• The maximum annual award for PELL is $5350 for 2009-2010

• The maximum eligible EFC for PELL is 4617

• To be eligible for the maximum PELL a student’s Cost of Attendance (COA) must be 4860 or more.

• The PELL Grant Disbursement Schedule lists the PELL grant annual awards for full time (12 hours or more), ¾ time (9, 10 or 11 hours), ½ time (6, 7 or 8 hours) and < ½ time enrollment (0-5 hours).

• The federal PELL Grant Chart is available via the ifap.ed.gov website

• PELL grant payments must always be based on a 9 month EFC from a valid Institutional Student Information Record (ISIR)

• A student may have a valid PELL EFC but they must also have a PELL eligible flag on their ISIR to receive PELL

• COA, EFC, enrollment, and enrollment period all effect a student’s PELL award.

• A student may not receive PELL at more than one school at a time

• Combined school’s PELL awards may not exceed 100% of a student’s yearly eligibility

• A scheduled award is the amount of PELL grant that may be paid to a student enrolled full time for a full academic year based on a specific COA and EFC

• PELL grants are paid per academic year. An academic year must contain a minimum of 30 weeks of instructional time during which a full time undergraduate is expected to complete at least 24 semester or trimester hours or 36 quarter hours or 900 clock hours

• Certificates, Associate Degrees and Bachelor Degree programs are all eligible for Pell if they are at least 15 credit hours in length and are approved by the Department of ED in your school’s Program Participation Agreement (PPA)

• The Federal PELL grant COA is always based on full-time, full academic year cost, even if a student attends less than full-time or for less than the full academic year

• The components of a students COA are tuition, fees, room, board, books/supplies, transportation and misc personal expenses

• Additional expenses may include:Dependent care, disability-related

expenses, study abroad expenses, loan fees, cooperative education-related costs and personal computer costs

To calculate a students PELL grant award you need to:

1. Determine the enrollment status

2. Calculate the Pell grant COA

3. Determine the annual award

4. Determine the payment period

5. Calculate payment for each payment period

There are 5 payment formulas:• Formula 1 – Used by programs that consistently

use standard terms (semester, trimester or quarter)

• Formula 2 – Used by programs that are measured in credit hours, are divided into standard terms, don’t have overlapping terms, consider at least 12 credit hours per term as full-time enrollment, have an academic year that is less than 30 weeks and grant no education waivers

• Formula 3 – Used when all credit-hour programs are offered in nonstandard or overlapping terms. Must also be used if full-time enrollment for any term is less than 12 credits.

• Formula 4 – Used for all Clock-hour programs

• Formula 5 – Always uses the half-time disbursement schedule

Higher Education Opportunity Act of 2008 (HEOA) Enacted August 14, 2008:

1. Set new minimum award amount at 10% of the maximum award

2. Provides for year round PELL award – students may receive 2 scheduled PELL awards during a single award year if enrolled

3. A student who is subject to an involuntary commitment after completing a period of incarceration for a forcible or non-forcible sexual offense is ineligible for PELL

4. PELL awards for no more than 18 semesters or equivalent as determined by regulation – 9 scheduled awards – applies to students who receive first PELL grant on or after July 2008

5. Maximum Federal PELL for survivors – Parent or guardian was a member of the Armed Forces and died as a result of performing military service in Iraq or Afghanistan after 9/11/2001. Children had to be under 24 years of age or enrolled in college at the time of the parent or guardian’s death
