A Message From The President

The following is an overview of ongoing activities at NNAI. We continue to work diligently to make the

corporation profitable. If you have any questions or concerns please let me know, (907) 398-0884.

Ninilchik General Store (NGS)

As reported in the last newsletter, the Board has approved the purchase of the NGS building. NNAI has

partnered with the very successful UCI/Sea Lion Village Corporation, and is now the co-owner of the

facility. Furthermore, a lease has been signed to a new grocery operator, Echo Lake Superior Meats

and Processing. Not only will NNAI derive revenue from the lease, which will more than cover the

monthly mortgage cost, we will build continued equity from our investment in the facility. The note

will be paid off in ten years. This also reduces the tremendous amount of time and money that it takes

to operate the day to day functions of a grocery business, thereby reducing the massive administrative

burden on NNAI staff and management. The final perk to the deal is that Ninilchik will now have access

to fresh/specialty meats and cheese all at a cost akin to buying it in the nearest town, 45miles away.

Ninilchik Traditional Council (NTC)

We are working on strengthening our relationship with the Ninilchik tribe. The corporation had multi-

ple positive agreements and opportunities years ago; we are looking to revitalize this relationship to

benefit both organizations. NNAI will be hosting a meeting opportunity with NTC in November to ad-

vance this effort.

Banta Property/RD Property

As mentioned in my last newsletter, a 7 month lease with Hilcorp has been finalized. Gravel improve-

ments have been done on the property and will remain in place. Hilcorp had decided not occupy their

lease last July because of other availabilities, but has now, set up a camp on our property. I continue

to work to extend their lease and explore other opportunities.

Road System

Repairs to the roads were made on some of the washouts from this summer. In addition, several,

more major repairs, were completed on significant bridges. The bridge replacement on Tall Tree Road

was finished this summer. We also re-decked and made abutment repairs on two bridges on the Lake

Road/1200 system. Bruce’s report shows and explains these projects in more detail.

Moose Hunting/Permitting

Moose hunting remained the same as last year. Permits were limited to shareholders only and we had

several shareholders receive permits. I am excited to hear that some shareholders enjoyed successful

hunts as well. NNAI is also continuing to issue wood cutting permits, so, if you need to get winter

wood please stop by the office for a permit.

Iniskin Peninsula

Hilcorp seismic work for this year is now complete and they are working on a development plan for

next year. They plan on doing some road improvements on an existing road and are planning to drill

one exploration well.

Real Estate

NNAI land price adjustments have been made to reflect current land values. While property sales have

been nonexistent, which coincides with market conditions, we are working on a sales opportunity with

the tribe for their housing construction next year.

White Mountain

White Mountain continues to bid new contracts; White Mountain has been awarded several new jobs

and we anticipate some revenue from these endeavors.

Susitna /Watana Dam

Work continues to be done by the Alaska Energy Authority (AEA).

NNAI and all village corporation land owners are members of a joint working group to ensure proper

permitting and use of Native Land. We have held meetings and are nearing agreement on a universal

permit process amongst the Cook Inlet Villages. This will streamline permitting and provide equity

amongst the landowners for permit access.

Upgrades/Updates

Caitie and Sharon have kept up the hard work in getting our shareholder records updated, information

digitized, and made great strides in improving records management. We also enhanced communica-

tion systems with a new server for in house administrative needs at the office. This has greatly en-

hanced our communication and technical capacity.

Gravel

NNAI continues to work with CIRI on potential gravel sales and managing their pits in our area. This in-

cluded a sale this fall to the road construction company, from which we will see some revenue for the

corporation. NNAI owned pits are also still open and available for business.

NNAI LAND AND RESOURCES REPORT

ANCSA LAND ENTITLEMENTS FINALIZED NNAI, in the last weeks, has completed all of its final required actions to meet the Alaska Native Claims Settlement Act (ANSCA) land convey-ance and re-conveyance obligations. These ob-ligations included those arising under the Lake Clark Trade-out agreement in the very early years of the Cook Inlet Deficiency Agreement. Following our final land selections under sec-tion 12(b) of ANSCA and the receipt of re-conveyance deeds for these lands, NNAI in turn, convened a process of review and analysis to determine which adjustment acreage would be returned to CIRI as required in the Lake Clark Agreement.

Through the final resolution of these adjust-ments, the corporation was able to identify and choose lands from its lowest priority selections. The adequate acreage needed to satisfy these final adjustments was then submitted through Quit Claim Deed to complete this process. It is now very encouraging that we have met all final land entitlement requirements and received deeds to all of our federally mandated ANCSA Land Entitlements.

OIL & GAS EXPLORATION INTERESTS Over the past year, NNAI has been working to further develop opportunities and partnerships in activities related to the continuing explora-tion and development of hydrocarbon re-sources on the Kenai Peninsula. Some lands owned by NNAI are presently under existing contract for exploration and development while others are being examined for inclusion in seis-mic research efforts that may disclose the fu-

ture potential for hydrocarbon finds nearby. Your corporation has in-place contracts for site-specific or defined tract leases for production equipment or facilities that support these op-portunities. Not only do these types of interests help to provide revenue to NNAI and its share-holders, they bring possibilities for additional benefits including; shareholder or local hire, property rental income, sand and gravel sales, and even the potential for partnering with in-coming resource companies to benefit our

shareholders through corporate growth. One current revenue opportunity that is under-way is the land rental for a twenty-man opera-tions support camp that will house drilling crews and other temporary workers from near-by sites. This particular camp is being con-structed approximately one mile north of the Ninilchik River along the Sterling Highway. The above photo shows the beginning phase of the site preparation and camp construction that has recently been undertaken by Hilcorp.

