Meet Me In St. Louis!
One hundred years ago, St. Louis hosted a World's Fair tocommemorate the Louisiana Purchase. A particular high-light was the Palace of Electricity where novelties like airconditioning and the "wireless telegraph" were first intro-duced. Well, it is hard to believe that only six months fromnow, October 18 to 22, the American Lhasa Apso Club willbe creating its own electricity in St. Louis! Complete detailsare outlined elsewhere in the magazine this month. We havea number of special events scheduled including ALAC's firstever agility trial at Purina Farms and a luncheon tripto the AKC's world renowned Dog Museum. Besidesthe opportunity to show off our dogs, the National Spe-cialty week gives us the chance to meet new fanciersand renew old friendships, the sort of invaluable contactsthat strengthen our breed throughout the year.
Good News On RD Research
Mary Whiteley's renal dysplasia research has been extremelysuccessful since the last issue of the Bulletin. She hasisolated a mutation that she believes is linked to thedisease. The next steps involve developing a screeningtest for the disease followed by a study to verify theaccuracy of the test. Information elsewhere in thisissue explains how you can participate in the study.
Regional Specialty News
A persistent complaint I hear from the membership is notknowing when different regional clubs are holding their spe-cialties. The "flip side" of this problem is when regionalclub officers complain to me about the decrease in entriesat their shows. Now I realize it is often easier to complainabout a problem than it is to fix it, but in this case therereally are a couple of simple solutions to our communi-cation problems: The Lhasa Bulletin and ALAConline.Show chairmen, corresponding secretaries or other club cor-respondents should send their information for the Bulletinto Bobbie Wood at BobeAnbara(q aol.com. Regular dead-
lines for the Bulletin are December 15, March 15, June 15,and September 15.

Other Highlights
Welcome to new board member Polly Naumann. Pollyreplaces Steve Campbell who has gotten very busy in his"retirement" selling real estate and chairing the next spe-cialty for his local Dachshund club. Polly will be chairingthe Finance Committee as well as running the Raffle andGames for the 2004 Nationals. Steve, we haven't forgot-ten your phone number! You remain a valuable sourceof wisdom and inspiration for us as we move forward.
The ALAC show committee was very fortunate to have twosites to choose from for the 2005 National Specialty in theEastern Region. The hard-working Merrimack LhasaApso Club's bid to have us return to Boston was extremelyenticing but in the end it was decided to "take theshow on the road" and return to Frederick, Maryland,site of the June 1999 National Specialty. We lookforward to great crab cakes and super CMLAF hospitality!
Finally, I'd like to thank Bobbie Wood for her time andeffort producing this wonderful all-color Lhasa Bulletin.

Ethical Practices:Providing AKC Registration Paperwork

It is just a little slip of paper, actually—about one-third the size of a standard sheet of paper, certainly notprinted on anything closely resembling expensive certificatepaper stock, yet that AKC Registration Certificate is thesum of much more than the information printed on it. Froma breeder perspective, the Registration Certificate representsthe right to breed our Lhasa to another AKC registeredLhasa and the right to register the litter of puppies andlater to register the individuals in the litter. The RegistrationCertificate says, "AKC recognizes this Lhasa Apso as apurebred whose ancestry can be traced for generations."From an exhibitor perspective, the Registration Certificateallows us to enter our Lhasa Apsos in a variety of AKCcompetitions and to earn (or at least attempt to earn) theirtitle(s).
But what about from a pet owner perspective? Howimportant is the Registration Certificate to a pet owner? Inspite of what you and I know —and what AKC comes rightout and says—about Registration Certificates NOT beingindicative of quality—there is value in them for pet owners,a value recognized for years and years by the proud words,"My dog has papers!" This value is one AKC seeks toperpetuate as the nation's premiere dog registry, and onethat those of us who have AKC dogs should honor as well.After all, if our dogs had no "papers," where would ourbreeding programs be and how could we possibly show ourdogs?
In my 30 plus years experience showing, breeding,and selling Lhasas, I've found that pet owners can be cat-egorized in at least three ways when it comes to theirperspectives on AKC Registration Certificates:
(1) They want proof that their Lhasa is a purebred and regis-ter-able with AKC. If they had wanted something with-out papers, they'd have gone to the local dog poundto get it. That piece of paper means something veryimportant to them.
(2) They want a purebred Lhasa but don't really havea desire to register him since they are not going tobreed or show him anyway. They just want to have thepaperwork in case they decide to register the dog orin case they want to tell their friends, "My dog haspapers!"
(3) They don't care one way or the other. They'll takethe puppy's Registration Application if you insist onsending it to them when the puppy is neutered. Theymay or may not register the puppy. All they want a nice,healthy representative of the breed to love and to bepart of their family.
Lately, ALAC officers have received numerouscomplaints about members misrepresenting their dogs tobuyers as being AKC registered (or register-able) yet neverfollowing through with the paperwork. Let's take a lookat this issue according to practice recommended by AKC.First, the majority of us require pet puppy buyers to signa spay/neuter contract agreeing to furnish us with proof ofspaying/neutering by a certain date. We withhold the pup-

