardous policy, coming at a time when theneed for research is greatest. In fact, ournational research and developmentin vestment has been seriously decliningduring the past few years. This trend canbest be illustrated by the following twofacts. According to the 1975-76 report ofthe president of the National ResearchCouncil, (a) the total federal research anddevelopment expenditure has decreasedfrom 0.70 per cent of Gross NationalProduct in 1968-69 to only 0.55 per cent in1975-76; and (b) federal research anddevelopment expenditures as a percentage oftotal federal government expenditure hasfallen from 9 per cent in 1968-69 to 5.5 percent in 1975-76. I am not being alarmistwhen I say that this decline in nationalsupport for research represents a dangerouschange in public policy that threatens thefuture of this country.

The effects of the decline are clearlyevident in the reports that I have receivedfrom the deans of UBC's 12 faculties. Somesenior faculty members have found theirresearch support reduced to dangerously low The President's Report 1975-76/9

short-sighted public policy. It is precisely attimes of difficulty that the need for researchis greatest. That is exactly when we mostneed the information which will tell us howto strengthen the long-term development ofour resources and our lives. In this vitalmatter, it is Canada's future -that is, ourfuture -which is at stake.

One additional development affectingresearch policy at UBC should bementioned. To provide a single forum fordiscussion and co-ordination of researchpolicy and internal granting policies, thePresident's Committee on Research Policywas replaced in September, 1975, by a26-member advisory board. As part of thisreorganization, all of the committees thatconsider policies and practices in researc~administration were re-established ascommittees of the advisory board, with theirchairmen sitting as ex officio members ofthe board.

Earlier in this report I said that nouniversity will be highly regarded unless itshows a willingness to place its resources atthe disposal of the community. And by thatI do not mean only our immediate neighborsin the Lower Mainland. UBC must make itspresence felt throughout the province and,whenever possible, nationally andinternationally as well.

Let me give some illustrations of the waysin which the University makes its resourcesand expertise available to the community.

It is estimated that, in addition to regularsessional students, nearly 70,000 personshad contact with the University in the1975-76 academic year through credit andnon-credit programs offered through ourCentre for Continuing Education orextension activities operated by various UBCfaculties. These programs are by no meansconfined to the Vancouver and LowerMainland areas. There is scarcely a major ormedium-sized centre in the province thatdoes not benefit from UBC in one way oranother.

The Centre for Continuing Educationregistered 40,768 persons in the academicyear for credit and non-credit programs aswell as continuing professional educationcourses, an increase of 29.29 per cent overthe previous year's registration of 31,531.The centre sponsored a number ofHabitat-related programs that attracted3,632 persons, and also registered notableincreases in such areas as the Women'sResources Centre, an 'off-campus facilitylocated in the main branch of the VancouverPublic library; the Language Institute,which enrolled 1,273 persons for intensiveresidential language programs in English andFrench and provided daytime and eveningcourses in a number of languages;Continuing Legal Education, which providesshort courses and seminars in centresthroughout the province; and in the creative-arts, humanities and social sciences.

In 1976, the Centre celebrated the 40thanniversary of its founding as the UBCExtension Department. To mark thisoccasion, the Centre published a volume ofreminiscences by four former directors,Robert England, Gordon Shrum, JohnFriesen and Gordon Selman. Fittingly, italso marked the occasion by launching a newproject, the UBC Interior Program, whichtakes the resources and expertise of the UBCfaculty to the Thompson-Okanagan region inthe form of lectures, workshops andseminars. The program is co-ordinated byJohn Edwards, who has his headquarters onthe Vernon campus of Okanagan College. Inthe first nine months of its existence, fromJanuary to September, the program servedseven communities in the area and attractednearly 1,000 persons for general educationprograms. I hope this kind of importantcommunity service can be expanded to othercentres in the province to augment existingcredit and professional programs incontinuing education. Mr. Edwards is to becommended for his pioneering efforts.

It should be emphasized that the Centre,with the strong support of the Universityadministration, has initiated an importantmove back towards serving more fullyindividuals throughout the province, a typeof community education which it hadunfortunately withdrawn from some tenyears ago. It is our aim to expand this serviceto other areas of the province as fast as it isfmancially feasible.

The Centre also revitalized theContinuing Education in Engineeringprogram with the appointment of A.S. DuffMacdonell as director in September, 1975.The Language Institute also continued togrow. It is noteworthy that it secured fromthe Secretary of State a substantial two-yeargrant, the first of its kind in Canada, toprovide bursaries to adults wishing to10/The President's Report 1975-76

participate in an intensive French-languageprogram. In co-operation with the School ofLibrarianship, the Centre also startedoffering continuing education programs forlibrarians, thereby creating a newprofessional service and a further linkbetween the University and the community.

As in past years, the Centre broughtoutstanding individuals to the campus. Themost notable occasion this year was theWeekend with Canadian Novelists, organizedin co-operation with the Department ofCreative Writing, with Canada Councilfinancial support. The six writers, MargaretAtwood, Sylvia Fraser, Graeme Gibson,Harold Horwood, Robert Kroetsch andAudrey Thomas, focused on Canadianlit e rature. This weekend session was asignificant contribution to Canadian cultureand to the cultural life of the West Coast.

The University is proud of the Centre'scontributions to the wide community ofB.C. Under the able leadership of JindraKulich the Centre acts as a leading edge ofthe University into the community.

The Division of Continuing Education inthe Health Sciences maintained a high levelof activity during the academic year,providing 153 courses and special lecturesattended by 6,336 health professionals bothon campus and in locations throughout theprovince. Total attendance was up by nearly1,000 persons over the previous year. Thedivision encompasses a wide range ofdisciplines, offering programs for doctors,dentists, human nutritionists, nurses,pharmacists, rehabilitation specialists and anumber of interprofessional programs forhealth professionals.

The Faculty of Education significantlyexpanded its extension program in 1975-76by offering 51 programs on the campus andat 25 off-campus centres. Other areas ofincreased activity included programsconducted by the faculty's special educationdepartment, in-service workshops by theEnglish education department on teachingEnglish as an additional language, and thedevelopment of curriculum-based workshopsby the mathematics education department.

The University's Botanical Gardendrama tically increased its horticultureprogram for both amateurs and professionalsin 1975-76. A total of 89 classes withregistrations of nearly 2,000 persons wereheld during the year, including creditprograms for teachers and professionalflorists. The garden initiated a specialprogram in the use of plants for aiding therehabilitation of the handicapped. Duringthe summer, 120 senior citizens participatedin Botanical Garden programs. The staff puton 28 demonstration lectures during theVancouver Home Show in February, andresponded to 3,125 public enquiries by

telephone or letter during the year. Thegarden's educational co-ordinator, DavidTarrant, gave 13 half-hour television shows,some of them designed for national networktelevision, appeared on several extendedopen-line shows in Vancouver, and wrotemonthly columns for two Vancouverpublications.

The Faculty of Commerce and BusinessAdministration provided continuingeducation programs to more than 9,700persons in 1975-76. Enrolment in sevendiploma programs increased an average of 8per cent and the faculty introduced two newprograms that had a combined enrolment of450 persons. The new programs were a20-week correspondence course in mortgagelending, introduced at the request of thesuperintendent of brokers for B.C. as aprerequisite for registration as a mortgagebroker, and a 26-week correspondenceprogram in mortgage practice, which isoffered nationally to provide training formortgage officers in large lendinginstitutions. The faculty's executiveprograms, or short courses for businessmen,expanded in both number and location.During the year, approximately 120 days ofprograms were offered in 16 communitiesthroughout the province.

The Faculty of Agricultural Sciencesmaintained an active extension program byoffering courses in animal, food, plant,poultry and soil sciences and agriculturaleconomics attended by more than 700persons on the campus, in the Lower FraserValley and in Interior centres.

Before giving further illustrations of theUniversity's community involvement, Iwould like to outline the University'sposition on the ways in which degree-leveleducation can be made more available topeople living outside the major metropolitanareas of the province.

UBC's position on this subject was statedin a brief presented in June, 1976, to aone-man Commission on UniversityPrograms in Non-Metropolitan Areas whichwas established by Dr. Patrick McGeer, theprovincial minister of education. Thecommissioner was Dr. William Winegard, aformer president of the University ofGuelph, in Ontario, who was asked to advise"on all matters related to the delivery ofacademic and professional programs outsideof the Vancouver and Victoria metropolitanareas, and academic programs and theirarticulation."