ROAD IMPROVEMENTS IN 2013 NNAI undertook a number of minor road repair projects in 2013, as well as provided oversight and approval for the restoration of roadways. These restorations included locations along the pipeline route of the newly installed natural gas

applying grant funds to road system projects when possible. We have also been able to coordinate and use funding that has been made available to us through the National Resource Conservation Services agency under the USDA. These signifi-cant financial resources have been very sup-portive of our needs to restore or improve our roadways, particularly, the bridges and culverts at recognized fish stream corridors. Continuing support funds are also available for both this, 2013, and the 2014 grant award seasons.

GRAVEL SALES AND MARKETING During this construction and building season NNAI has experienced a marked increase in the volume of gravel, as well as, other aggregate material sales from our approved pits. As U.S. and Global economic conditions dipped in preceding years, so did overall industry activ-ities such as new construction, building site im-provements, and even local drive-ways or con-struction pads. Although this season’s overall sales are still somewhat below our largest years, material sales have been steadily improv-ing. Today, as we are seeing slow but steady im-provement in the demand for new projects such as: oil & gas infrastructure development, high-way construction and paving upgrades, residen-tial building site starts, and general property upgrades, we have correspondingly been fortu-nate to realize some of the opportunities associ-ated with these developments. NNAI has been privileged to provide aggregate materials for a growing number of these local projects.

Road repairs and some of these upgrades in 2013 also included: restoration and upgrades to the Tall Tree access road on NNAI property- approximately mile 3.5, the rebuild of a storm water washout at mile 5.2 of the 1200 Road sys-tem, and a fill and stabilization effort on the Lake Road access - approximately Mile 2. Additional restorations and upgrades along the Tall Tree access roadway were completed and funded through the original CONAM/Enstar pipeline construction and long-term operating agreement.

With these additional road improvements, we are able to keep continuity in both access and management programs as well as benefit many of our related business opportunities and part-nerships. We are continually striving to reduce the maintenance costs of our road infrastructure and land access requirements. This has been accomplished through the utilization of cost sharing in area development contracts and by

project where his son helped clean, dress and

pack the meat.

Moose... An Alaskan Way of Life

Every year Alaskans all around the state suit up, load

up and pack out their gear, guns and optimism hop-

ing for that spectacular once in a life time Moose.

Moose meat can be found ground, chucked, canned

and made into sausage or other savory treats, in most

Alaskan freezers and pantries. Many families have

enjoyed the tradition of harvesting and preserving

bull moose for generations.

This year the season for moose opened on August

20th and closed on September 20th. NNAI issued

free Land Access Permits to Shareholders wishing to

hunt in the areas of: 1100 Road, Oil Well, 1200

Road, Lake Road, and Tall Tree Ave.

To preserve some of the moose population, as well as the land its self, for the future generations NNAI did not

issue land access permits to anyone other than those on the shareholder roster.

Firewood Permitting Program 2013

NNAI has begun issuing wood permits and will continue as weather permits.

NNAI uses its Firewood Permitting Program to remove the trees killed by

spruce beetles past, as well as any windfalls that are on the land. This takes

some pressure off of the fire risk as well as contributes to local community and

you as shareholders.

The permits are good for 30 days, cost $50.00 and allow for a

harvest of up to 5 cords. Areas open for wood collecting

are predestinated and are subject to possible closures de-

pending on other work being done on the nearby road systems.

Stop by the NNAI office to get the specifics, fill out the paper-

work and pickup maps.

Chicken Fried Moose Steaks A Family

1. Tenderize the moose steaks by pounding to about 1/4 inch thickness. Place 2 Cups flour into

a shallow bowl (add salt and pepper to the flour mixture).

2. Stir together the baking powder, pepper, and salt in a separate shallow bowl; stir in the

buttermilk, egg, spices, and garlic.

3. Coat each steak in the flour then the buttermilk mixture, and again in the flour. Make sure

the steak is completely coated in dry flour. Place the steak in a clean dish while you repeat

the breading process with the rest of the meat.

4. Heat the shortening in a heavy skillet. Fry the steaks until golden brown, approximately 3-5

minutes per side.

5. Drain the grease and reserve 1/4 C and as much solid remnants as possible. Return the

grease to pan and heat it over medium-low heat. Whisk the remaining flour into the oil.

Pour in the milk and bring the gravy to a boil. Cooking until thick. Season to taste with salt

and pepper.

**** Plate the steaks and mashed potatoes and top with the delicious homemade gravy!

2 lbs. moose steaks

(back strap)

1 tsp. salt

2 C All-purpose flour

1 1/2 cups buttermilk

2 tsp. baking powder

1 egg

1 tsp. black pepper

1 Tbsp. creole seasoning

3C Vegetable shortening

(for frying)

2 Cloves garlic, minced

1/4 C All –purpose flour 4

C Milk
