Nearly 300 fire service personnel gathered at Downs Hallon the Kean University campus for the New JerseyDivision of Fire Safety’s Sixth Annual Homeland SecurityConference this month.
NJDFS Director and State Fire Marshal Lawrence Petrilloopened the seminar by saying its purpose was to give fireservice members a dissenting view that another 9/11 typedisaster is unlikely. Petrillo was followed on the dais byseveral speakers who put forth evidence in favor of thatidea.
Captain John Delaney,Jr. of the ArlingtonCounty, Virginia Fire De-partment was quick tochallenge that assump-tion by way of a study heconducted in pursuit ofhis MA in fire science.Captain Delaney assertsin his research thatthere may be degrees ofso-called “response will-ingness” on behalf of
firefighters relative to a natural or man made disaster.
Delaney cautioned that results of his researchshow that given the anticipated return of the H1N1flu virus, the first responder corps could bedecimated in terms of their ability to respond,should there be, as is expected, a resurgence ofthe virus during the coming flu season later thisyear.
Captain Delaney made the point very specificallythat one of the unforeseen hazards of H1N1 mayvery well be an inability to maintain even minimalemergency response to a disaster occurring

during the onset of that possible pandemic.Delaney contrasted that impact with the one the 9/11disaster at the Pentagon had on his department. Hisresearch model shows there could be a 50 percent orhigher attrition rate affecting emergency responsepersonnel felled by the flu. A startling statistic!
Captain Delaney’s report was followed by a first handaccount of the recent successful prosecution of theso-called “Fort Dix Six,” presented by Michael A.Hammer, Jr. , Chief of the US Attorney for New JerseyAnti-Terrorism section.
The investigation says Hammer, was the result of thesort of close cooperation between local, state andfederal agencies that are critical in a post 9/11 world.
Hammer noted to enthusiastic applause the recentsentencing of four of the defendants to terms of lifeplus 30 years. He mentions also that close inter-agency cooperation was key, as is maintaining areadiness posture across the board for law enforce-ment, state fire and emergency services.

P.S. #14 OF BAYONNE 2009 STATE FIRE BOWL CHAMPS
On May 19, 2009, the team from Public School #14 ofBayonne defeated the Belleville Middle School Girls in thehotly contested New Jersey FIRE Bowl State Championship.Under the bright lights of Kean University’s Wilkins Theater,both teams rose to the challenge and quickly answereddifficult questions on Fire Safety, Fire Science, and the His-tory of Firefighting in America.
The Championship event was hosted by Fox News and My-9News Anchorman Harry Martin, whose broadcast-qualityperformance gave the FIRE Bowl a professional touch. Thismarked the third consecutive year Harry Martin has servedas the FIRE Bowl emcee. Also making appearances wereState Fire Marshal Lawrence Petrillo and Kean UniversityPresident Dr. Dawood Farahi.
Dr. Farahi, whose University hosted the event, kicked off theprogram with a music video about Kean University’sgrowing profile and distinguished graduates, includinghonorary alumni Richie Zambora, a founding member of BonJovi, whose song “My Home Town” accompanies the video.The New Jersey FIRE Bowl, a program that has just con-cluded its fourth year, had its largest turn-out for studentparticipation ever. The ever-expanding FIRE Bowl programsaw over 100 students from three schools districts com-peting throughout the spring. The participating districtswere from the cities of Bayonne, Belleville, and Camden.

Without their dedication tothe FIRE Bowl, the program would not have beenable to complete a successful fourth year of com-petition.

State Fire Marshal Lawrence Petrillo notes thedebut of the Division of Fire Safety’s latest fireservice outreach effort: State Fire MarshalMessage.
The email is designed to compliment the Divi-sion’s ongoing digital outreach initiatives in-cluding its website and a move toward onlineregistration for training classes for bothFirefighter and Code EnforcementCertification.
State Fire Marshal Message is designed to as-sist local public education efforts within thestate by providing traditional fire safety advice,prevention procedures and disaster awarenessin digital form.
“We need to reach people with our traditionalfire safety, prevention and emergency aware-ness messages where they obtain most of theirinformation. For most of us it now arrives viaemail or we find it on the Internet,”said Petrillo.
He also stresses the fact that the Internet ismore a local information source than everbefore, and, that a fire safety message indigital form can have immediate impact.
For example, a “side by side” live wet tree drytree burn video clip posted to a municipal orcommunity information website shows howvital keeping decorative trees well watered is.
Also a picture of an overloaded outlet is aneffective way of conveying a fire hazard.

Sight, sound and motion can combine says Petrillo, in acompelling and instructive way.
State Fire Marshal Message currently goes to nearly1,000 individual email addresses statewide.
Volunteer departmentswho may not have per-sonnel as- signed fulltime to the importantpublic edu- cation taskfire pre- vention andfire depart- ment mem-bers typi- cally provide,may find the resourceespecially useful, since they need only forward theinformation.
Petrillo acknowledges that the federal US Fire Admini-stration points the way in this regard as the agencynow routinely posts important fire safety and aware-ness hints to social networking sites such as Facebookand Twitter.
In addition the initiative meets a “green” standard bytaking the “paper” distribution path out of the equation,since there is no longer a need to supply local jurisdic-tions with paper copies of fire safety material. Thoughas digital documents they can be printed out locally ifrequired. The State Fire Marshal Message also featuresa support available at:[email protected].

