TransAlta Utilities Corporation, pursuant to Permit and Liccncc No. CP 88-23 is the operator of transmission line CP 80L and by Application No. 2000256, registered on August 3 I, 2000. applied to the Alberta Energy and IJtilitics Board for approval to redesignate that portion of transmission line CP SOL between Wctaskitin substation 40s and Nisku substation 149s 89 transmission line 858L.

The Alberta Energy and Utilities Board pursuant to sections 12 and 14 of the Hydro and Electric Energy Act, being chapter II-I 3 of the Revised Statutes of Alberta 1980, approves the application and grnnta to TransAlta Utilities Corporation, (hereinafter called “the Operator”) a PERMIT and LICENCE to operate transmission line 8581, subject to the provisions ofthe Act, Regulations, and Orders made pursuant thereto, and to the following terms and conditions:

1. The route of the transmission line shall be as shown on Appendix A and m further described in the application.

2. Where the route of the transmission line is prescribed to tiverse any parcel of land of common ownership, the Board may, by stipulation, vary the prescribed location and route of the transmission line within the boundaries of that parcel of land.

3. Specifications of the transmission line shall be and include as follows:

(4 the line shall be designed, built for, and operated at a nominal voltage of 138 kV,

(b) the structures shall bc of single-circuit construction,

(4 the snucturcs shall be of wood, steel, or concrete construction,

end as further described in the application.

TransAlta Utilities Corporation, pursuant to Permit and Licence Nos. CP 88-10 and CP 88-23. is the operator of transmission lines 716L and SOL. By Application No. 2000256, registered on August 31.2000. TransAlta Utilities Corporation applied to the Alberta Energy and Utilities Board for approval to alter and operate existing transmission line 716L and redesignate that portion of CP SOL batwcen Ponoka substation 33 1S and Wemkitin substation 405 as transmission line 716L.

The Alberta Energy and Utilities Board pursuant lo se&ions I2 and I4 of the Hydro and Electric Energy Act, being chapter H-13 of the Revised Statutes of Alberta, 1980. approves the application and grants to TmnsAlta Utilities Corporation, (hereinafter called “the Operator”) a PERMIT to alter transmission lines 716L and CP ROL and a LICENCE to operate transmission line 716L, subject to the provisions of the Act, Regulations, and Orders made pursuant thereto, and to the following terms and conditions:

1. The route of the transmission line shall be as shown on Appendix A and as further described in the application.

The Operator shall notify the Board within 30 days of completing the mmsmission line alteration that it is operating in accordancc with the provisions of this permit and licence.

The Operator shall satisfy the Board by August 3 I,2001 that the transmission line alteration hay been completed aa permitted herein. However, upon application by the Operator, the Board may stipulate a later date for completing the transmission line alteration.

The Board may cancel, suspend, or amend this permit and liccncc, in whole or in part, upon its own motion, an application hy an interested party, or failure of the Operator to comply with any provisions ol‘the Act. the Regulations, or this permit and licence.

Permit and Licence No. CP 88-10 is rescinded. Permit and Licence No. CP 88-23 WEIS rescinded under Permit and Licence No. UZOOO-29Y.

3. The Operator shall notify the Board, within 30 days of completing the power plant. that it is in accordance with the provisions of this approval.

4. The Operator shall satisfy the Board by May 31, 2000 that the power plant has been completed as approved herein. However, upon an application by the Operator, the Board, may stipulate a later date for completing the power plant, as it considers suitable under the circumsmnccs.

5. The Board may, upon its own motion or upon the application of an interested person, rescind or amend this approval at any time.

1. EXECUTIVE SUMMARY

The securily ~Csupply to the Ponoku area needs to be improved. An wutagc to the section of SOL

supplying exisling substations at Pnnokq NE T,acombc and N&on Lake would result in a loss of

scl-vicc to a very large area. Existing Ponoka 33 1 S substation supplies approximately half of tho

electrical load in this area.

In order to improve lhe security of supply, TransAltn proposes to convert the single line of

supply to Ponoka 33 1 S to an in/out configuration. To accomplish this it is proposed to replace

tmnsmission line 716L, between SOL and Ponoka 33 1 S, with a new double circuit 13 S/l 3 8 kV

transmission line 716L/806L. This would allow the Ponoka substation to be supplied from either

Wctaskiwin or Blackfalds.

objections to the rebuilding of the transmission line. In order to meet the proposed in-service

date of May 3 1,2001, TransAlta would like to begin construction February 1,200l.

4. PROJECT NEED

In the Ponoka areq the portion of existing 138 kV tmmmissiun line 80L between Rlilckfalds and

Wctmkiwin supplies the Ponoka 33 1 S, N&on Lake 429s and NE Lacombc 2 12s substations via

taps 716L and ROAL. Outages to this section of tlOL will result in approximately 50 MW of load

losing clcctiic service for prolonged periods of time. The affcctcd servict, area encompasses

almoti G.000 customers in a 1,000 squarra kilomel~a region. Ponoka 33 1S supplies

approximately half of this load (23 MW) and nppximately halfthe arca customers. An outage

ol’this section of 8OL is one of tho worst single c,ontingency events that can impact TrunsAlta

Distribution’s (soon to be UtiliCorp Networks Canada’s) supply.

