    Chairman for Session 2013/2014, Ir. David Lee Hoke Hai (M 11384) called the meeting to order at 11.15 am.

    1.0 oPenIng aDDress By The chaIrMan for sessIon 2013/2014

    1.1 The Chairman, Ir. David Lee Hoke Hai (M 11384) extended his gratitude to all members who were present at the meeting.

    1.2 Ir. David welcomed and thanked the President of IEM, YBhg. Dato’ Ir. Lim Chow Hock (F 02531) for his presence at the IEM (Southern Branch) AGM this year.

    1.3 The Chairman acknowledged the presence of the Past Chairmen of IEM (Southern Branch), YBhg. Dato’ Ir. Steve Chong Yoon On (F 03974), Ir. Chan Choong Cheong (F 02059), Ir. Puen Tak Hong (F 05558), Ir. Roger Ling Ung Yii (M 02688), Ir. Teh Sea Chuan (F 01714), Ir. Ching Goo Kia (F 02329), Ir. Ooi Kao Yang (F 02331), Ir. Sim Tian Liang (M 07463) and Ir. Hj. Mohd. Khir Bin Muhammad (F 18791) and thanked them for their support of the Institution. He also welcomed and thanked all members who were present at the meeting. Ir. David was pleased to announce that the number of IEM (Southern Branch) members attending the 41st AGM was more than 150.

    1.4 Ir. David was pleased to note that it was an honour for him to serve as the IEM (Southern Branch)’s Chairman for the sessions 2012/2013 and 2013/2014. He was happy to note that many activities and programs were successfully organized throughout both sessions, notably the success of the Regional Conference on Liberalization of Services Sector 2013 as being a great achievement for IEM (Southern Branch). The meeting was then presented with a multimedia presentation on the highlights of the activities and programs throughout sessions 2012/2013 and 2013/2014.

    1.5 Ir. David took the opportunity to extend his gratitude to the Committee Members and Past Chairmen of IEM (Southern Branch) for their support and assistance. He took the opportunity to thank YBhg. Dato’ Ir. Steve Chong Yoon On, YBhg. Dato’ Ir. Ng Ah Kow and Ir. Hj. Mohd. Khir Bin Muhammad for their continuous support throughout his Chairmanship. He acknowledged YBhg. Dato’ Ir. Ng Ah Kow’s vital role especially in liaising with various Government agencies. Ir. David also expressed his gratitude to IEM Past President, Ir. Vincent Chen Kim Kieong, IEM Immediate Past President, Ir. Choo Kok Beng and IEM President, YBhg. Dato’ Ir. Lim Chow Hock for their kind support from the IEM Headquarters.

  • 2.0 confIrMaTIon of MInuTes of The 40th annual general MeeTIng

    2.1 Minutes of the 40thAGMwere confirmed, as proposed by Ir. JohnCheahKamLoong (F 01186) andseconded by Ir. Teo Boon Keng (M 04890).

    3.0 MaTTers arIsIng

    3.1 No matters arising.

    4.0 annual rePorT for sessIon 2013/2014

    4.1 The Honorary Secretary, Ir. Derek Cheah Kong Yew (M 14604) presented the summary of the 40th Annual Report which had been circulated earlier via email to all members. Honorary Secretary reported on the status of membership as of May 2014, and the Branch activities for Session 2013/2014 as presented on pages 10 to 15 of the Annual Report.

    4.2 The following matters were raised by the members to the Executive Committee, and the Chairman/Vice Chairman/Hon. Secretary/Committee Members replied as follows:

    4.2.1 Raised by Ir. Quek Swee Kim (M 05009): Question: There is a drop in membership for the Member grade from 626 to 440. What are

    the reasons for the drop in membership? Answer: The Chairman explained that if a member’s annual subscription remains in arrears

    for a period exceeding three years, the member’s name will be removed from the register of members by the IEM Headquarters and the drop in membership for the Member grade is mainly due to such default.