The University brief said it would beunwise to create new institutions orprograms to satisfy a temporary demand foreducation which is likely to decrease in the1980s because of a predicted decline in thenumber of students in the 15-24 age group.Our brief suggested that any proposal to The President's Report 1975-76/11

remedy the very real demand for degreeprograms outside the Vancouver andVictoria areas must satisfy three basic tests:it must substantially increase theopportunities for people resident in theInterior to complete a degree program; itmust be consistent with the maintenance oftraditional university standards of academicexcellence; and it must achieve the first twogoals with reasonable economic efficiency.

The brief recommended theestablishment of a University Centre at eachInterior college as the best means of makingdegree-level education available to morepeople. We proposed that the centres beoperated by one of the three existing publicuniversities, preferably in co-operation withcommunity colleges. The first priority ofeach University Centre would be to meet theneeds of the residents in the area it served,with emphasis on core or basic courseswhich would provide opportunity to acquirethe usual, generally accepted academic

qualifications.Instructors for the courses offered might

be qualified residents of the area appointedby the university, faculty members at thecommunity college, or members of thefaculty of one of the three publicuniversities who might move to theUniversity Centre for a specified period orvisit it regularly.

Dr. Winegard was to report to theprovincial government early in September,1976, and his recommendations thereforefall outside the time period covered by thisreport. He was assisted by a nine-memberadvisory panel which included two UBCrepresentatives -Jindra Kulich, actingdirector of the Centre for ContinuingEducation, and Prof. Donald MacDougall, ofthe Faculty of Law and chairman of theSenate Committee on Continuing Education.

The faculty of the University also have asignificant impact on the communitythrough their research or as the result ofreports and studies carried out while theycontinue to teach at the University or whileon leave of absence.

Sometimes the varied research of facultymembers and students can have an effect ona single region of the province. In theOkanagan Valley of B.C., for instance,researchers from the Faculties ofAgricultural Sciences, Applied Science,Forestry and Science have been active for

many years.The largest single UBC project in the area

was a $234,000 study of the water resourcesof the Okanagan basin, carried out in theearly 1970s under a $2 million contract letby the federal-provincial Okanagan BasinStudy. The overall study resulted in a reportsuggesting policies for managing the waterresources of the basin until the year 2020.

Water pollution research will vastly increasethe production of alfalfa and make theOkanagan an exporter of that valuableforage crop. Another major contribution wasresearch on methods of controlling thevolume of water that drains into the basin,which is a series of interconnected lakesdraining southward into the Columbia Riversystem in the United States.

The first-ever investigation of loggingpractices in the Okanagan was carried out byDr. Robert Willington of the UBC Faculty ofForestry, as part of the same overall study.

The Faculty of Agricultural Sciences hasby far the most extensive involvement withthe Okanagan over the years. Plant scientistsare co-operating with federal and provincialgovernment agencies in research torehabilitate grasslands used for raising cattle,and to control diffuse knapweed, a weedthat infests depleted grasslands, by chemicaland biological methods. Plant scientists areaiding the fruit industry by studying barknecrosis, a debilitating disorder that reducesapple production, and a problem of Spartanapples related to calcium levels in the fruit.

UBC animal scientists are co-operatingwith the provincial government in a study ofCalifornia bighorn sheep in the Okanagan.

Faculty members and students from theFaculty of Science have for many years beenvisitors to our Geology Field School nearOliver, where graduate students haveobtained material for advanced degreetheses. Numerous faculty members ingeological sciences have consulted on local

problems.On the national scene, a member of our

Faculty of Education has had a significanteffect on improving the quality of Canadianstudies in elementary and secondary schools.Prof. George Tomkins returned to UBC thisyear after being on leave of absence since1971 as co-director of the Canadian StudiesFoundation where he supervised projects inall provinces designed to develop classroommaterials and teaching methods that reflectthe nature of Canadian society in all itsdiversity and help students to understandand become involved in the Canadianenvironment.

Dean David Bates has been appointed tohead a Science Council of Canada study onthe effects of five man-mad~ hazards onindustrial workers and the general public. Acouncil committee will examine hazardsfrom lead, asbestos, radiation, organicchemicals and oxides of nitrogen, or gasfumes.

Turning to our own province, Prof. PeterPearse, of the Department of Economics,was on leave throughout this academic yearto prepare a report for the provincialgovernment that is certain to have a majorimpact on B.C.'s biggest industry, forestry.12/The President's Report 1975-76

Medical student Ken Bums wasone of 22 budding doctors whospent the summer of 1976getting first-hand experience inpatient care by assistingprac tising doctors in centresthroughout B. C He assisted aKamloops physician and isshown examining an incubatorbaby at Royal Inland Hospital.

The Royal Commission on Forest Resourcesis inquiring into a wide range of mattersaffecting this key industry, including foresttenure arrangements and how they affect theindustry, the marketing arrangements fortimber products, and the regulation ofexports of forest products.

UBC's Westwater Research Centre, underthe direction of Prof. Irving Fox, this yearcompleted its first major study, aninvestigation of the Lower Fraser River fromthe town of Hope to the sea. The reportprovides a foundation for the improvementof anti-pollution policies and suggests waysof improving the legal and administrativearrangements for managing the LowerFraser. During the year Westwater began tomake plans for its next project, a five-yearprogram on the management of B.C.'scoastal resources.

Our students provided many services tothe community under a $1.1 millionprovincial government grant which allowed450 students to undertake summer workutilizing the knowledge acquired at UBC.

In the Faculty of Agricultural Sciences,students in food and plant science produceda brochure on preserving food by drying it,continued a Food Information Service thatadvised hundreds of citizens on everythingfrom home-canning methods to thenutritional value of foods, and established ahorticultural advice service, imaginativelycalled the "Hort-line", to provide advice ongardening problems and the use of pesticidesand insecticides.

A total of 42 student doctors spent thesummer in centres throughout B.C. gettingfirst-hand experience in patient care asassistants to practising physicians. And some75 law students put their academic trainingto use by providing free legal advice tocitizens in many parts of the province.Students from the School of PhysicalEducation and Recreation ran a summerrecreation program at Jericho Hill School inVancouver for autistic children, who haveemotional and learning problems.

Nearly 1,300 children from theVancouver, Surrey and Richmond areasreceived free dental services valued at morethan $273;000 at a summer clinic operatedby the Faculty of Dentistry. The clinic wasstaffed by 34 senior dental students and 34dental hygiene students, whose work wassupervised by faculty members.

These few projects will serve to illustratehow widespread are the services that areprovided by the UBC research staff andstudents to the citizens of the nation and theprovince.

In beginning this section I saiduni ve rsi ties had responsibilities on theinternational scene as well, and UBC is noexception to this. UBC experts from the

Faculties of Commerce and BusinessAdministration, Applied Science, Forestryand Science have been involved in a numberof projects, most of them funded by theCanadian International DevelopmentAgency, a federal body.

In the early 1960s, UBC began a five-yearprogram of assistance to the Universities ofMalaya and Singapore which saw tenmembers of the Faculty of Commerce andBusiness Administration spend a year ormore in Southeast Asia teaching courses inaccounting, finance, marketing, industrialrelations and business management. Ourinvolvement with the University of Malayawas revived in 1972, when it again asked forhelp in providing advanced training inaccounting. Over a period of five years tenCanadian teachers will visit Malayasia underthis program.

UBC is now in the final stages of athree-year program of assistance, inco-operation with two other Canadianuniversities, which has met its objective oftraining 300 masters of science inengineering at the University of Havana inCuba. UBC's contribution to this programhas been to provide experts in the fields ofcivil and chemical engineering.

their children in University housing with allthe attendant problems of making ends meeton marginal incomes. Dean Fulton's officeassists women students to solve theirproblems and works to help them fulfilltheir potential.

In this connection, I would like to reportthat during the academic year I took steps toinitiate a series of studies aimed at improvingcondi tions for women throughout theUniversity. I have asked for a study, to becarried out in co-operation with campusunions, of personnel policies and workingconditions for women in non-academicposts. All deans were asked to describe theirplans to provide special help toundergraduates concerning the possibility ofgraduate study in fields where presentenrolment is largely of one sex. I have askedthe deans for data on the proportion ofwomen in both academic and professionalemployment in the fields studied in theirfaculties, and a statement of how this istaken into account in the faculties' hiringand admissions policies. I have asked ourStudent Services office to set up programs totake faculty members into high schools tomake students more aware of thepossibilities of study in fields traditionallyclosed to one sex or another.

