The Loyalist College Foundation – 2018-2019

Message from the Chair of the Board of Directors

The Loyalist College Foundation was established in 1995 to provide leadership in meeting the goals for long-term development and fundraising in order to benefit the students and programs at Loyalist College. As Board Chair of The Loyalist College Foundation, it is my privilege to report on 2018-2019 activities, at this 24th Annual General Meeting. When two ex-officio Directors of The Loyalist College Foundation retired during the year, there were changes in the Foundation’s Secretary and Treasurer roles. Secretary Dianne Spencer retired on August 31, 2018 and Treasurer Cathy Rushton retired on September 18, 2018. We sincerely thank both Dianne and Cathy for their wonderful service to the College and the Foundation. We were pleased to welcome Megan Sheppard who joined the College on September 19, 2018 as Senior Vice-President, Corporate Services & CFO, and has filled the role as Treasurer of the College and of the Foundation. We also thank Kerry Lorimer, who was appointed Acting Executive Director, College Advancement & External Relations on September 1, 2018 and assumed the role as Secretary of the Foundation until April 14, 2019. Almost 80 percent of Loyalist students receive some form of financial assistance. Awards, bursaries and scholarships are an integral tool in recruiting prospective students to the College, as well as retaining existing students. Financial support allows Loyalist students to pursue post-secondary studies which enable them to advance their careers and achieve their personal and professional goals. I am very pleased to advise that during the year, 320 awards with a total value of $156,978 were presented at Convocation in June and at the Award Ceremonies held in November 2018 and March 2019. I am also proud to announce that the Endowment total at the end of the fiscal year reached $11,669,132 at March 31, 2019 – an increase from $10,979,616 the previous year! Loyalist College and The Loyalist College Foundation were delighted to recognize the outstanding support of individuals, foundations, businesses and organizations for their cumulative financial contributions since the College was established in 1967. A Donor Wall was unveiled during the Loyalist College Donor Recognition Reception on May 31, 2018. The Donor Wall is located in the area adjacent to The Parrott Centre and highlights the generosity of the College’s community.

A Committee was established in 2018 to review the structure of the Foundation, and to make recommendations about its future organization. The group met to discuss details regarding the Foundation membership, size, Committees and By-Laws. The Committee worked with the legal firm responsible for the recent review of the By-Laws for the College Board of Governors. The review was very important in terms of ensuring compliance with governance requirements. The revised By-Law No. 1 was approved by the Foundation Board of Directors on January 24 and will be presented to the Foundation membership for approval at the Annual General Meeting on May 23, 2019. The 20th annual golf tournament, which was held in September 2018, realized net proceeds of $21,470 which were directed to the endowment fund for student financial assistance. The success of the annual tournament was possible through support from our sponsors, donors, participants, the golf tournament committee, and of course the delicious meals prepared and served by our Culinary program chefs and students. A complete list of sponsors is found on page nine. I would like to thank the golf tournament committee members who, through events held over the past 20 years, generated $645,500 (including matching funds from the Provincial Government). These events provided wonderful networking opportunities with friends and supporters of the College. Thank you for contributing to the tournaments’ success. Throughout the upcoming year, we will build upon our community connection and deepen the relationships the College has established with people and organizations in the Bay of Quinte region and beyond. We are so appreciative of the tremendous support for our students and College programs. On behalf of the Directors of the Foundation, thank you. It is greatly appreciated.

