A. Motions for Presbytery 1. Presbytery Imbalance Proposal. G-3.0301

We have 93 resident teaching elders.

We have 47 churches with a total of 56 elders representing them.

We allow 14 elders who are serving on Cabinet or who have served as Moderator,

for a current total of 70 possible ruling elder presbyters.

The gap to be made up by adding elders is therefore 23.

Proposal: to redress the imbalance by asking the 23 churches in the presbytery

directory beginning with Perth Amboy (First) through Carteret (First) to elect

one additional elder commissioner for the year (June 2013 - May 2014). Next

year we will review the imbalance at that time and use the same approach,

beginning with Clark (Osceola). And so on from year to year.

The churches receiving additional representation beginning in June 2012 will be:

Ave.), Plainfield (Nuevas Fronteras), Plainfield (United), Pluckemin, Rahway,

Position Description for the Stated Clerk

Presbytery of Elizabeth

Title: Stated Clerk

Purpose: The Stated Clerk is the ecclesiastical officer of the Presbytery under the

provisions of the Book of Order; serving as parliamentarian of presbytery, the

interpreter of the Constitution of the Presbyterian Church (USA) and the official

correspondent of the presbytery.

Accountability: The Stated Clerk is accountable to the presbytery.

The Stated Clerk shall be accountable to the Presbytery for ecclesiastical,

procedural and polity matters and to the Executive Presbyter/Head of Staff for

administrative and staff matters.

Duties and Responsibilities: The Stated Clerk is responsible for recording and expediting the transactions of

the governing body, keeping its rolls of membership and attendance, and

preserving its records carefully, furnishing extracts from them as required by

another governing body. Ecclesiastical communications addressed or referred to

the Office are the responsibility of the Stated Clerk who conducts the

correspondence required, as directed. The duties of the Office are prescribed in

the Form of Government (G-9.0203, 14.0303d, 14.0305a, 14.0305b), the Book of

Discipline (D-11.0601, 11.0701, 11.0801), and the Manual of Administrative

Operations of the presbytery.

The Stated Clerk interprets the Constitution and the actions of the presbytery

when requested. He/She is mutually responsible with the Executive Presbyter for

interpreting the presbytery’s Manual of Administrative Operations. Differences

in interpretation of the Manual shall be referred for resolution to Council. The

Stated Clerk advises presbytery members, commissioners, churches, clerks of

session, elders, committees, commissions, teams, and units on procedure and

ecclesiastical law.

The Stated Clerk has responsibility for locating sites for presbytery meetings, and

serving as liaison between the presbytery and the churches hosting the meetings.

Annually, the Stated Clerk brings to the attention of the Presbytery any imbalance

between the number of minister members and elder commissioners.

The Stated Clerk shall submit required reports to the Synod of the Northeast and

the General Assembly, including Minutes of the presbytery to the synod for

review, reporting the action recommended to synod to the presbytery at its first

regular meeting thereafter.

The Stated Clerk attends the annual Fall Polity Conference of the Office of

General Assembly in order to:

• Exchange information with the Stated Clerks of other presbyteries and

foster career development;

• Be available to give information, background and intent on any

overtures, memorials or other papers the presbytery has submitted;

• Monitor the proceedings, noting and communicating the matters that

may affect the presbytery.

Relationships: The Stated Clerk is the ecclesiastical officer of the presbytery and functions in

this capacity as defined by the Constitution, the Administrative Manual of

presbytery, and this position description. The Stated Clerk reports to the

presbytery.

The Stated Clerk serves as an ex-officio (without vote) member of the presbytery

Council, taking the Minutes and communicating its actions as directed. Based

upon information and time requests from unit chairpersons and other Council

entities, the Stated Clerk shall prepare a proposed docket for stated and special

meetings of presbytery. Said docket shall be distributed with appropriate

additional documents to all voting members of presbytery, prior to the presbytery

meeting.

The Stated Clerk is a member of the Pre-Council group.

When required, the Stated Clerk advises the presbytery’s Permanent Judicial

Commission, and Investigating Committees, and expedites their work. Upon

receipt of the certified copies of the final decision in a case from the Clerk of the

Permanent Judicial Commission, the Stated Clerk shall report the same to the

presbytery if it is in session at the time, but if not in session, at its first regular

meeting thereafter (D-8.1600, 8.1800, 8.1900).

The Stated Clerk oversees the annual review of session records (G-9.0407d(1)).

The Stated Clerk staffs and provides orientation for Administrative Commissions

of the presbytery, as needed.

The Stated Clerk staffs the Bills and Overtures Committee of the presbytery.

The Stated Clerk attends meetings of, and serves as resource to, the Committee on

Ministry in order to provide information, guidance and counsel on the Form of

Government and interpreting church polity on matters pertaining to the

committee, and alerting the committee to the traditions and history of the

presbytery.

The Stated Clerk shall also resource the Committee on Preparation for Ministry.

Further Assignments of the Stated Clerk are:

• Processing calls, covenants, dissolutions, and transfers;

• Processing matters relating to judicial process and governing body

correspondence, as directed.

• Maintaining open communication with the Moderator of the

Presbytery, the Council Chairperson, and the Executive Presbyter.

