The year 2013 marked the approval and implementation of the ‘Safe

Palace Museum’ project. While carrying out our routine work, the

Palace Museum also applied a high level of cultural awareness to this project

and its museum construction work, ensuring the sustainable development of

cultural heritage conservation. In 2013, the Palace Museum received a total

of 14.56 million visitors, with ticket revenue reaching RMB 690 million.

The ‘Safe Palace Museum’ project was approved and implemented in

April.

The Inventory of the Palace Museum Collection, the result of the fifth in-

ventory checking of the collection, was released to the public on the official

website for the first time.

Postscript by Zhang Dashan of the Yuan Dynasty (1271-1368) to

Ode to an Expedition by an anonymous artist of the Sui Dynasty (581-618)

entered the museum collection, bringing the scroll and the postscript to-

gether.

Work began on several projects: conserving the Wild-goose-wing-

shaped Tower (Yanchi lou) heritage building complex at the Meridian Gate

(Wu men), rebuilding the carriage warehouse at the Imperial Stables (Shangsi

yuan), and building the house for cultural heritage protection and manage-

ment at South Grand Storage.

We implemented new visitor policies which included closing the Pal-

ace Museum every Monday afternoon and prohibiting cars, smoking and

fire.

The ICOM International Training Centre for Museum Studies, the

Palace Museum Academy, and the Palace Museum Institute were established.

The Palace Museums in Beijing and Taipei reached a consensus on

deepening cooperation.

The Forbidden City Publishing House obtained approval for publish-

ing audio-visual and electronic products.

After Vice Premier Liu Yandong presided over the meeting to launch

the ‘Safe Palace Museum’ project at the Palace Museum’s Xiyuhe Base

on April 16, the seven parts of the project made varying degrees of progress

thanks to the leadership and coordination of the Ministry of Culture. These

parts were launched in succession and the results achieved in stages.

I. Construction of the Northern Part of the Palace Museum

Projects in the northern part of the Palace Museum aimed to solve

two problems: furniture, carpets and other large artefacts in the collection

of the Palace Museum could not be conserved appropriately, and artefact

displays suffered from limited space. We also sought to give the public a

view of traditional artefact restoration techniques. In 2013 we focused on

researching and compiling proposals for these projects. We also finished the

construction of the greenhouse at Xiyuhe Multi-purpose Base, and com-

menced the garden and landscaping project for the Palace Museum’s Court

Gardening Research Centre.

II. Redevelopment of the Underground Artefact Storerooms

The redevelopment of the underground storerooms sought to elimi-

nate potential safety hazards, increase the area used for storage, and vacate

the plan for the project and conducted a review of the project proposal.

III. Redevelopment of InfrastructureWith the aim of ensuring the absolute safety of cultural heritage and

heritage buildings, we sought to redevelop the museum’s infrastructure in

order to carry out seamless monitoring, eliminate safety hazards, prevent

theft, damage and fire, and strengthen the effective preservation and man-

agement of cultural heritage and heritage buildings. In 2013, we compiled

and reviewed the project proposal for phase 1 of the maintenance and rede-

velopment of infrastructure.

IV. Monitoring of World Cultural HeritageThe Palace Museum World Cultural Heritage Monitoring Centre

conducted monitoring work as planned. Monitoring projects fell into two

categories: firstly, projects which were approved in 2013, including publish-

ing The Palace Museum World Cultural Heritage Monitoring Report (2012) and

monitoring the dynamic visitor flow, termite and lightning proofing. Sec-

ondly, projects which were approved before 2013 and conducted in 2013,

including collection of basic information on outdoor displays.

V. New Palace Museum Security System Security and fire fighting systems were redeveloped, and the wire-

less intercom system put into use. Projects for redeveloping the fire fighting

system and constructing security facilities were conducted at the same time,

and 70% of these projects were completed by the year’s end. We started

technological R&D and review of the Access Control System, and made

plans to conduct localised tests. We installed security sprayers in some key

areas for testing. The redevelopment project for the security system in the

Gate of Correct Deportment (Duan men) entered the system debugging

stage.

VI. Seismic Protection for the Palace Museum Collection

Phase 1 of the cultural heritage seismic protection evaluation was

completed. Staff conducted simulated tests of the anti-earthquake capability

of movable rack samples and object containers, and carried out a prelimi-

nary survey for Phase 2 of the seismic protection evaluation, testing the

museum’s capacity to handle emergencies.