pies' AKC Registration Applications until we receive thatproof. AKC has no problem with us doing that, but whenwe do it, AKC requires that we provide the buyer withidentifying information about the puppy: sire's and dam'snames and AKC numbers, puppy's date of birth, color/markings, and litter registration number on the bill of saleand spay/neuter contract. AKC cautions buyers to be waryabout purchasing a puppy from a breeder who does notfurnish such information on the bill of sale or contract.The problem is that too many buyers don't read the AKCwarning before they buy the puppy. When they discoverthey might have a problem, it is often too late for anythingbut hard feelings.
If your intent is to sell a puppy on a spay/neutercontract yet never fulfill your end of the bargain by furnish-ing the puppy's AKC Registration Application when proofof spaying/neutering is provided, then your tactics borderon unethical. Why would you do that? Because you cansell the puppies more easily? Because you can ask formore money if you promise AKC paperwork? Becauseyou didn't feel like registering the litter? Whatever yourreasons, examine them. If you know you have a litter ofpets, and you don't want to waste the money to registerthe litter, then be honest with your buyers. Sell the puppieswithout papers and do not lead buyers to believe they willreceive AKC registration paperwork from you later.
Recognizing that there are times when a breederdoes not want to furnish registration paperwork, AKC tellsus that it is okay to withhold AKC papers only if the buyersigns a statement agreeing that papers are to be withheld.The breeder's records also must indicate no papers will everbe furnished for the dog. In such a case, AKC suggeststhat the breeder withhold all identifying information andprovide only the basics, such as puppy's birth date andhealth records.
The thing is, it is perfectly acceptable to withholdAKC papers as long as buyers know they are being with-held and agree to it. Then everything is above board andhonest. It is not okay to tell puppy buyers you will furnishtheir puppies' AKC paperwork when they furnish you withspay/neuter proof and then not follow through on the prom-ise. And it is even less okay to sign an agreement with themsaying you will provide papers when you do not intend todo so.
We all have a right to be protective of our puppies,our breeding lines, and the future of our breeding programs.No one denies that. Just don't lie or misrepresent yourselfand your intentions to your puppy buyers. That little scrapof paper with the purple border is a puppy's birthright. Ashis/her breeder, you can withhold that paper from the newowners. Just be honest about it. If you don't want to furnishregistration paperwork, then tell the buyers up front, askthem to sign an agreement saying they realize they will notget AKC registration paperwork on their puppy, and keepan copy of that signed agreement with your other AKCrecords.
It's all about honesty, integrity, and trust.

From the Secretary
Since the annual meeting last October, the Board approved that theALAC Health and Education Trust fund the first 3 stages of MaryWhiteley's renal dysplasia research- a total of S11,500.00. At this pointthe research has progressed to phase 2. Steve Campbell resigned fromthe Board as well as from his other ALAC duties and Polly Naumannwas elected to fill this Board position which runs until Nov. 1, 2004.Helen Brown has agreed to become he new National Rescue Coordinatorand Joy Hutchison will serve as the new Rescue Trust Treasurer. TheBoard held its mid-year meeting in Las Vegas, NV in late March. Theminutes will be printed in the next Bulletin.