The Year in Review 2018-2019

At the Annual Meeting of The Loyalist College Foundation held on May 31, 2018, Susan Scarborough was re-elected as Chair for 2018-2019 and Margaret Werkhoven was elected Vice-Chair for the upcoming year. Executive Committee Directors include: Chair Susan Scarborough, Vice-Chair Margaret Werkhoven, College Board of Governors Chair Bob Forder, and Foundation Director Brian Smith. Ex-officio members of the Executive include: Ann Marie Vaughan, College President & CEO; Cathy Rushton – September 18, 2018 / Megan Sheppard, Senior Vice-President Corporate Services & Chief Financial Officer; and Dianne Spencer – August 31, 2018 / Kerry Lorimer, Acting Executive Director, College Advancement & External Relations. Community Directors include: Carrie Gregoire, Catharine Huff, Bernie Ouellet, George Reddom and Brian Smith. We are privileged to have Wilfrid J. Wilkinson serve as Honorary Chair, and the following individuals as Honorary Directors: Kathryn E. Burns, Dorothy Davies-Flindall, Bernie Ouellet, Dr. Nick Quickert, Ted Rutter, Dianne Spencer, Roli Tipper, Beverley Townsend, and Audrey Williams. Dianne Spencer, a founding Director of the Foundation in 1995 and Secretary of The Loyalist College Foundation, retired at the end of August 2018. Dianne served in a variety of roles including as a teacher, Director of Community Affairs and Special Projects, Executive Director of College Advancement & External Relations, and as Interim President prior to the appointment of Ann Marie Vaughan as Loyalist President in November 2016. She played a lead role in College capital campaigns for projects and programs, including the building of The Parrott Centre and The Bay of Quinte Skills Centre, and the establishment of The W. Garfield Weston Foundation Fellowship Program. In recognition of her outstanding service, Dianne was appointed as an Honorary Director by the College Board of Governors at the Annual General Meeting on May 31, 2018. During the year, 320 awards with a total value of $156,978 were presented from investment earned through the Foundation endowment. In addition to the awards from Foundation accounts, another $220,448 was made available through 277 expendable awards, bringing the total presented to $377,426. This includes support from The W. Garfield Weston Foundation, for the Weston Family Scholarship in the Skilled Trades – a pilot program developed at Loyalist College, designed to increase interest and participation in careers in skilled trades. At March 31, 2019 the Endowed Fund stood at $11,669,132, compared to the prior year’s balance of $10,979,616. Individual donors and/or supporters identified in the recognition list have made contributions to support students through financial awards or to complete The Bay of Quinte Skills Centre or other capital projects. Major donations were received from Lanny and Catharine Huff for the Peter F. Huff Endowment Fund and for capital, to support the focus on Health and Wellness at Loyalist. Thirteen students from Prince Edward County were provided with financial assistance during the 2018-2019 fiscal year from the endowed fund, which will provide a significant number of awards in the future. Since 2009, $13,000 in awards has been presented from the Peter F. Huff Bursary and $16,000 from the Huff Family Bursary has been presented to assist students with their pursuit of post-secondary education. We are truly grateful for their generosity. A major gift was also received from the John M. & Bernice Parrott Foundation, providing Entrance and Returning awards annually to Loyalist students from the immediate four-County area. To date, the Parrott Foundation has provided 170 students with $156,500 in financial support. The College Foundation was also the recipient of a generous donation from Benedict Murphy to the Carol Bell Murphy Endowment Fund which provides financial assistance to students who are from one of the Atlantic provinces, entering a full-time program at Loyalist College. Since the bursary was first presented in 2003, $41,000 has been awarded, benefiting 41 students.

Loyalist College and The Loyalist College Foundation were pleased to recognize the outstanding support of individuals, foundations, businesses and organizations for their cumulative financial contributions since the College was established in 1967. The following summaries provide an overview of the work of the Foundation during the fiscal year April 1, 2018 – March 31, 2019. Minutes of Committee meetings are available from the Foundation Office.

Rushton (until September 18), Megan Sheppard Ex-Officio: Ann Marie Vaughan, Dianne Spencer (until August 31), Kerry Lorimer College Board Chair: Bob Forder College Staff: Cindy Webster, Kristie LeBlanc Two meetings were held with KPMG, the Foundation’s Auditors. The Committee reviewed and approved the Audit Plan for the annual audit, and a meeting was later held to review the audited financial statements, and recommend their approval to the Foundation Board. The Committee members received the Audit Findings Report, and approved a recommendation to the Board regarding the appointment of external auditors. 18), Megan Sheppard, Dianne Spencer (until August 31), Kerry Lorimer College Board Chair: Bob Forder College Staff: Joanne Farrell (Awards Officer) Members of the Grants Committee met to review and approve the awards presented through the year. In total, 320 awards from endowed funds, totaling $156,978, were presented at Convocation and at the Award Ceremonies in November 2018 and March 2019. Major donations received from Lanny and Catharine Huff, the John M. & Bernice Parrott Foundation, and Benedict Murphy will continue to provide much appreciated and life-changing support for students throughout the years. In addition to the awards provided from the College Foundation, several expendable awards were received and presented during the year. At the Annual Undergraduate Awards event held on November 19, 2018 a total of 210 awards were presented from Foundation donors, along with 80 expendable awards.

