    Foreword

    LeeValleyRegionalParkisknownandrecognisedas

    oneofthenationsgreatparks;aplacethatoffersa

    uniquecombinationofactivities,sightsandexperiences.

    Forover40yearstheLeeValleyRegionalParkAuthority

    hasbeenworkingalongsidemanypartnerorganisations

    totransformthepost-industriallandalongtheRiverLee

    intoaplaceforleisure,recreation,sportandnature.

    TheParkisnowamosaicofaward-winningopen

    spaces,heritagesites,countryparks,farms,golf

    courses,lakesandriversidetrails,campsites,marinas,

    anglingandboatinglocations.Alloftheseattractmore

    than4millionvisitorsayear.Inaddition,theParkwill

    includeanumberofnewfacilitiesdeliveredaspartof

    thelegacyoftheLondon2012OlympicandParalympic

    Games.ThesefacilitiesincludetheLeeValleyWhite

    WaterCentrenearWalthamCross,Hertfordshire,

    theLeeValleyVelodromeandVeloPark,andtheLee

    ValleyHockeyandTennisCentres,allwithintheQueen

    ElizabethOlympicParkatStratford.

    OurParkDevelopmentFrameworkisasuiteof

    documentsthatwillcollectivelyprovidetheblueprintfor

    ourfutureefforts:settingoutwhatwewanttoachieve,

    howweplantobalancecompetingdemands,andhow

    weintendtomakebestuseofthelimitedresources

    available.

    Wehopeitwillprovideinspirationandfocusforthe

    futurecollectiveeffortsoflandownerswithinthePark,

    ourpartners,stakeholdersandeveryonewithaninterest

    intheLeeValleyandLeeValleyRegionalPark.

    ThePark

    TheLeeValleyRegionalParkwascreatedonthe1st

    January1967,throughanActofParliament:theLee

    ValleyRegionalParkAct1966.

    ThecreatorsoftheRegionalParkwantedtoprovide

    adestinationforthegrowingpopulationsofLondon,

    EssexandHertfordshiretoenjoyrecreationandleisure

    activitiesunavailableelsewhere.Thecorridoralongside

    theRiverLeewasatthattimeamixofderelictand

    operationalindustrialland,undevelopedmarshlands,

    watersupplyreservoirs,farmland,glasshousesand

    municipalparks.ThenewRegionalParkwasto

    transformtheseareastocreateacontinuouscorridor

    ofopenspaceandbuiltleisureandsportsfacilitiesthat

    wouldprovideawiderangeofrecreationandleisure

    opportunities.

    ThepurposeoftheParkisclearlydefinedinthePark

    Act,as:

    aplacefortheoccupationofleisure,recreation,

    sport,gamesoramusementsoranysimilaractivity,for

    theprovisionofnaturereservesandfortheprovision

    andenjoymentofentertainmentsofanykind.Section

    12(1)LeeValleyRegionalParkAct1966

    MuchhasbeenachievedsincetheParkwascreated.

    TheParknowincludes10,000acres(over4,000ha)and

    windsitsway26miles:alongthebanksoftheRiverLee

    fromWareinHertfordshire,downthroughEssex,North

    London,andpastQueenElizabethOlympicParkto

    EastIndiaDockBasinontheRiverThames.

    TheParkisafantasticmixofsportandleisurevenues,

    heritagesites,gardens,naturereservesandriverside

    trails;offeringanendlessrangeofthingstodo.Itiseasy

    toreachbybike,car,train,oronfoot,andvisitorscan

    spendanythingfromafewhourstoafewdaysenjoying

    andexploring.

    TheParkisalsooneofthehomesofthemostexciting

    eventsintheworldtheLondon2012Olympicand

    ParalympicGames.TheGameswillnotonlyprovidea

    greatsportingspectacle,butwilldeliveralastingbenefit

    forthePark;fourworld-classsportsvenuesaretobe

    locatedwithintheParkboundary,withtheremaining

    Olympicvenuesandparklandssituatedalongside.