    4.2.2 Raised by Ir. Sim Tian Liang (M 07463): Comment: Ir. Sim congratulated Ir. David and the Committee Members for a very successful

    session. He noted that under the leadership of Ir. David and the hard work of the Committee Members, the Regional Conference on Liberalization of Services Sector was successfully organized and had generated an impressive surplus. Ir. Sim suggested that despite the drop in membership for the Fellow and Member grades, IEM (Southern Branch) should take advantage of the rapid development and the significant number of engineering firms operating in theIskandar Region as an opportunity to increase IEM (Southern Branch)’s membership.

    Answer: The Chairman took note of Ir. Sim’s suggestion and the incoming Executive Committee to consider the suggestion accordingly.

    4.2.3 Raised by Ir. John Cheah Kam Loong (F 01186): Question: IEM (Southern Branch) has representatives in MBJB and MPJBT. Are we having those

    representations done well in the sense that we are able to have dialogues with the officersfrom MBJB and MPJBT in providing solutions to problems faced by engineers?

    Answer: The Chairman explained that IEM (Southern Branch) is well represented in MBJB and MPJBT. Our representatives do give feedback to the local authorities when required and they do bring back relevant issues to be discussed during the committee meetings. The committee did send out letters to all members requesting for any issues to be discussed with the local authorities. However, only Ir. John Cheah Kam Loong responded and a lunch meeting was organized for a discussion between the committee members and Ir. John. As a result of the meeting, the committee has agreed to arrange for a talk on the matter of the OSC.

    4.2.4: Raised by Ir. Hassan Bin Sulaiman (M 15266) Question: OSC 3.0 has been gazetted in Malaysia except in Johor. He urged the incoming

    committee to raise this issue as OSC 3.0 is important to developers and consulting engineers as the present system poses many problems and issues to the consulting engineers.

    Answer: The Chairman took note of the issue and that IEM (Southern Branch) will do its best to bring the matter of the OSC 3.0 to the attention of the authorities.

    4.3 There being no further comment or amendment, the meeting accepted the Annual Report as proposed by Ir. Puen Tak Hong (F 05558) and seconded by Ir. Hj. Zainuddin Bin Md. Ghazali (M 04945).

    5.1 The Financial Report ending 31st March 2014 was presented by the Honorary Treasurer, Ir. Wong Yee Foong (M 18146) as per pages 27 to 28 of the Annual Report.

    5.2 Honorary Treasurer thanked the internal auditors, Ir. Teo Ki Yuee (M 05701) and Ir. Prof. Mohamad AfifibinAbdulMukti (M01793) for their services renderedduring the session2013/2014.

    5.3 Honorary Treasurer highlighted that the Regional Conference on Liberalization of Services Sector 2013 is the main contributor to the tremendous increase in the accumulated funds. The Honorary Treasurer acknowledged the effort by the Chairman and the Conference Organizing Committee in the successful organization of the conference.

    5.4 The following matters were raised by the members to the Executive Committee and the Chairman/Vice Chairman/ Hon. Treasurer/Committee Members replied as follows:

    5.4.1 Raised by Ir. Sim Tian Liang (M 07463):

    Question: Ir. Sim Tian Liang (M 07463) enquired on the difference between the ‘subsidy from headquarters’ and the ‘secretariat subsidy from headquarters’.

    Answer: Honorary Treasurer explained that the ‘subsidy from headquarters’ refers to the subsidy given by the headquarters to IEM (Southern Branch) based on the number of members in the Southern Branch while the ‘secretariat subsidy from headquarters’ refers to the subsidy given to IEM (Southern Branch) based on the number of secretariat staff employed in the Southern Branch.

    Question: Ir.SimTianLiang (M07463)enquired if both thegroundandfirst floorsof the IEM(SouthernBranch) secretariat officehadbeen rentedout.

    Answer:HonoraryTreasurer informed themeeting that both the ground and first floors of theIEM (Southern Branch) secretariat office had been rented out to a company involved in thebird’s nest industry.