AY wall, SOL is approximately 70 km in length. Security of supply to Ponoka 331 S. Nelson Lake

429s and NE Lacombe 2125 is reduced due to exposure on this line.

5. PROPOSED SYSTEM DEVELOPMENT

In order to resolve the security of supply concern, TransAlta proposes to:

l replace the 4.5 km of existing single circuit 13R kV tap, 716L, from existing BOL to existing

Ponoka 33 1 S substation with a new double circuit I3 B/138 kV transmission line 7 16L/&O6L.

l remove faulting switches and install circuit breakers at existing Ponoka 331s substation to

lerminate the new circuit.

This will effcctivcly make the connection to Ponoka 33 IS, Md lhereforc Nelson Lake 429s. an

in/out arrangement mther lhan a tap. These changes will virtunlly eliminate service interruptions

to Ponoka 33 1s and Nelson Lake 429s due to non-coincident single contingency faults to

circuits 716L and KOhC.

The existing system and the proposed system development are shown on single line diagram OO-

016 R3 in Schcdulc A.

A mobile substation will be brought in to maintain service to nrca cwtomcrs during the

construction of these facilities.

An additional benefit of this project is that existing 138 kV transmission line 71GL is about 30

years old. By replacing it with new construction. the need for extensive maintenance CM be

delayed by several years.

6. OPTIONS CONSIDERED

Other options have been investigated during the review process. Thssa options and reason9 why

they were rejected are discussed in the following sections.

6.1. Switching Station nt 8OL

This option involves construction of a 138 kV switching station at the junction of exitiing

13 8 kV trammission lines SOL and 7 16L. It would reduce the line fault exposure to

Ponoka 33 IS from 74 km to 4 km and to Nelson Lake 420s from Y4 km to 24 km. Even

though this option costs less than the proposed solution, it was not pnmued further. The

Ponoka and Nelson Lake points of dclively would remain exposed to coincident outage

following 716L single contingency faults.

6.2. Transmission Line from Nevis to Nelson Lake

This option involves construction of approximately 50 km of 138 kV transmission line

from Nevis 766s to Nelson Lake 42YS. ‘l‘his option would provide two indcpendenl lines

of supply 1~) Ponoka 3315 and Nelson Lake 429s. However, this option was not pursued

further since the cost is over 3 times that of the proposed solution.

6.3. Proposed Ponoka In/Out Solution

‘Ihis is the proposed solution to replace approximately 4.5 km of sin& circuit 138 kV

lrnnsmisvion line with double circuit 13X/138 kV transmission line from BOL to Ponoka

33 1 S. This solution provides two indePendent lines of supply to Ponoka 33 1 S. Single

contingency service interruption line fault cxposurc to Ponoka 33 1 S will be reduced from

70 km to 0 km and to Nelson Lake 4295 Tom 94 km to 20 km. Non-coincident single

contingency outages to 716L or 806L should not interrupt service to Ponoka or Nelson

Lake loads. This solution costa less than the Novis-Nelson Lake option while still

providing security of supply.

Requirements will be determined by final design of the line. If easements are

required ayreemcnts will be negotintwl with the appropriate landowners.

7.1.2. Vegetntion Managcmcnt

TmnsAlta will cut rind/or trim vegetation so as to permit safe operation and

maintanance of the lina and substation. The amount of cutting/trimming will

allow for about five years ofre-growth before vegetation control is required again.

All vegetation control will be done in consultation with the landowners. Should

any trees or hr~h grow adjacent to these facilities in the future, they till be cut or

trimmed at that time.

7.2. Existing Ponoka 331s Sltbstntion

7.2.1. Substation Site

‘fhc existing 33 IS site is located on ‘l‘mnsAlta owned property. The termination

bay for the new line will block the ccntrc gate of the substation. Therefore,

another gate will be added along the south fence. There is no need to increase the

fenced area. See Site Plan 331~SITE00 in Schedule 8.

7.2.2. Major Items uf Equipment

On completion of the work covered by this application, Ponoka Substation 33 IS

will contain the following major items of equipment:

2 - 138-25 kV transformers

3 - 138 kV circuit breakers

representation of the Ponoka substation.

7.2.3. Protection

IIigh speed 13R kV bus differential protection will be inslallcd. As well,

transformer differential protection will be added for each transformer. Distance

line protection will IX installed at Ponoka 331 S.

7.3. Mobile Substation

A mobile substation will be required during the construction phase of this project. This

will ensure that electric scrvicc to area customers will continua while the old transmission

line is removed and the new double circuit transmission line is installed.

The mobile substation will be properly fenced and a ground grid will be installed.

A temporary location for the mobile substation will be required. TransAltu haa had

discussions with the Iandownor in NE 7-43.25.W4M. This landowner h&s agreed to

provide the land on a tcmponuy bagis.