    TheParkAuthority

    TheParkAct,whichestablishedtheLeeValleyRegional

    ParkAuthority,placedadutyontheAuthoritytodevelop,

    improve,preserveandmanagethePark,eitherdirectlyor

    throughothers.

    Weareworkingtowardsdeliveringthisdutyinthreekey

    ways:

    AsownerandmanageroflandandfacilitieswithintheParkWeownandmanageapproximately3,800acres

    (1,500ha)ofthetotalParkarea.Itisourdutytouseour

    availableresourcestodevelopandmanagethatestate.

    Weknowwewillneedtoworkcloselywitharangeof

    partners,andseekadditionalresourcesandexpertise,

    inordertodeliverthefeatures,facilitiesandactivities

    thatcontributetoourvisionandaims

    forthePark.

    Asachampion,leader,facilitatorandcoordinatorofotherlandownerswithintheParkTheremaining6,200acres(2,500ha)oftheParkis

    ownedandmanagedbyothers.Thesuccessofour

    Parkvisionishugelydependantonotherlandowners

    andmanagersworkingtogethertowardsashared

    aspiration.Avitalpartofourfutureworkisworking

    alongsidethelandownerstoachieveourvisionforthe

    Park;toworkcollectivelytowardsPark-widecoordinated

    andcomplementaryfacilities,attractionsandactivities,

    andtoassisteachotherwhereappropriatewithshared

    resources,adviceandexpertise.

    AsastatutoryplanningconsulteeTheActconfersontheAuthoritytheroleofastatutory

    planningconsultee.Thismeansthatwemustbe

    consultedonanyplanningapplicationswithin,orwhich

    impacton,thePark.Wewillusethisroletocontinue

    tochampiontheParkandtodoeverythingwecanto

    ensurethatlocalplanningauthoritiesgiveappropriate

    regardtoouraimsandpurposes.

    Wewill:

    Opposeinprincipleanyplanningapplicationsrelating

    tolandwithintheParkthatincludelanduseswhichare

    notcompliantwiththepurposeofthePark(assetout

    inSection12oftheParkAct).

    Seektoensurethatallplanningapprovalsrelatingto

    landwithintheParkwillleadtoapositivecontribution

    toourvision,aimsandobjectives.

    Seektoensurethatallplanningapprovalsrelatingto

    landoutsidetheParkboundarieswillhavenonegative

    impactonthePark,andwherepossibleleadtoa

    positivecontributiontoourvision,aimsandobjectives.

    TheParkDevelopmentFramework

    TheParkDevelopmentFrameworksetsoutthePark

    Authoritysaspirationsforfuturedevelopmentand

    management.

    Thereareanumberofcoredocumentsthatmakeup

    theParkDevelopmentFramework:

    Vision,AimsandPrinciples(publishedJuly2010).

    Objectivesandproposals,whichwillbeproducedin

    twocomplementarydocuments.Thesefocuson:

    -Thematicproposals(thisdocument),settingoutour

    proposalsthroughouttheParkforeachofoursix

    aims-Visitors,SportandRecreation,Biodiversity,

    Community,LandscapeandHeritage,Environment.

    -AreaProposals,settingoutourproposalsforthePark

    onamoredetailedlocationbasis.

    Thereisalsoarangeofotherdocumentsthatprovide

    additionalinformationtosupportthecoredocuments

    identifiedabove.ThisincludesthePart2AreaProposals

    includedintheadoptedParkPlan2000.Formore

    informationpleaserefertotheParkDevelopment

    Schemewww.leevalleypark.org.uk/parkframework.

    TheParkDevelopmentFrameworkreflectsour

    aspirationsforthewholePark,andincludeslarge

    areasoflandoverwhichwehavenodirectcontrol.The

    frameworkdocumentsthereforeprovidetwofunctions:

    thestrategicframeworkforourongoingactivities,and

    guidanceforothersinvolvedinthedevelopmentand

    managementoflandwithinthePark.