Breed Rescue
For those who do not know me, I have recently taken over as theNational Rescue Coordinator from Meredith Morris (some large pawprints to fill.) I have been working with rescue for seven years sinceadopting my first two rescued Lhasas from Meredith while living in MD.Meredith has been a wonderful friend and mentor, and I hope I canfollow her lead to do justice for ALAC Rescue.
With an increasing number of health issues in our rescues, includingan alarming rise in Heartworm cases over the past year, our resourcesare constantly being tapped. We are looking for fund raising optionsso that we may meet the increase in expenses. Our volunteers havebeen wonderful providing for every day expenses of the fosters undertheir care and transport costs. Rescue needs to help off-set the medicalexpenses incurred to ensure quality healthcare for the dogs we are plac-ing.On an average, treatment for heartworm costs rescue S500 - 750/per dog.Many of these dogs are coming from puppy mills and backyard breeders,but heartworm positive dogs from shelters where testing is not availableand HW positive surrenders from private homes are also on the rise.
Our biggest expenses are incurred with dogs that have been abused orneglected. Not until I personally fostered a dog that required so muchattention, did I realize the medical expenses associated with rescuing atruly needy dog. Jazz, a wonderful little 3 yo male, came to us through

a shelter in Erie PA. Jazz was dumped at the shelter by his ownerswho decided they were moving to Florida and Jazz was not going withthem because he smelled. The shelter called us immediately becauseJazz needed extensive medical attention that was not possible in a sheltersituation. We cried when we met the shelter worker halfway. Jazz wasalmost hairless, had lesions over most of his body, and his skin lookedlike that of an elephant. Jazz had been kept in a carrier the size that Iwould use for transporting my cats. His owners had left him at homefor several months and asked a neighbor to care for him. That meantthrowing food into the carrier and letting him stay in the confined areain his own waste. It took months of antibiotics, lots of vet's visits,and almost daily baths before he started to grow hair. Through allthis, Jazz showed so much love towards humans and insisted that hecould sleep on the bed. Today, Jazz is on Benedryl 3x daily to confrontallergies caused by extensive neglect and is at home with his new family,including a Lhasa brother. Jazz is a very special dog and we traveled 6hours one way to conduct the home visit ourselves to ensure he wouldbe loved.If you ever wonder who adopts our special needs dogs, look to ourRescue Volunteers first. Most of us end up with a couple because theyare so special. We become so attached to the dogs that really need ourcare, it is so hard to adopt them out to other homes. Once in a greatwhile, we will find someone that we can trust to give these Lhasas thelove that they need...but we really have to be convinced. These dogs areusually not the hardest to place, they are the hardest to give up.

While there were many calls for Lhasa puppies on the East Coast afterChristmas, demand has now slackened off quite a bit. The same seemsto be the case in certain parts of the Midwest. In fact, we've heardthat breeders in Michigan are having trouble finding good homes fortheir puppies.

Obedience
For my dogs and me, the 2003 Obedience Trial was good. We had twoof California's top obedience judges and two of my favorite. Regionaljudge Mrs Shirley Indelicato and National judge Mr Robert Margolis. Iwas embarrassed, though, that only my 4 Lhasas were there. In my earlyyears of obedience we would have needed six Lhasas to earn a leg. Withthe new regulations, if! showed up with one Lhasa and it qualified itwould have earned its leg.High In Trial at our Regional was Joy Jalyn Country Lady Katie with ascore of 191 from the Novice B class. Joys Secret Agent Man was 2ndwith a score of 190 from the Open A class. At the National ObedienceTrial Joys Secret Agent Man was High In Trial with a Score of 191 fromthe open A class. Andy also earned his third leg for his CDX. My 14 yearold Ch. Joy Mario Mercedes qualified in the Open B class.ALAC celebrated 50 years of Nationals. Obedience has only been a partof our National for 26 years. I think this may have been the worst yearobedience in those 26. Next year we will be in St. Louis, Mo. St. Louisis know as the gateway to the west. Lets all use that gateway to get to theALAC Obedience Trials in 2004. In 1995 we had a total entry for a oneday show of 37 including two teams.