Each dean was also asked for a list of fouror five of the top women academics in eachdiscipline taught in his faculty. When facultyopenings occur, the president's office willtry to provide extra funds to attract one ofthese women to the position.

In September, 1975, I established acommittee to investigate salary differentialsfor faculty men and women and $100,000was set aside to correct any inequitiesdiscovered. That committee reported to mebefore the end of the academic year andtheir recommendations were approved bythe Board of Governors in July, 1976. Thecommittee found 29 inequities, and the 29women received salary increases of varyingamounts retroactive to July 1, 1975, to givethem parity with their male counterparts.

team of Canadian experts, which will includeUBC faculty members, to prepare a regionaldevelopment plan for the island of Sulawesi,in the Indonesian chain, under a $2 millionCIDA contract. The team will makerecommendations to the Indonesiangovernment for the development of theisland in such areas as land-use planning,agriculture, forestry, fisheries, waterresource development, education and health.

Not every oversea5 project involves teamsof faculty members. Over the years, manyindiVidual teachers and researchers haveserved abroad as consultants to governmentsor as instructors to overseas universities. Inthe coming year, for example, Prof. LeslieAdamovich, of the Faculty of Forestry, willbe in Malaysia assisting the University ofPertanian in beginning instruction inforestry. Prof. R.M. Ellis, of the Departmentof Geophysics and Astronomy, has justreturned from a two-year posting by CIDAto Zaria, Nigeria, where he helped toestablish an applied geophysics program atAhmadu Bello University. Prof. Donald B.Fields, of the Faculty of Commerce andBusiness Administration, has recentlyreturned from the University of Nairobi inEast Africa, where he served as acting deanof the School of Accounting and assisted inthe development of a program in thatdiscipline.

In seems appropriate here to mention themany actiVities that took place during1975-76 related to International Women'sYear. When the academic year began onSept. 1, 1975, UBC's Dean of Women, Dr.Margaret Fulton, had already organized anad hoc Committee on International Women'sYear, which initiated, co-ordinated orparticipated in a program of events thatextended right through the winter session tothe spring of 1976. The highlights of thisprogram included participation in Women'sWeek, sponsored by the student Women'sOffice; assistance to a conference on"Women in Motion -Health, Sport andRecreation"; a Women in Art exhibition inthe Student Union Building art gallery; paneldiscussions on the changing function ofwomen in modem society and women inIndia; and a five-week series of fIlms onwomen.

One of the changing characteristics of thenature of the University population in recentyears has been the steady increase in thenumber of women as a percentage of thetotal enrolment. Women now make up 44.1per cent of the total student population and49 per cent of the first-year enrolment.Many are mature women, some withchildren to support, who are returning toUniversity to update their knowledge, beforereturning to the work force. University finances

The single most sobering experience for me in my first year as UBC’s chief executive officer has unquestionably been adjusting the University’s financial operation to take into account an effective reduction in the provincial ope ra t ing grant a n d the continuing problem of inflation, which has affected all aspects of University finances in recent years.

The provincial government operating grant to the University for the 1975-76 fiscal year was $91,988,957. Despite the fact that this was the largest amount ever allocated to the University, the Board of Governors was forced to eliminate nearly $600,000 for planned new academic programs from our budget and to seek economies in day-to-day operations.

The provincial operating grant constitutes approximately 84 per cent of our general funds operating budget. The other main source of revenue is student tuition and other fees, which make up about 1 1 per cent. This latter source, incidentally, has been steadily declining as a percentage of our revenues, The remaining revenues - some 5 per cent - are derived from services, invest men t i ncome and miscellaneous sources.

Our 1975-76 expenditures from general funds divide into five major categories: 74.1 per cent for academic purposes; 7.4 per cent for support of libraries; 2.2 per cent for student services and scholarships; 4.6 per c e n t f o r admin i s t r a t ion and general purposes; and 11.7 per cent for physical plant, including renovations and alterations of facilities. For many years, UBC has ranked number one in a survey of Canada’s largest universities in terms of the percentage of funds allocated for academic and associated academic purposes. The same survey, whch is carried out annually by the Canadian Association of University Business Officers, shows that UBC ranks lowest of the 23 universities in costs of administration, plant maintenance and general expenditures.

Put another way, about 83 per cent of our general funds expenditures in 1975-76 were for salaries and wages, and only 17 per cent for non-salary items.

The University arrives at its operating estimates only after a long process of consul ta t ion and discussion across the University. The process begins at the departmental level. Departmental requests are discussed in detail with the faculty deans, who make their budget submissions

to the president after additional consultation and discussion. Again, there is considerable consultation and discussion with each dean, often resulting in further revisions and additional consultation in the faculty.

The president is also required to discuss the entire University budget with the Senate budget committee, which gives advice on further revisions. Finally, after this long process the president recommends a budget to the Board of Governors, which has the final authority over such matters. Only after Board approval are the official operating estimates submitted to the Universities Council. These estimates, arrived at after months of concentrated effort on the part of hundreds of people, represent the final collective best judgment of the University’s needs for the coming year.

The University’s estimates for the 1976-77 fiscal year were submitted to the council in August, 1975. In October the f e d e r a l government announced i t s anti-inflation guidelines, which resulted in a request from the provincial government to the council to revise its recommendation to take the guidelines into account. The council in turn asked the universities to reduce the salaries and wages component of their requests by 10 per cent.

Accordingly, UBC’s requested increase for the 1976-77 fiscal year was reduced from $ 3 5 . 7 m i l l i o n t o $23.89 mil l ion , representing a 26 per cent increase over the p r e v i o u s y e a r . O f t h i s i nc rease approximately $7 million was required to meet carry-over commitments, i.e. salary increases, necessary staff increases and other items which have been agreed on in the course of the preceding year and to which the University was committed.

Some explanation is required about carry-over commitments, a practice which has been used by the universities for many years with the knowledge and consent of the government.

The University’s appointment and salary year for faculty runs from July 1 to June 30. There are also several union contracts with other annual dates. The fiscal year, however, is April 1 to March 31. Each year there are faculty salary increases taking effect on July 1 whch must be paid through to the following June 30, or three months past the end of the fiscal year and into the new fiscal year.

These salary increases are not for one y e a r o n l y . T h e y a r e p e r m a n e n t commitments that continue; the money to pay fo r them must therefore also be continuing so that it becomes a permanent part of the University’s operating base. Thus, a part of our annual requested increase in operating grant has been to provide for such commitments. The President’s Report 1975-76/15

In the spring of 1976, the minister ofeducation decided to try to deal with theproblem of carry-over commitments bymeans of a supplementary grant which hefelt would remove the additional pressurefor increases created by these commitments.In March, the minister introduced a specialwarrant to make at least partial provision forcarry-over commitments. UBC's share was$4.5 million, which was short by $2.5million of our carry-over commitments.

The University informed the minister thatsince the funds were for continuingcommitments this $4.5 million was beingincorporated into the operating base of thebudget for 1976-77. If the $4.5 million hadbeen treated as a one-time supplement, itwould have meant that it could not be usedto meet permanent carry-over commitments.This, in turn, would have meant eitherreducing our 1976-77 budget by $4.5million or avoiding any furthercommitments in July, which in effect wouldmean granting no salary increases. In thejudgment of the administration these werenot reasonable alternatives.

The increase announced by thegovernment later in March resulted in UBCreceiving an operating increase of 8.02 percent. This amount, coupled with the amountof the special warrant, resulted in an increasein UBC's government grant of 12.9 per centfor the 1976-77 fiscal year. The increaserequested for the universities had been 26per cent. This meant UBC was faced with aserious shortfall.

We had no alternative but to engage againin lengthy negotiations with deans and theheads of non-academic departments to cutback our provisional budget by $1.8 millionin order to arrive at an operating budget for1976.77. Our negotiations with the FacultyAssociation, which had to go to bindingarbitration, resulted in an overall salaryincrease of 8 per cent, plus .5 per cent toremedy inequities.

The net result was a 1976.77 operatingbudget of $123,061,116, comprising a totalprovincial grant of $103,920,766, andstudent fees and other revenue of$19,140,350. Our expenditures for the sameyear will amount to $103,617,333 forsalaries and $19,443,783 for non-salaryitems.

outside the Labor Code of B.C. Thisagreement, which resulted from six monthsof negotiation and was approved byassociation members and the Board ofGovernors, was signed in December, 1975. Itestablishes the association as sole collectivebargaining agent for UBC's full-timeteachers, librarians, and continuingeducation program directors. It also allowsgroups of members, with the consent of theassociation, to negotiate subsidiary salaryagreements after a master agreement hasbeen reached.

