State Issue 1 PROPOSED CONSTITUTIONAL AMENDMENT

TO AUTHORIZE THE STATE TO ISSUE BONDS TO PROVIDE COMPENSATION TO VETERANS OF THE PERSIAN GULF, AFGHANISTAN, AND IRAQ CONFLICTS

Proposed by Joint Resolution of the General Assembly

To adopt Section 2r of Article VIII of the Constitu-tion of the State of Ohio

This proposed amendment would:

1. Authorize the state to issue up to two hundred million dollars ($200,000,000) of bonds to provide compensation to veterans of the Persian Gulf, Afghanistan, and Iraq conflicts, and to pay for the administration of the Persian Gulf, Afghani-stan, and Iraq Conflicts Compensation Bond Retirement Fund and the Persian Gulf, Afghani-stan, and Iraq Conflicts Compensation Fund.

2. Authorize the Ohio Department of Veterans Services to provide compensation to persons who have served in active duty in the United States armed forces at any time during the Persian Gulf, Afghanistan, and Iraq conflicts and who were Ohio residents at the start of active duty services and are currently Ohio residents.

3. Allow certain survivors to receive the same compensation as the person who served in the armed forces would have received, if that person dies or is designated as missing in action or held in enemy captivity.

4. Authorize the state to issue bonds only for the time period from the effective date of this amendment until December 31, 2013.

If adopted, this amendment shall take effect immediately.

State Issue 2 PROPOSED CONSTITUTIONAL AMENDMENT

TO CREATE THE OHIO LIVESTOCK CARE STAN-DARDS BOARD TO ESTABLISH AND IMPLE-MENT STANDARDS OF CARE FOR LIVESTOCK AND POULTRY

Proposed by Joint Resolution of the General Assembly

To adopt Section 1 of Article XIV of the Constitu-tion of the State of Ohio

This proposed amendment would:

1. Require the state to create the Livestock Care Standards Board to prescribe standards for animal care and well-being that endeavor to maintain food safety, encourage locally grown and raised food, and protect Ohio farms and families.

2. Authorize this bipartisan board of thirteen members to consider factors that include, but are not limited to, agricultural best management practices for such care and well-being, biosecu-rity, disease prevention, animal morbidity and mortality data, food safety practices, and the protection of local, affordable food supplies for consumers when establishing and implementing standards.

3. Provide that the board shall be comprised of thirteen Ohio residents including representa-tives of Ohio family farms, farming organizations, food safety experts, veterinarians, consumers, the dean of the agriculture department at an Ohio college or university and a county humane society representative.

4. Authorize the Ohio department that regulates agriculture to administer and enforce the stan-dards established by the board, subject to the authority of the General Assembly.

If adopted, this amendment shall take effect immediately.

State Issue 3 PROPOSED CONSTITUTIONAL AMENDMENT

TO AMEND THE CONSTITUTION TO ALLOW FOR ONE CASINO EACH IN CINCINNATI, CLEVELAND, COLUMBUS, AND TOLEDO AND DISTRIBUTE TO ALL OHIO COUNTIES A TAX ON THE CASINOS

Proposed by Initiative Petition

To adopt Section 6 to Article XV of the Constitu-tion of the State of Ohio

This proposed amendment would:

1. Authorize only one casino facility at a specifi-cally designated location within each of the cities of Cincinnati, Cleveland, Columbus, and Toledo.

2. Levy a fixed tax of 33% of gross casino revenue received by each casino operator of the four casino facilities.

3. Distribute the casino tax as follows:

• 51% among all 88 counties in proportion to such counties’ respective populations. Half of each county’s distribution will go to its largest city if that city’s population is above 80,000. • 34% among all public school districts • 5% among all host cities • 3% to the Ohio casino control commission • 3% to the Ohio state racing commission fund • 2% to a state law enforcement training fund • 2% to a state problem gambling and addictions fund

4. Require each initial licensed casino operator to pay a single $50,000,000 fee to be used for state job training purposes and make a minimum initial investment of $250,000,000 in its facility.

5. Permit approved types of casino gaming authorized by Michigan, West Virginia, Indiana, and Pennsylvania as of January 1, 2009 or games subsequently authorized by those states.

6. Authorize the casinos to operate 24 hours a day, seven days a week, at the discretion of the casino operator and require that the casino facil-ities shall be subject to all state and local laws and provisions related to health and building codes, but that no local zoning, land use laws, subdivision regulations or similar provisions shall prohibit the development or operation of the casinos at the designated sites.

7. Create the Ohio casino control commission which will license and regulate casino opera-tors, management companies retained by such casino operators, key employees, gaming-related vendors, and all gaming authorized by this constitutional provision.

For thousands of years, people believed stress made you sick. Until the nineteenth century, the idea that passions and emotions were intimately linked to disease held sway, and people were told by their doctors to go to spas or seaside resorts when they were ill. Gradually these ideas lost favor as more concrete causes and cures were found for illness after illness. But in the last decade, scientists like Dr. Esther Sternberg, director of the Integrative Neural Immune Program at NIH’s National Institute of Mental Health, have been rediscovering the links between the brain and the immune system.

The Immune System and the BrainWhen you have an infection or something else that causes inflammation---such as a burn or injury-- many different kinds of cells from the immune system stream to the site. These immune cells must coordinate their actions, and the way they do that is by sending each other signals in the form of molecules they make in factories inside the cell.