    TheAuthorityisnotaplanningauthoritybutithasa

    rangeofpowersanddutiesinrelationtothestatutory

    planningprocess.Section14(1)oftheParkActrequires

    theAuthoritytoprepareaplansettingoutproposals

    forthefuturemanagementanddevelopmentofthe

    RegionalPark.Riparianplanningauthoritiesareundera

    mandatoryobligationtoincludethosepartsofthe

    planaffectingtheirareaswithintheirownrelevant

    planningstrategiesandpolicies.

    OurcurrentplanofproposalsistheLeeValleyRegional

    ParkPlanadoptedin2000.TheParkDevelopment

    Frameworkwillintimeincludeproposalsforallland

    withinthePark,andwillfullysatisfyourdutytoproduce

    aplanofproposalsasrequiredunderSection14ofthe

    ParkAct.OncecompleteitwillreplacetheParkPlan

    2000.Howeverthepreparationandadoptionofproposals

    fortheentireareaoftheParkwilltaketime,soaphased

    replacementoftheParkPlan2000proposalswithPark

    DevelopmentFrameworkproposalswilltakeplace,as

    andwhenspecificareasoftheParkarereviewedand

    proposalsagreed.WhereproposalsfromtheParkPlan

    2000remainrelevant,thesewillbeincorporatedintothe

    ParkDevelopmentFramework.

    StrategicAimsWebelieveourvisionfortheParkwillbeachievedthroughthedeliveryofsixstrategicaims.

    VisitorsAParkthatisahighqualityandregionallyuniquevisitordestinationWewanttheParktobeagreatdestination.Aspecialplacetovisit,somewherepeople

    choosetocomeagainandagainbecauseitprovidesexperiencestheycannotfindanywhere

    else.Webelievethattobeagreatdestination,theParkneedsmorethanjustgreat

    activities,sightsandexperiences:itneedstobewellknownandrecognised,easyand

    enjoyabletogettoandmovearound,andaccessibletopeopleofallabilities.

    SportandRecreationAParkthatdeliversarangeofhighqualityopportunitiesforsportandrecreationTheParkhasbeenconceivedanddevelopedoverthepast40yearstobeaplacefor

    leisure,recreationandsport.TheseactivitiescontinuetobeattheheartofwhatthePark

    isabout.WewanttoensuretheParkisaplacethatoffersexcitingandvariedexperiences

    thatattract,andareusedby,asmanypeopleaspossible-whileatthesametime

    ensuringthatwhatisofferedisofthehighestquality.

    BiodiversityAParkthatdeliversahighqualitybiodiversityresourcefortheregionTheParkisavaluablebiodiversityresource.LargeareasoftheParkareinternationally

    designatedandprotectedfortheirnatureconservationvalue,whileothersiteswithinthe

    Parkhavesimilarrecognitionandprotectionatanational,regionalandlocallevel.We

    wanttocontinuetodevelopandmanagetheParktobeanevenricherplaceforwildlife

    aplacewhereplantsandanimalscanthrive,andwherepeoplecanexperienceandenjoy

    thenaturalenvironment.

    amazing.WewantaParklandscapethatreflectsitsrivervalleycharacter,yetretains

    thedistinctivepersonalityofeachlocalarea.ItshouldtelltheuniquestoryoftheLee

    Valleyandcommunicateitsrichandhistoricdiversity.

    CommunityAParkthathelpspeopleimprovetheirwellbeingWewantaParkwhichisfirstandforemostaplaceforpeopleaplacewhereanyoneand

    everyoneisencouragedtovisitandgetactive,creative,involved,meetothers,learnnewthings

    orsimplyenjoythemselves.Itisaplacetodevelophappierandhealthierindividuals,andin

    turnhappierandhealthiercommunities.WebelievetheParkisafantasticvenueforallsortsof

    AParkthatiseasytoaccessandexperience

    Wherearewenow?RailAccesstotheRegionalParkviarailvariesinquality.

    TheLondonLiverpoolStreettoCambridgerailline,

    operatedbyNationalExpressEastAnglia(NEEA),

    followsthewesternboundaryofthePark.Withfiveor

    moretrainsperhourthisprovidesgoodlinkstoStratford

    andcentralLondon,aswellaslocationsfurtherafield

    includingHertford,Cambridge,andtheeastofEngland.

