Binang-

Noumena seeks to implement P60 pub feeJabel Phillip Irinco

The Noumena, officialpublication of the Univer-sity of Eastern Philip-pines Laoang Campus

seeks to implement the approvedPhp 60 publication fee on aca-demic year 2012-2013.

Due to the increasing printingcost, Prof. Roberto C. Gudio, sug-gested to the editorial board thatthey should implement the 60-peso fee which has been ap-proved by the administration twoyears ago but was not imposeddue to indefinite circumstances.

This would mean a 10-pesoincrease of the biannually col-lected Php 50 publication feetaken from the Students Trust

    Fund (STF).John Carl Ronato, editor-in-

chief of The Noumena, agreeswith their adviser but admits thathe has hang-ups.

Nag-aalalaako kung anongmagiging reak-syon ng mga stu-dents. Kahit maymalaking benepi-syo para sa publi-cation ang pag-increase sa 60pesos, hindi pa rin natin maiiwa-san na may mga students namagrereact he said.

In line with this, Ronatowants to start a campaign re-

    garding the publication fee in-crease.

I think students should takepart in the decision-making.Gusto ko sana magkaroon ng

    r e f e r e n d u mwherein we getsignatures fromstudents kungpabor sila sa 60pesos na to,Ronato said.Starting also nextschool year, the

Noumena will be releasing quar-terly or twice per semester. Thepublication has released two is-sues since January and this wouldmean using the budget exten-

    sively.

Yung bagong publisher natinwhich is EITO Digital Media andPrint Solution sa Manila, theyoffer 17.50 [pesos] per copy.Konti lang kasi ang populationnatin dito unlike sa UEP namarami ang pinapaprint nila kayamas mura... ang tabloid ng ThePillar costs 10 pesos only dahilmore or less 8,000 ang copies napinapaprint nila.

The Noumena will be printingregulary that is 1100 copies ofeight-page or twelve-page issuesthat costs Php 17.5 or Php 22

(Php 19,250 or Php 24,200) nextschool year. According to the edi-tor-in-chief, implementing the 60-peso publication fee will help inthe school papers regular pro-duction.

I know that increasing thepublication fee will be quite bur-densome for some students dahilkahit 10 pesos lang yun, malakiyun kapag nakolekta pero it is forthe good of the students and thisinstitution [the publication]exists because of the studentsand its for the students, the onlyway that we can publicize thesesocial issues na kinakaharap nilafor the advocacy of change isthrough The Noumena.

the only way thatwe can publicize

    these social issuesis through

    The Noumena.

Unemployment is one of themanifestations that the eco-nomic condition of our coun-try is deteriorating. It is one

of the major causes of poverty herein our country. Jobs cannot accom-modate the millions of Filipino appli-cants, it is apparent in a high num-ber of graduates who are unem-ployed today.

Based on the records of theLabor Force Survey of the NationalStatistics Office in April 2011, therewere a total of 29 million personswho are unemployed. Many collegegraduates are unemployed and can-not take a job. There are so manyreasons why the unemploymentrate in our country is high.

First, every year, our countryseducation system produces gradu-ates whose skills do not fit withwhat the job market is demanding. We have a high number of gradu-ates in some courses in which jobopportunities are few. One of theconcrete examples is the nursingprofession. This course became verypopular and in demand in the earlierpart of the decade but at the latter

part, took a low status leaving manynursing graduates hanging in thinair, unemployed.

Second reason for unemploy-ment is incompetence. Many of ourgraduates lack the necessary skillsfor the job. Many of them failed tomeet the qualifications. Even here inour university, many of our gradu-ates fail to pass the licensure exami-nation which is one of the eminentrequirements to land a job. Thereare many graduates but passers arefew. And most often these passers, themselves dont get jobs becausewhat they are applying for has toohigh qualifications; also, many of

the applicants lack experience.Over-population is the thirdreason. The Philippines is a homefor almost 90 million Filipinos. Jobscannot accommodate all the people.

Another reason is most freshgraduates do not know where tobegin. Many of them do not knowwhere to find jobs that fit them. It isa big challenge to all of us, not onlyfor the government. We have toexhaust all our effort to make our-selves productive.

For the government, they mustwork hard in creating more opportu-nities for people by upgrading thequality of education allocating more

funds for the education of everycitizen. The government must con-duct more skills training that fit thedemands of the job market andfinally by attracting more foreigninvestors to venture their businesshere in our country. Education agen-cies like the Commission on HigherEducation (CHED) and the TechnicalEducation and Skills DevelopmentAuthority (TESDA) must offercourses that are really needed in thecurrent time to avoid mismatchbetween education and the actualemployment.