VII. Rescue Conservation and Restoration of the Palace Museum Collection

The Palace Museum conducted a cultural heritage restoration project

in collaboration with Dongcheng District People’s Government. In 2013,

we restored ten wooden artefacts, restored a silk tapestry with supplemen-

tary material, and completed preliminary surveys and experiments for the

restoration of the Goryeo knife. In December we held the launch ceremony

for a project aimed at building an integrated space for cultural heritage con-

servation, including a cultural heritage restoration workshop, cultural herit-

age warehouse, laboratory, and photography workshop.

In 2013, the Palace Museum released The Inventory of the Palace Museum

Collection to the public, with the aim of fully performing our function of

serving society, promoting culture and being receptive to public supervision.

The Palace Museum was the first large multi-purpose museum in China

to do so, marking the first step in making information about the museum

collection public. Over the same period, the museum steadily continued its

follow-up work on inventory checking of its collection and facilitated con-

servation, restoration, and acquisition.

I. Collection ManagementMuseum staff carried out the inventorying and protection of original

tieluo (affixed hangings) in the palace buildings. Following collection man-

agement requirements, we successfully transferred 461 international gifts.

With the fifth inventory checking of the artefacts as a basis, we completed

The Inventory of the Palace Museum Collection. On January 1, the first list of

660,000 artefacts across eighteen categories was released on the Palace

Museum website; in June, the list of historical books and documents was

released, including 1,265,037 items and sets of items in total, split over 19

categories. We restored 207 artefacts, the movable type edition of the Com-

mentaries on the Spring and Autumn Annals (Chunqiu shili) (14 volumes) from

the Hall of Martial Valour (Wuying dian) and the Jiaxing Edition of the Tripi-

taka (Jiaxing zang) (12 volumes).

The following items from the collection were included in the fourth

batch of the National Rare Books of China: the Jianning Prefecture edition of

Four Commentaries on the Spring and Autumn Annals (Chunqiu sizhuan) (38

chapters), together with ‘Outline’, ‘Abstract’, ‘Dongpo’s Commentaries on

the States’, ‘Chronicles of Twenty States in the Spring and Autumn Period’

and ‘On the Rise and Decline of States’, published in the eleventh year of

the Jiajing reign (1522-1566) during the Ming Dynasty (1368-1644); Po-

ems of Previous Ages Selected by the Emperor (Yu xuan lidai shi yu) (120 chap-

ters), the imperial edition from the 46th year in Kangxi reign (1662-1722);

the Nine Scholars’ Collections of and Commentaries on Du Fu’s Poems (Jiu jia ji

zhu du shi) (36 chapters), the Hall of Martial Valour edition.

In 2013, the Palace Museum received eighteen items through pur-

chase, donations or transfer from elsewhere:

II. Preservation of Ancient ArchitectureIn this year we started work on compiling the Master Conservation Plan

for the Palace Museum, carrying out an on-site survey and organising a sym-

posium on the plan framework. Following the five-year plan for the Palace

Museum (2011-2015), in 2013 we conducted survey and design work on

twenty historic buildings including the Gate of Heavenly Purity (Qianqing

men), Hall of Preserving Harmony (Baohe dian), Palace of Universal Happi-

ness (Xianfu gong), Hall of Embodied Treasures (Baoyun lou), Hall of Exuber-

ance (Yinghua dian), and the area of the Belvedere of Viewing Achievements

(Fuwang ge) in the garden of the Palace of Tranquil Longevity (Ningshou

gong). We checked the lightning proofing devices, completed Phase 1 to

Phase 3 termite prevention and treatment monitoring, established a com-

prehensive pest and disease monitoring system and strengthened pest and

disease prevention and treatment.

A total of eight maintenance projects were carried out in the mu-

seum. Of these, six were to conserve heritage architecture, three were multi-

year projects, and two were completed. The project to conserve the garden

of the Palace of Compassion and Tranquility (Cining gong) began in April

2011, and was completed in September 2013. Similarly, the project to

conserve the East Prosperity Gate (Donghua men), which began in Decem-

ber 2011, was completed in December 2013. The project to conserve the

Lingzhao Belvedere at the Palace of Prolonging Happiness (Yanxi Gong),

started in August 2011, was suspended because the design plan needed to

be adjusted, while eighty percent of the project to conserve and restore the

area of the Belvedere of Viewing Achievements (Fuwang ge) in the garden of

the Palace of Tranquil Longevity (Ningshou gong) was completed by the end

of 2013. Thirty percent of the project to conserve and maintain the Wild-

was completed, and it is estimated that the whole project will be finished in

2015. The same is true of the project to redevelop the Hall of Embodied

Treasures, which began in December. The project to rebuild the carriage

warehouse of the Imperial Stables started in September and completion

is also expected in 2014, while the project to build the house for cultural

heritage protection and management at South Grand Storage started in Oc-

tober and completion is expected in 2015.

