President’s Letter

Dear Neighbors - My name is Joe Pika, and I'm the newly elected President of the Sleepy Hollow Citizens Association (SHCA). Prior to this past election at this year’s Taste of the Hollow, I served on the SHCA Execu-tive Committee as Mason District Council representative or alternate for the past six years. If I haven't met you at a neighborhood event or while out walking with my family, I look forward to meet-ing you soon. In my job as SHCA president, I’m only as good as those around me. Luckily, we have a very en-gaged community - many of you participate in neighborhood watch, attend and support our social events, are a block chair, or help with other activities. With the recent election of the new SHCA Ex-ecutive Committee, I’d like to thank the many volunteer members of the SHCA Executive Committee for their previous service, as well as those who continue to serve. If you are interested in serving on the SHCA Executive Committee in the future, or to support any of our events, please do not hesitate to reach out to me or another member of the board. We especially need Neighborhood Watch driv-ers. As some of you may be aware, the SHCA Executive Committee generally meets every month to dis-cuss issues of importance, including upcoming community social events; neighborhood watch, safe-ty, and/or security updates; land use issues; and other relevant updates from the community. During my time on the Executive Committee, two of the common issues of concern have been: 1) safety and security, and 2) development and code compliance. I expect that these will continue to be of importance to our community in the coming year, though of course we will adapt as needed. We will continue to monitor these and other relevant issues and include updates on the Yahoo listserv or updates in the Legend. If you have any questions or suggestions related to any neighborhood matters, I encourage you to reach out to me or any of our other Executive Committee members. Your input will help direct the Executive Committee's agenda over the coming months. Finally I would like to thank Kellie Bock and George Quadrino and their many volunteers for another successful Taste of the Hollow! It was great to see so many of you (well over 100!) at this exciting event, as well as the many residents who came to the Easter Egg Hunt in April. As summer ap-proaches, please also remember to mark your calendars for the upcoming picnic (Sunday, June 9 / rain date June 16), and National Night Out (Tuesday, August 6).

Thanks, and happy Spring, Joe Pika

The annual Taste of the Hollow on March 30th brought almost 110 neighbors to St. Alban’s Epis-copal Church to taste some great food, drink some hand-selected wine and socialize with friends. Like previous years, the night also included elect-ed officials and a chance to hear from our Civic Association’s Executive Committee.

This year’s evening included the first annual “Best of the Hollow” food competition – the Taste of the Hollow’s dining fare has always been extremely good, but the additional competition brought the standard to a new high with many great dishes to try! Nine FANTASTIC entries made the evening delicious, and the first ev-er "Best of the Hollow" award went to Sean and Allison Fox with their Pork Shots dish. The com-petition made the evening our very own March Mad-ness – like the NCAA tournament, we saw VERY tight competition that was almost too close to call! We have some GREAT cooks in the Hollow!! Here are the Honorable Mentions:

Beef Wellington by Chris Bock

Magic Bars by Peg Boyne

Pumpkin Bars by Chris Grant

Marinated Shrimp and Avocado Salsa with corn chips by Marlene McHugh

Santa Fe Dip with tortilla chips by Jennifer Nolen

Smoked Salmon Roll Ups by Margaret Quad-rino

Meatballs by Sarah Shannon

"Not-so-Hollow-penos" (stuffed jalapenos) by Jean Yates and her daughter, Emily

A few of the chefs shared their recipes which we’ll publish as space permits in this and future Leg-ends. Check them out!

Just like every year, it takes a fair amount of work to pull off a successful event like this. This year we again offered babysitting services so parents could come with their children and still enjoy the fun – with 19 children there that evening, thanks to the team of Julie Boyne, Emma Giovanetti and her friends Jill and Ashley, Nora Lamb and Rowan Nolen. Also like every year, a couple of neighbor-hood mainstays set the pace – thanks to Kellie Bock for coordinating the evening from start to finish, and also to George Quadrino for all his

work in making the drinks flow so smoothly! And as always MANY THANKS to everyone who volunteered to help!

Those listed below only include those who signed up ahead of time – thanks also to all of you who stayed after the event to clean up!

We had a beautiful day for the annual Easter Egg Hunt. Many of Sleepy Hollow’s next generation participated in the hunt for over 150 eggs, many filled with candy and prizes. Crafts and some sweets rounded out this great event. Many thanks to Eileen Gorman for organizing the Easter Egg Hunt once again. We tried to figure out how many years she has been doing this and settled on at least 10! Wow - what a commitment! Even with the great ef-fort by the kiddos, Curtis Anderson and Kathy Bellows report they continue to find a random plastic egg occasionally!