Unemployment happens and ispresent almost anywhere in the

world but here in our country it isone of the worst. We can lessen thisby having national unity and coop-eration especially in the governmentsector. President Aquino must putmore emphasis on helping Filipinos, especially our graduates in order forthem to become more useful in thesociety. SOURCES: NSO; www.pinoy-ofw.com

    Unemployed

The Philippines will be ingrave risk of losing many ofits public school teacherswho prefer to seek employ-

ment overseas if the governmentfails to come up with measuresaimed at alleviating the conditionsof overworked and underpaid pro-fessionals.

Teachers, like any other pro-fessionals, need to sustain their

needs especially those who havefamilies. When prices of food andalmost everything gets high, theysuffer.

The alarming situation bringsus to a workers slogan years ago: My take-home pay cannot eventake me home.

Today, scores of ordinaryworkers and employees in the gov-ernment and other sectors andthose in the countryside still takehome pays that are way, way be-low their needed income so theymay eat three times a day andsend their children to good schools.

    Labor leaders and other

groups called on to the concernedgovernment authorities to focus onthe protection and advancement ofthe economic rights and welfare ofteachers and other ordinary work-ers and employees.

Truly, the plight of the coun-trys public school teachers, manyof them women, has promptedSen. Ferdinand Bongbong R.

Marcos to file the Senate Bill (SB)No. 1306 which seeks to upgradethe minimum wage of our publicservants.

The bill, also known as ThePublic School Teachers Salary Up-grading Act, seeks to raise theminimum wage of government-employed school teachers fromSalary Grade 11 to Salary Grade15.

The proposed measure shallcover all public school teachers inthe elementary and secondary lev-els, whether nationally or locally-funded, and those in technical orvocational schools and state uni-versities and colleges.

While the Department of Edu-cation continuously receives thelargest share in the nationalbudget of the country this year. The minimum wage of our publicschool teachers remains incompa-rable with salary of other profes-sionals , says the young senatorfrom Ilocos Norte.

    This is certainly grieving since

we often proclaim and acknowl-edge the sacrifices of our teachersas well as their contribution to thesocio-economic development ofthis impoverished nation and theydont get much financial rewards.

K+12 will be implementednext school year, hearing that Fili-pino teachers do not want to teachFilipino children is just so sad.

    maging isang estudyanteng entre-preneur.

Hanggat may paraan, kakayani.

Napaka-imposibleng purongkawang-gawa lamang nila iyon at

walang halong pamumulitika, alala-hanin nating mgapulitiko sila.

    Napakaimposibleng

    purong kawang-gawa lamang

    nila iyon atwalang halong

    pamumulitika

    Galvanizing Our Future

My neck hurts. I wasamused while watching themelted iron falling to theground and scatters like

fireworks as the framework of theUEPL covered quadrangle (pardonme if it is inappropriate to use thisterm) is being welded to what it issupposed to look like. After watchingthe show, I carried on and walked tothe library. As I paced towards mydestination, my friend who mayhave guessed where I am going totold me that the library was wet. Iremembered it had rained, and theroof of the building where the librarywas located is under repair. Istopped and stood by the corridorsof the College of Education andwatched the show from the workersat the quadrangle.

It is good to think that there aredevelopments in our school thesedays. However, there are somethings that somewhat get my atten-tion.

If you are somewhat disturbedby the sound of galvanized iron

sheets falling, hammer banging, orthe grass cutter roaring, welcome tothe club. Perhaps, the only studentswho are deaf from the noises ofthese activities are those who makeschooling as their holiday. Annoyingas it is, because you cannot concen-trate on your lesson because youreyes lay on the passing truck carry-ing sand and hollow blocks to theconstruction sites within the schoolspremises.

The fact that in every corner inthis campus no one can find peacemight also be disturbing to the stu-dents. Why would such improve-ments occur simultaneously? Per-haps they are following a deadline,as a student writing his report thenight before the time when heshould pass it.

Just recently, we heard thenews about the accreditation of theCollege of Education. This might bea contributing factor to these devel-opments in this institution. Ofcourse, in order for our school to beaccredited, it should have enoughresources and facilities to cater theneeds of its primary customersthestudents.