With regard to the Qianlong Garden conservation project, staff com-

pleted the indoor damage survey and data input, as well as the initial design

of electrical and security systems, and restored the interior decoration. Staff

also conducted a survey of indoor hanging panels and formulated a restora-

tion plan, and some stages of the restoration of the qisha (‘lacquered gauze’)

were completed. The first group of staff began their internship at the Met-

ropolitan Museum of Art in the USA, while ceremonies marked gradua-

tion from the first session of the wood conservation training course and the

opening of the second session. Staff completed reports on interior decora-

tion and wood conservation training projects.

Museum staff completed the application to the State Administration

of Cultural Heritage’s Key Base for Scientific Research for Research and

Conservation of Ming and Qing Dynasty Official Architecture, and responded

to the organisation’s comments. Compilation work for Ancient Architecture

Conservation Projects in the Palace Museum: the Hall of Supreme Harmony and

Ancient Architecture Conservation Projects in the Palace Museum: the Gate of Di-

vine Prowess began, and the Maintenance Report on the Hall of Imperial Peace

(Qin’an dian) entered the publishing stage. Research work was carried out

for Research on Official Coloured Paintings in the Ming Dynasty: Forbidden City

Case Study.

Work started on courses aimed at inheriting construction skills for

official heritage architecture, with a winter course organised for technical

training. The course included two parts: fourteen classes on basic theory, and

practical training inside the workshop. Trainees were examined on stage one

of the course, and the second stage of practical skills training began. A train-

ing course was organised on construction skills for woodwork in the For-

bidden City’s official heritage architecture, and paving work at the Gate of

Heavenly Purity, the first practical application of these skills, was completed.

The Palace Museum held a total of ten exhibitions. Among these, ‘The

Splendour of India’s Royal Courts: Collection of the Victoria and

Albert Museum’ was a collaboration with a foreign museum. Moreover,

the Bronze Gallery and ‘Qing Imperial Birthday Celebrations (1644-1911)’

were reopened to the public after redevelopment and upgrading, and the

furnishings of the Pavilion of Literary Profundity (Wenyuan ge) in original

style was shown to the public for the first time. The Palace Museum also

held or participated in 21 exhibitions at other museums or cultural heritage

institutions in China, and continued three cross-year loan exhibitions. We

also designed the promotional catalogue Splendours from the Forbidden City:

Highlights from the Palace Museum’s Touring Exhibitions in China, including ten

exhibitions, to meet demand from domestic museums for loaned items.

The Palace Museum has aimed to build the ‘Academic Palace Museum’

to continuously extend our international academic influence. In 2013

the Palace Museum Academy and the Palace Museum Institute were set

up and began their research and training activities. The postdoctoral pro-

gramme station was established, and the first postdoctoral fellow admitted

to the station. The Forbidden City Publishing House acquired approval for

publishing audio-visual and electronic products, book publication projects

received national assistance, and published books won a series of awards in

the publishing field.

I. Academic ResearchResearch activities were conducted under the guidance of the Scientific

Research and Publishing Plan for the Palace Museum (2011-2015). With Gugong

Studies as a starting point, the Palace Museum Academy was established,

and the Palace Museum Institute was set up and organised the first session

of the ‘Elementary Training in the Manchu Language’ course. The ICOM

International Training Centre for Museum Studies was established and also

carried out its first training course. The postdoctoral programme station was

set up and the first postdoctoral fellow was admitted to the station, while

Beijing Foreign Studies University established the Research Centre for Gu-

gong Studies and Western Studies.

In 2013, twenty-six museum-level research projects were approved

and established, and four museum-level research projects were completed.

The ‘History of the Palace Museum during the Republic of China’ proj-

ect was included in the 2013 Beijing Municipality Philosophy and Social

Science Research Programme. Six projects, including ‘Historic Wooden

Furniture Restoration Techniques’, ‘Artefact-container-making Techniques’

and ‘Lacquerware Restoration and Reproduction Techniques’ were rec-

ommended for inclusion in the fourth group of model national intangible

cultural heritage programmes. The Palace Museum and other organisations

jointly conducted surveys on Tibetan Buddhism in Ngawa Tibetan and

Qiang Autonomous Prefecture in Sichuan Province, studying its grottoes,

temples, and scripture halls, and achieved fruitful results. The museum or-

ganised over forty symposia and academic lectures.

ceived, and the Ming Dynasty Ceramics in the British Museum Collection proj-

ect won a grant from the National Publication Foundation. 2013 also saw

Rare Imperial Books in the Palace Museum Collection (Issue 1) and Archives of

the Imperial Printing Office in the Hall of Martial Valour win funding for ancient

book collation and publication projects from the National Office of Ancient

Books.

