celeBrAting the spirit of cAre Building a Caring and Healthy North West Community has always been the mission of North West Community Development Council, and this is made possible only with the dedication of our 4,000 over volunteers. Without their valued contributions of time, energy and resources, the 450 activities organised in 2014 might not have achieved the wide reach of 190,000 residents.

Giving Recognition to EffortsAt our annual North West Volunteers’ Night 2015 recently, we give thanks to volunteers who have each made caring their way of

In addition, the growing trend among schools to be engaged with the community also saw 21 of our North West Outstanding School Partners Award winners adopt projects such as recycling and caring projects. These involvements not only benefit the community, but also provided the students with holistic education opportunities and a reinforced sense of community ownership.

Making a Bigger DifferenceOur journey thus far has been enriching – seeing a 20% increase in the number of ground-up initiatives in 2014. However, we are set to go further and your participation remains central to our advance. Together, let us grow the spirit of care in the North West District!

Meraikan Semangat PrihatinMembina Komuniti North West Yang Prihatin dan Sihat hanya boleh dilakukan dengan dedikasi lebih 4,000 sukarelawan kita. Sumbangan mereka membolehkan 450 aktiviti dianjurkan pada tahun 2014 dan telah berjaya melibatkan 190,000 orang penduduk.

Semasa majlis North West Volunteer’s Night 2015 baru-baru ini, kita berterima kasih kepada sukarelawan, seperti Rodney Chang yang berusia 76 tahun, yang berdedikasi untuk mempertingkatkan taraf kehidupan bagi ramai penduduk Chong Pang selama lebih 30 tahun, serta Chua Bee Tin yang telah memberi inspirasi kepada ramai penduduk untuk bersama beliau meraih kebaikan kesihatan qigongnya.

欢庆西北义工爱的力量西北社区能够成为一个富有爱心和健康的团体全赖4,000名义工的热诚付出。在义工的全力支持下,西北社区在2014年为19万名居民举办了450项活动。

在最近举办的2 015年西北社区义工答谢会上,我们对义工们表示满心的感激,像76岁的张国武,他过去30年致力于改善忠邦居民的福利,让许多人的生活获得提升。此外,我们也感谢蔡美珍,因为她的鼓励,许多居民因此与她一起运动,享受健身气功带来的好处。

Held on 1 March, the North West Volunteers’ Night 2015 saw four categories of awards being conferred – the North West Outstanding All Rounder Students Awards, North West Outstanding School Partners Awards, WeCare @ North West Awards and Healthy Living @ North West Awards – to 58 recipients.

Adviser to Admiralty Grassroots Organisations Mr Vikram Nair is known for providing sound legal advice to residents. He shares insights to the Singapore legal system and its impact on Singaporeans.

Why should Singaporeans be concerned about the law?Everyone deals with the law at some point or another, so it is helpful for everyone to know his/her rights and legal options. For example, in Singapore, assets such as public housing and CPF can go directly to immediate family members even when

no will is drafted. This simple knowledge can give many Singaporeans a greater peace of mind, knowing that their key assets are protected.

How else is law being made more accessible to Singaporeans?The Ministry of Law has implemented holistic policies that protect the interests of Singaporeans. These include making available more legal aid and introducing a judge led process in the area of family law to make hearings fairer. In fact, our legal system tries to safeguard Singaporeans without

requiring them to have full knowledge of law.

How can residents in Admiralty learn more about the law?There are quite a few channels that are available to residents where they can readily get help or find out more information when they encounter legal issues. In Admiralty Division, I offer pro bono advice. Beyond that, there are also the community legal clinics, and the legal aid bureau that can offer advice or assistance. There is also useful information accessible to people online.

Undang-Undang dan AndaPenasihat kepada Organisasi Akar Umbi Admiralty, En. Vikram dikenali kerana menyediakan nasihat perundangan yang wajar kepada penduduk. “Semua orang berurusan dengan undang-undang pada seseuatu masa. Anda dapat berasa tenang apabila memahami tentang sesuatu perkara, terutama sekali apabila anda tahu bahawa aset utama anda dilindungi,” jelasnya.

Malah, di Singapura, dasar perundangan memastikan aset diberikan terus kepada ahli keluarga apabila tiada wasiat ditulis. Kementerian Perundangan berterusan menjadikan dasar lebih holistik untuk melindungi kepentingan warga Singapura.

