But it was not just an ordinary IGC but an extra ordinary one at that in the whole annals of IGS as vouch - safed by many eminent members who attended. IGS- Kochi Chapter left an indelible mark may be unlikely to be surpassed by any other chapter for many years to come. Kudos to Prof Babu T. Jose and his able team which has strived very hard and earned it. Delhi should pull up their socks now! Preceding the IGC-11, we had a grand Indo-Japanese workshop on "Advances in Earthquake Geotechnical Engineering" ably organized. More than 120 delegates were registered for the day long activity. This too was memorable one and the plans are afoot to publish the proceedings of this workshop as a special publication by Springer. It is a matter of satisfaction, that the collaboration between IGS and JGS is on a strong footing and heading for mutual growth. I am happy to share the news that under the recent MOU between IGS and Korean Geotechnical Society, we are planning to have a one day January - March, 2012 Editor : Prof. Chandan Ghosh Vol. 44 No. 1 34 th IGS ANNUAL LECTURE 2012 The prestigious 34 th IGS Annual Lecture 2012 shall be delivered by Professor B.R. A long cherished Student Membership has been introduced from this year onwards with affordable fees with all membership amenities. I hope our student community would welcome the same whole heartedly. The IGS-Ferroco Terzaghi Oration will be delivered by Prof. Kerry Rowe on 5 th Oct'12 in Delhi. IGC-2012 and Terzaghi Oration, both prestigious events in IGS calendar are being organized by our IGS Delhi Chapter. I appeal to all Fellows/Members to join, support and make these events a grand success. Prof. K.S.Rao

A BRIEF REPORT ON THE INDIAN GEOTECHNICALCONFERENCE, IGC-2011 (Geochallenges)

The Golden Jubilee conference of theIndian Geotechnical Society, IndianGeotechnical Conference,IGC-2011(Geochallanges) was held at GokulamConvention Centre, Kochi, Kerala during15-17 December, 2011. The conferencewas organized jointly by the Kochi LocalChapter of Indian Geotechnical Societyand Cochin University of Science andTechnology (CUSAT), Kochi, Kerala. Thisis the first time in the history of IGS, anIGC was conducted in Kerala, that too,by one of the youngest Chapters of theSociety formed barely two years back.

The inaugural ceremony of the 53rdAnnual General Session and theconference was held in the morning ofDecember 15, at the Terzhaghi Hall of theGokulam Convention Centre withtraditional welcome to all delegates. Theconference was inaugurated by ViceAdmiral K.N.Sushil, Flag OfficerCommanding-in-Chief of the SouthernNaval Command, Kochi who spoke on thecomplex nature of the Kochi soil andexpressed his appreciation on theselection of the main theme of theconference "Soft Clay Engineering' as themost appropriate to the challenges facedby the geotechnical engineers in coastalbelt of Kerala. The Guest of Honour,Mr.A.P.M.Mohammed Hanish,IAS,Managing Director of the Roads andBridges Development Corporation ofKerala Ltd. also pointed to the need fordeliberations and solutions of complexgeotechnical problems faced in the statewhile releasing the souvenir of the IndianGeotechnical Conference-2011. Prof. K.S.Rao, the President of IGS delivered hispresidential address highlightingdevelopments of the Society level andalso the specific area which requiresconcerted research needs to meet thefuture Challenges. The Proceedings andCD containing the Technical papers werereleased by Prof.A. Sridharan. IGS Awardswere presented to the winners.Felicitations were offered by Mr.Cherian

Varkey, National President of the BuildersAssociation of India and Mr.ArvindVerma, CMD of AIMIL Ltd., the leadingGeotechnical Instrumentation company.

The Technical exhibition was inauguratedby Prof.Askar Zussupbekov, VicePresident of the International Society ofSoil Mechanics and GeotechnicalEngineering. All facets of CivilEngineering discipline was on display atthe exhibition with good representationfrom the natural geotextile sector.

The 33rd IGS Annual Lecture wasdelivered by Prof.Manoj Datta,immediately after the inaugural session.A record number of 681 delegatesregistered in IGC -2011.

The conference proceedings in twovolumes contain invited papers and 254contributory papers selected by arigorous review process in 4 stages from381 abstracts received, covering thevarious themes such as Soft clayengineering, Developments ingeotechnical laboratory testing, Fieldinvestigations in difficult sub-soilconditions, Foundations in problematicsoils, Rehabilitation of foundations of oldstructures, Earthquake engineering,Innovations in ground improvement,Geosynthetics with natural and syntheticfibers, Deep excavations, Earth retainingstructures, Landslides and Slope stability,Environmental Geotechnics, Remotesensing and GIS applications, Numericaland physical modeling, Rock engineering,tunneling and undergroundconstructions and Case studies ingeotechnical engineering. The mostsignificant and note-worthy aspect of thisConference is that all the 254 contributedpapers have been reviewed by a panel of65 experts from India and abroad underthe chairmanship of Prof.A.Sridharan.

