THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE FAIRPORT PUBLIC LIBRARY WAS HELD ON TUESDAY, APRIL 14, 2015. PRESENT OTHERS Jim Donahue Betsy Gilbert Peter Zedick Lin Macholz Suzanne Stockman Tori Reilly Belinda O’Brien Pat Rapp The meeting was called to order at 7:04 p.m. by Suzanne Stockman, President. Mrs. Stockman noted Ms. White’s excused absence from the meeting A check was presented by Leslie Bamann and Chris Pedrone, on behalf of Canandaigua National Bank, to the library. Calling the Fairport Public Library a centerpiece and anchor for the community, they will donate $500 this year and $500 next year. They will also work with the library to set up business seminars, and to create an opportunity for Community Connect banking, which would help raise funds for the Fairport Library Foundation. Mrs. Stockman thanked them on behalf of the Board of Trustees for their generous gift. 30 MINUTE PUBLIC COMMENT PERIOD There were no comments. PREVIOUS MINUTES A motion was made by Belinda O’Brien and seconded by Peter Zedick to approve the minutes from the March Board meeting. Jim Donahue abstained because he was not at the meeting. Motion carried 3-0. TREASURER’S REPORT A motion was made by Jim Donahue and seconded by Belinda O’Brien to accept the Treasurer’s Report for January 2015. Motion carried 4-0. DIRECTOR’S REPORT Ms. Gilbert stated that two librarians have announced that they will be retiring at the end of May. Robin Benoit has been our children’s librarian since November 1979. This is a critical job as we head into summer, which is a very busy time for children’s services. Ms. Gilbert hopes to have a new person start by the beginning of June. Brenda Deever is a part time adult services librarian who buys fiction and runs the book discussions. Both librarians will be missed. Ms. Gilbert received an email from the State Librarian stating that DASNY asked for more detail on the renovation project. Ms. Gilbert stated that Teen Services librarian, Stephanie Squicciarini, was at Nazareth College this afternoon to receive the Community Service Award for Community Partner.

THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE FAIRPORT PUBLIC LIBRARY WAS HELD ON TUESDAY, APRIL 14, 2015. COMMITTEE REPORTS Budget – Mr. Zedick stated that the library budget has been finalized. The Fairport Central School District has accounted for library debt service payment in their capital budget, as per state law. Ms. Reilly noted that the tax rate was lowered from 8.25% to 8.18%. Facilities & Services – Mr. Donahue provided the following report: The F & S Committee continues to meet every other week and Betsy and Jim meet with the contractors and construction manager weekly. This report is mainly a recap of the renovation project update provided by our construction manager Brad Benton. Permits: The Village of Fairport Code Enforcement Officer completed his review of the construction drawings and issued the building permit on 3/12/15. Construction: A complete project schedule has been attached and updated to reflect the current status of the project. Since the last board meeting on 3/6/15, the demolition phase has been completed. The under-slab sanitary work related to the new bathroom layouts has been inspected and the new concrete has been poured. The new plumbing is roughed in and insulated accordingly. The sprinkler system has been separated and additional fire alarm devices have been installed to monitor the rest of the building. The library sprinkler system has been shut down and will remain off line for the remainder of the project. It will be charged at the end of the project and will be monitored by the library’s new fire alarm panel. Excavation for the new elevator has taken place and has resulted in the discovery of (3) large pipes that, as they sit, interfere with the new slab elevation and sump basin. A plan is in place to relocate the sump basin and abandon the pipe at the higher elevation. The existing column foundation adjacent to the elevator pit has also resulted in some additional analysis. SWBR has provided a detail and measures are currently being put in place to continue moving forward. The electricians have been moving along with conduit pathways in the ceiling. Layouts for the electrical floor boxes are complete with work scheduled to take place the week of 4/20/15. Duct work currently being fabricated and also scheduled to start being installed during the week of 4/2015. Wall framing has been taking place for 2 weeks and is about 25% complete. Site work related to the new entrance has been initiated and moving along accordingly.

The following issues have been noted in the SWBR memo dated 3/18/15: Lack of fire-stopping at floor penetrations – NPV received a proposal from Firestop Technologies to perform the work. The landlord agreed to take responsibility and the work is complete. Improper suspension & insulation of tenant plumbing – NPV received a proposal from Nairy Mechanical to perform the work. The library has assumed responsibility and the work is complete. Water penetrating at exterior walls – this appears to be the result of a combination of ice damming, improper grading & lack of sufficient moisture barriers in the exterior walls. NPV has received a proposal from Building Innovation Group to replace the damaged drywall with mold resistant drywall. The library has assumed responsibility and we are currently awaiting formal approval prior to scheduling the work to take place. The drywall replacement is only a temporary fix. Additional measures should be taken to address the building and grading issues to prevent this from occurring in the future. Lack of exterior wall insulation and thermal barrier – NPV has requested a proposal from JAG Construction to apply spray foam to the areas of concern. The proposal is being determined and the work has not been scheduled to take place. Gaps in continuity at interior perimeter enclosure – this relates to the demising wall between the library space and garage entrance corridor. There are numerous conditions that do not meet the building code. We are currently awaiting scope clarification from Dan Mossien. To avoid possible scheduling impacts NPV / SWBR are considering taking action to move things along. Design Security, CCTV, Intrusion Detection – TSG has completed a preliminary design and is scheduled to review with the library on 4/16/15. Once the design is agreed upon TSG will submit to Eastcoast Electric for final pricing. A change order requested will be submitted for approval. Teen Area Ceiling – a proposed ceiling layout has been provided by SWBR and is attached for approval. A motion was made by Peter Zedick and seconded by Belinda O’Brien to extend the policy on change orders and contract limits from last month. The policy will be reviewed by the library’s accountant prior to adoption at the next Board meeting. Motion carried 4-0. Draft – These minutes have not yet been approved by the Board of Trustees. Invoices from contractors will be presented to the Board on a monthly basis for information purposes. The Process Approval Process will be updated next month, with input from accountant Randy Shepard.

A motion was made by Jim Donahue and seconded by Belinda O’Brien to accept the design of the ceiling in the Teen area, at a cost not to exceed $20K. (See attachment.) Motion carried 4-0. A motion was made by Peter Zedick and seconded by Jim Donahue to approve the following change orders: Change order #2 Building Innovation Group $1,590.75 Change order #3 Nairy Mechanical $4,881.37 Change order #4 Building Innovation Group $3,734.00 Change order #5 Eastcoast Electric $7,175.24 Change order #6 Eastcoast Electric $6,154.37 (See attachment.) Motion carried 4-0. Personnel – Ms. Gilbert reported that in addition to two retirements, there will be an addition of two part time clerical positions. Long Range Plan – No report. Fairport Library Council – No report. NEW BUSINESS A motion was made by Jim Donahue and seconded by Belinda O’Brien to approve the 2014 State Library Annual Report. (See attachment.) Motion carried 4-0. A motion was made by Peter Zedick and seconded by Belinda O’Brien to authorize Suzanne Stockman to attend the LTA Trustee Institute in Syracuse, May 2 & 3, 2015 and to reimburse her for all reasonable and necessary expenses. Motion carried 4-0. A motion was made by Jim Donahue and seconded by Peter Zedick to declare items surplus and disposable. (See attachment.) Motion carried 4-0.