The agreement prohibits strikes by theFaculty Association and lockouts ofmembers of the bargaining unit by theUniversity, and sets out in detail anarbitration system for economic and othermatters. Matters subject to negotiation aresalaries; fringe benefits; items that havefinancial implications for UBC, such as leaveof absence; and matters contained in asecond document on conditions ofemployment.

The agreement provides for bargaining oneconomic matters to begin on May 31 forthe year commencing July 1 of the nextcalendar year. If agreement has not beenreached by June 30, matters in dispute aresubmitted to an arbitrator chosen beforenegotiations begin. This means that salariesand other economic benefits are settledbefore the University formulates its budgetfor the next fiscal year. Negotiations can bereopened if the amount of the governmentgrant is more than 2 per cent less than theamount requested. Matters not settled areagain submitted to an arbitrator.

The University and the association alsosigned a second agreement on conditions ofemployment covering criteria andprocedures for appointment, reappointment,promotion, and the granting of tenure. Inaddition to revising the section of theFaculty Handbook that sets out conditionsof appointment for teaching and researchstaff, this second document for the first timeestablishes appeal procedures for settlingdisputes on reappointment, promotion andtenure.

In August, 1975, the University begannegotiations with the Association ofUniversity and College Employees, Local 1,which represents some 1,300 clerical andlibrary support staff, for a new collectiveagreement. After 29 meetings betweenUniversity and union representatives, theUniversity requested a mediator, whopresided over 11 more meetings. In earlyDecember, the union rejected the best offerthat UBC could make and went on strikejust before the Christmas exams. TheUniversity decided that it would remainopen and that exams would be held onschedule. In making this decision, the

I have already mentioned that asignificant process involved in arriving at theestimated operating costs is collectivebargaining with the Faculty Associationrepresenting our teaching and research staffand librarians, and with the seven unionsrepresenting our employed staff.

Our negotiations with the FacultyAssociation are the result of an agreementbetween the University and the associationwhich provides for collective bargaining18/The President's Report 1975-76

stated forcefully in our report that beforeembarking on any expansion plan theUniversity would require firm assurancesthat the funding of the medical classexpansion would be provided independently,without impinging on the rest of theUniversity's operating support. In short, wehave constantly insisted on the necessity ofprotecting the operations of the Universityas a whole from potential adverse effects.

The University's expansion proposal wassubmitted to the government within the60-day time limit. It was then referred to anII-member Task Force on Medical TeachingFacilities established by the provincialgovernment. We are hoping for an earlyresponse from the government so that theproposal can get the necessary academicapproval by the Faculty of Medicine, theUniversity Senate and the Board ofGovernors.

From what I have said in this section ofmy report, I think it is clear that theUniversity faces a situation with seriousfiscal and academic implications. We aredoing all we can to increase the operatinggrant from the provincial government bypresenting a reasoned and reasonable requestto the Universities Council and thegovernment, and by pressing our case asstrongly as possible. We are examining ournon-tuition sources of revenue to discoverevery possible means of increasing these inany reasonable way.

We are faced also with the possibility ofhaving to increase our revenue from tuitionfees to help offset a possible shortfall. Ipersonally believe in the lowest possibletuition fees, because I am concerned aboutmaintaining maximum accessibility to highereducation. However, I also believe stronglyin maintaining the quality of education. Forthese reasons, my personal desire is to keepany necessary increase in tuition fees at thelowest level consistent with maintaining highacademic standards at UBC.

In looking at ways to reduceexpenditures, we will consider first thosethat will least affect our academic programs.But since most of our budget goes foracademic functions it is clear that if cutsmust be made they are bound to affect theacademic enterprise. We may have to facethe prospect of reductions in our academicofferings, larger classes, increased teachingloads. If, after appropriate consultation, theneed is there, sacrifice will be required fromeveryone.

University emphasized that students wouldnot be penalized if they felt they could notcross the union picket lines to writeexaminations. The union lifted its picket lineand returned to work on Dec. 10, one weekafter the strike began. After furthernegotiations, the University and the unionjust before Christmas signed a memorandumof agreement for a one-year collectiveagreement.

The negotiations with AUCE, whichreceived an increase of 19.1 per cent underthe new agreement, were complicated by thefact that the federal government announcedthe formation of the Anti-Inflation Board inthe midst of negotiations. The offeraccepted by the union was made by theUniversity before the AIB guidelines wereannounced and was in line with averageincreases being granted in B.C. at that time.When the new agreement was signed, theUniversity and the union agreed to makejoint application to the AIB for approval ofthe settlement. The AIB had reached nodecision on the agreement when the 1975-76academic year ended on Aug. 31.

Another matter that relates to our totalfiscal situation is the proposed expansion ofour medical school. On March 9, theprovincial ministers of education and healthcalled on the University to double the size ofthe medical class from the present 80students to 160 a year. At the same time theministers announced that $50 million wasavailable, in matched provincial and federalhealth resource funds, to build a campusteaching hospital of 240 beds, provideadditional basic science facilities required forthe expansion on the campus, and updatethe clinical teaching facilities at downtownhospitals affiliated with the University. Theministers asked the University to submitwithin 60 days a plan for accomplishing theexpansion of the medical class.

After consultation with the Board ofGovernors, and the dean and academic andclinical department heads in the Faculty ofMedicine, it was decided that the Universityshould respond positively to thegovernment's challenge. A report wasprepared in consultation with the downtownteaching hospitals setting out the necessaryconditions under which the Universitywould-be prepared to consider expanding itsmedical class. It was determined thatminimally adequate facilities to handle theenlarged class could be built with the capitalfunds proposed.

We realized, however, that the increasedoperating funds needed to accomplish theclass expansion would have to be provided ina way that would not adversely affect thefunding of the University's other academicfunctions, including the present operationsof the Faculty of Medicine. It was therefore The President's Report 1975-76/19

has been completed. We have yet to hearfrom the council or the government aboutthese projects.

The University has also been asked tosubmit a complete list of our building.priorities

for consideration under the newborrowing authority system. This willnecessitate a re-examination of the prioritiesrecommended by the Senate Committee onAcademic Building Needs in 1974. This list,after approval by the Board of Governors,will be forwarded to the Universities Councilfor submission to the government.

During the 1975-76 academic year, theBoard of Governors authorized the award ofa contract to construct Stage 1 of theAquatic Centre, and accepted assubstantially complete Stage 1 of the AsianCentre, Stage 1 of a new facility for theDepartment of Anthropology and Sociology,field facilities for the Departm~nt of PlantScience, an addition to the General ServicesAdministration Building, and a new servicegarage for the Department of Physical Plant.

Construction continued on the newExtended Care Unit in the Health SciencesCentre, the new north wing of the BiologicalSciences Building, and further developmentof the University's Botanical Garden.

Four major facilities opened during theacademic year were the TRIUMF project,the Museum of Anthropology, the B.C.Mental Retardation Institute, and two newwings to the Henry Angus Building.

TRIUMF. TRIUMF was officially openedon February 9, 1976, by Prime MinisterTrudeau, who used the occasion toannounce that the federal government wouldprovide funds needed to bring the cyclotronbeam at this nuclear facility to full power.

Ten years ago the TRIUMF projectbecame the right idea, at the right time andat the right place. The conceptual notionwas that of Prof. Reginald Richardson. Hewas the first to conceive of the breakthroughin accelerator technology which made ameson facility of this kind possible. Thephysicists at our University were the rightones to build it. And of equal importance,the traditional warm relations among thefour western universities made it possible toachieve the kind of inter-universityco-operation necessary for a project of thismagnitude. I am pleased to report that allfour universities namely, UBC, theUniversity of Alberta, the University ofVictoria, and Simon Fraser University,recognized the opportunity and readilyaccepted and met the challenges presentedby the project. Moreover, they havecontinued to manage the project with aspirit that few thought possible. Hopefully,this kind of spirit may set a useful precedent

Before going into the University's currentbuilding program, let me describe thesituation with regard to capital financing in1975- 76.