IGC 2011 had invited speakers fromJapan, Korea, Iran, Khazagstan, UK,United States and Austrialia. All the 14invited papers were presented in 5

plenary sessions held in the Terzaghi Hall.The 254 published contributory paperswere presented in 14 parallel sessionsheld in three different halls-viztheTerzaghi Hall, the Rankine Hall and theCasagrande Hall,

The first day of the conference,witnessed the signing of the technicalcollaboration agreement between theIndian Geotechnical Society and theKorean Geotechnical society, signaling anew era of international co-operation inR&D, similar to the agreement already inforce with the Japanese GeotechnicalSociety who had brought a good numberof delegation to IGC-2011. BothPresidents Prof. K.S. Rao and Prof. Y.S.Jang exchanged the signed MOUsushering a new beginning.

The Annual General body meeting of IGSwas held in the evening. The programmeon the first day ended with a BanquetDinner and a musical evening of gazalsheld at the picturesque Bolgatty PalaceHotel, in the middle of the Kochibackwaters. A separate companion'sprogrammes were also organized all days.

A fine cultural programme representingthe fine arts of Kerala was organised onthe evening of the second day of theconference.

The three day conference concluded witha valedictory function in the evening of17th December 2011 presided over by thePresident, IGS. The Chairman Prof. BabuT. Jose and his entire team wascongratulated by the Society with floralbouquet by IGS.

On behalf of the Organising committee, Ithank each and everyone for their wholehearted support and cooperation formaking the Indian GeotechnicalConference -2011, a grand success.

Brief Report on Indo - Japan Workshop inEarthquake Geotechnical Engineering

held at Hotel Central Park, Kochi on 14th Dec 2011The first Indo - Japan Workshop onGeotechnical Engineering organizedjointly by the two of Asia's oldestgeotechnical societies, JapaneseGeotechnical Society (JGS) and IndianGeotechnical Society (IGS) was theoutcome of several decades of interactionthat culminated into official MOU signingceremony between the two societies inHong Kong on 23rd May 2011 during the14th Asian Regional Conference. TheMOU was signed by Prof. K. S. Rao,President of IGS and Prof. OsamuKusakabe, President of JGS in thepresence of other senior members of thetwo societies. India and Japan havealways enjoyed excellent relationship andinteraction in every field and this newventure will reinforce the activities in thefield of geotechnical engineering in thetwo countries.

As the first activity of MOU between thetwo societies, it was proposed to hold ajoint workshop in 2011 and IGS tookinitiative to host the First Indo JapanWorkshop just before the nationalconference IGC 2011 at Kochi. Japan isaffected by frequent earthquakes. Lastyear 11th March's 9.0 Mw superearthquake was a nightmare. India has hadits share of bad luck due to earthquakes,18th September's 6.9 Mw Sikkimearthquake was the most recent to hitIndia. Hence, appropriately, theme for thisworkshop was "Earthquake GeotechnicalEngineering".

The workshop began with a formalinauguration. Prof. K. S. Rao, Prof. M. R.Madhav, Prof. Babu T. Jose, Prof OsamuKusakabe and Prof. Ikuo Towhata wereon the dais. While Prof. Rao and Prof.Kusakabe spoke about their respectivesocieties, their aims and future vision,Prof. Madhav explained about theimportance and usefulness of this Indo -Japan tie-up. Prof. Towhata emphasizedon the relevance of EarthquakeGeotechnical Engineering. Prof. Babu TJose, Chairman of IGC 2011 spoke about

the Indian Geotechnical Conference thatwas starting the next day and welcomedevery one to join for the grand show.The following were the speakers and theirrespective topics in the order ofpresentation.

Each speaker had about 20 minutes forpresentation. The summary ofpresentations is as follows.1. Live experience of two of the recent

earthquakes 2011 Great East JapanEarthquake and Sikkim Earthquake ofSeptember 18, 2011.

2. Performance of geotechnicalstructures such as Quay Walls, PileFoundation, earth slopes duringearthquake.

4. Earthquake resistant design andtechnology with discussions on steeltechnology and algorithm for slidingdisplacement of quay wall.

5. Ground modification methods withdiscussion on innovative method tocounter liquefaction hazard, use oflight weight backfill to enhance seismicperformance of retaining walls.

Madhavfrom India.The following are some remarks from thetechnical presentations and paneldiscussion.1. Microzonation was considered

important, especially for Indian cities.Analysis of Site effect and groundbehavior is one aspect, but, preciseevaluation of ground properties withdepth is the other challenge.Available methods such as SPT,CPT, SASW and MASW etc. shouldbe utilized judiciously for thispurpose.