New awards from donors included: Organization of Canadian Nuclear Industries; Community Living Quinte West; and Haliburton Kawartha Pine Ridge Development Services Network, and the Maria Pollard RN Memorial Endowment which was established to provide financial assistance for students in the Nursing program. The Weston Family Scholarship in the Skilled Trades at Loyalist College continues to provide our students and community partners with a truly outstanding and vital support system. The support includes tuition and bursary incentives, as well as academic and professional support, to encourage students to train for and succeed in skilled trades education and careers. What began as a pilot project in 2013 with 15 students and Apprentices has since grown to provide support for more than 200 students entering Skilled Trades and Technology programs. We are delighted that this meaningful support system continues to be developed and implemented across Canada. We have been able to collaborate with many of the post-secondary institutes who are now offering this program. 18), Megan Sheppard, Dianne Spencer (until August 31), Kerry Lorimer College Board Chair: Bob Forder College Staff: Cindy Webster, Kristie LeBlanc Representatives of Beutel, Goodman & Company attended each meeting to review the portfolio and investment results with Committee members. The Treasurer’s Report and Financial Statements were also reviewed. In May 2018, the Ministry issued a revised Binding Policy Directive regarding the investment of funds provided through matching programs, the Ontario Student Opportunity Trust Fund (OSOTF) and the Ontario Trust for Student Support (OTSS). The revision removes previous restrictions and the Foundation can now invest those funds using the same investment policy as for all other endowed funds. As a result, the Investment Policy Statement was revised and approved by the Foundation Board on May 31, 2018 allowing the Long Term portfolio and MTCU/Ministry portfolio to be combined. The Treasurer’s Report for the year is found on page 8 of this Report. The proposed 2019-2020 Budget and allocation of income for the preservation of capital were also approved for recommendation to the Foundation Board. Foundation Structure Review Committee: Members: Brian Smith (Chair), Susan Scarborough, Ann Marie Vaughan, Bernie Ouellet, Cathy

Rushton (until September 18), Megan Sheppard, Dianne Spencer, Kerry Lorimer A Committee was established to review the structure of the Foundation, and to make recommendations about its future organization. The group met to discuss details regarding membership, size, Committees and By-Laws. The Committee worked with Victoria Prince of Borden Ladner Gervais, the firm responsible for the recent review of the By-Laws for the College Board of Governors. The review was very important in terms of ensuring compliance with governance requirements. Key recommendations/changes: 1) That the Foundation membership include the Association of Friends. (Membership currently

includes the Association of Friends; and Executive members of the Loyalist College Pioneers’ Association and Student Government).

2) That the Foundation Board be comprised of five Community Directors and four from the College as ex officio voting members: College Board Chair, College President, the Chief Financial Officer of the College (Treasurer), and the senior administrator responsible for advancement at the College (Secretary).

3) That in addition to the Executive Committee, other Committees will include the Finance & Investment Committee and Audit Committee (matters related to Grants or Planned Giving will be brought to the Board directly rather than through a separate Grants or a Planned Giving Committee). Other Committees may be established by the Board if required/desired. This will allow the Foundation to further streamline the number of meetings required during the year.

4) That the maximum term of consecutive service be reduced to six years (versus nine). A Director may be re-elected after a break of at least one year.