The University's capital budget in thefiscal year was $12,563,000, made up of$10,323,000 from the provincialgovernment, $1,740,000 carried forwardfrom the 1974-75 capital budget, and$500,000 from other sources. All of thesefunds are committed for projects currentlyunder construction and we are unable toproceed with any new projects to reduce thelarge backlog of campus building needs.

When the provincial governmentannounced the 1975-76 operating grants, itmade clear that no capital would beallocated to the universities for new projects.Instead, there was to be only acomparatively small sum for necessarymaintenance and renovation of existingfacilities.

La ter in the year, the minister ofeducation announced that university capitalprojects would be handled quite differentlyin the future. Previously, the universitiessubmitted each year a list of capital projectpriorities and the government allocated acertain amount, separate from operatinggrants, for some of these projects.

In the spring sesion of the Legislature, thegovernment passed Bill 46, the B.C.Ed u c a tional Insti tu tions FinancingAuthority Act, under which a borrowingauthority was established for the funding ofcapital building projects at the universities.The act provides for the funding of projectsby borrowing the necessary money througha government borrowing authority, with thegovernment guaranteeing the repayment andamortization costs.

UBC was then asked by the UniversitiesCouncil to submit for immediateconsideration a list of buildings and facilitieswhich are underway but in need of funds tobe completed. Three projects weresubmitted: the Library Processing Centre,which is needed because the existingfacilities in the Main Library have beendeclared by the factory inspector to besub-standard in working conditions; theAquatic Centre, now underway and fundedin part by a student levy and student,faculty and outside fund-raising; and theAsian Centre, of which only the first phase20/The President's Report 1975-76

and model for future inter-universityco-operation and enterprise for Canadianscience. I should mention that all fouruniversities contributed substantial sums ofmoney in order to provide the buildingswhich the project required. For the otheruniversities, it meant contributing funds to abuilding on another campus.

Moreover, this University is particularlypleased at the number of our professors whocontributed their efforts to the achievementof this facility. For the past eight years,Profs. John Warren, Erich Vogt, KarlErdman, Bruce White, Michael Craddock,Garth Jones, David Measday, Edward Auld,David Axen, Richard Johnson, and manyothers have worked long hours on theTRIUMF site. In addition, they also workedfull time at teaching. We are grateful tothem.

We hope that TRIUMF will now providemany years of first-rate science. TRIUMFwill be used for pure research and will alsobe one of the most advanced centres in theworld for the treatment of cancer byradiation. The cyclotron can produce intensesecondary beams of pi-mesons, which haveproperties that make them useful fortreating some kinds of cancer. They candeliver high radiation doses to the site of thecancer with relatively little damage tosurrounding healthy tissue. Before humansare treated, extensive experiments will beconducted using tissue cultures andexperimental animals.

world. Their past does not yet belong to us.But it is one which we can share if we arewilling to make the effort, to pay the price.Part of that price is that we learn moreabout that past -and that is one of themain purposes of this museum. It is alearning museum. With these beautifulartifacts, the people who made them arepermitting us to share their culture, theirhistory, to make it ours as well.

Of equal importance, this museum is aliving museum. In a way, it is a house ofspirits. Behind the masks, the large totempoles, house posts carved with animals, thedishes, the rattles, the ceremonial robes,stand the spirits of the human beings whomade them. Until we can sense the presenceof these spirits and feel the human bondbetween ourselves and these people, theseobjects and the pople who made them andtheir living children cannot be truly alive forus. In this deep sense, the museum is a placeof discovery. We, along with theirdescendants, can discover the thousandbeauties left us by people who lived beforeus in this beautiful land. We can discover abetter understanding of another culture,another way of life. Most of all, if we canlearn to see not just the objects, but the

MUSEUM OF ANTHROPOLOGY. May30, 1976, was an historic occasion for TheUniversity of British Columbia, for it was onthat day that the new Museum ofAn thropology, overlooking the Strait ofGeorgia and the North Shore mountains, wasofficially opened by His Excellency JulesLeger, the Governor-General of Canada.

Since this Museum represents animportant addition to the cultural life of ourcountry and province, it seems appropriatehere to put on record the many individualswho contributed to the vision of thisMuseum, the historical themes underlying itsconstruction, and the functions that theMuseum may play in our lives.

Any museum, of course, has the functionof preserving the past. It is a place we canenter to regain a sense of our past. Fromthat, we can gain a better understanding ofour present, and, most important, findinspiration for our future, particularly if weview the collections as reflections of highhuman creativity.

These functions are central to any'museum. And yet, with this Museum there isa difference. The bulk of the materials ondisplay are the artistic and cultural creationsof the Indian people of this part of the The President's Report 1975-76/21

people who made them, we can discover apart of ourselves and gain a deeper apprecia-tion of the complexities of mankind.

The construction of the museum, whichhas both academic and public functions, wasaided in part by a $2,500,000 grant from thefederal government as part of the$10,000,000 federal fund established tomark the 100th anniversary of B.C.'s entryinto Confederation. Prime Minister Trudeau,in announcing this centennial gift in 1971,stated that the purpose of the grant was tohouse the University's collection of over10,000 pieces of Northwest Coast Indian art,valued at approximately $10,000,000, andthe Walter and Marianne Koernermasterwork collection of native art. TheU ni versity's holdings also include threecollections from Classical Europe, North andSouth American Indian cultures, India,Africa and the Far East. It was the generouspromise of the Koerner Collection that wasmost instrumental in leading the federalgovernment to earmark a major portion ofits centennial gift for the Museum. The totalcost of the project was $4.3 million.

Three major factors determined thehistorical development of the University'scollections: the generosity of many B.C.individuals, a warm and close relationshipbetween native craftsmen and the Universityfaculty, and an active faculty inanthropology.

Prior to 1947, through a contribution ofMr. Frank Burnett, the University hadacquired a collection of 1,200 artifacts fromthe South Seas. These fine items werehoused in a small room in the main library.

In 1947, Dr. Harry B. Hawthorn wasappointed the first professor ofanthropology. Under his scholarly guidance,and that of his wife Audrey, for many yearsthe curator of the Museum, the Universityacquired some 10,000 Pacific Coast Indianartifacts over a period of 28 years. With thegenerosity of the late Dr. H.R. MacMillan,who financed the acquisition of more than2,000 objects, and Dr. Walter C. Koernerand others, the University was able to obtaintotem poles, cedar house frames, masks,dishes, rattles and other carvings. Inaddition, the University has acquired an80, OOO-piece collection of archeologicalresearch materials from the prehistoricperiod of B.C. Indian history, accumulatedover a period of 25 years from sitesexcavated by Dr. Charles Borden, nowProfessor Emeritus of Archeology.

A second factor stands out in the earlyd~velopment of the Museum ofAnthropology at this University. With astrong commitment from the University,Mungo Martin, a ranking chief of the FortRupert Kwakiutl people of northern

Vancouver Island and a great carver, starteda carving program on campus. Under histutelage, a new line of carvers of Indian artstarted. Bill Reid, the Haida carver, DouglasCranmer of the Nimpkish, Bob Davidson,another Haida carver, and others workedwith Mungo Martin to save and create oldand new carvings. The Kwakiutl section oncampus was Martin's creation. The Haidasection was the creation of Bill Reid andDouglas Cranmer. Not surprisingly, MungoMartin also encouraged Indian families tosell their family heirlooms to the Museumrather than to dealers.

While we do not have the space to list allof the scholars who assisted Dr. and Mrs.Hawthorn for three decades in their crampedquarters in the main library, two leadingscholars of Asia greatly helped theHawthorns in the 1950s: Dr. Ronald P. Dorein the area of Japanese culture and Dr.Ping- Ti Ho in the area of Chinese culturalhistory. Florence Fyfe-Smith donated a largecollection of Asian material, in addition toan acquisition and maintenance fund. Withthe retirement of Dr. Harry Hawthorn, theMuseum has a new director, Dr. MichaelAmes.

Finally, some general observations aboutthe conceptual ideas that lay behind thedesign of the Museum should be brieflynoted. The basic principle of a teaching anddiscovery museum was that all theethnographic collections should be on opendisplay. Thus, the Museum has no storagerooms in the traditional sense, for all itscollections are on display in well-lightedcabinets or open areas for immediate publicaccess or scholarly examination. This planfor free intellectual discovery and manyother innovative plans, conceived by the

programs in association with the ResearchUnit for Exceptional Children at UBC.

