“Federation Square occupies roughly a whole urban block bounded by Swanston, Flinders, and Russell Streets and the Yarra River. The open public square is directly opposite Flinders Street Station and St Paul’s Cathedral. The layout of the precinct to connect the historical central district of the city with the Yarra River and a new park Birrar-ung Marr.

A key part of the plaza design is its large and fixed public screen, which has been used to broadcast major sporting events such as the AFL Grand Final and still continues to do so. During the 2006 FIFA World Cup, thousands of football fans assembled to watch matches on the screen. The original screen was later enlarged.”

“Birrarung Marr is an inner-city park between the central business district in Melbourne, Victoria, Australia and the Yarra River. It was opened in 2002.

In 1992 the new Victorian Government under Premier Jeff Kennett initiated a development program focused on central Melbourne. For the centrepiece of this program, the State and City of Melbourne jointly sponsored an archi-tectural design competition for Federa-tion Square. The creation of Birrarung Marr resulted from the reorganisation of infrastructure and land uses near Fed-eration Square, including clearance of the Jolimont railyards, and diversion of Batman Avenue away from the river bank to connect to Exhibition Street. These works enabled reclamation of land from the former rail yards and roadway to create Melbourne’s first significant new inner city park in one hundred years.

The initial schemes for Birrarung Marr proposed a ‘festival park’, a largely com-mercial venue supporting the State’s use of sporting and cultural events such as the Australian Grand Prix to position Mel-bourne in the international marketplace. However, the City emphasised a broader role as social venue supporting indi-vidual and community activities as well as major events. From either viewpoint, Birrarung Marr was envisaged as an ac-tive, urban space, more like beachside promenades than the older public gar-dens in other parts of Melbourne, such as the Fitzroy Gardens. The intent was to provide a robust setting for events such as Circus Oz and the Moomba Waterfest, changing sculpture exhibitions, and community festivals while providing an attractive setting for passive recreation at other times. The park also provides walking and cycle access between the city centre and the sporting precinct to the south-east, and forms a link in the Capital City Trail, which provides continuous bike access along the Yarra River.”

Front lawn, forecourt and statues

The grassy lawn in front of the library’s grand entrance on Swanston Street is a popular lunch-spot for the city’s workers and students at the adjacent RMIT Uni-versity. Originally enclosed by a picket fence, then by a wrought iron fence and gates in the 1870s, the space was opened with the removal of the fence in 1939.

A number of statues are in the entrance area. A pair of bronze lions graced the park from the 1860s until 1937. There are statues of Mr Justice Sir Redmond Barry, Q.C., designed by James Gilbert and built by Percival Ball, installed in 1887; Saint George and the Dragon, by the English sculptor Sir Joseph Edgar Boehm, installed in 1889; Jeanne d’Arc (Joan of Arc), a replica of the statue by French sculptor Emmanuel Frémiet, installed in 1907; and Charles La Trobe, by Australian sculptor Peter Corlett, installed in 2006.

On Sundays between 2:30 pm and 5:30 pm, a speak-ers’ forum takes place on the library forecourt, where orators take turns in speak-ing on various subjects.
