Exceptionally low interest rates helped ensurea slight gain in nationwide housing afford-ability amid relatively stable house prices in

the final quarter of 2012, according to the mostrecent National Association of Home Builders/WellsFargo Housing Opportunity Index (HOI).

In all, 74.9 percent of homes sold betweenthe beginning of October and end of Decemberwere affordable to families earning the U.S.median income of $65,000. This was up nearly apercentage point from the 74.1 percent of homessold that were affordable to median-income earn-ers in last year’s third quarter.

“The most recent housing affordability datashould be encouraging to many prospective homebuyers, because it shows that homeownershipremains within reach of median-income con-sumers even as most local markets appear to beon a recovery path,” said NAHB Chairman RickJudson, a home builder from Charlotte, N.C. Henoted that the most recent reading of theNAHB/First American Improving Markets Indexfound that 259 out of 361 metros currently quali-fy as improving, including representatives fromall 50 states and the District of Columbia.

“The median price of all new and existinghomes sold in the fourth quarter of 2012 was$188,000, essentially unchanged from the previ-ous quarter’s $189,000 that marked a nearly

three-year high,” noted NAHB Chief EconomistDavid Crowe. “It is noteworthy that affordabili-ty remains historically high thanks to favorablemortgage rates even as national home priceindexes show some rise in values.”

Ogden-Clearfield, Utah held its position as thenation’s most affordable major housing market fora second consecutive quarter at the end of 2012.There, 93.7 percent of all new and existing homessold were affordable to families earning the area’smedian household income of $71,500 – up slight-ly from the 93.2 percent of homes affordable tomedian-income earners in the third quarter.

Also ranking among the most affordablemajor housing markets in respective order wereDayton, Ohio; Indianapolis-Carmel, Ind.;Lakeland-Winter Haven, Fla.; and Syracuse, N.Y.

Among smaller housing markets, Fairbanks,Alaska, remained at the top of the affordabilitychart with nearly all homes sold in the quarter --99.6 percent – affordable to those earning themedian income of $92,900.

After 18 consecutive quarters at the bottom ofthe affordability chart, New York-White Plains-Wayne, N.Y.-N.J. switched places with SanFrancisco-San Mateo-Redwood City, Calif., whichhad been the second-to-least affordable market.Just 28.4 percent of homes sold in San Franciscoduring the fourth quarter were affordable to fami-lies earning that area’s median income of $103,000.

Other major metros at the bottom of theaffordability chart included Santa Ana-Anaheim-Irvine, Calif.; Los Angeles-Long Beach-Glendale,Calif.; and Honolulu, Hawaii, in that order.

Sales of newly built, single-familyhomes rose 15.6 percent to a seasonal-ly adjusted annual rate of 437,000 units in

January, according to newly released figuresfrom HUD and the U.S. Census Bureau. Amidstthis quickened sales pace – the fastest since Julyof 2008 – the months’ supply of new homes forsale fell to its lowest level in nearly eight years.

“The surge in demand for new homes thisJanuary is an excellent sign that the housing recov-ery is gaining steam and helping put more peopleback to work,” said Rick Judson, chairman of theNational Association of Home Builders (NAHB)and a home builder from Charlotte, N.C. “Whilewe can’t expect to see double-digit sales growthevery month, consumers are definitely coming offthe fence as prices start to rise, and builders insome cases are having a tough time keeping up.Challenges related to credit availability, poorappraisals, dwindling lot supplies, spot shortagesof skilled labor and rising materials costs are allweighing on the recovery process.”

“Today’s report shows a strong revival innew-home sales across all regions of the countryand bodes well for the upcoming spring buyingseason,” noted NAHB Chief Economist DavidCrowe. “That said, the razor-thin supply of newhomes for sale is very concerning at a time whenwe are only about half-way back to what could beconsidered a ‘normal’ level of activity. Buildersneed to be able to refresh their inventories to keepthe momentum going.”

New-home sales posted solid gains acrossevery region in January, including a 27.6 percentincrease in the Northeast, an 11.1 percent gain inthe Midwest, a 3.2 percent gain in the South and

a 45.3 percent gain in the West.The inventory of new homes for sale held

unchanged at a relatively meager 150,000 unitsin January. This amounts to a 4.1 months’ sup-ply at the current sales pace – the smallestmonths’ supply since March of 2005.

Builder confidence unchangedBuilder confidence in the market for newlybuilt, single-family homes was virtuallyunchanged in February with a one-point declineto 46 on the National Association of Home

Builders/Wells Fargo Housing Market Index(HMI), released recently.

