ROW AND PADDLE for HOSPICE on Lake Saxon on Saturday October 23 enjoyed a great response from LPE residents.
The Land O Lakes Rowing Club, spearheaded by so many Land O Lakers, raised over $1500 for the Pasco Hernando Hospice Organization.
Big Success for The Rowing Club
Hospice consoles and cares for families and youth that have dealt with and are dealing with family tragedies. The Rowing Club would like to thank the local business and individuals that contributed and made the first time event an overwhelming success. The group is already planning for next year’s event!
I am going to write about a project completed by the Lake Padgett Independent Special District in the last year. This is sort of “The Rest of the Story” item since some of you know part of the background. A special thanks needs to go to Chairman Paul Wells and the many people that saw this project to fruition and I think this is worth telling, in part, from the beginning.
In 2006, the ISD was formed through the Florida Legislature. The project began in 2001 by only a handful of people beginning with Clare and Joe Kaminski, Pam Carr, Mike Ford and myself. By the time the District was formed, a lot of people and a lot of volunteers and volunteer money was involved. I think I should sprinkle in a few more names, like Tom Monteleone and Babe and Rich Gray who stayed for the long haul, and those like Christie Zimmer who rallied us through the last round. Six years is a long time to get the finish line. That’s what it took!
Many people thought the formation of the District was not necessary. It was absolutely necessary in order to keep the parks in Lake Padgett. It was necessary to keep the parks private - the so-called MSTU was not a legal entity. If the District was not formed, the parks would have been public and the 1,054 property owners would still be paying the tax bill for everyone else to use the parks. You can go to NYC and visit Central Park but you do not pay the bills for the park. This was the concept. This was the set up for our parks.
Paul Wells had worked with Senator Victor Crist in a Civic Association in the USF area many years ago and asked his good friend to sponsor a Bill in the Florida Legislature to form a special district. In July 2006, the Bill was passed.
In November, Lake Padgett Estates had its first election. The first meeting was to be held December 2006. For that first meeting, my son, James Bradley, volunteered to make maps of the subdivision.
Using the legal description from the recently passed legislation, he discovered that the boundary was
incorrect. This was disclosed at the December 2006 meeting. Gordon Onderdonk, PE, also verified the description was incorrect. The new management company and the Attorney for the District were charged with fixing the problem.
Why should we care? The boundary of LPE ISD included Lake Padgett South, Valencia Gardens, Collier Place and part of the Pasco County Collier Parkway Recreation Facility and Library. So what? Well, that meant that others could use the parks and not pay. A lot of foot dragging occurred and the project wasn’t going anywhere. We acquired a new Attorney and threatened the management company. All of the parties pushed the County to help revise the legal description. Again, Gordon Onderdonk worked to check the accuracy of the legal description.
Time was running out for our connections in the Florida Legislature. Term limits were going to be our enemy this time around. Paul Wells was able to get Senator Victor Crist to write a new Bill to correct the boundary for the District. The economic problems were front and center for the entire Legislative body as they worked on the budget. Many Bills were never even considered during the legislative sessions. The LPE ISD Bill was passed thanks to people like Christie Zimmer and I who lobbied legislators in 2006 and again in 2009. The Lake Padgett ISD Bill written by Senator Victor Crist was supported by legislators Will Weatherford, Rhonda Storms, Kevin Ambler and John Legg to mention just a few.
Why didn’t we write about this in the newsletter before? We did not want to give any one reason (ammunition) to oppose the legislative bill. Any opposition would cost the community money. The facts were available at the meeting for those that attended.

A special thanks to Tom Lewis for his time and efforts. Tom Lewis stepped in to fill the vacancy left by the death of Joe Kaminski. Tom Lewis did not run in the election. Tom’s service is greatly appreciated.

We face several challenges for the future of our parks.
We have a major problem with the bathrooms at Lake Padgett. We need to clear our recreational trails and we need to plan ahead in order to keep our parks in good operating condition.
To this end, I ask that you get to know the 5 board members who were elected, and please attend the monthly ISD meeting on the 3rd Tuesday at 7pm, as often as possible.

So many little things go on in a community that sometimes it is hard to know what is important to relay to the homeowners. Going down the list for the Civic Association, the biggest activity is our entrance sign project. Money will play an important part in the final decision we will make. The Civic Association exists on volunteer donations. The entrances are not in the LPE Independent Special District (your parks and recreation district). The entrances will be built one-at- a-time depending on the fundraising. We will need a license agreement with the County to place the sign and a permit to build it, so it will be sometime before anyone sees any action.
The convenience store that was scheduled to go in at the Lake Padgett Office Condominiums at Lake Padgett and Bell Lake has been nixed. Years ago a convenience store was at this location and was a hangout spot with undesirable activity. I see the elimination of the convenience store as a good thing.
We are currently working with Pasco County Stormwater Management Division to schedule a speaker for an upcoming meeting. This is a great opportunity to look at the whole community’s problems
with drainage. I am asking you to contact me about any storm water problems you are having in your area so that we can be prepared for this meeting.
New information on septic tank rules and regulations will be provided at the next meeting. An article will be featured in the next LOG because every homeowner is affected by these changes.
The Civic Association elections are coming up. Anyone interested in volunteering may contact any board member. Meetings are held the 4th Tuesday of every month at the Stables Clubhouse at Kaminski Park.