2. Design procedures need constantrevision according to seismicactivities in the region. For instance,

the super earthquake of March 11,2011 in Japan has enhanced thetarget of design acceleration. InIndia, work on evolving targetacceleration for design purpose indifferent regions needs a morerational and rigorous approach.

3. Performance Based Design shouldbe given more importance. Forgeotechnical structures, it is morerational to design based ondeformation rather than strengthbased approach.

4. Disaster management is the mostimportant aspect in earthquakeengineering. Both the countriessuffer from different disasters andmethodologies to reduce damagingeffects from disaster need to beevolved. These methodologies cannot be unique and may varyaccording to geographic location,economic and social standing,policy of government amongothers.

5. Cooperation between JGS and IGShas started in a positive manner. Weneed to proceed with more jointseminars, sharing of resources,exchange of researchers etc. forwhich more precise planning will beevolved.

6. Performance of geotechnicalstructures such as foundations,retaining walls, earth slopes etc.during 2011 Great East Japan

Earthquake and Sikkim Earthquakeof September 18, 2011 werediscussed and it was inferred thatavailable design aids and codalprovisions need improvement toincorporate new findings and newobservations.

The workshop was sponsored by AIMIL,HEICO, FERROCO and XPLORER.The financial assistance from them ishighly appreciated.The venue for the workshop was CentralPark in Kochi, Kerala. The auditorium andinfrastructure for the workshop wasexcellent. The workshop attracted a largenumber of participants from academia,research organizations, industry andgovernmental organizations. After theinaugurations, there were three technicalsessions. In the first two sessions,technical presentations were madealternatively from Japan and India by theinvited speakers and the last session wasdevoted for panel discussion.Prof. S. K. Prasad, Er. Suresh S. and Prof.Hemanta Hazarika were the coordinatorsof the workshop. The workshop wasappreciated by all the delegates whoparticipated in it especially for time andfinancial management and technicalcontent.The following pictures provide theglimpse of workshop.

Local Chapter NewsIGS Baroda ChapterNational Seminar on Recent advancesin Geotechniques (RAG-11) forInfrastructure Development" under theauspices of IGS-Baroda Chapter , oneday National seminar on the abovesubject was organized recently at I GPatel seminar hall, M S Univ., Baroda.Experts from various IITs IISc, leadingfoundation firms, were invited todeliver lectures on environmentalgeotechniques, forensic geotechniques,advances in pile foundations, reinforced

earth, & Geosynthetics, which will beused for buildings, dams, & roadconstruction as well as other infrastructure developments of the country.Important feature of the seminar waspenalist session arranged for penaldiscussion on geotechnical aspects ofKalpsar project which is to beconstructed in the sea of Cambay gulfof Gujarat.

The seminar was inaugurated by shriN V Patel , chairman , VUDA and waspresided by DR K S Rao, National

President of Indian GeotechnicalSociety& Sri N B Desai, formersecretary, Narmada was Guest ofhonor.

IGS Thanjavur ChapterA one-day workshop on "GroundImprovement Techniques" was

conducted jointly by IGS- ChennaiChapter and Thanjavur Chapter, atSASTRA university on 15 th October2011. It was a great amalgam ofknowledge imparting lectures onvarious upcoming topics ofGeotechnical Engineering by eminentspeakers who included teachingprofessionals and industrialists. Theworkshop was inaugurated byEr.S.Asokan, Superintending Engineer,PWD, Thanjavur. The meeting waspresided by Dr.S.Seshadri, Dean,School of Civil engineering, SASTRAUniversity. Dr.K.Saravana Raja Mohan,Coordinator,IGS Thanjavur chapterwas the convener of the workshop.

Lectures were delivered by S.V.Ramaswamy, Shri R. Radhakrishnan,Prof.A.Boominathan, Dr. R.G.Robinson, Dr. V.K. Stalin, Shri MadhanKumar, Dr. K. Ilamparuthi andDr.S.Jayalekshmi,

The one-day workshop gave a goodopportunity for the students andworking professionals to interact withexperts in the field and to enrich theirknowledge about the relevanthappenings in the field.It was acombined effort of all the staffmembers and the organizing committeeMembers of the IGS Thanjavur andChennai Chapters which made theworkshop a huge success.

IGS Visakhapatnam ChapterA Workshop on "Soil Retaining byReinforcing Techniques" was organizedby the IGS-Visakhapatnam Chapter inassociation with Department of CivilEngineering, Andhra University onOctober 22, 2011. The workshop wasorganized in commemoration of 128thBirthday of Father of Soil Mechanics"Karl Von Terzaghi". The workshopwas inaugurated by Prof. M.R. Madhav,Prof. C.N.V. Satyanarayana Reddy andHon. Secretary, IGS-VisakhapatnamChapter Coordinated the workshop.

