• Sector consultations to elaborate needs into a results based framework
• Launch of Partnership Plan at the African Green Growth Forum
• Implementation starts now!
• Rwanda joins the NDC Partnership, with focal points in MoE and MINECOFIN
• Request support across 29 specific actions
• Partnership Plan outcomes and outputs validated by Government
• Consultations with development partners to identify existing and new support

RWANDA’S PARTNERSHIP PLANENABLING AMBITIOUS CLIMATE ACTION
Six ministries, with affiliated agencies, lead implementation:
• Ministry of the Environment: Coordination and monitoring sector performance, NDC MRV Framework, NDC Revision.
• Ministry of Finance and Economic Planning: Resource mobilization, private sector engagement, project preparation.
• Ministry of Infrastructure: Energy, Transport, Urbanization and Human Settlement.
• Ministry of Agriculture and Animal Resources: Climate-smart agriculture, water management (irrigation).
• Ministry of Land and Forestry: Land-Use planning, forest management.
• Ministry of Disaster Management and Refugees Affairs: Early warning systems, climate projections, public awareness.
CARRYING FORWARD COLLECTIVE ACTION
• Technical assistance to Ministry of Environment on coordination and planning
• Technical assistance to the Ministry of Finance and Economic Planning for resource mobilization and project preparation
• Sector working groups and development partner coordination groups with line ministries and local governments
MINISTRY OF ENVIRONMENT OUTPUT KPI SECTORS SUPPORT
Capacity building on effective framework for NDC implementation through coordination and monitoring sector performance developed and strengthened
• NDC priorities integrated and implemented in sector annual plans (Central/Local);
• Staff in MoE and other sectors acquire technical skills to effectively coordinate and report on NDC implementation
MoE and all sectors identified in the NDC partnership Plan
World Bank, SIDA, FAO, AfDB, Initiative for Climate Action Transparency (ICAT) - UNEP, GGGI, UNDP, Netherlands
OUTPUT KPI SECTORS SUPPORTCross sector capacity for mobilizing funds including private sector to implement NDCs through the development of flagships strengthened
• Priority pipeline projects and climate finance mobilization strategy developed
• Volume of climate finance mobilized to support implementation of NDC relevant flagship and other sector specific projects
MINECOFIN/FONERWA to prioritize and mobilize climate finance for flagship projects across sectors of Rwanda economy; Identify private forums and potential projects for partnership under PPP