Kini, warga Singapura lebih mudah memperoleh bantuan undang-undang. Tempat seperti klinik perundangan komuniti dan biro bantuan perundangan, serta banyaknya sumber dalam talian boleh memberikan nasihat yang baik.

Sebagai penduduk Admiralty, mereka juga dialu-alukan untuk menemui En Vikram Nair semasa sesi Berjumpa Orang Ramai untuk bantuan.

法律与你维凯先生是海军部基层组织顾问,附近的居民都知道他可以为他们 提供 很 好的法 律 意见。他解 释:“每个人偶尔都会与法 律 打交道。如果我们对法律有所理解,便可以比较安心,尤其是你知道你的重要资产将会受到保护。”

事实上,尽管没有立遗嘱,新加坡的法律也确保你的资产将会由直系家属承继。新加坡律政部将不断推出全面的策略来保障新加坡人的利益。

同时,新加坡人也可以通过很多途径接触到法律,像社区法律诊所及法律援助局。此外,网上也有很多可以提供意见的资源。住在海军部的居民当然可以在 维 凯 先 生 接 见 选民时,寻求他的帮助。

As we work to make law more accessible, we are mindful that not all matters should be resolved using the law. Sometimes, what people need is just the good old friendly advice.

North West Community Development Council

Service with a Smile Spreading love through practical acts in a three-week long campaign, the WeCare @ North West – Service Weeks was kick-started on 31 January. Over 1,000 volunteers from corporate companies, schools and grassroots organisations came together to benefit 3,750 needy households by distributing festive packs. Corporate partners also fulfilled the wishes of 50 needy households, as part of the SG50 celebrations. They cleaned homes, and donated appliances such as television sets, washing machines and ovens.

About 2,000 students received their Edusave Awards from Grassroots Adviser Mr Khaw Boon Wan, during the Sembawang Edusave Awards Presentation held on 3 January.

Some 500 residents ushered in the new year on 31 December at the Cashew Zone 2 RC Countdown Party and Getai with Grassroots Adviser Dr Vivian Balakrishnan.

HOllAND-BUkIT TIMAH GRC (CASHEW)

Grassroots Adviser Mr K Shanmugam flagged off a torch relay on 7 February, as one of the activities under the Chong Pang SG50 Kampong Fiesta that was attended by more than 1,000 residents.

NEE SOON GRC (CHONG PANG)

Appreciating Volunteers, Outstanding Students & School Partners 58 volunteers received recognition for their voluntary efforts on 1 March at the North West Volunteers’ Night 2015. The annual event saw the presentation of WeCare @ North West Awards, Healthy Living @ North West Awards, North West Outstanding All Rounder Students Awards and North West Outstanding School Partners Awards.

Staying Happy and Healthy 600 primary school students and their parents attended the North West Children Festive Cheer on 7 March, where they learnt about healthy eating through fun activities. They were also presented with $100 book vouchers to alleviate their schooling costs, on top of supermarket vouchers.

Proper Education for Better Health 10 registered pharmacists and 40 pharmacy undergraduates educated 150 elderly on the proper use of medication at the Know Your Medicine, Get It Right! @ North West event on 8 March. Over 1,000 residents have benefitted from the programme since its launch in 2011.

On 18 January, Grassroots Adviser Dr Teo Ho Pin and 200 residents set a record at the Singapore Book of Records for “most people preparing ponggal at the same time”.

BUkIT PANjANG SMCDistributing festive goodies, Grassroots Adviser Associate Professor Muhammad Faishal Ibrahim brought cheer to residents during the Mandarin Orange Distribution at Neighbourhood 6 on 7 February.

Ushering in festive cheer, Grassroots Adviser Mr Hawazi Daipi gave out red packets and hampers to 206 needy residents at the Chinese New Year Hongbao Presentation on 8 February.

SEMBAWANG GRC (MARSIlING)To celebrate the Lunar New Year, residents and Grassroots Adviser Mr Christopher de Souza gathered for the Ulu Pandan WEC Reunion Dinner on 10 February, complete with lo hei!

Grassroots Adviser Er Dr Lee Bee Wah shared a warm moment with a resident at Springleaf Community Day on 25 January. 1,500 residents attended the event held at Springleaf Nature Park.