    5.4.2 Raised by Ir. Quek Swee Kim (M 05009):

    Question: Ir. Quek Swee Kim (M 05009) enquired on why the increase in the members dinner expenditure due to the conference was not included as part of the conference’s expenditure.

    Answer: The Chairman explained that for accounting purposes, the conference’s expenditure was separated from the members dinner expenditure.

    Question: Ir. Quek Swee Kim (M 05009) enquired if the expenditure for the year ending 31st march 2014 was prudent and why the taxation was much higher than last year and if this increase in taxation is due to the conference.

    Answer: The Honorary Treasurer explained that most of IEM (Southern Branch)’s resources were focused on the conference resulting in lesser income from the CPD programs and other activities. Ir. Wong also explained that the taxation is not only based on the conference income butrental incomealsocontributedtothetaxation.Sinceasignificantamountoftheconferenceincome came from the contribution and sponsorship of various agencies, Honorary Treasurer is in the process of appealing for a reduction in the taxation.

    5.5 As therewereno furtherclarificationandamendment, themeetingunanimouslyadopted theFinancialReport as proposed by Ir. Quek Swee Kim (M 05009) and seconded by Ir. Ling Ngie Soon (F 12685).

    6.0 elecTIon of InTernal auDITors for sessIon 2014/2015

    6.1 TheChairmanthankedthe internalauditors, Ir.TeoKiYuee(M05701)andIr.Prof.MohamadAfifibinAbdul Mukti (M 01793) for their contributions and services as Internal Auditors for session 2013/2014. He then proceeded with the nomination process to elect two (2) new internal auditors for Session 2014/2015.

  • 6.2 As proposed by Ir. Lim Soon Keng (M 07328) and seconded by Ir. Koh Thong How (M 05868), both Ir.TeoKiYuee (M05701) and Ir.Prof.MohamadAfifibinAbdulMukti (M01793)werenominatedasInternal Auditors for Session 2014/2015.

    7.2 The Chairman, Ir. David Lee Hoke Hai (M 11384), on behalf of IEM (Southern Branch) thanked Ir. Teh Sea Chuan (F 01714) and the scrutinizers for their assistance in conducting the election process.

    8.0 change of offIce Bearers

    8.1 The Chairman, Ir. David Lee Hoke Hai (M 11384) thanked all Committee Members for their great cooperation and support during his Chairmanship. Ir. David also took the opportunity to show his appreciation to his family for their endless support throughout his Chairmanship.

    8.2 Ir. David Lee Hoke Hai proceeded with the dissolution of the Executive Committee for Session 2013/2014 and handed over the IEM (Southern Branch) Chairmanship to Ir. Assoc. Prof. Hayati Binti Abdullah (F 16513). The incoming Chairman, Ir. Assoc. Prof. Hayati Binti Abdullah then invited the new Executive Committee for Session 2014/2015 to take their places.

    8.3 Ir. Assoc. Prof. Hayati Binti Abdullah took the opportunity to invite IEM President, YBhg. Dato’ Ir. Lim Chow Hock to present a token of appreciation to Ir. David Lee Hoke Hai for his excellent leadership and great contribution to IEM (Southern Branch).

    Comment: Ir. Sim Tian Liang (M 07463) congratulated the incoming committee on behalf of the IEM (SouthernBranch)members.He is confident that the incomingCommittee under theleadership of Ir. Assoc. Prof. Hayati Binti Abdullah will continue to improve and excel. He also thanked Ir. David Lee Hoke Hai for bringing IEM (Southern Branch) to a higher altitude especially through the successful organization of the RCLSS 2013 Conference.

    Ir. Sim highlighted the importance of having a closer relationship with Government bodies and agencies. He urged the incoming Committee to look into the matter of the OSC 3.0 and the establishment of the Housing Board as both matters affect engineers significantly. He alsosuggested for the incomingCommittee to organizeabriefingon theHousingBoard.

