Summer Time is around the corner! Ah, this warms my heart for so many reasons… spending time with family and friends, swimming, chocolate snowballs with marshmallow, chasing Mr. Softie’s ice cream truck through the neighborhood to get a cone… Did I mention chocolate snowballs? It also means time is closing in if you plan on attending NIGP’s 2018 National Forum in Nashville, Tennessee in mid-August! There’s still time to register, but you’re losing time. Check out the link for all things Forum on MPPA’s website and get a movin’! And don’t forget to consider requesting scholarship money from MPPA. You have to be a member in good standing. If you can’t make Forum, perhaps attending the Regional Conference might work for you. This year, the Pennsylvania Public Purchasing Association (PAPPA) will be hosting the 2018 NIGP Area 2 conference on Oct 24-26 in King of Prussia, PA. If you missed our April 27th “Free Training Day” at the Community College of Baltimore County (BCCC), you missed some great information, comradery, and lunch. Not to worry though, because we’ve posted our Speakers’ presentations on MPPA’s website at www.mppa.inc.org, under “Presentations”.
How about a MPPA picnic in September? This meeting would be on a Saturday, not during the week. We’re thinking of a pot luck or burgers, dogs and fixin’s menu. But before we start making any arrangements, we need to gauge your interest in attending. This would be a relaxed social event, held in Anne Arundel or Baltimore County. Interested? The Recognition Committee is looking for a Volunteer to assume the duties as Chairperson. The duties include but not limited to the following:
• Select a committee of members to assist the Chair in performing the duties of the committee.
• Announce at the membership meeting the illness status of our members; announce promotions or changes of duties, also special awards or achievements of the membership; coordinate announcement with the Information and Research committee for publication in the Fineprint newsletter.
• Prepare awards for presentation, including the Stanley D. Zemansky Award, Distinguished
Service Awards, Association Buyer, and Purchasing Manager of the year; gavel for the incoming president; plaque for the outgoing president; certificates of appreciation; certificates of honor; and any other award that they Association may wish to bestow.
• Coordinate with the Program and Educational committee to determine needs of awards to be
presented to guest speakers and presenters; obtain the awards for presentation by the chair-person involved. Presently, the award is a pewter paperweight with the Association logo en-graved thereon.
• Prepare and submit an asking budget for next year to the Budget and Finance committee by September.
• Administer the awards nomination processes for the Zemansky and Distinguished Service
Award/s in concert with the Executive Board, which selects the awardees to be honored.

Reminders: As a MPPA member in Good Standing, the following opportunities may be available for you: Stanley D. Zemansky Educational Aid Program MPPA offers scholarships for courses and reimbursement for certification exams to help members meet their educational and professional goals. MPPA members can apply for available scholarship funds for classes by filling out and submitting an application. Information and the scholarship application are available on MPPA’s website: www.mppainc.org , The Stanley D. Zemansky Educational Aid Program. Reimbursement for Recertification of CPPO, or CPPB MPPA offers reimbursement for recertification for CPPO or CPPB. Reimbursement will be limited to candidates who pay for the recertification themselves with no financial support for the recertification fee from their employers. Candidates will be reimbursed for the recertification fee only. Upon successfully obtaining the recertification, candidates must submit the application for reimbursement to the Recognition Chairperson. Members should request reimbursement within eight (8) weeks of obtaining their recertification. Upon receipt and proof of recertification, the Recognition Chairperson shall request reimbursement of the member from the Treasurer. Share your good news, or be recognized for your contributions to the profession by sending your information to the MPPA Recognition Committee. Cooperative purchasing activities provide Resource Equilibrium. This term can be taken many different ways but the main point is that we live in a time where procurement professionals can manage their spend with the same buying strength and on equal footing with any size organization. Buyers can pick and choose what they bid for individually, and leverage their buying power with aggregating volumes from other organizations to achieve greater savings. That puts the purchasing office with 3 buyers on the same buying power level as a purchasing office with 10 buyers. Resident economies of scale are held individually by large entities but cooperative purchasing can level the playing field and extend Aggregated economies of scale to even the smallest entities that choose to function as a lead agency and bring in the buying volumes of other entities.
The truth is, expertise, best practices and passion are held by individual buyers whether they are with a consortium, large or small entity. Tapping into these talents and pracitces where ever they exist is just smart business. Today’s procurement manager wants to tap into the region’s and even nation’s top professionals and best practices. Using cooperative contracts is a way of accessing additional professional resources beyond your current staffing. At the same time it will save you time, money, training dollars, and acelerates implementation schedules. It also allows a buyer to devote more attention to other matters that cannot be resolved through cooperative purchasing.
According to the NIGP 2017 Survey Report, 95% of those polled use cooperative
purchasing in their delivery of services. Approximately, 73% are using cooperative contracts to account for less than 25% of their spend. It is safe to say that cooperative purchasing is an essential tool in the purchasing office toolbox, with lots of room to grow in its usage. In today’s environment, the purchasing manager will begin to consider cooperative purchasing more strategicly, as that additional resource, and access to expertise that may be needed to round out the purchasing team. They will also consider taking lead rolls, regardless of their size, if they possess the expertise and can leverage best pricing