Some 5,000 students penned messages of appreciation for their parents and received awards from Grassroots Adviser Ms Ellen Lee at the Edusave Awards Presentation on 10 and 11 January.

SEMBAWANG GRC (WOODlANDS)

The Canberra Edusave Awards Presentation Ceremony 2014 was held in 16 sessions from 27 December to 7 January, with 1,314 students receiving their awards from Grassroots Adviser Dr Lim Wee Kiak.

NEE SOON GRC (CANBERRA)

Together with Grassroots Adviser Mr Patrick Tay, residents enjoyed a spectacular night of performances at the PAssionArts Roadshow with CNY Light-up on 30 January.

Grassroots Adviser Mr Vikram Nair gave out over 1,000 awards to students at the Admiralty Edusave Presentation Ceremonies happening on 24 January and 31 January.

North West Community Development Council

Since 10 September 2007, the North West and South East Community Development Councils (CDCs), in collaboration with the Ministry of Law, Law Society Pro Bono Services Office, set up CLCs at the North West and South East Districts.

Over the last seven years, lawyers from 24 law firms and 133 individual lawyers have been engaged to provide free basic legal advice to some 15,000 residents. In the North West District, legal practitioners have come forward for a common purpose – to use their practice to help people!

A Caring and Objective Confidant 58-year-old Mdm Wong (not a real name), who suffered an estranged relationship from husband and in-laws, met a traumatic accident. For years, she was led to think that the lawsuit is pending as she did not receive any compensation. One day, she found out that the compensation had already been paid out to her husband years ago but this was kept from her. What were her options?

Mdm Wong was at a loss when she approached the CLC for help. Fortunately, Ms Felicia Tan, 31, an arbitration and litigation lawyer volunteering at the CLC since 2010, was at hand to explain to her what her legal rights and options were. “I took care to be patient and empathetic while maintaining an objective perspective when Mdm Wong related her life story. benefit Mdm Wong, I needed to be both professional and compassionate. Subsequently, I referred the case to other welfare units for continued guidance and support so that she did not have to face the problems alone after the CLC session,” says Felicia.

Grateful, Mdm Wong conveyed her appreciation to Felicia a few days later through the Law Society Pro Bono Office.

An Experienced AdviserHowever, it is not always easy especially when the advice given is unexpected. Mr Ooi Jian Yuan, 33, a generalist practitioner who has been volunteering

since 2010, divulges, “In such situations, I will break down the advice I give and explain the rationale

and principles applied by the Court to help the person accept the outcome. Staying calm

and neutral in these circumstances, as well as focusing the attention on facts also help.”

Adding on, Mr Ooi explains, “Over the years, I increasingly feel that I have an obligation to not just explain the law, but to assess the situation and set out available options for recourse, so that

the applicant can decide whether the legal route is most optimal. While the law provides a framework for rights, there

may be other considerations in reaching an amicable solution, like harmony in existing relationships.”

A Ready listening EarThe truth is, although every person

approaching the CLC has an issue, not every issue presents a legal case, at least in the volunteering experience of Mr Keith Lim, 28. Recalling a memorable encounter, “The man thought I was a secret agent. It became apparent after a while that he was suffering from paranoia and needed medical attention, not legal advice,” explains Keith.

Although that was an isolated instance, Keith does see emotionally charged people at the CLC sessions from time to time. “Often, people who come to the CLC will have tried other means of resolution to no success, and are possibly feeling desperate. By taking time to patiently explain the legal concepts, it helps them realise that the problem can be overcome. When you see the stress and worry melt away from their faces – you know you have made a difference,” Keith confides.

Peguam Memberi khidmat Pada tahun 2007, North West Community Development Council (CDC) bekerjasama dengan Kementerian Undang-Undang, Law Society Pro Bono Services Office untuk menyediakan Klinik Undang-Undang Komuniti (CLC) untuk memberi nasihat undang-undang secara percuma kepada para penduduk. Di North West District, para peguam telah tampil untuk membantu para penduduk, menggunakan kemahiran mereka.

Antara mereka ialah Cik Felicia Tan, 31 tahun, seorang peguam timbang tara dan litigasi yang bersukarela di CLC sejak tahun 2010. Kesabaran, emfati, keprofesionalisma dan objektivitinya bukan sahaja telah membantu untuk meningkatkan kesedaran terhadap undang-undang, tetapi juga telah memberikan laluan kepada individu apabila mereka berhadapan dengan isu yang sukar dalam kehidupan, memberi kaunseling dan menunjukkan arah yang betul kepada mereka.