“Following solid gains over the past year,builder confidence has essentially leveled out andheld in the same three-point range over the lastfour months,” noted NAHB Chairman RickJudson, a home builder from Charlotte, N.C. “Thisis partly due to ongoing uncertainties about jobgrowth and consumer access to mortgage credit,but it’s also a reflection of the fact that builders are

now confronting rising costs for building materialsand, in some markets, limited availability of laborand lots as demand for new homes strengthens.”

“Having risen strongly in 2012, the HMI hita slight pause in the beginning of this year asbuilders adjusted their expectations to reflect thepace at which consumers are moving forward onnew-home purchases,” observed NAHB ChiefEconomist David Crowe. “The index remainsnear its highest level since May of 2006, and weexpect home building to continue on a modestrising trajectory this year.”

Derived from a monthly survey that NAHBhas been conducting for 25 years, theNAHB/Wells Fargo Housing Market Indexgauges builder perceptions of current single-fam-ily home sales and sales expectations for the nextsix months as “good,” “fair” or “poor.” The sur-vey also asks builders to rate traffic of prospec-tive buyers as “high to very high,” “average” or“low to very low.” Scores from each componentare then used to calculate a seasonally adjustedindex where any number over 50 indicates thatmore builders view conditions as good than poor.

Holding above the critical mid-point of 50for a third consecutive month, the HMI compo-nent gauging current sales conditions fell by asingle point to 51 in February. Meanwhile, thecomponent gauging sales expectations in thenext six months rose by one point, to 50, and thecomponent gauging traffic of prospective buyersslipped four points, to 32.

Three-month moving averages for eachregion’s HMI score were mixed in February, withthe Northeast up three points to 39 and the West upfour points to 55 and the Midwest and South eachdown two points, to 48 and 47, respectively.

New home sales surge 15.6 percentin January

Builder confidence in the 55+ housingmarket for single-family homes showedcontinued improvement in the fourth

quarter of 2012 compared to the same period ayear ago, according to the NAHB’s latest 55+Housing Market Index (HMI). The indexincreased 10 points to a level of 28, the fifth con-secutive quarter of year over year improvements.

“We continue to see increased optimism frombuilders and developers in the 55+ housing seg-ment,” said Bob Karen, chairman of NAHB’s50+ Housing Council and managing member ofthe Symphony Development Group. “Those cus-tomers who had been on the sidelines waiting formore stability in their local markets are starting tomake their move toward either purchasing ahome or renting an apartment that is designed to

more specifically suit their lifestyle.”Although all components of the 55+ single-

family HMI remain below 50, they have improvedsignificantly from a year ago: present salesclimbed 10 points to 27, expected sales for the nextsix months increased 12 points to 38 and traffic ofprospective buyers rose nine points to 24.

The 55+ multifamily condo HMI still remainsthe weakest segment of the 55+ housing market-ing, but did post an increase of six points to 19.All 55+ multifamily HMI components increasedcompared to a year ago as present sales rose fivepoints to 17, expected sales for the next sixmonths climbed eight points to 25 and traffic ofprospective buyers rose six points to 21.

Meanwhile, the 55+ multifamily rentalindices, which had already recovered substantial-

ly in 2011, remained relatively stable in thefourth quarter, although there was a slight pull-back due to uncertainty about the low-incomehousing tax credit—the financial driver behind asignificant portion of apartments built for thissegment of the market. Present productiondropped three points to 31, expected future pro-duction dipped one point to 34, current demandfor existing units dropped four points to 38 andexpected future demand fell five points to 39.

“Like the overall housing market, the 55+segment of the market is undergoing a slow butsteady recovery,” said NAHB Chief EconomistDavid Crowe. “That said, there are seriousobstacles to a continued and stronger recovery.While problems with tight credit conditions forbuyers and obtaining accurate appraisals arestill lingering, new problems like spot short-ages and rising costs for labor, materials andlots are beginning to emerge.”

The 2013 Home Show concluded lastmonth, Sunday, February 24th, afterperforming strongly and posting posi-

tive attendance numbers. Continuing anupward trend, the event’s ticket sales havenow increased each year since debuting at theWilliamson County Ag Expo Park inFranklin, Tennessee two years ago.

“Our vendors always come through for uswith inviting exhibits and a wealth of information

readily available for our attendees,” said JenniferEarnest of Kenny & Company, the event’s chair-man for the eighth year in a row. “As we continueto establish ourselves at the [Williamson CountyAg Expo Park] we’ll enjoy even bigger crowdswith each passing year.”

The 2014 event is already scheduled toreturn to the Ag Expo Park for another threeday weekend run beginning Friday, February21st. Registration forms are available by call-