The new building to house the institutewas made possible largely through thefund-raising efforts of two organizations -the Variety Club of Western Canada and theVancouver Sun -which raised nearly $1million through public appeals. The VarietyClub, with the co-operation of BritishColumbia Television, staged a 20-hourtelethon in February which resulted inpledges of $754,000. Readers of theVancouver Sun contributed $240,000through that paper's House of HopeChristmas campaigns in 1974 and 1975.Fittingly, the building is named for the lateBob Berwick, a well-known Vancouverarchitect and a founding member of theVariety Club, and the hydrotherapy wing isnamed for the late William T. Galt, themanaging editor of the Sun, who initiated'the lIouse of Hope campaign.

The Variety Club, at its annual awardsdinner in March, recognized the long anddevoted service of Dr. David in setting upthe UBC centre for training students to workwith the mentally retarded. She richlydeserved the club's Heart Award.

The new centre will not only give hope tothe parents and friends of the handicapped;it will also offer new opportunities tostudents who wish to contribute to theimportant work of helping the handicappedto develop as fully as possible. We are deeplyindebted to our many friends in thecommunity who helped to make theBerwick Centre a reality.

ADDITIONS TO THE HENRY ANGUSBUILDING. Two major additions to theHenry Angus Building were officially openedon February 12, 1976. Both wings willprovide additional teaching and researchspace for the Faculty of Commerce andBusiness Administration. The largestaddition at the south end of the building hasbeen named the E.D. MacPhee ExecutiveConference Centre in honor of DeanEmeritus MacPhee, who was head of theCommerce faculty from 1950 to 1960. Inthe same decade he served as honorarybursar of the University, and on retirementwas named Dean of Administrative andFinancial Affairs, a post he held until 1963.He was a unique and familiar figure on thecampus during that period, chiefly becauseof his unvarying dress -a dark suit, wingcollar and black bow tie. The title he bore ofhonorary bursar was, of course, pure fiction.It was common knowledge on the campus inthose days that to advance one's financialaspirations within the Universitycommunity, one had to prove the proposalwas "MacPheesible".

Hawthorns and other members of thePlanning and Co-ordinating Committee ofthe Museum, were incorporated into theplans for the Museum by Vancouverarchitect Arthur Erickson. The "visualstorage" cases, cabinets and display detailswere designed by Rudy Kovach.

B.C. MENTAL RETARDATIONINSTITUTE. On May 20, 1976, a newbuilding to house the B.C. MentalRetardation Institute was opened as part ofthe University's Health Sciences Centre. Thenew building will provide services tomentally-handicapped children of pre-schoolage and serve as a centre for the educationand training of students who plan to workwith the handicapped after graduation. Thebuilding contains four classrooms, apre-school activity centre and facilities forinterviews, training sessions and otheractivities. A wing of the building houses ahydrotherapy unit.

Dr. Charlotte David, of UBC's Faculty otEducation, was instrumental in the foundingof the B.C. Mental Retardation Institute in1967 and has served as its co-ordinator sincethat year. For the past nine years, theinstitute has offered a one-year diplomacourse at the graduate level for students in avariety of fields, including education,psychology, social work, nursing andmedicine, and has extended its work throughin terdisci plinary seminars, communityworkshops and professional education24/The President's Report 1975-76

Dean MacPhee's contributions to thegrowth and development of the Faculty ofCommerce and Business Administration arealmost too numerous to mention. Hetransformed Commerce from a school to afull-fledged faculty, introduced new optionsand programs into the curriculum and,perhaps most important, pioneered thedevelopment of continuing educationprograms in commerce by taking theexpertise of his faculty to every corner ofthe province. I am delighted that the currentadministration of the faculty sees acontinuation and expansion of theseprograms started during Dean MacPhee'stenure as an item of major priority.

The same ceremony saw the Universitypay tribute to a member of the communitywho has made a significant contribution tothe university system of B.C. A newaudio-visual theatre in one of the additionsto the I-Ienry Angus Building has beennamed for Mr. Cyrus H. Mclean, who servedas co-chairman of the 3 Universities' CapitalFund which raised $18 million for capitalconstruction at UBC, Simon FraserUniversity, and the University of Victoria inthe 1960s. Mr. Mclean was for many yearschairman of the B.C. Telephone Company,served on the board of the B.C. ResearchCouncil, and was a member of the Senateand Board of Governors of Simon FraserUniversity.

Several members of the Commercefaculty deserve mention for their part inmaking the additions to the Henry AngusBuilding a reality. These include formerdeans Philip \Vhite and Noel I-Iall, AssociateDean Colin Gourlay, and especially ProfessorJames Warren, who was associated with theproject from its inception to completion.

All the facilities described above areimportant additions to the teaching, researchand outreach aspects of the University. Theywill provide students, teachers and thegeneral public with new opportunities forlearning and discovery, the central functionsof this University. And because each of theabove facilities also embodies apublic-service function, each will contributeto improving the quality of life that weenjoy in British Columbia.

The Board made one additional decisionregarding new campus buildings at its July,1976, meeting. It approved arecommendation that the new Faculty ofLaw building be named the George F. CurtisBuilding, for Dean Emeritus Curtis, who wasthe founding head of the faculty when it wasopened in 1945 and who retired as dean in1971. Dean Emeritus Curtis continues to beactive in the law school as a teacher.

The University's Library systemrepresents, in microcosm, the dilemma facedby UBC in trying to keep pace with inflationand the problems resulting from the shortfallin operating grants from the provincialgovernment. Despite an increase in thelibrary budget, the number of hours thesystem was open had to be reduced andfewer professional librarians, support staff,and student assistants were available toprovide service to the University andoff-campus communities in 1975-76. In anattempt to offset mounting financialpress ures, the Library was forced tointroduce fees for some services which havebeen free in the past. An inter-library loanfee of $8.00 per item was introduced torecover the costs of providing materials toother institutions, and off-campus users ofMEDLINE, a computerized medical database located in the United States, must nowpay a fee for this service.

Shortly after the academic year began,the library introduced an austerity programwhen it became evident that the $1.4'4million allocated for acquiring new materialwould be inadequte to sustain the vitalcollections program. For the balance of thefiscal year only essential staff positions werefilled and minimal supplies purchased. Theseand other measures recovered more than$300,000 for the collections budget.

Some idea of the effect that inflation hashad on Library activities can be gained fromthe following figures: five years ago$1,214,875 was spent to add 136,626volumes to the collection; in 1975-76 a totalof $1,741,021 was spent to add 97,474volumes. The average cost thus doubledfrom $8.89 to $17.86 per book.

The administration, with the support ofthe Senate Library and Budget Committees,has responded to the serious situation facedby the Library. Both committees madestrong recommendations to the Board ofGovernors and the administration urgingincreases to meet Library needs.Accordingly, the Library's collectionsbudget was increased to $1,855,087 for the1976- 77 fiscal year. This increase, combinedwith a reduction of $65,000 worth ofperiodical subscriptions, will ensure that thenumber of items acquired will beapproximately equal to the number acquiredin 1975-76.

Despite these problems, the UBC librarysystem maintained its position as the secondlargest library in Canada, after the University The President's Report 1975-76/25

of Toronto. The collection is made up ofmore than 4,000,000 items -some1,800,000 physical volumes and some2,300,000 government documents, films,filmstrips, videotapes, slides, transparencies,pictures, maps, microfilms, recordings anddata tapes.

The recorded use of the Library'scollections declined slightly by 3 per cent.UBC's chief librarian, Basil Stuart-Stubbs,says this was the result of the December,1975, strike by clerical and support staff,and the introduction of new loan regulationsin January, 1976, which included a provisionfor an extended-loan period to enableborrowers to retain books for longer periods.This latter provision reduced the number ofrenewals. Library staff answered more than304,000 queries during the year and a surveycarried out in October revealed that 16.7 percent of the questions received by referencelibrarians are from persons not affiliatedwith UBC. -

While the story of the Library is one ofinadequate space, shortage of staff and ageneral inadequacy of funds to meet theneeds of the University and the widercommunity it serves, I am pleased to takethis opportunity to give my thanks to theUniversity Librarian, Mr. Stuart-Stubbs, andhis excellent staff for excellent work in atime of difficulty.

co-ordinate part-time degree programsoffered by the University during the lateafternoon and evening and on the weekends,as well as credit programs offered during theMay-July Intersession and the SummerSession. Dr. Norman Watt, director of UBC'sSummer Session, was named director of thenew office.