Why do such improvementshappen just nownow that theschool is planning to have its col-leges accredited? So, if not becauseof the accreditation, we may nothave such terminology as the covered quadrangle (pardon meagain if this is inappropriate).

But things happen not just forone reason. There are a lot ofcauses of a certainphenomenon. Justlike these improve-m e n t s . T h eschools mission is to produce a nu-cleus of man andwoman adequatelyprepared for theacquisit ion ofknowledge andskills as highlydeveloped leadersand professionalswho will create andcontribute to theself sustainingeconomy and envi-ronment. So, tomake their mission possible, theymust have enough resources thatwill maximize the learning of thestudents.

Perhaps it was just a coinci-dence. It just so happened that theschool has enough budget gathered

from the tuition fees for its opera-tions just this time that is why theprogress became so spectacular. Butwe cannot also deny the fact thatthe institution is preparing itself forthe accreditation of some of its col-leges, to which COEd is first in line.

This institution is still in theprocess of transformation from asmall school into a university that

molds highly com-petitive individualsthat contribute tothe development ofthe country. To usstudents, we mustbe thankful thatthe school makesits way to put us inthe most competi-tive position it canget us into.Whatever purposethere may be, letus not forget thatwe are the oneswho benefit fromthese new andrenewed facilities

by the school. And we, in turn mustutilize these resources well in orderfor its main mission to become pos-sible. After all, we are the reason ofthe existence of this institution. Thus, it is not about the accredita-tion. It is about us.

    Why do suchimprovementshappen just

    nownow thatthe school isplanning to

    have its collegesaccredited?

    John Carl Ronato

Idont want to listen to anymoreclichs that this generationsyouth is the hope of this nation. Its better left unsaid. It only

breaks our hearts to think that wecan change the system by chantingthis maxim over and over like fer-vent Christians when actually thistuwid na landas will ever becrooked.

The real deal is that there isalmost not a chance anymore for theyouth to ever have control over so-cial transformation. If by chancethey get to stir the leaders of thisnation to do what the youth decries, they are lucky or the government

may have been unvigilant to deviatefrom their principles. This generationis not going to the dogs but dogshave already ruled.

Hundreds of students have ral-lied over budget cuts in education,

health and other social issues whichare worsening and unsolved by thegovernment but do they stir theAquino administration? All theserallies and camp-outs lead to violentdispersals leaving the youth of thisgeneration, who were the so-calledpag-asa ng bayan, mute and flac-cid.

Thats why we cant make achange. Yes, we do act but doesanyone see humanity in us? Whatthey see are activists who causerelentless demonstrations, what theysee are eyesores to the community,

what they see are the hopeless ofthis nation.

If we speak, they are againstus; if we act they, will disperse us.We are not angry, we are violentand thats what we are branded for

and perhaps we should start livingfor it.

The role of student leaders insocial transformation is not a roleitself. It is a pursuit where every-thing is just a dream like how thegovernment dreams for tuwid nalandas which will ever be a dream ifthey refuse to hear. How long willthey hear these outcries? Until thisnation is at the bottom of the list ofthe wealthiest countries of theworld? Now, if they want to proveRizal that we are the hope of thisnation, they should listen to us for if

we live by that principle perhaps wecan spark some change to the sys-tem.

They should stop putting toomuch attention to secondary things. The state of the nation is what they

The Role of Student Leaders in Social Transformation

should lay their eyes on.Now, if they want to make the

Philippine education one of the bestin Asia, they should provide for usenough budget. The problems of thesociety are easy to solve if theyknow what to put first. What is moreimportant, eradicating corruption, which I think is best if we developreal leaders through education, orpoverty or the low quality educationor little health benefits?

The truth of the matter is. Theyouth are now mere spectators. Wecan do nothing but see this nation

fall like Sodom and Gomorrah. Im-morality has raped this nation. Weare a crooked country but we canstill change that.

If the youth is not the hope ofthis nation, who is? Is it PNoy?

    OPINYON

    Roselyn Acebuche

Decades have passed, we are inthe new millennium. Many oc-currences had existed, changescontinue to emerge, debasing

image of politics and unsolved corruptionby the government. This major problemconnects with the root of regression lead-ing to impoverishment of those pitifulcitizens, penurious victims searching for

their need to afford in their everydayliving.