    TheeasternsideoftheParkislesswellservedbyrail.

    OnlyRoydonStation,providesasuitableentry,withtwo

    trainsstoppingeveryhour.

    Inspiteofimprovementstodirectionalsignage,access

    frommanyoftheserailstationstotheParkcanbe

    uninvitingandconfusing.Proposalsarebeingdiscussed

    toexpandpartsoftheNEEAroutefromtwotofour

    tracks,inordertoimprovefrequencyoftrains,capacity

    andeasecongestion.

    Thesouthofthevalleyistraversedbyanumberof

    additionallines,withservicesprovidedbyothertrain

    operatingcompanies,LondonUndergroundandthe

    DocklandsLightRailway.Theserailandtubelines

    provideimportantservicestotheParkforthewider

    Londonregion,yetmanyofthestationsliesome

    distancefromtheParksboundaries,andinspiteof

    signage,entrytotheParkisoftendifficulttolocate

    especiallyforthevisitornewtothearea.

    ItisanticipatedthatthedevelopmentofStratford

    InternationalclosetothePark,aswellasimprovements

    topublictransportfromthelegacyoftheOlympics,

    willhelpreconnectthesouthernpartoftheParkwith

    neighbouringareasandthewiderregion.Inaddition,

    thedevelopmentofCrossRailrepresentsaunique

    opportunitytoincreaseaccesstotheParkfromacross

    LondonandEssex.

    BusAnextensivebutcomplicatedbusnetworkexistswithin

    theParkandsurroundingregion.MostoftheParks

    facilitiesareaccessiblebyoneormorebusservices,

    althoughbusstopsarenotalwayslocatedinclose

    proximitytoallfacilities.

    CarThemajorityofvisitorstraveltotheRegionalParkby

    car(2008/9datarevealed64.2%/2,825,029people

    camebycar).RoadaccesstotheRegionalParkis

    reasonable,althoughjourneytimesvaryconsiderably

    duetolocalroadconditions,congestion,andwhethera

    busycommuterrouteisused(e.g.theA10,M25,A104).

    FootMostoftheParkissurroundedbyurbanareas,where

    existingstreetsprovideagoodnetworkofroutesfor

    movingaroundonfoot.Unfortunately,accessintothePark

    fromthesurroundingstreetsisinmanyareasrestricted

    bybarrierssuchasmajorroads,raillines,waterways,

    industrialareasandprivateland.Thesebarriersmeanthat

    formuchofthePark,entrypointsarelimitedandthereis

    oftensomedistancebetweenentrances.

    ThemoreruralareastothenorthoftheParkarewell

    connectedtoanextensivepublicrightofwaynetwork,

    althoughinmanyareasthereisstillsomedistance

    separatingeachentrypointintothePark.

    Thereareanumberofstrategicwalkingroutescrossing

    thePark,includingtheLeeValleyWalk,theLeaValley

    Pathway,theLondonLoopandtheCapitalRing.

    CyclingTheestablishedcyclenetworkprovidesgood

    connectionsintotheParkfromthesouth.Fromthe

    north,cyclenetworksarelesswellestablishedand

    opportunitiestocycleintotheParkaregenerallylimited

    tousingtheexistingroadnetwork.

    HorseRidingHorseridingroutesthatconnectwiththeParkare

    situatedtothenorthatStansteadAbbotts,Amwell,

    Holyfield,aswellassouthofNazeingandaround

    GilwellPark(eastofSewardstoneRoad).Good

    bridlewaynetworksexistbeyondtheParkboundaryto

    thenorthandeast,especiallywithinEppingForest.

    3.GettingtotheParkbyfootorcycleWewantpeopletobeabletowalk,runorcycletothe

    Parkeasily.Inordertomaximiseaccessibilitywewant

    toensurehighqualitylinksbetweentheParksinternal

    routesandtheexternalPublicRightofWay,cycleand

    bridlewaynetwork.Weaimtodeliverafullyintegrated

    routenetworkto,andthrough,thePark.