The establishment of the office reflectsthe growth in the number of people whowish to take credit courses leading to degreesoutside the regular daytime Winter Session.The new administrative structure was agreedon after discussions involving the deans ofArts, Education and Science, the director ofSummer Session, and the Centre forContinuing Education, which will continueto be responsible for credit courses heldabroad and independent study programs.

The prerogatives of each faculty will bemaintained and strengthened with regard toacademic requirements for degrees, contentand format of courses, and appointment oflecturers. The deans of Arts, Education andScience will each appoint a co-ordinator whowill work closely with the new office inorganizing programs and courses of study.

Dr. Watt will be advised by aco-ordinating council that will be reponsiblefor long-range development plans, budgetimplications, guidelines regarding maximumunits taught and taken during Intersessionand Summer Session, the financialimplications of the enrolment of regular daystudents in evening classes, and otheracademic matters.

Enrolments for UBC's annual Intersessionhave increased sharply over the past fiveyears. A total of 2,145 students wereregistered in 1976, compared to 882 in1971.

The 1976 Summer Session -the 57thheld by the University -enrolled 4,145students, an increase of 2.32 per cent over1975, when 4,051 students enrolled. Inaddition, 600 senior citizens took advantageof special-interest non-credit courses and 22enrolled for regular Summer Session creditcourses. Summer enrolment was highest inthe Faculty of Education with 2,335registrants, followed by the Faculty of Artswith 759. There were 434 registrations forcourses in the Faculty of Science, 255 inCommerce and Business Administration, 35in Agricultural Sciences and 279 in otherfaculties and departments.

Three hundred instructors wereappointed to the Summer Session faculty,including 70 visiting professors fromEngland, Scotland, Malaysia, Japan,Australia, South Africa and the UnitedStates. There were 157 courses offered inEduca tion and 179 in other faculties.Sixty-one Summer Session courses had neverbeen offered before.26/The President's Report 1975-76

A total of 31 ,005 students enrolled at theUniversity in the 1975-76 academic year forcredit programs. This total was made up of24,715 registrations for the regular daytimeWinter Session, including 1,099 registrationsfor late afternoon, evening and off-campuscourses; 726 students who enrolled forcorrespondence courses; 2,145 registrantsfor the 1976 May-July Intersession; and4,145 Summer Session students.

An interesting aspect of our regularWinter Session enrolment is the increasingpercentage of part-time students. Of the24,715 registrations in 1975-76, nearly 20per cent were part-time students enrolled forless than 12 units of academic work. In1973- 74, 16.8 per cent of the student WinterSession enrolment was in this category.

On July 1, 1976, a new Office ofExtra-Sessional Studies was created to

Special features of the Summer Session,in addition to the program for seniorcitizens, included language institutes forintensive study of Chinese and Japanesesponsored by the Department of AsianStudies, and two institutes in the Faculty ofEd ucation on secondary school Englishmethods and language arts in the elementarygrades. The Faculty of Education's sciencedepartment sponsored a six-week course forchildren aged 9 to 13 which studied theecology of wooded areas on the campus.

Dr. Watt was honored for the second timeby the Western Association of SummerSession Administrators as the recipient of its1976 Creative Programming Award for afield study program held in conjunction withthe Montreal Olympics. The 71 studentswho enrolled for the Olympic Field StudyProgram visited physical education,recreation and athletic facilities in fourCanadian provinces and attended theinternational games held in Montreal. Dr.Watt was honored by the same organizationthree years ago for initiating the summerprogram for senior citizens.

Quite apart from the academic activitiesof the Summer Session, a lively program offilms, music, dancing, theatre and otheractivities was held on the campus for theentertainment of students and members ofthe general public. The President's Report 1975-76/27

Over the years, a significant number ofUBC faculty members have received awardsand honors in recognition of their teachingand research efforts. The 1975-76 academicyear was no exception and I take thisopportunity to list some of the outstandingawards.

Dr. Alan G. Marshall, of UBC's Chemistrydepartment, was the recipient of aprestigious Sloan Fellowship from the SloanFoundation of New York, the only Canadianscientist to be so honored in 1976.

Prof. Ralph Loffmark, of the Faculty ofCommerce and Business Administration, andProf. Geoffrey Scudder, of the Departmentof Zoology, were the 1975-76 MasterTeachers at UBC. The awards, established byDr. Walter Koerner, a former chairman andmember of the Board of Governors,recognize outstanding teachers ofundergraduates. The winners share a $5,000prize that goes with the honor.

Prof. Vladimir Krajina, of theDepartment of Botany, was elected anhonorary member of the Association of B.C.Professional Foresters for his contributionsto his discipline and for his activities as an

He received one of three post-doctoralfellowships- awarded in Canada by theAmerican Council of Learned Societies andwas named a senior research fellow of theHuntingdon Library in Pasadena, Calif.

Four UBC faculty members were electedfellows of the Royal Society of Canada inJune, 1976. They were: Prof. Philip Akrigg,English; Prof. John Helliwell, Economics;Prof. Beryl March, Poultry Science; andProf. James Trotter, Chemistry.

Prof. Colin Clark, of the Department ofMathematics, was named the winner of the$1,000 Prof. Jacob Biely Research Prize,awarded annually to a UBC faculty memberfor distinguished research carried out andpublished over the previous five years.

Three well-known members of the UBCfaculty were honored by other Canadianuniversities in the spring of 1976. Professoremerita Margaret Ormsby, former head ofthe history department, received thehonorary degree of Doctor of Laws from theUniversity of Victoria; Prof. William Hoar,of the zoology department, was awarded anhonorary degree by St. Francis XavierUniversity in Antigonish, Nova Scotia; andProf. Ian McT. Cowan, former dean ofGraduate Studies, received an honoraryDoctor of Environmental Studies degreefrom the University of Waterloo.

Dr. Cowan was also the recipient in 1976of the Fry Medal of the Canadian Society ofZoology for his contributions to thedevelopment of that discipline in Canada.

Prof. Erich Vogt, vice-president of facultyand student affairs, who played a key role inthe development of TRIUMF, the nuclearaccelerator located at UBC, was named anOfficer of the Order of Canada in June,1976.

Two UBC scholars shared the 1976 UBCMedal for Popular Biography. The jointwinners were Dr. Margaret Prang, head ofthe Department of History, for herbiography of N.W. Rowell published by theUniversity of Toronto Press, and Dr. GeorgeWoodcock, editor of the UBC journalCanadian Literature, for his biography ofGabriel Dumont, companion of Louis Riel inthe rebellion on 1885.

Dr. William E. Neal, of the Department ofZoology and Institute of Animal ResourceEcology, was the recipient of the GeorgeMercer Award of the Ecological Society ofNorth America for the best scientific studyin the field of ecology published in anyCanadian or American journal in 1975.

Three members of UBC's Department ofChemistry -Profs. Lionel G. Harrison,Gerald B. Porter and David C. Walker -wereelected fellows of the Chemical Institute ofCanada for their contributions to Canadianchemistry and chemical engineering.

Prof. Irwin Diewert, of the Departmentof Economics, was elected a fellow of theEconometric Society, an internationalorganization for the advancement ofeconomic theory and its relation to statisticsand mathematics. Fellows are economists ofinternational reputation who have madeimportant contributions to their discipline.

Dr. Juhn \v'ada, of the Division ofNeurological Sciences in the Department ofPsychiatry, received the 1976 LennoxAward of the Western Institute of Epilepsyat its annual meeting in Dallas, Texas.

Dr. Roy Taylor, of the Botanical Garden,was elected to the council of theInternational Association of BotanicalGardens at meetings in Moscow. He willserve for the period 1975-81.

Prof. Laurance D. Hall, of theDepartment of Chemistry, was the recipientof the Corday-Morgan Medal and Prize fromthe Chemical Society of London, England,for work in the field of organic chemistry.

Prof. Michael Shaw, vice-president forUniversity development and former dean ofthe Faculty of Agricultural Sciences, wasawarded the Flavelle Medal of the RoyalSociety of Canada for his outstandingcontribution to biological science. He wasdescribed by the society as a leadingauthority on the physiology andbiochemistry of plant host-parasite relationswho has made major contributions to plantpathology in research, teaching, editing andadministration.

Prof. J. Lewis Robinson, of theDepartment of Geography, was the recipientof the highest award of the CanadianAssociation of Geographers for hiscontributions to the advancement of theprofession of geography.

Dr. Peter Moogk, of the Department ofHistory, was awarded the Sainte-Marie Prizein History for excellence in originalhistorical research.