Volunteers are needed for the Rest Stop located at Davidsonville Park in Edgewater. Hours volunteers are needed are 7a.m. – 11 a.m. We will keep the theme for our Rest Stop as the Super Heroes. Get your costumes ready. There is not an age requirement for volunteering, but volunteers under the age of 16 must have adult supervision present. ➢ Paint Fundraiser (Summer 2018) – Party on the Avenue
I am looking to set up another Paint Fundraiser. In order for this event to be considered a fundraiser, I will need 30 participants. If 30 participants are not registered, the party will still continue; however, proceeds will not be donated to a charity of MPPA’s choice. This will be a BYOB event. As always, light refreshments will provided. There is no age restriction, but children must be supervised by an adults at all times.
➢ Farm to Food Bank (Summer 2018)
Located in Freeland, MD. Volunteers will have the opportunity to plant or harvest fruits and vegetables that will be distributed throughout the community. No age restriction, but children must be supervised by an adult at all times.
➢ MD Food Bank – September/October I will need a minimum of 20 volunteers for the MD Food Bank in Halethorpe.
➢ Race for the Cure – October 13, 2018
MPPA volunteers will again cheer on the survivors as they pass the finish line. Susan G. Komen provided us with pom poms, signs, cow bells, and signs to hold up. This year, this event will be held on Saturday in Columbia, MD. Volunteers will be needed at 6 a.m. – 11a.m.

Specific Responsibilities:
• Select a committee of members to assist in carrying out the duties of the committee. • Establish criteria for types of information to be collected, including: MPPA Buyer, and Manager of
the Year.
• Honorary members;
• Years in which MPPA won national Chapter of the Year awards; Stanley D. Zemansky awardees;
• Distinguished Service awardees.
• Officers, directors, committee chairpersons (including date(s) of service to MPPA).
• Special events, such as year(s) MPPA hosted NIGP annual Forum; members who have held national
office and received national awards (e.g. NIGP’s Albert Hall award, and Distinguished Service
recognition).
• Verify information and data, to the extent possible to be made a matter of record for the Association.
In the event data, such as that which predates the committee is not authenticated in Association
minutes or other records, make appropriate notation that the information is deemed correct based
upon collaborative interviews with (name the) authorities.
• Collect, catalog, and file the information for future Association purposes.
• Inform the Executive Board in advance for purpose of planning regarding upcoming special pro-
grams or ceremony as may be appropriate, e.g., for the 25th Association anniversary. • Coordinate with other Association committees as appropriate such as Program, Recognition, and In-
formation and Research regarding announcements, programs, special events, and awards. • Turn over to the succeeding chair Association archives, records and materials relating to the commit-

Alyson's Broccoli Salad
Ingredients
• 10 slices bacon
• 1 head fresh broccoli, cut into bite size pieces
• 1/4 cup red onion, chopped
• 1/2 cup raisins
• 3 tablespoons white wine vinegar
• 2 tablespoons white sugar
• 1 cup mayonnaise
• 1 cup sunflower seeds
Directions
1. Place bacon in a large, deep skillet. Cook over medium high heat until evenly brown. Drain, crumble and set aside.
2. In a medium bowl, combine the broccoli, onion and raisins. In a small bowl, whisk together the vine-gar, sugar and mayonnaise. Pour over broccoli mixture, and toss until well mixed. Refrigerate for at least two hours.
3. Before serving, toss salad with crumbled bacon and sunflower seeds.
Chef John's Watermelon Agua Fresca
Ingredients
Directions
1. Scoop flesh from watermelon half and transfer watermelon to a blender. Add 2 cups cold water. Place a folded towel on blender lid and blend until liquefied, about 1 minute. Strain through a fine mesh strainer into a large bowl to remove fibers. Discard fibers left in strainer. Skim and discard excess foam from juice if desired.
2. Place sugar and 1/2 cup water into a saucepan over medium heat and stir until water is hot and sugar has dissolved. Turn off heat and let simple syrup cool to room temperature. Stir simple syrup into wa-termelon juice to taste.
3. Pour drink into a 2-quart pitcher and refrigerate until cold, at least 30 minutes. To serve, fill tall glasses with ice cubes and pour agua fresca drink over ice. Serve with straws.

Letter From the Editor Did someone say Forum??...There are 75 Days until the National forum in Nashville, Tennessee. How about Regional?? There are 142 days until the regional in Pennsylvania…you don’t want to miss either one. They both are great ways to network with your fellow Procurement folks., and we all know how important it is to have someone to reach out to when a situation arises that requires advice from someone who knows what your everyday is like! Us Procurement Folks need one another! The relationships we build at these events are long lasting and always enriching. Like the relationships we have within our own chapter. Did some say MPPA!? PROCURMENT WITH INTEGRITY! If you are not a member JOIN! If you know someone who is not a member RECRUIT! If you are a member VOLUNTEER!! MPPA has so much to offer! Our membership continues to grow every day! Without our members we would not be the successful chapter we are today! Hope to see you at Forum or Regional or Both!! Let’s represent Maryland!