II. Academic PublicationsThe Forbidden City Publishing House has made further progress in

editing and publishing the Palace Museum Journal, the Journal of Gugong Stud-

ies, The Forbidden City, and the Compendium of Collections in the Palace Mu-

seum. In 2013, it published a total of 202 books, of which 151 were new

and 51 re-printed. The Classics of the Forbidden City: Jewellery of the Empress

and Imperial Concubines in the Collection of the Palace Museum was included in

the fourth ‘Three Hundred Original Books’ publishing project organised

by the State Administration of Press, Publication, Radio, Film and Television.

Records of the Preface to the Orchid Pavilion Collection Exhibition was named as

one of the ‘top ten books on cultural heritage’, while Patterns on Porcelain

won the Influential Chinese Book 2013 prize. Avic Club was named as one

of the most beautiful books in 2013’s ‘The Beauty of Books in China’, and

entered for the ‘Best Book Designs from All Over the World’ competition

We continued to hold the Palace Museum Classes, the Palace Mu-

seum Lectures, special themed activities for International Museum

Day and Chinese Cultural Heritage Day, and interactive educational ac-

tivities under the Palace Museum brand. In addition, we developed bilin-

gual broadcast software and supporting equipment, completed projects to

comprehensively improve the Palace Museum tourist area, and organised

traditional cultural and educational activities for teachers and Chinese and

international youngsters in cooperation with the Chinese Society of Educa-

tion. In November, we applied to Beijing Government for approval to run

the Palace Museum Calligraphy and Painting Training School.

I. Education, Publicity and Voluntary ServicesThe Palace Museum held events to celebrate International Museum

Day on May 18 and Chinese Cultural Heritage Day on June 9, and con-

tinued to host the Palace Museum Classes programme. During the Chinese

Cultural Heritage Day event, volunteers promoted the ‘Non-smoking Pal-

ace Museum’ and ‘Safe Palace Museum’ at the Taihemen Tourist Service

Centre, and the Palace Museum dismantled some steel sheds in the presence

of tourists and media.

In 2013, volunteers provided free interpretation to over 20,000 peo-

ple and took part in 29 sessions to promote Palace Museum Culture. The

volunteer team of the Palace Museum in Beijing also exchanged ideas with

a delegation of volunteers from the Palace Museum in Taipei. Beginning

in May the Palace Museum hosted the Forbidden City Lectures on various

subjects, using our cultural, scientific, educational and volunteer resources.

II. Education and Training

1. Compiling calligraphy textbook for primary and middle schools

The Palace Museum Calligraphy and Painting Educational Centre

and the Calligraphy Committee of Henan Education Society jointly com-

piled Calligraphy Practice and Guidance, an experimental textbook meeting

the standards for the nine years of compulsory education.

2. Applying for approval for the Palace Museum Calligraphy and Painting Training School

In November, we submitted our application to Beijing government

departments for approval to establish the Palace Museum Calligraphy and

Painting Training School, with the aim of better performing the educational

functions of the Palace Museum, grading calligraphy and painting levels and

organising training.

3. Implementing the ‘Three Rarities Lecture’ plan for training calligraphy teachers for primary and middle schools

This training was chiefly divided into two parts: firstly, lectures on cal-

ligraphy and traditional culture; secondly, practical calligraphy activities. The

first session ended in July, and the second one started in October.

4. Strengthening strategic cooperation with schools and other organisations

We held a ceremony to mark the signing of a strategic cooperation

agreement with the Chinese Society of Education, with both sides agreeing

to conduct various traditional cultural and educational activities for teachers

and Chinese and international youngsters so as to widely promote tradi-

tional Chinese culture.

The building of the digital Palace Museum progressed steadily, and was

innovatively coordinated with the ‘Safe Palace Museum’ project with

the aim of providing visitors with more convenient services and a smoother

experience. We also made progress in organising the results of previous

work, improved the planning text for the digitisation of the Palace Museum,

and made a plan for the future development of the digital Palace Museum.

