2009 Accomplishment Report
The Regional Planning and Development Office (RPDO) serves as the Technical Secretariat of theRegional Economic and Development Planning Board (REDPB), the highest planning body in the region.The Office is headed by Executive Director Diamadel E. Dumagay, MPA, CEO VI.
The year 2009 has been a performance year for the Office. The Office has facilitated theformulation of planning landscape of the region and major activities have been undertaken. Specifically,the Office has accomplished the following:
I. REDPB Operation
RPDO facilitated the conduct of 1st Regular and 2nd REDPB meetings last January 8, 2009 andAugust 3, 2009, respectively at the Office of the Regional Governor (ORG) Conference Hall, ARMMComplex, Cotabato City. The REDPB adopted nine (9) Resolutions in its first meeting and three (3) in thesecond meeting. The Board Resolutions are as follows:
1) Board resolution granting a vote of confidence to the Chairman of the Board authorizing himto program and prioritize various infrastructure projects to be funded out of the AnnualAssistance for ARMM, Fiscal Year 2009.
2) Board resolution approving the re-alignment of the project concreting of Mamasapano-Maganoy Road to concreting of Mamasapano-Tukanalipao road funded under ARMMSocial Fund Project-Strategic Regional Infrastructure-Japan Bank for InternationalCooperation (ASFP-SRI JICA)
3) Board resolutionapproving the re-alignment of theproject concreting of1 km. Buluan-Gen.Salipada K. 6) Board resolution adopting and approving REDC Resolution No. 01,S series of 2008 Re:the UNIDO Private Sector Development for Peace and Human Security Program forimplementation in the Autonomous Region in Muslim Mindanao (ARMM)
7) Board resolution adopting the updated ARMM Medium-Term Regional Development Plan(MTRDP), 2008-2010
8) Board Resolution requesting the Department of Finance through the Bureau of InternalRevenue to fast track the establishment of BIR Field Office for Autonomous Region inMuslim Mindanao (ARMM)
9) Board resolution approving and endorsing the Lanao del Sur Provincial Board ResolutionNo. 109, series of 2008, requesting the Hon. Secretary of the Department of Public Worksand Highways, Port Area, Manila, to include the Mulondo-Wao Road (Maguing-BumbaranSection), the Ganassi-Tubod Road (Lanao del Sur Section) and the Madalum-Munai Road,all of the province of Lanao del Sur in the Infrastructure Projects to be funded under theSaudi Fund for Development.
10) Board resolution adopting and endorsing to the Office of the President (OP) and to theNEDA-ICC the ARMM Social Fund Project (ASFP) new additional financing of US $30Million Dollar under IBRD or World Bank.
11) Board resolution realigning the Lower Maalum Water System Project into Kulape Level IIWater Supply Project in the Municipality of Panglima Sugala, Tawi-Tawi.
12) Board resolution expressing condolence and sympathy to the Aquino Family for the passingaway of former President Corazon C. Aquino
During the 2nd REDPB meeting, the Board deferred the approval of three (3) plans pendingfurther study on the proposed plans. After thorough study of these plans, the Board approved thrureferendum three Resolutions as follows:
13) Board resolution by Referendum adopting the ARMM Regional Executive and LegislativeAgenda (ARELA), 2009-2011
14) Board resolution by Referendum adopting the Regional Halal Food Industry Development(RHFID) Plan, 2009-2011
15) Board resolution by Referendum adopting the Sustainability Plan for Improved LocalGovernance in ARMM
The Office made follow-through activities to the approved REDPB resolutions includingendorsement of such resolutions to the different concerned agencies for appropriate actions.
The Office has also facilitated the conduct of the 1st REDC meeting at Oasis Garden Hotel, DavaoCity on July 02, 2009 purposely to adopt the Halal Industry Development Plan (2008-2011) and prepared

the necessary documents for the conduct of REDC Meeting on October 7, 2009 at RPDO ConferenceRoom, Cotabato City.
II. Development Planning
2.1 ARELA Formulation
The Office through the support of the LocalGovernance Support Program in ARMM (LGSPA) hasfacilitated the preparation of the ARMM Regional Executiveand Legislative Agenda (ARELA). ARELA is the action planof the Autonomous Regional Government for the period2009-2011 in order to carry-out its thrusts and priorities of theRegional Governor Hon. Datu Zaldy Uy Ampatuan under hissecond term of office.
The plan was formulated through series ofworkshops and meeting with the representatives of theRegional Line Agencies, Local Government Units, Donorsand Foreign Assisted Projects, and selected Civil SocietyOrganizations (CSOs), as follows:

In relation to the formulation of the Halal Food Industry Development Plan, the Office hasaccomplished the following:

One of the staff attended Halal Industry CoreGroup Workshop (Halal Master PlanFormulation) on Feb. 9-13, 2009 at GeneralSantos City;

2.3 Sustainability Plan Preparation
In coordination with the LGSPA and other concerned agencies and LGUs, the Office assisted thepreparation of the document entitled “Sustainability Plan for Improved Local Governance in ARMM”. Theplan was conceptualized in view of the termination of the LGSPA on December 2009 in order to sustain thegains and benefits of the Project in the region.
Among the activities participated by the Office are the following:
Participated during the conduct of Focused Group Discussion on the formulation ofSustainability Plan of LGSPA in ARMM on January 30, 2009 at the LGSPA Office, Davao City;
Facilitated the conduct of the TWG meeting on Sustainability Plan for Improved LocalGovernance in ARMM on May 5, 2009 at RPDO Conference Room, Cotabato City;
Attended training workshop on Sustainability Plan for Improved Local Governance work andfinancial plan for ARG; LGU and CSO andmeeting of the Oversight Committee re:Strengthening Development Assistancecoordination in ARMM on May 18-22,2009 at Oasis Hotel, Davao City;
Participated in the Sustainability Planpreparation activities (FGD, workshops)from April to June 2009;
Participated in the Sustainability PlanWork and Financial Plan (WFP)refinement on June 23-24, 2009 at DavaoCity;
Attendance to the Sub-Committee onSustainability Plan meeting on July 24,2009 at Cotabato City;
Attended meeting on August 26, 2009 atRPDO Conference Room, Cotabato Cityregarding the preparation of theprogram/projects concept paper for theSustainability Plan for Improved LocalGovernance in ARMM for 2010 to be presented in the Donors Forum scheduled on November11, 2009 at Davao City; and
Prepared project proposals under the Sustainability Plan.
2.4 Internally Displaced Persons Plan
The Office has also facilitated the formulation and finalization of the comprehensive andharmonized Relief, Early Recovery, and Rehabilitation Plan (RERRP) for IDPs in ARMM last February

2.3 Sustainability Plan Preparation

After thorough review and scrutiny of the draftagreement, the Office interposes no objection to the draft Financial Agreement between theDepartment of Finance of the Republic of the Philippines and the Artigiancassa S.P.A. (theadministrator of the Revolving Fund for the Development Cooperation on behalf of the ItalianMinistry of Finance)

2) Regional Governors’ opening statement and presentation materials re: “Early RecoveryRehabilitation Plan for Internally Displaced Persons (IDPs) in Autonomous Region in MuslimMindanao”. Materials was presented to the Regional Governor during the conduct of RegionalDisaster Coordinating Council (RDCC) ARMM Task Force Meeting on February 5, 2009 at ShariffAguak, Maguindanao
3) ARMM position paper on House Bill No. 5255 and House Bill No. 186.
