NRRM, a web-based program with a two-tier architecture, consists of a web application and database servers which provide the capability to display and analyze readiness data at various echelons of detail, delivering a clear picture of current readiness to the user. NRRM is the primary readiness reporting system for the Navy Reserve to assess the training and mobilization readiness down to the smallest unit asset—the individual.

Multi-Sourced DataData is received daily from a number of sources including, but not limited to, the Medical Readiness Reporting System (MRRS), Navy Marine Corps Mobilization Processing System (NMCMPS), Navy Training Management and Planning System (NTMPS), Navy Reserve Order Writing System (NROWS), Physical Readiness Information Management System (PRIMS), and Reserve Headquarters System (RHS).NRRM consolidates and displays data into snapshots via Dashboards and Readiness Views of Medical (IMR), Billet and Skills, and administrative data providing drilldown capability to the individual Sailor. It also provides a macro view

of basic Reserve organizational data that includes deployed status, homeport, subordinate organizations, parent organization and additional qualification data codes. Because the same funding is used to train and provide operational support to the gaining command, user profiles and views aligned with operational chains of command are provided in addition to reserve administrative chains of command. Navy Personnel Command community managers can also be provided user profiles based on NEC/NOBC or AQD. Flexible security profiles limits user access to the individual readiness jackets based on a need-to-know basis.

Personnel and Billet DataThe NRRM application currently provides a subset of Navy Reserve personnel and billet data to the DRRS-N PFOM via a periodic, manual data export to a Microsoft Access database. The data provides basic qualification information for individual officers and enlisted members indicating whether the individual is a match for their billet (FIT/FILL). In the future, NRRM will provide the data using an on-demand, Internet-based interface.

In support of the NRRE initiative, NRRM is reviewing and initiating planning activity for future integration in the following areas:

What We DoInnovaSystems International is a leading provider of information technology and software solutions for the U.S. Department of Defense, the Office of the Secretary of Defense and other federal, state and local government agencies. Designed to support the National Security Strategy (NSS), we develop capability-based readiness assessment solutions by optimizing disparate data sources and operational systems to reduce costs, maximize efficiencies and streamline access to critical data.

• Integration of Global Force Management (GFM) Navy Organization Server for use as the single authoritative source for all DoN organizational data.

• Incorporate and support NRRE Business Intelligence practices – NRRM will integrate with NRRE business intelligence functionality to support its decision support requirements.

• Integration with the Enterprise Messaging System (EMS) – NRRM will develop an interface with the NRRE EMS as a potential data delivery layer between NRRE and external systems.

• Provide Navy Total Force MRRS data.

• Provide Navy Total Force individual readiness data with the addition of an authoritative active duty data source; NRRM transitions to Navy Individual Readiness Module (NIRM).

• Develop an on-demand, Internet-based interface that can permit DRRS-N PFOM to pull data from the NRRM/NIRM application.

• Incorporate a display of NMETL data or other authoritative manpower requirements correlated to expended RPN orders.

• Consolidate additional data sources as directed by the NRRE.

Individual Readiness Jacket

The NRRM Deployability Dashboard shows the status of the Reserve Force by region/major program based on ADCON relationships. Selecting the tabs across the top switches the view to Billet Fit, Billets Filled, or individual medical readiness. Double clicking a region drills down to the NOSCs within the region.