I. Platform for Promoting CultureWe did the following work in 2013: we completed our preliminary

plan, and designed a cartoon image for the Palace Museum website for

youngsters; worked out the initial plan for the English website; built the

‘Micro Palace Museum’ platform; launched the museum’s official public

WeChat account on December 28; officially released the Forbidden City

Cultural Heritage Conservation Foundation website on April 1; completed

the display of four heritage building locations (including the Sanctuary of

hall; determined themes for two digital exhibitions: ‘The Forbidden City

is a Museum’ and ‘The Gathering of the Three Rarities’; we developed

a mobile device-based App named ‘Digital Guide to the Hall of Literary

Brilliance’; we made the hi-definition video for the ‘Qing Imperial Birth-

day Celebrations (1644-1911)’ exhibition and played it in the exhibition

hall; and we completed the development of the Palace Museum Electronic

Guide System version 3.0.

We developed four Apps: ‘A Day in the Life of an Emperor’, ‘Qing

Emperors’ Costumes’, ‘Auspicious Patterns in the Forbidden City’, and ‘The

Night Banquet of Han Xizai’, all scheduled for launch in the first half of

2014. The iPad App ‘Beauties Painted on Yinzhen’s Screens’ was honoured

by App Store as an outstanding Chinese App of 2013 and was a runner-up

App in Hong Kong, Taiwan and Singapore, and an outstanding educational

App in Indonesia and Thailand.

II. Technology ResearchThe year 2013 marked the tenth anniversary of the establishment of

the Institute for Digitisation of the Palace Museum Heritage. It officially

completed the fifth VR programme Lingzhao Belvedere, and started the sixth

VR programme The Corner Watchtower. The VR Studio received 6,323 visi-

tors in 266 groups in 2013.

The digital miniature of 2013 was completed, and the inventory and

digitisation of glass plates was started. We carried out research on converting

VR works to Apps. With regard to the five-year project of digitally record-

ing the garden of the Palace of Tranquil Longevity, Phase 4 was completed

in 2013. The collection of photographs of historical buildings in the second

courtyard was completed, with a total of 2,800 photographs taken.

The Palace Museum organised the second ‘Night at the Palace Museum

for Diplomats’. In 2013, we received three visits from heads of state

and prime ministers as well as five groups of 143 foreign dignitaries from all

over the world. At the invitation of the Palace Museum in Beijing, a delega-

tion from the Palace Museum in Taipei visited us, and we held a symposium

to exchanges ideas on our work in 2013. This continued the strong trend

towards in-depth communication between the two sides from 2009, and

pointed out the direction for strengthening communication and coopera-

tion over the next few years.

I. Cooperation and Exchanges with Other Countries and Regions

1. Agreements on cooperation and exchanges with other museums

The Palace Museum signed a letter of intent with the Civic and Mu-

nicipal Affairs Bureau of the Macao S.A.R., with both sides agreeing to

strengthen cooperation in cultural heritage exhibition, conservation and

training. The signing of the document means that the Palace Museum, the

Civic and Municipal Affairs Bureau of the Macao S.A.R., and the Macao

Museum of Art will intensify their efforts to cooperate more broadly, ex-

panding on the more limited previous exhibitions and academic communi-

cation.

2. Communication and Training Links with Overseas Organisations

During 2013, nine groups of experts and scholars from the Pal-

ace Museum participated in international-level academic exchanges and

meetings, with support from various public funds. For example, Yan Yong,

Deputy Director of the Court Department, went to the Republic of Korea

to attend the International Conference on the History of Embroidery Art

in East Asia at the invitation of the National Palace Museum of Korea. Hou

Jiayu from the Conservation Department went to study in the Department

of Nuclear Engineering at the Polytechnic University of Catalonia, Spain,

where she took part in academic exchanges and completed experiments.

3. ‘Night at the Palace Museum for Diplomats’On September 18, representatives and officials from the United Na-

tions in China were invited to visit the Palace Museum. With the title ‘the

Forbidden City and the Palace Museum’, Director Shan Jixiang’s talk intro-

duced the work of the Palace Museum in detail to these guests.

4. ICOM International Training Centre for Museum StudiesThe museum hosted a ceremony to celebrate the establishment of

the ICOM International Training Centre for Museum Studies, as well as its

first symposium. Staff attended the 23rd ICOM Meeting in Rio de Janeiro,

and reported on the progress and achievements of the Training Centre. The

ICOM International Training Centre for Museum Studies organised its first

training seminar. Adopting the theme ‘the best museum management prac-

tice for a pluralistic and ever-changing world’, we invited many experts in

the museum field to give lectures, some from China and others from Ger-

many, the Netherlands, Switzerland, Japan, Canada, and South Africa. The

course integrated lectures, discussions, visits, surveys and fieldwork. A total

of 33 trainees attended the seminar, including 17 from the international

community.