During Inaugural address Prof.M.R.Madhav stressed the need fortaking steps to avoid failure of retainingwalls of buildings constructed in hillyareas. Prof. G.S.N. Raju, Principal,A.U. College of Engineering highlighted

the significance of the workshop. Prof.B.S.N. Raju, Head, Department of civilengineering, explained importance ofthe work shop in light of recent failuresof retaining walls in Visakhapatnam. SriK. Rama Chandra Rao, patron, IGSVisakhapatnam chapter and chiefengineer Visakhapatnam port trustpresided over the function.

IGS KUECKELMANN BIENNUALAWARD 2010-2011

The IGS Kueckelmann Award is presented once intwo years to honour an eminent geotechnical engineerfor the outstanding cumulative contribution made togeotechnical engineering in India. All Indian nationalsare eligible for this award. The award comprisesRs.30,000/- plus Rs.5000/- to cover expenses and aplaque. The award for the period 2010-2011 will bepresented at the IGS Annual General Session at IIT-Delhi in December 2012. Nominations for the awardare invited on the prescribed form to be supplied ondemand from the IGS Secretariat/can be downloadedfrom IGS Website. The completed nomination formin quadruplicate should reach IGS Secretariat not laterthan 31st May 2012.

Indian Geotechnical Society announce with deep regret the passing away of Prof. Jagdish Narain on05, January 2012, its Past President (1979-81). Prof. Jagdish Narain has been during past severalyears leading a spriritualistic life at Puttaparthy, the abode of revered Saint late Sri Satya Sai Baba.

In his chequered career, Dr. Jagdish Narain had exceptional achievement to his credit as a research scholar,University Professor & Administrator and Consultant to national and international firms, and for valuable researchcontribution in Geotechnical Engineering, winning the prestigious Norman Gold Medal of ASCE. He did his B.E.from Roorkee University and MSCE & Ph.D in Civil Engineering from Purdue University. He was Fellow of ASCE,IGS and Institution of Engineers. He was Professor and Dean at Roorkee University (1962-69) and later ViceChancellor and Director, Water Resources Centre. He worked with TAMS, a New York based consulting firm, andwas consultant to Marmagao Maritime Ltd., Goa and actively assisted AICTE and UGC in several committees.

Indian Geotechnical Society conveys its deepest sympathy to the bereaved family and pray God to rest his Soul ineternal peace.

IGS Delhi ChapterIGS Delhi Chapter was established in 1982from the savings of GEOCON-78. TheChapter celebrated its Silver Jubilee in theyear 2007. Delhi has hosted the AnnualConferences of the Society in 1978, 1986 and1998. All three of them were very wellattended and highly appreciated by thedelegates for the excellent arrangements andthe good quality of technical ambience. Thepleasant duty of organizing the IGC-2012 hasbeen entrusted with the IGS Delhi Chapter inassociation with the Indian Institute ofTechnology Delhi at IIT Delhi.

Indian Institute of Technology DelhiThe institute was established as College ofEngineering and Technology, New Delhi onAugust 21, 1961. Parliament of India amendedthe Institutes of Technology Act, and upgradedthe institute as Indian Institute of TechnologyDelhi. The IIT Delhi main building wasformally opened by the then President ofIndia, Dr. Zakir Hussain, on March 2, 1968.IIT Delhi is loated in Hauz Khas, in SouthDelhi. The campus of 320 acres is surroundedby the beautiful Hauz Khas area andmonuments such as the Qutub Minar andLotus Temple. The campus is also close toother educational institutions such as theJawaharlal Nehru University, AIIMS andIndian Statistical Institute. The Institute isabout 19 km from the Delhi Main RailwayStation, 14 km from the New Delhi RailwayStation, 21 km from the Inter-State BusTerminal and 10 km from New Delhi Airport.The nearest metro station is Hauz Khas, whichis just about 1 km from IIT Delhi campus.

NEW IGS AWARD

Similar to Indo-ASCE-Geo Institute, Indo-Japan jointco-operation agreements, an agreement with KoreanGeotechnical Society (KGS) was also inked duringIGC-2011 at Kochi. An Indo-Japanese Workshop on"Advances in Earthquake Geotechnical Engineering"was successfully hosted prior to IGC-2011. Similarmajor Workshop on "Urban Geotechnical Engineering",is slated to be conducted with KGS also during IGC-2012 at New Delhi. These IGS initiatives no doubt opensup great vista to International developments ingeotechnical engineering field.

JOINT CO-OPERATION AGREEMENTWITH KOREA

The 7th AYGEC 2012 Japan has been scheduled from14-17th Sept. 2012 at Nagase, Yokosuka, Japan.