8. ROUTE SELECTION

The route and site selection process involved rcvicwing pertinent electrical, rcgulntory, social,

cnvironmcntal, engineeting and cost factors to determine the most reasonable transmission line

route that balances all of these factors.

8.1. Route Options Considcrcd for Transmission Line 716/806L

Point designations referred to in this section can ba found on Detailed Map Dl attached

in Schedule C. ‘The routing alternatives that were considered for trnnsmiyyion line

716L/806L are;

A. replace existing 716L with a doubIe circuit 138/138 kV transmission line on the same

alignment.

8. leave existing 716L in place and construct a new single circuit 13 8 kV transmission

line on a di &rent alignment.

8.3. Route Selection Rationale

The Applicant feels that replacing the existing line wilh n new double circuit line would

result in the fell impact to the RTCR The following fftctors led to the selection of Route

A a.9 the proposed route:

l Route A is the shortest. most direct route.

. New nee clearing is not required because a transmission line currently exists on this

l Both alternatives B and C would require u new alignment that would ntfect new

landowners where no transmission line currently exists.

. Any ulignment to the .~uth of proposed Route A approaches the town of Ponokn and

would place the line close to significantly more residences.

I The next developed road allowance to the north is three miles away. This would

result in a route almost twice ft.9 long.

l The Bnltla River menndcn to the south and east of Ponoka 33 IS Yubstation. As tt

result of the river locntion, lhe developed rond nllownnce east of 33 1 S RS well as

Hwy. 2A and the milwny west of the substation are nligned diagonally southwest to

northeast. Following the road or highway to the north would result in additional

length and additiomd construction costs.

asked questions about Electric and Magnetic Fields (EMF). TransAlta spoke with

him about the subject and the research to date. Fd10tig these discussions. he

indicated that he was satisfied that EMF would no1 be a conccm. None ofthc

landowners expressed opposition to the proposed routing or substation upgrade.

The Alberta Energy and Utilities Board pursuant to sections 12 and 14 of the Hydro and Electric Energy Act, being chapter H-13 of the Revised Statutes of Alberta. 1980. approves the application and grants to TransAlta lltilities Corporation, (hereinafter called “the Operator”) a PERMIT and LICENCE to operate transmission line 858L. subject to the provisions of the Act, Regulations, and Orders made pursuant thereto, and to the following terms and conditions:

1. The route of the transmission line shall he as shown on Appendix A and a~ further described in the application.

The Alberta Energy and Utilities Board pursuant lo sections 12 and 14 of the Hydra and Elecuic Energy Act, being chapter H-13 of the Revised Statutes of Alberta. 1980. grants to TransAlta

Utilities Corporation (hereinafter called “the Opxator”) a PERMIT to alter and a LICFNCE to operate Ponoka substation 331 S, subject to the provisions of the Act. the Regulations, and Orders made pursuant thereto, and to the following terms and conditions:

1, The substation shall be wholly located in LSD 3. Section 15, Township 43. Range 25, West of the 4Lh Meridian.

2. Specifications of the substation shall be and include as follows:

(cl associated substation equipment,

(4 an enclosure surrounded by a chain link fence,

and 89 more particularly described in the application.

3. The Operator shall notify the Board within 30 days of completing the substation alteration that it is in accordance with the provisions of this permit and licence.

4. The Operator shall satisfy the Board by August 3 1,2001, that the substation alteration has been completed as permitted herein. However, upon application by the Operator. the Board may stipulate a later date for completing the substation alteration.

TransAlta [Jtilities Corporation, pursmmt to Permit and Liccnce Nos. CP 88-10 and CP 88-23, is the operator of transmission lines 716L and SOL. By Application No. 2000256, registered on August 3 1,2000, TransAlta Utilities Corporation applied to the Alberta Energy and Utilities Board for approval to alter and operate existing transmission line 716L and redesignate that portion of CP SOL between Ponoka substation 331s and WetaGwin substation 40s as transmission line 716L.

The Alberta Energy and Utilities Board pursuant to sections 12 and 14 of the Hydro and Elccuic Energy Act, being chapter H-13 of the Revised Statutes of Alberta. 1980, approves the application and grants to TransAlta Utilities Corporation, (hereinafter called “the Operator”) a PERMIT to alter transmission lines 7161. and CP 801. and a LICENCE to operate transmission line 716L. subject to the provisions of the Act, Regulations, and Orders made pursuant thereto, and to the following terms and conditions:

1. The route of the transmission line shall be as shown on Appendix A and as further described in the applicntion.

Where the route of the transmission line is prescribed to traverse any parcel of land of common ownership? the Board may, by stipulation, vary the prescribed location and route of the transmission lint within the boundaries of that parcel of land.

Specifications of the transmission line shall be and include as follows:

(4 the lint shall be designed, built for, and operated at a nominal voltage of 138 kV,

(b) the structures shall be of single and double-circuit construction,

(4 the structures shall be of wood, steel, or concrete consu-uction,

and as further described in the application.