These signaling molecules from the immune system can also activate the part of the brain that controls the stress response, the hypothalamus. Through a cascade of hormones released from the pituitary and adrenal glands, the hypothalamus causes blood levels of the hormone cortisol to rise. Cortisol is the major steroid hormone produced by our bodies to help us get through stressful situations. But it wasn’t until very recently that scientists realized the brain also uses cortisol to suppress the immune system and tone down inflamma-tion within the body.

Stress and the Immune SystemThis complete communication cycle from the immune system to the brain and back again allows the immune system to talk to the brain, and the brain to then talk back and shut down the immune response when it’s no longer needed. “When you think about this two-way street,” Dr. Sternberg explains, “you can begin to understand the kinds of illnesses that might result if there is either too much or too little communication in either direction.”

Linking Stress and DiseaseProvided By CONCERN Services Employee Assistance Program

According to Dr. Sternberg, if you’re chroni-cally stressed, the part of the brain that controls the stress response is going to be constantly pumping out stress hormones. The immune cells are being bathed in mole-cules which are essentially telling them to stop fighting. And so in situations of chronic stress, your immune cells are less able to respond to an invader like a bacteria or a virus.

Controlling the Immune ResponseProblems between the brain and the immune system can go the other way, too. If for some reason you’re unable to make enough of these brain stress hormones, you won’t be able to turn off the immune cells once they’re no longer needed.

“There has to be an exit strategy for these battles being fought by the immune system, and the brain provides that through stress hormones,” Dr. Sternberg says. “If your brain can’t make enough of these hormones to turn the immune system off, it could go on unchecked and result in autoimmune diseases like rheuma-toid arthritis, lupus, or other autoim-mune diseases that people recognize as inflammation.”

Taking Control Now

Atrium Medical Center’s Sports Medicine & Physical Therapy in Mason moved to a new building on the Mason City Schools campus on Friday, July 31. The new location opened to patients on Monday, August 3.

The new facility, located at 4859 Nixon Park

Drive at the entrance to Atrium Stadium at Dwire Field, will feature a covered stadium entry, locker room space, showers and an athletic training office. Atrium will occupy the second floor, providing physical therapy and physician services to students and the community.

General Peter W. Chiarelli, Vice Chief of Staff of the U.S. Army Visits Lindner Center of HOPEU.S. Army Seeking Innovative Solutions to Stem Rising Rates in Soldier Suicides

General Peter W. Chiarelli, Vice Chief of Staff of the U.S. Army, Mrs. Beth Chiarelli, and other distinguished guests visited The Lindner Center of HOPE today in conjunction with a nation-wide tour of mental health centers of excellence. General Chiarelli, with the senior leadership of the U.S. Army, are working to better understand causes of the recent rise in soldier suicides, and implementing prevention programs and treatments for soldiers and their families.

From January – July, 2009, U.S. troop deaths by suicide will have outpaced deaths in combat for the first time since the wars in Iran and Afghanistan started. The 2008 active-duty suicide rate at 20.2 per 100,000 is the highest ever for the Army and, for the first time, higher than the civilian rate.

The Army’s Suicide Prevention Task Force has implemented a number of improvements to the Army’s health promotion, risk reduction and suicide prevention programs including greater access to counseling services for soldiers and families.

“It is a privilege for the Lindner family, Lindner Center of HOPE board, friends and staff to host General and Mrs. Chiarelli,” said Craig Lindner, Founder and Chairman of the Board.

“We are very pleased with their interest in the Lindner Center of HOPE, and look forward to continuing our conversations about programs and resources to help the outstanding soldiers serving our country.”

Art Exhibit Features Local Artists; Design ProfessionsThe Art Institute of Ohio – Cincinnati is pleased to announce its annual exhibition featuring local art and design professionals at The Gallery at Ai, located at the college’s Symmes Township campus. The show will present the work of local artists, design professionals, and those working in the fields of the college’s degree programs, including Interior Design, Culinary Arts, Graphic Design, Fashion Merchandising, Web Design & Interactive Media, and Video Production. An opening reception from 5 p.m.

The Lindner Center of HOPE, in affiliation with the University Of Cincinnati College Of Medi-cine, was established on August 18, 2008 in Mason, OH. The Center provides compre-hensive inpatient and outpatient services and conducts studies at the Center’s Research Institute.

Production Services Unlimited (PSU) is a private non-profit agency existing to provide the individuals of the Warren County Board of Developmental Disabilities paid work experience. PSU assists its employees in the development of work skills, which lead to community employment opportunities. PSU employees are fully trained and carefully supervised in the completion of their job duties. In addition, they take great pride in their work, are very dedicated, and appreciate the opportunity to contribute back to the community.

PSU offers several options for completing work for your organization or business. At our Sheltered Workshop work is done at our facility and supervised by trained staff to ensure the highest quality products. With a Pull-out Group PSU contracts with an employer to have our individuals complete work at the desired site with our staff assisting/supervising our individuals; this is on a seasonal or short-term basis. Enclaves are similar to pull-out groups but are intended to be ongoing.

Types of work completed by PSU include but are not limited to: small assembly, heat sealing, inspection, labeling, packaging, re-work, shrink wrapping, stuffing envelopes, secretarial services and janitorial services.