• With the Executive Presbyter, coordinating their work together as

practically necessary.

• Coordinating work with the presbytery Administrative Assistant in

order to complete position responsibilities in a timely manner.

Terms: The Stated Clerk is elected by the presbytery for a term of three years and is

eligible to re-election for an indefinite number of terms.

Evaluation: The work of the Stated Clerk is reviewed annually by the Personnel Committee of

presbytery’s Council.

Election: The Stated Clerk is elected by ballot for a three year term upon the nomination by

the Nominating Committee of the presbytery at the May meeting of presbytery, to

take office at the close of the June meeting of presbytery and shall be eligible for

an indefinite number of terms subject to the provisions of the Book of Order.

Status: The Stated Clerk position is an exempt, part-time position ordinarily requiring

two days per week. Attendance at meetings of assigned entities, Council and

presbytery is expected. Additional hours may be authorized by the Personnel

Committee in the case of extraordinary additional work or special projects.

Report to the Cabinet of the Presbytery of Elizabeth May 07, 2013

A. Motions for the Presbytery/Cabinet 1. Request the following OSCU Grant Monies to be placed for approval on the Consent Agenda

for the May28, 2013 Presbytery Meeting. Restore Ministries – $6,000

B. Actions taken by the Unit: 1. The Grant Request for the Interfaith Hospitality Network of Somerset County was

unanimously not approved. 2.

C. Items for Information: 1. Discussed Planning for the 2013 Mission Fair to be held at Watchung Ave. Presbyterian church

at the June Presbytery Meeting. Discussed planning for a Haiti Table to be presented. A number of the churches within our Presbytery are supporting churches/organizations within Haiti. We need to identify who those churches are.

2. Received update from OSCU member Brooks Smith on the efforts of the Rahway/Linden Unmet Needs Committee and the Presbytery of Elizabeth Disaster Response Commission.

(a) PDA grant request is in the process of being written. Amount to be requested is $200,000 to be equally divide between the Linden/Rahway Unmet Needs Committee and the Middlesex County Long Term Recovery Committee (spearheaded by the Rev. Peter Hofstra of Perth Amboy.

(b) First Presbyterian Church of Elizabeth has been approved as a PDA Volunteer Host Site. 12 volunteer groups from across the country will begin arriving on June 9. The Presbyterian churches of Westfield & Woodbridge have also been approved to host.

(c) Cameron Stevens continues to coordinate the activities for the DPRC. (d) Discussed the opportunity to recruit summer volunteer case managers to assist Catholic

Charities & the Red Cross in aiding families & individuals in need. (e) Discussed the opportunity of establishing a “Mission of the Month” program to

highlight churches/organizations that are in the forefront of mission work within the bounds of the Presbytery of Elizabeth. Perhaps a “Moment for Mission” could be held at each Presbytery Meeting.

3. Elder Michael Rountree (Basking Ridge) updated the committee on relief efforts that he & the Basking Ridge Church have been spearheading. To date, over 455 man hours and 10 work days have been initiated under his direction.

Motion of the Trustees of The Presbytery of Elizabeth

For Consideration by the Stated Meeting of 28 May 2013

WHEREAS, The First Presbyterian Church of Woodbridge (“First Woodbridge”) has owned a Manse for

use by its Senior Pastor, an office that has been vacant for approximately six months, and

WHEREAS, the Session of First Woodbridge (“the Session”) anticipates that the office of Senior Pastor

will remain vacant for at least an additional twelve to eighteen months, and

WHEREAS, the Manse owned by First Woodbridge will not be used by an Interim Pastor and First

Woodbridge’s insurance company has advised that continuing to insure an unoccupied house could be

expensive, at best, and doubtful at worst, and

WHEREAS, the Session has reviewed interim options for dealing with its Manse and concluded that (a)

the Manse is in a location and of a type that is unlikely to be useful to the church in the future and, further

(b) it did not wish to undertake the duties and obligations of being a landlord, and

WHEREAS, the market value of the Manse has decreased since it was purchased and, in the opinion of

advisors to the Session was unlikely to increase materially in the near term, and

WHEREAS, the Session has concluded that the sale of the Manse would be in the best interests of First

Woodbridge and sought the counsel of the Trustees of the Presbytery of Elizabeth (“Trustees.”) regarding

the sale and provided detailed information on how it would distribute the proceeds of the sale, and

WHEREAS, the Trustees met with a representative of the Session to discuss the plans for the sale of the

Manse and concluded that the Session had adequately considered the positive and negative aspects of

continuing to own the Manse and, therefore, that the Session’s plan to sell the Manse was reasonable,

THEREFORE, the Trustees move that the Presbytery of Elizabeth, at its Stated Meeting on 28 May

2013, approve the plans of the First Presbyterian Church of Woodbridge (a) to sell its church-

owned Manse, and (b) restore the funds used to purchase the Manse to the Manse Reserve Fund

and Memorial Fund, with the balance of the proceeds to the Church Endowment Fund which shall

absorb any reduction in the market value of the property, provided that the sale price shall not be

lower than the lowest of two independent market assessments of the property net of real estate

commissions and other transaction expenses, and that, prior to closing of the transaction, the sale

shall have been approved at a duly called and conducted meeting of the Congregation.