To eke out to the concept of politicsbrings us to confusion, an extraordinaryperspective to be set aside. How do youdescribe politics in this new millennium?Does it bring total progress to our nation,or it just brings myriad of things leadingto economic retardation? Among thosestrategies by some politicians is that theyattract men and women with these littleenvelopes sandwiched within it anamount so they may vote him. We havebeen observing these demeanors of politi-cians, it has become a tradition to us.

On my own perspective, this strat-egy does not provide worthy and laudableimage of politics, why not think of ways

aside from it, simply being a good exam-ple to the people of this country and hav-ing dignity and good character. Somehowthese money strategy connects us tothe bridge of corruption, not only with theolder politicians but also with the youthinvolving the Sanggunihang Kabataan(SK).

Corruption continues to pass fromgeneration to generation and it is reallygetting worse, manipulated by thoseleaders who had served our government. The only query that comes with my mindis the State of the Nation Address (SONA)is that it is full of promises on ways toshatter up corruption, an assurance whichreaches the ears and minds of people inthe country, but where are those prom-

ises now? Are they kept from the pocketsof those officials or they are just fulfillingthe typical motto Promises are made tobe broken?

At this time, the Bureau of Customsofficials are said to be corrupt, it is notalleviating, and as a matter of fact, itincreases from time to time. Eventhough, the Customs CommissionerRufino Biazon promised those officials isstill confident doing it. President Aquino isthe one who appointed Biazon to theCommissioner of the Customs and as partof his motto, Matuwid na landas and Kung walang corrupt, walang mahirap,he has the assurance that Biazon will leadto the total devastation of corruption inthe Bureau of Customs. We must not

think of more persons in the government, and pointing up our fingers, if who arethose corrupt officials. Lets have a mind-set that Corruption doesnt take place ifofficials know how to destroy it, if not, maybe they are in favor with it. We arestill hoping for ganap na tuwid na lan-das.

on that stage on the day of yourgraduation.

Now, you see, you will be en-tering another phase in your lifewhere you will practice what youlearned here in this university.

Whether it be education, criminol-ogy, engineering or industrial tech-nology, we hope that you pass thelicensure examinations for yourfield (if you have) to make youprofessionals.

It may be difficult to pass but ifyou did, it will still be difficult tolook for a job that will fit you. Lifeis unfair but thats just the way itis. We hope you are among thelucky ones.

It is a competitive world. Thisuniversity is not accredited yet; buteven if we were accredited, it stillis a long-term process to gainpopularity especially in the city ifyou chose not to work here in yourhometown.

There will be better applicantsthan you when you look for a job. They will have better skills andthey may drag you to the bottomof the list of the qualified applicants

where you apply in. We hope thatyou are prepared for that.

So you should think that gradu-ating is just finishing a chapter ofyour life and there are many chap-ters to go. You should not rejoicebecause the pain of life is just be-ginning.

The thing about many speakersin graduations is that they dont tellthe whole truth about life. Theyencourage you too much so thatyou may believe about its good-ness so you may cling to falsehopes and be disappointed afteryouve spent the whole of it. Theyshould start discouraging you soyou may be challenged.

The truth about life is that it isnot sweetit is bitter, it is unfair, it

is disillusioning. Unemploymentmakes you jobless and pov-

erty makes you fed upabout life so why should

you rejoice in the dayof your graduation

    when everythingwill become use-

less? Of courseit dependsupon how youmake use of

What defines a gradu-ate? Is it having ac-complished two to four years of edu-cation, the awards that you receiveor is it how will the veils of your toga

rustle on the floor to reach thatrolled sheet of paper from the aca-deme?

A few weeks from now, you willbe walking with your batch matesalong that aisle, wherever may thereception be, you are going tograduate. And we know that youare ecstatic since this will happenonce in your life and it will bringyou to tears because of the hard-ships that youve endured fromtime-conscious teacherswho hatelate requirements so you will worktill late nightto academic costsso you will assure yourself you getthe latest scholarship program or financial assistance from your fa-vorite politicians.

We give you our advance com-pliments because you have sur-vived this institution and in no wayfaltered. You have not let anythingrestrain you, not fear, not indo-lence, not being poor. You have

become a martyr for the satisfac-tion of seeing yourself in that blackveil

Education is indispensable. Itsworth a lifetime. And its worth dy-ing for some but the battle does

not end there; the battle has justbegun and it is incomparable. It

is not like your good old col-lege years where you sit in

your chair and listen allday to your classmates

give a report. This bat-tle is between youand yourself, of how

you will survive thenext day after