    4.GettingtotheParkbycarWerecognisethatvehicleaccesstomanyareasofthe

    Parkwillremainthepreferredmodeoftransportinthe

    foreseeablefuture.WewillstrivetoensuretheParkis

    easilylocatedandaccessiblefromthesurroundingroad

    network,andthatadequateprovisionforvehiclesis

    madeatkeyParkfacilities.

    5.RemoteaccessTheParkdoesnotonlybenefitpeoplewhovisit.Many

    peopleexperiencetheParkthroughwritteninformation,

    theinternet,newspaperreportsandwordofmouth.

    Wewanttobuildonourlevelsofremoteaccess.Todo

    thistheParkmustcompetesuccessfullyinacrowded

    mediamarket.Thiswillrequirenotonlyastrong

    brandandidentityforthePark,butalsoacreativeand

    constantlyevolvingapproachtowhat,how,whereand

    whentheParkpresentsitselftotheregionalaudience.

    BridlewaysThereisasmallprovisionofbridlerouteswithinthe

    Park.ThesearelimitedtoWalthamstowMarshes(in

    thevicinityofLeeValleyRidingCentre)andalongthe

    boundaryofGunpowderPark.Whiletherehasbeen

    workondevelopingcomprehensiveroutesintothe

    QueenElizabethOlympicParkwiththeODA,further

    initiativesarerequiredtodesignanddevelopadditional

    bridleways.

    WaterwaysTheaccesspotentialofthewaterwayswithintheParkis

    considerable.TheRiverLeeNavigationlinkstheRiverStort

    NavigationinthenorthofthePark,withtheRegentsand

    GrandUnionCanalsinthesouthviatheHertfordUnion

    CanalandtheLimehouseCutfinallyarrivingattheRiver

    Thames.TheLeeNavigationprovidesarecreationaland

    potentialcommercialwaterroutethroughoutthelengthof

    thePark.Therecentlycompletednavigationenhancement

    workatThreeMillsLockandtheBowBackRiverswilladd

    tothequalityandmultifunctionalityofthecurrentprovision.

    SpringfieldonthelowerreachesoftheRiverLee

    (200Berths)andtheotheratStansteadAbbotts(200

    berths)inthenorththatissituatedwithinamileofthe

    TheLeeValleyBoatcentreatBroxbourneoffersboats

    forhireandpassengerboatsforpleasuretrips.These

    provideameansofaccessingdifferentriversideareas

    ofthePark.

    BritishWaterways(BW)iscurrentlyidentifyingsites

    inthelowerLeeValleyforthedevelopmentofawater

    busservice.Thisisplannedtobeoperationalin2011,

    inordertoprovidetransporttotheQueenElizabeth

    OlympicPark.BWanticipatesthatsufficientdemand

    andconsumerinterestwillhavebeengeneratedbythis

    proposal,inordertoensureitssuccess.

    VehicleVehicleaccessintotheParkreliesonthebusyAroads

    thatcrossthePark,aswellasonlocalroadsthattrack

    theParkboundary(andwhich,inafewcases,cross

    fromeasttowest).Forexample,SewardstoneRoadand

    theCrookedMilefollowtheeasternedgeofthePark

    southandnorthoftheM25respectively.Theseedge

    roadsprovidevehicleaccessintotheParkatkeypoints

    servingexistingfacilitiese.g.theRiverLeeCountryPark

    andLeeValleyParkFarmsofftheCrookedMile,and

    GunpowderParkoffSewardstoneRoad.

    Inthenorththereareanumberoflocalroadsthatcross

    thePark(includingonetollroadoperatedbyThames

    Water),andwhichenhancevehicleaccess.However

    mostoftheseedgeandcrossingroadsalsofunctionas

    localdistributorroadsandcarryheavycommercialand

    industrialtraffic.

    Furthersouth,aconcentratedroadnetworkprovides

    routesintothePark.Howeveralltheseareheavily

    trafficked.RecentworkfortheLeaBridgeRoad