Untuk Encik Ooi Jian Yuan, 33, seorang peguam umum yang telah memberi khidmat sukarela sejak tahun 2010,

beliau menganggap peranannya sebagai peguam pro bono. “Walaupun undang-undang menyediakan rangka kerja untuk hak, terdapat pertimbangan lain untuk mencapai penyelesaian yang baik, seperti harmoni dalam perhubungan yang sedia ada,” ujar Jian Yuan.

Setelah menyumbangkan khidmat sukarelanya selama kira-kira dua tahun,

Encik Keith Lim, 28, berkongsi sebab di sebalik komitmennya untuk bersukarela di CLC walaupun berhadapan dengan cabaran jadualnya, “Apabila anda melihat ketegangan dan kerisauan hilang daripada wajah-wajah mereka – anda tahu anda telah membuat perubahan.”

为善不甘人后的律师西北社区发展理事会在2007年与律政部及新加坡律师公会无偿服务办事处成立了社区法律诊所,为居民免费提供基本法律咨询。西北区社区法律诊所成立至今,获得多名热心律师响应。他们应用他们的专业知识,帮助了前来求助的居民。

31岁的陈美莲,是一名仲裁与诉讼律师。自从2010年起,她便在社区法律诊所义务服务。她的耐性、专业精神及客观审视问题的能力

不仅帮助居民对法律有更深的认识,那些面对生活难题的居民也在她的辅导下得以如释重负。

33岁的黄健元律师,在2010年起也在社区法律诊所提供义务服务。他认为他所扮演的角色不仅仅是一名义务律师。建元说: 虽然法律为权利的维护设立了一个框架,

但其实还是可能通过其他方法来心平气和地解决问题,像保持现有的和谐关系。”

28岁的林蔚明律师则在社区法律诊所提供义务服务约两年,他分享了为何在忙碌的工

作中还要抽时间当义工:“当我看到居民脸上的紧张及焦虑渐渐消失的时候,我知道自己的付出是有意义的。”

heArts At WorK Although both their job titles read ‘Nurse’, the real duties of 30-year-old Khin Hnin Khaing and 24-year-old Rocely Joy Ibanez from the Sree Narayana Mission Home for the Aged Sick go beyond caring for the physical well-being of the Home’s residents. They also play the roles of guardians, cheerleaders and, even, confidants.

Recalling a defining moment…

Khin Hnin Khaing: One of the first patients I took care of was temperamental and stubborn. Not only did she always refuse to take her medicine, she also sometimes threw them on the floor. It was challenging, especially since I was inexperienced. Gradually, my patience and persistence paid off. She came to trust and listen to me while I also grew more confident in my interactions.

them entertained. One day, a shy visually impaired resident came up to me to share that she really enjoyed my singing. From then on, she made an effort to drop in everyday despite having difficulty moving around. It was a truly heart-warming experience.

Sharing the motivation…

Khin Hnin Khaing: Being able to help others makes me feel very fulfilled and happy. More importantly, the residents and colleagues here are like my family. Work is not just work with them around. It is an enjoyment.

Rocely Joy Ibanez: At Sree Narayana Mission Home, I get a chance to develop myself and build a career. Thanks to the staff development programmes, I have attended courses like basic Mandarin and more recently, a seminar on fall prevention and mobility. I am equipped to give better care to our elderly residents.

Rumah Warga Emas ini selama tujuh tahun, masih bersemangat dan berasa puas serta gembira kerana dapat membantu orang lain. “Saya gembira dapat bekerja di sini; ini bukan sahaja satu pekerjaan. Malah, saya rasa seolah-olah saya menjaga ahli keluarga saya sendiri,” katanya.

Bagi Joy pula, beliau bukan sahaja gembira kerana dapat berinteraksi bersama penduduk, beliau juga ternanti-nantikan peluang latihan yang dapat diperoleh di Rumah Warga Tua ini. “Melalui program pembangunan kakitangan, saya telah menghadiri kursus seperti Mandarin asas dan banyak lagi, baru-baru ini, seminar mengenai pencegahan daripada jatuh dan pergerakan. Saya kini bersedia untuk memberikan penjagaan lebih baik kepada penduduk yang berumur,” katanya dengan teruja.