As it has done for many years the New JerseyDivision of Fire Safety and the National Fire Acad-emy, located in Emmitsburg, Maryland hosted NewJersey Fire Service members for a two day inten-sive training session, called: “New Jersey Weekend.”
Participants,representingall levels andfunctions ofboth profes-sional andvolunteerdepartmentsstatewide commit to a weekend’s worth of training,including such courses as; “Fire Behavior in a Single
Family Occu-pancy” and“EmergencyResponse toTerrorism:Strategic and
Tactical Considerations for Supervisor.”
All courses are held in the campus-like setting of thenation’s sole national training center. A centerpieceof the campus, is a memorial to those who havegiven their lives in the line of duty.

Fire Service Women of New Jersey,Inc., was formed in 1996 and its mem-bership includes women fire servicemembers from all across the state.
Many fire companies now commonlyhave women members who continueto contribute to and provide an equalshare of effort to the firefighting task.Part of that task is staying current onfirefighting procedures. This year’sretreat was held at the AtlanticCounty Fire Academy.
Participants, after hearing fromkeynote speaker and EmergencyManagement expert Jo Jordan, movedon to training sessions covering allaspects of typical firefightersituations including: “Confined SpaceAwareness”, “ MethamphetamineLabs” fires and “Live Burn” which re-viewed search and rescue proceduresin a “live burn” environment.

STATE FIRE MARSHAL URGES OUTDOOR GRILL SAFETY:CITES RECENT NFPA RESEARCH AS A CALL TO ACTION
State Fire Marshal Lawrence Petrillo is calling on thestate fire service to remind citizens of the importanceof prudent grilling procedures during the summermonths.
Petrillo also encourages fire service members to visitthe link provided for the National Fire ProtectionAssociation study by Martin Ahrens for additionaldetailed information on barbecue fires.
“ I think this information is important for the fire serviceto consult and incorporate into whatever local publiceducation efforts they are contemplating during thesummer months. I encourage both fire prevention unitsand regular firefighters to read the study, “
Petrillo offers these barbecue safety hints for generalpublic education purposes suitable for posting on localpublic safety department, municipal, social welfare,recreational, cultural and educational websites:
Before using a grill, check the connection betweenthe propane tank and the fuel line. Make sure theventuri tubes - where the air and gas mix - are notblocked.
Do not overfill the propane tank.Do not wear loose clothing while cooking at a barbe-
cue.Be careful when using lighter fluid. Do not add fluid
to an already lit fire because the flame canflashback up into the container and explode.
Keep all matches and lighters away from children.Teach your children to report any loose matches orlighters to an adult immediately. Supervise childrenaround outdoor grills.
Dispose of hot coals properly - douse them withplenty of water, and stir them to ensure that thefire is out. Never place them in plastic, paper orwooden containers.
Never grill/barbecue in enclosed areas - carbonmonoxide could be produced.
Make sure everyone knows to Stop, Drop and Roll incase a piece of clothing does catch fire. Call 911 oryour local emergency number if a burn warrantsserious medical attention.
Petrillo warns that summer, especially in New Jer-sey with its ample recreational resources including132 miles of coastline and pristine woodlands, beck-ons many to outdoor cooking.
“I hope that fire service personnel set aside somepart of the day to read this important study online,and seek to incorporate the information into fire-fighting strategies year round,” says Petrillo

CONSISTENT NFIRS DATA REPORTING KEY TO CONTINUINGOPERATIONAL IMPROVEMENTS FOR FIRE DEPARTMENTS
The State of New Jersey participates in theNational Fire Incident Reporting System(NFIRS). The Division of Fire Safety’s FireIncident Reporting Unit receives incident datafrom fire departments throughout New Jersey.
This data enables the Division of Fire Safety toidentify trends in causes of fires, fire losses,failures in equipment and structural compo-nents throughout the state, and to addressproblems with code modification and educa-tional programs, along with tracking possiblecriminal and terrorist trends. Data submissionto the Division is mandatory for anydepartment receiving a Federal Assistance toFirefighters Grant (AFG).
The Fire Incident Reporting Unit has receiveddata consistently for twelve months each yearfrom 2004 to 2008 from 467 fire departments.State Fire Marshal Lawrence Petrillo publiclycommends those departments and has pub-lished a list of them to encourage all reportingunits to join them.

The online publication “Fire In New Jersey” is compiled byHeather Puskar, Supervisor . New Jersey Division of Fire Safety.NFIRS Unit presents the most comprehensive look at reportedinstances of fire in the state. The data is critical for the NewJersey State Fire Commission, which sets fire fighting and firecode policy via the Division for the state.
THE NEW JERSEY STATE FIRE COMMISSIONThe New Jersey Fire Commission was formed by an act of the New Jersey State Legislature in 1983.Since inception, the state has ranked among those with the lowest instance of fire injury andfatality nationwide. Commission membership is comprised of select representatives of the GeneralAssembly, as well as key industry and state fire service officials. who are all appointed by theGovernor.The Commission steers state fire safety policy and procedures in their advisory role for theGovernor, the Legislature and the State Judiciary, through the New Jersey Division of Fire Safetyand the office of the State Fire Marshal.

The NJDFS 2009 Fire Safety Education Poster Contest awards ceremonywas held recently at the Springfield Fire Department. This year’scompetition drew entries from all over the state, demonstrating creativeand artistic ability, coupled with an excellent grasp of fire safetyeducation messages.
The contest which is co-sponsored annually by the New Jersey Fire Prevention and Protection Association .www.njfppa.org and the Division of Fire Safety, attracts hundreds of entries in several categories. The winners ofeach category receive laptop computers, the cost of which is underwritten by Local 696 of the Sprinkler FittersUnion www,sprinklerfitters696.org.
Additional corporate sponsorship of the contest is provided by Atlantic City Electric www.atlanticcity elec-tric.com and the Joshua Marcus Group of Clark www.joshuamarcusgroup.com .This year’s overall winning posteras in past years will be distributed statewide to assist the Division’s public education efforts statewide.