    9.1.2 Raised by Ir. John Cheah Kam Loong (F 01186)

    Comment: Ir. John Cheah Kam Loong (F 01186) raised the topic regarding the upcoming 2nd International Conference on Dengue Fever Situation and its Control to be held on 20th to 21st September 2014 at Dewan Sultan Iskandar, Universiti Teknologi Malaysia. The conference will be jointly organized by Rotary International, IEM and UTM. He highlighted the important role played byengineers infightingdengueandencouragedallmemberstoparticipate inthis internationalconference in an effort to assist the government in getting rid of the Aedes mosquito.

    10.0 aDDress By IeM PresIDenT

    10.1 Prior to the Chairman’s address, Ir. Assoc. Prof. Hayati Binti Abdullah invited IEM President, YBhg. Dato’ Ir. Lim Chow Hock (F 02531) to address the members.

    10.2 YBhg. Dato’ Ir. Lim Chow Hock expressed his pleasure in attending the IEM (Southern Branch) AGM and thanked the Branch for the invitation. YBhg. Dato’ Ir. Lim Chow Hock also thanked the Branch for giving him the opportunity to address the members and congratulated the Branch for the successful conduct of the AGM. He also extended his congratulation to the newly elected IEM (Southern Branch) Chairman, Ir. Assoc. Prof. Hayati Binti Abdullah and to the new Executive Committee Members. He noted that Ir.Assoc.Prof.Hayati BintiAbdullah is the first lady engineer to hold the office of an IEMBranch Chairman.

    10.3 YBhg. Dato’ Ir. Lim mentioned about the importance of the contributions of IEM Branches all across Malaysia and praised IEM (Southern Branch) for its active involvements throughout the years in uniting engineers and serving the nation. He made a special mention of the success of IEM (Southern Branch) in organizing the RCLSS 2013 Conference under the leadership of Ir. David Lee Hoke Hai.

    10.4 YBhg. Dato’ Ir. Lim assured that IEM Headquarters will do its very best to assist all its Branches and encouraged IEM (Southern Branch) to conduct other major activities or conferences in the future.

    10.5 Issues highlighted by the IEM President in his speech are as follows:

    10.5.1 The role of Engineers in the National Economic Transformation Program (ETP) in achieving a developed and high income nation by the year 2020.

    10.5.2 The ETP is highly dependent on engineering knowledge and skills to deliver the Entry Point Projects under the respective NKEAs.

    10.5.3 Challenging engineers into transformation requires new ways of thinking, new skills, innovation, entrepreneurship, business acumen, management ability and multi-skills

    10.5.4 The Engineers from the south are well positioned to play their role in the ETP in view of the rapid development in the Iskandar region.

  • 10.6 IEM President urged all members to give their full commitment to IEM and its Branches and hoped that the newly elected Executive Committee of IEM (Southern Branch) will continue the excellent work of the past committee and do their very best to bring IEM to a higher level.

    11.0 aDDress By 2014/2015 sessIon chaIrMan

    11.1 The new Chairman thanked the IEM President, YBhg. Dato’ Ir. Lim Chow Hock for his presence at the AGM. She also expressed great pride on behalf of IEM (Southern Branch) members that the President of IEM is a Past Chairman of IEM (Southern Branch) and also the first to become the President ofIEM.

    11.2 Ir. Assoc. Prof. Hayati Binti Abdullah (F 16513) delivered the Chairman’s Address on ‘Sustainability and The Way Forward for IEM (Southern Branch)’ with a focus on Membership Strength, Financial Health and Societal Engagement.

    11.3 Asa final note, Ir.Assoc.Prof.HayatiBintiAbdullah thanked the IEMPresident,PastChairmen, andall members for their presence at the AGM. She also took the opportunity to acknowledge the support from the Young Engineers Section and IEM (Southern Branch) Secretariat during the AGM. She hoped that IEM (Southern Branch) members will continue to give their utmost support for the betterment of the Institution.

    The meeting was adjourned at 1.00 pm. Door gifts, in the form of IEM (Southern Branch)’s fabric bags and umbrellas were distributed to all members as tokens of appreciation. All members were then invited to a buffet lunch at the Salt ‘n’ Pepper Café Restaurant, The Berjaya Waterfront Hotel, Johor Bahru.

