and Direct Services Administrator Phil Harmon to pare up on some projects to 2
provide additional services to Tribal Citizens. 3
Annual Health Fair will be on Friday, June 21, 2019 at the LTBB Health Department 4
located at 1260 Ajijaak (aka: Crane) Avenue, Petoskey, MI from 10:00 a.m. – 3:00 5
p.m. 6
U.S. Senator Gary Peters of Michigan inquired if he could host a Town Hall Meeting 7
in the Tribes Government Complex Commons Area. Discussion would include a 8
state issue on Enbridge’s Line 5. He is working on legislation to make tougher laws. 9

Conference call with Deputy Legal Counsel for to the Office of the Governor Wenona 11
Sengel regarding Line 5. There will be a meeting with Michigan’s Tribal Leaders and 12
tribes’ Environmental Staff to discuss Line 5. 13
Desmond Berry and Kristine Ingrao of 7th Legacy Environmental visited the office of 14
the Executive on Wednesday, June 5, 2019 to inquire if the Executive, Tribal 15
Council, and Environment Office would be interested in sit down meeting with 16
Enbridge. 17

Discussion: Tribal Councils stance remains the same, Decommission Line 5 as 19
indicated by Tribal Resolution # 102718-01 Opposition to the State of Michigan’s 20
Agreement with Enbridge about Line 5. Any meetings can occur in Lansing or at a 21

Opposition of the State of Michigan’s agreement with Enbridge about Line 5 29
WHEREAS, The Waganakising Odawak Nation, known as the Little Traverse Bay Bands of Odawa 30
Indians, and its citizens are vested with inherent sovereignty and rights of self-31
governance; and 32
WHEREAS, The Little Traverse Bay Bands of Odawa Indians is a federally recognized Indian Tribe 33
under Public Law 103-324, and is a party to numerous Treaties with the United 34
States, the most recent of which are the Treaty of Washington of March 28, 1836 (7 35
Stat. 491) and the Treaty of Detroit of 1855 (11 Stat. 621); and 36
WHEREAS, The Little Traverse Bay Bands of Odawa Indians is governed by a Tribal Constitution 37
adopted by the citizens of the Tribe on February 1, 2005; and 38
39
WHEREAS, The Little Traverse Bay Bands is a member of the Chippewa Ottawa Resource Authority 40
(CORA), and 41

WHEREAS, The member Tribes of CORA have reserved hunting, fishing and gathering rights in the 43
lands and waters ceded by the Treaty of March 28, 1836 (7 Stat. 491), and 44

WHEREAS, Because of the dangerous nature of oil and gas pipelines, Enbridge’s poor safety record, and 1
the location Line 5 on, near, and over water important to the ecosystems that support the 2
hunting, fishing, and gathering rights, and 3

WHEREAS, The State of Michigan did not consult with tribes about this decision before it was made. 5
They simply informed the tribes about it and 6
7
WHEREAS, The impact that the tunnel construction and operation will have on the surrounding 8
ecosystems has not been assessed and 9
10
WHEREAS, The State of Michigan acknowledges the risk posed by Line 5 to Michigan’s ecosystems, yet 11
building a tunnel only addresses one segment of that pipeline and 12
WHEREAS, Managing the operations of the proposed utilities tunnel is outside the original purpose of the 13
Mackinaw Bridge Authority 14

THEREFORE BE IT RESOLVED, LTBB opposes the agreement that includes the construction of a 16
utilities tunnel under the Straits of Mackinac and an allowance for Enbridge to continue to 17
use Line 5. Building a utilities tunnel and assigning the management of the tunnel to the 18
Mackinac Bridge Authority is not an adequate solution to mitigate the risk posed by the 19
operation of Line 5. The only adequate solution is to decommission and safely remove all 20
segments of Line 5. 21

Completed a last-minute survey of Tribal Citizens on banking/credit union interest. 12
Received 262 internet and 23 written Survey Monkey responses. These statistics 13
were needed to help support a Northern Shores grant application for a Credit Union. 14
Will schedule a meeting with Grant Writers Amber Holt and Alison Simon to discuss 15
the grant process. 16
Met with Joe VanAlstine and Kafui Ojai Adjei aka: KK of Ziibimijwang, Inc. to discuss 17
the Pack Shed, Canning Facilities, the need for a 5-year strategic plan, and the 18
availability to grow in capacity in the future. Ziibimijwang, Inc. is doing an amazing 19
job and doing great things in selling product at different farmers markets and local 20
businesses. 21
Will be assisting enterprises and charters in writing By-laws for boards who have not 22
submitted. 23
Met with John Link and Treasurer Reyes to discuss insurance needs. 24

Senior Financial Analyst Rachel Cope: Ziibimijwang, Inc. has not reached the level of 36
self-sustaining, yet. Will look at the end of the season to review their numbers. Senior 37
Financial Analyst has positive thoughts and they are getting close. The original plan for 38
the Pack Shed has grown since they last presented to Tribal Council on February 21, 39

Met with Flagstar yesterday. Many opportunities are coming along and the Tribe 44
needs a friend in banking. They were very welcoming, friendly, and asked many 45
questions on Tribal history and traditions. They will be here on June 18 at 11:00 a.m. 46
for a Special Work Session. 47

Would like to form a Cultural Advisory within LTBB to seek ideas from Elders, youth, 24
and cultural leaders on a volunteer basis. 25
Community Meeting went well with the display of the Council Tree. Many Elders are 26

Working on Section 106 review process policies and procedures. Will be sharing 29
spreadsheet for reviews so Legislative Administrative Assistant Linda Gokee and 30

Attended the government to government consultation with Enbridge, CORA and 32
other 1836 Treaty signature Tribes. THPO is the last to know when her department 33
should be the first on reviews. Working with other departments to submit one strong 34

Gathering information from individuals on history of the Stone Circle on Beaver 36
Island. Northern Michigan University and island residents are willing to assist in the 37
restoration efforts. 38
Will be attending the Amik Society Meeting on July 16-17, 2019 on Beaver Island. 39
Continued construction site monitoring in the area. Will be working with residents to 40
add locations to the LTBB data server for protecton, local townships and the State 41
Historic Preservation Offices. 42