Good times!

CATS AND BIRDS: A BAD COMBINATION (Printed with the permission of The American Bird Conservancy)

Outdoor domestic cats are a recognized threat to global biodiversity. Cats have contributed to the extinction of 63 species of birds, mammals, and reptiles in the wild and continue to adversely impact a wide variety of other species, including those at risk of extinction such as Piping Plover.

The ecological dangers are so critical that the International Union for the Conservation of Nature (IUCN) lists domestic cats as one of the world’s worst non-native invasive species.

Cats #1 Threat to Birds Predation by domestic cats is the number-one direct, human-caused threat to birds in the United States and Canada.

In the United States alone, outdoor cats kill approximately 2.4 billion birds every year. Although this number may seem unbelievable, it represents the combined impact of tens of millions of outdoor cats. Each outdoor cat plays a part.

Instinctive Predators of Wildlife Even well-fed cats will hunt and kill. Upon reflection, most cat owners will have observed this behavior. When a cat plays with a feather toy or laser, it is practicing predato-ry behaviors. When these behaviors continue outdoors, the results are deadly for birds and other wildlife.

Unfortunately, the mere presence of cats outdoors is enough to cause significant impacts to birds. Because cats are recognizable predators, their presence near nesting birds has been shown to reduce the health of chicks and decrease nest success.

For more information, go to abcbirds.org, especially their Happy Cats, Healthy Birds Campaign page.

SHCA Executive Committee—Summary Meeting Minutes

April 15, 2019

Newly-elected President Joe Pika welcomed Virginia Robinson to the board as the new Second Vice President (Membership) and thanked all board members for volunteering. Safety and Security chair Curtis Anderson noted that this time of year brings various solicitors to the neighborhood and urged the group to encourage neighbors to conduct sufficient due diligence on prospective contractors. Social chair Kellie Bock reported on the Taste of the Hollow, noting that that 105 and 11 responded “yes” or “maybe,” respectively, via electronic RSVP and that nineteen children were supervised by babysitters dur-ing the event. The food competition was a notable success though next year may be divided into “main dish” and “dessert” categories. Kellie also reported that the Easter Egg Hunt had a good showing and flagged that the Summer Picnic scheduled for June 9.

Land Use co-chair Sean Fox reported that neighbors expressed new concerns at a recent public meeting as the process moves toward conclusion and predicted continuing controversy. He also conveyed that the coun-ty utility would replace water mains from Holmes Run-Cedarwood and on South Street, with repaving to take place thereafter. Neighborhood cleanups chair Jeanine Manley said that the seasonal cleanup was well attended. She asked VDOT to address the collapsed storm sewer intake at the corner of Sylvan/South and clogged sewer intake across from it on South Street. Jeanine also sought the participation of Eakin Properties and Falls Church Anglican in the 2019 clean-up schedule and that the latter agreed to join as adjoining neighbors.

March 11, 2019

First Vice President Jan Keyes introduced the slate of candidates up for election at the general membership meeting at the upcoming Taste of the Hollow in late March. The committee approved the slate. The group also discussed highlighting at the general membership meeting that a couple of alternate positions were un-filled and presented opportunities for interested neighbors to get involved. Mason District Council (MDC) representative Joe Pika reported that the rapid rollout of 5G in the county had hamstrung county authorities on regulatory requirements, and that the county would engage telecom providers on 5G requirements ahead of an FCC decision expected by April 15. The MDC also discussed codifying regulations on the operations of farmers markets in public areas and regulations governing person-al garden usage. On short-term rentals, with the recent passage of statewide legislation governing the use of such properties, the MDC was considering how to respond. Communications chair Peg Boyne presented content for the forthcoming Legend and the group robustly discussed the pros and cons of increasing the number of Legend editions during the year. The group also considered SHCA’s online presence and the noted the challenges of keeping a website up to date.

SHCA Executive Committee—Summary Meeting Minutes

February 18, 2019 Curtis said he included notices on a recent missing dog in the Neighborhood Watch boxes. The group dis-cussed recent email exchanges on home security concerns and Curtis encouraged everyone to keep houses and vehicles locked. Joe reported that the Virginia Senate was considering a bill which would override Fairfax County’s regula-tions on short-term rentals. Mason District Council (alternate) representative Charlie Williams noted that Mason District was holding meetings on emergency preparedness issues.

Sean reported that the Fairfax County Department of Transportation was scheduling a series of small group discussions with interested citizens on a redesign of the Sleepy Hollow sidewalk project to be followed by a larger public meeting later this spring. The group also discussed the progress of researching neighbor atti-tudes on the Holmes Run sidewalk project.