    The branch, in an effort to encourage more active participation from the student and graduate members as well as the young engineers, has been very supportive of the Young Engineers Section (YES). Members of YES Southern are graduate members and student members from both IEM Student Sections at Universiti Teknologi Malaysia (UTM), Skudai, Johor and Universiti Tun Hussein Onn Malaysia (UTHM), Batu Pahat, Johor. The YES Southern has also received great support from the YES, IEM (HQ).

    YES Southern has contributed greatly in helping young engineering graduates and students develop both hard and soft skills. Session 2014/2015 has been a great session for YES Southern with two of its members recognized for their outstanding contributions to the Institution and the profession:

    • JBENGINEER’SRUN2014

    Numerous activities were organized by YES Southern throughout the session and the highlight for Session 2014/2015 was the JB Engineer’s Run held in conjunction with the IEM Engineering Week 2014. The inaugural JB Engineer’s Run with the theme ‘Value Engineering Our Life’ was held at Country Garden, Danga Bay, Johor Bahru, on Saturday, 13th of September 2014. It was held in in conjunction with the IEM Engineering Week 2014 to increase awareness of the engineering profession amongst the general public and to promote a healthy lifestyle amongst the southern engineers. It was organized by the Young Engineers Section (YES) Southern Branch and received an overwhelming response from the southern engineers and the general public with over 1000 runners taking part in the event.

    The event was officiated by Tn. Hj. Farizal bin Ismail, Secretary of Johor Bahru City Council who was the officialrepresentative of the Mayor of Johor Bahru. The Chairman, Past Chairmen and Committee Members of IEM (Southern Branch), as well as Mr. Allen Khong, representative of Country Garden as the main sponsor of the event accompanied Tn.Hj. Farizal to flag off the runners for the two routes (3 km and 7 km) along JalanSkudai.The eventwas alsosupported by Power Root, Goodmorning Global and REPS Fitness Centre. The REPS Fitness instructors led the crowd for both warming up and aerobics sessions. All participants who completed the run received an exclusively designed medal and certificate. An information booth on IEM was also set-up at the event as part of a membership driveinitiative. The participants were also treated to a robot demonstration by the UTM Robocon team at the technology exhibition booth during the event.

    The day ended with the group ALS ice bucket challenge. 100 brave participants took part in the challenge together with the Organizing Committee and Executive Committee of IEM (Southern Branch). The JB Engineer’s Run was a joyous and memorable event but it would not have been possible without meticulous planning, concerted effort of the organizing committee, support from the Past Chairmen and most of all the commitment and hard work of the volunteers amongst the Young Engineers and Student Members from Universiti Teknologi Malaysia and Universiti Tun Hussein Onn Malaysia as well as participation of students from Politeknik Ibrahim Sultan.

  • • InTer-VarsITy engIneerIng leaDershIP PrograM 2015

    The Intervarsity Engineering Leadership Program 2015 is an initiative of the IEM-UTM Student Section and jointly organised and strongly supported by the UTM Career Centre and the Centre for Academic Leadership & Professional Development, UTM.

    The objectives of this program are twofold. The first is to gather representatives of IEM Student Sections fromuniversities in Malaysia so they may have a platform to interact, exchange ideas and establish networking opportunities. The participating universities include Universiti Teknologi Malaysia, Universiti Tun Hussein Onn Malaysia, Universiti Tenaga Nasional, Universiti Teknologi Mara and Curtin University.

    The second objective of this program is to provide a platform to the graduating engineering students to develop and enhance their leadership and networking opportunities. It is also aimed at exposing graduating engineering students to future challenges in the engineering field and guidance to overcome these challenges. This program also offersopportunity for the students to network with professional engineers and establish networking amongst the graduating engineering students in Malaysia. About 700 students participated in the program and the distinguished speakers include First Admiral Dato’ Ir. Hj Ahmad Murad Hj Omar (Retired), Ir.