Prof. Robert Harlow, head of theDepartment of Creative Writing, was one of45 Canadian writers awarded Senior ArtsGrants, worth a maximum of $15,000, bythe Canada Council.

Dr. Patricia K. Arlin, of the Faculty ofEducation, was the recipient of the 1975Distinguished Research Award of Pi LambdaTheta, the North American honorary societyfor women in education or relatedprofessions.

Dr. Joel Kaplan, of the Englishdepartment, received two major awards toallow him to prepare a critical edition of theworks of Thomas Middleton, an Englishauthor and contemporary of Shakespeare.28/The President's Report 1975-76

Hannah Polowy, of the Faculty ofEducation, was the 1976 recipient of theSamuel Laycock Memorial Award of theCanadian Parent-Teacher Federation inrecognition of outstanding service toeducation by fostering co-operation betweenparents and teachers.

There were some notable changes in themembership and composition of UBC's twomain governing bodies -the Board ofGovernors and the Senate -in the 1975-76academic year.

On Oct. 7, Benjamin B. Trevino, who hadserved on the Board previously, wasreappointed by the Lieutenant-Governor inCouncil to fill the unexpired term of CharlesJ. Connaghan. Mr. Connaghan resigned hisseat on the Board in June, 1975, to acceptthe post of vice-president for administrativeservices at UBC.

In February, the student body re-electedRichard Murray to a second one-year termon the Board. A fellow engineering student,Basil Peters, was also elected for a one-yearterm, succeeding Svend Robinson.

Early in 1976, the Lieutenant-Governorin Council appointed two UBC graduates -Pearley R. Brissenden, a Vancouver lawyer,and Ian Greenwood, a Kelowna businessman-to the Board. At the same time, theappointments of two other Board members-Clive Lytle and Bing Wing Thorn -wererescinded.

UBC's Senate increased in size from 79 to86 persons as the result of a motion passedin April, 1.975, which had the effect ofincreasing alumni representation by 7persons to a total of 11. A meeting of theConvocation of the University was held onSept. 10, 1975, to elect the additionalrepresentatives.

The following notable appointments'weremade to the University faculty in the1975- 76 academic year.

Dr. William Tetlow became director ofthe Office of Institutional Analysis andPlanning (formerly the Office of AcademicPlanning), succeeding Prof. Robert Clark,who continues as a member of theDepartment of Economics. Dr. Tetlow'sappointment was effective Nov. 12, 1975.

Dr. Peter Harnetty was appointed head ofthe Department of Asian Studies on Jan. 1,1976, to succeed Vr. Edwin Pulleyblank,who continues as a full professor in thedepartment.

Dr. Patrick McGeer, who was on leave ofabsence from his duties in the Departmentof Psychiatry in the Faculty of Medicine,was appointed Minister of Education forB.C. following the provincial election held inDecember, 1975. Dr. McGeer has been amember of the Legislative Assembly for anumber of years.

Jindra Kulich was appointed acting headof the Centre for Continuing Education onJanuary 16, 1976. This appointment wasoccasioned by the leave-of-absence of Dr.Walter Hardwick, director of ContinuingEducation and a member of the Departmentof Geography, to accept the post of DeputyMinister of Education in the provincialgovernment.

Dr. John H. Dirks was named head of theDepartment of Medicine in the Faculty ofMedicine on April 1, 1976.

Prof. John G. Cragg was appointed headof the Department of Economics, effectiveJuly 1, 1976, to succeed Prof. RonaldShearer, who remains in the department.

Prof. Geoffrey Scudder became head ofthe Department of Zoology on April 1,1976, succeeding Prof. Peter Larkin, who isnow dean of UBC's Faculty of GraduateStudies.

Prof. R.J. Rowan became head of theDepartment of Philosophy on July 1, 1976,succeeding Prof. Peter Remnant, who is nowassociate dean of the Faculty of Arts.

Prof. John Zahradnik joined the UBCfaculty on July 1, 1976, as head of theDepartment of Bio-Resource Engineering(formerly the Department of AgriculturalEngineering). Dr. William Powrie, who hadbeen serving as acting head of thedepartment, will continue as head of the The President's Report 1975-76/29

The University's annual Congregation forthe awarding of academic and honorarydegrees was held in the War MemorialGymnasium on May 26, 27 and 28, 1976.Students who were awarded their academicdegrees by Senate in the fall of 1975 and inMay, 1976 -a grand total of 4,516 -wereeligible to take part in the ceremony.

On May 26 the University conferred thehonorary degree of Doctor of Laws on Prof.Harry Hawthorn, of the Department ofAnthropology and Sociology, and on BillReid, renowned as a woodcarver anddesigner of jewelry in the Haida tradition.

Both Prof. Hawthorn and Mr. Reid havebeen in the forefront of the revival ofinterest in the traditions and crafts of theIndians of the Viest Coast of Canada. Prof.Hawthorn and his wife, Audrey, wereresponsible in large measure for thecollection of Indian artifacts now housed inthe new Museum of Anthropology. Mr.Reid, after a career in broadcasting, hasdevoted himself to reviving and perpetuatingthe artistic traditions of the Haida Indians ofthe Queen Charlotte Islands. He supervisedthe carving of totem poles and the erectionof two buildings that make up the Haidavillage in UBC's Totem Pole Park and anumber of his large wooden carvings andseveral exquisite examples of his jewelry areon display in the campus museum.

On May 27, honorary Doctor of Lawsdegrees were conferred on Barbara WardJackson and Father Gerard Dion, of LavalUniversity. Barbara Ward, who played aleading role in the Habitat conference inVancouver in the spring of 1976, is anin t e rnationally known economist whosewritings have done much to make the worldaware of the economic and social problemsfaced by the developing nations. FatherDion is one of Canada's best knownspecialists in the field of industrial relationsand has been a leading figure in the so-called"quiet revolution" in the Province ofQuebec.

On Friday, May 28, UBC honored anoted Canadian scholar and a UBCbenefactor. For her scholarship in the fieldof English studies at the University ofToronto, where she has been a faculty

Prof. Douglas Bankson became head ofthe Department of Creative \vriting on July1, 1976, succeeding Prof. Robert Harlow,who continues as a faculty member.

Dr. William J. Polglase was named head ofthe Department of Biochemistry, effectiveJuly 1, 1976.

Dr. David Hardwick was appointed headof the Department of Pathology, effectiveJuly 1, 1976.

Dr. Jack Sample was named director ofthe TRIUMF Project, succeeding Dr.Reginald Richardson.

Prof. Kenneth Lysyk rejoined the UBCfaculty on July 1, 1976, as dean of theFaculty of Law, succeeding Dean Albert J.Mclean, who will continue to teach in thefaculty.

Prof. Noel Hall, dean of the Faculty ofCommerce and Business Administration,submitted his resignation as dean on June30, 1976. He will continue as a facultymember. Prof. Stanley Hamilton will serve asacting dean until Prof. Hall's successor isnamed.

Two other deans -Dr. David Bates of theFaculty of Medicine and Dr. S. Wah Leung,of the Faculty of Dentistry -informed theBoard of their intention to resign as heads oftheir respective faculties on June 30, 1977.Both will continue to teach at UBC.

Prof. J.E.L. Peck resigned as head of theDepartment of Computer Science on June30, 1976, but will continue as a UBC facultymember.

Prof. Barrie M. Morrison resigned asdirector of the Institute of Asian andSlavonic Research but will continue to teachin the Department of Asian Studies.

The new director of UBC's Bookstore isJohn Hedgecock, formerly director of theBookstore at McMaster University inHamilton, Ontario. He took up his post atUBConJuly 1, 1976.

Eleven members of the University facultyreached retirement age during the 1975-76academic year. The University community isindebted to them for their service asteachers, researchers and administrators.Those who reached retirement age are: Prof.Joseph Katz, Education; Prof. Harry B.Hawthorn, Anthropology and Sociology;Prof. Zbignew Folejewski, Slavonic Studies;Prof. Kenneth C. member since 1928, the Universityconferred the honorary degree of Doctor ofLiterature on Prof. KatWeen Coburn. UBCgraduate Stanley Arkley, founder of theorganization called the Friends of theUniversity of B.C. in the United States,received the honorary degree of Doctor ofLaws. With his wife, Rose, Mr. Arkley in1974 gave to the School of Librarianship acollection of more than l,OOO rare children'sbooks and a gift of $10,000 to enable theUniversity to purchase additional items forthe collection.