The revised By-Law No. 1, incorporating the above points, was approved by the Foundation Board of Directors on January 24 and will be presented to the Foundation membership for approval at the Annual General Meeting on May 23. Donor Recognition: Loyalist College and The Loyalist College Foundation were pleased to recognize the outstanding support of individuals, foundations, businesses and organizations for their cumulative financial contributions since the College was established in 1967. The Donor Wall, located in the area adjacent to The Parrott Centre, was unveiled at a Donor Recognition event on May 31, 2018. Major donors are identified on brick-like plaques and panels, matching the design of the bricks which form The Parrott Centre’s outer wall. Placement and size of letters on the bricks reflect the level of the donation. The Donor Wall was established to recognize donors and celebrate the history of support for Loyalist, throughout the College’s first 50 years. Donor categories reflecting Giving Levels include: $2M+: Visionaries; $1M+: Patrons; $750K+: Presidents’ Circle; $500K+: Chairs’ Circle; $250K+: Leaders; $100K+: Champions; $50K+: Friends; $25K+: Builders; $10K+: Pioneers; $5K+: Supporters. The Loyalist College Legacy Society recognizes those who have indicated their plans to leave a bequest to the College. The names of donors with contributions of $500 - $4,999 appear on the video monitors. Visionary donors include the John M. & Bernice Parrott Foundation, and Catharine & Lanny Huff. The W. Garfield Weston Foundation is recognized in the Patrons category, and the Loyalist Student Government in the Presidents’ Circle. Our communities – the City of Belleville and the City of Quinte West, have provided major support and are recognized in the Chairs’ Circle; and Benedict Murphy, Hastings County, The Loyalist College Foundation, Procter & Gamble Inc., and Students and Alumni of Loyalist College are in the Leaders category. Donors are always welcome to visit the Donor Wall in person, or online at The Loyalist College Foundation web page. The important support provided by our donors helps students to pursue post-secondary studies which will enable them to advance their careers and achieve their personal and professional goals. Donations for capital improvements have helped provide the equipment and facilities which are so important to program excellence and learning opportunities. Thank you for making a difference in so many individuals’ lives. In Summary: The social and economic impact of the endowment fund established to provide student financial assistance is lifelong. Foundation Directors are stewards of the funds which have been donated to support Loyalist students. Through careful investment of these funds, impactful and meaningful improvements are made possible in the lives of our students, their families, and our communities. The cumulative impact of The Loyalist College Foundation (1995 – 2019) is impressive: • $716,161 in Special Events Revenue • $11,669,132 in the Endowment Fund – Generating Hundreds of Awards Each Year • 5,233 Student Awards Presented from Endowment Investment Income • $2,797,773 in Student Support Presented from Endowed Funds It is a privilege to be part of this important work of the College Foundation, in support of the College and Loyalist students. TREASURER’S REPORT 2018-19 To the Board of Directors of The Loyalist College Foundation I am pleased to review the financial results of The Loyalist College Foundation for the year ended March 31, 2019. The Endowed Fund has a balance of $11,669,132, an increase of $689,516 or 6.28% on a market

value basis from the prior year’s balance of $10,979,616.

Net Investment income for the year, measured on an accrual basis, was $433,374, up by $74,008 from last year’s level. Commencing with fiscal year 2007/08, accounting requirements included reporting of investment portfolios on a market value basis. On this basis, investment yield for the year would be increased by $73,535 (2017-18 $146,377 unrealized capital loss) resulting in a net investment yield of $506,909.

Fixed income securities held at March 31, 2019 represent 39.3% of the total investment portfolio,

while the balance is invested in Canadian, US and international equities. The overall cash return before fees on the investment portfolio, based on the quarterly average cost, was 4.42% (2.78% when excluding capital gains) for the 2018-19 fiscal year.

Net income from fundraising activities after direct expenses, was $21,471 compared to $28,417 in

2017-18.

Scholarships and bursaries provided to students this year from endowed funds amounted to $156,978 compared to $168,231 in 2017-18; the number of awards in 2018-19 was 320, down 2 from the prior year (322); the average amount per student was $491 ($522 in 2017-18).

In summary, the Foundation has continued to have positive investment yields, and a successful year of fundraising, including generous gifts from donors. Important financial assistance to students, which is the essence of the Foundation’s activities, was maintained throughout. In closing, I confirm that the banking and investment activities of the Foundation were in compliance with legislative requirements in force during the year. Respectfully submitted,

Loyalist College Foundation Golf Tournament 2018

Thank you to the sponsors, donors and 112 participants who made our 20th annual tournament a tremendous success. The golfers had a terrific time on the links and raised $21,470 for the Endowment Fund for student financial assistance. A spectacular meal was prepared by the chefs and students of Loyalist’s Culinary program and enjoyed by all – always a highlight of the event!
