CARD TRANSACTION FEES ANNOUNCED BY VERIFONE

Following the recent TfL ruling regarding card payments in taxis, Verifone have now announced the driver packages that come

into effect from 2 April. A new ‘Capital Package’ fee of 3.95% applies to all transactions. The Capital package features zero upront costs, zero monthly rental charges and zero data costs. Drivers do not need to use their own mobile phones as a SIM card is included in the Verifone equipment at no additional cost to the driver.Card fares normally take 48 hours to process and Verifone pay drivers every day during the week, with the option to schedule just three payments per week if preferred. Jon Wheeler and his team at Verifone are confident that the Capital Package provides drivers with a competitive and accountable solution. “We looked at numerous financial models before agreeing this package. Drivers don’t want complicated tariffs with upfront costs, monthly rentals or unpredictable extras. Ours is simple, transparent and hard to beat. When you consider the driver support and technical facilities we have too, we really believe that our service is second to none.”

The Verifone transaction rate is reduced to 3.25% for drivers who upgrade to the ‘Icon Package’ with a one-off fee of £299. All Verifone Capital and Icon drivers also qualify for free upgrades to ensure compliance with TfL requirements for equipment to be fixed in the rear and provide passengers who request them with printed receipts. All services are capable of meter integration, a service that provides quicker job processing and secures customer satisfaction, and is subject to on-going consideration by TfL. Verifone fixed systems have included both receipt printer and meter integration since they launched in London in 2010.

MORE WAYS TO GET AROUND WITH GOOGLE MAPS

When you search for directions using Google Maps on your mobile device, Google can now show you a dedicated

tab with information for ride services so you can easily compare your options to find the fastest way there, without having to open multiple apps. The tab looks like a taxi and can be found next to the familiar walking, bike, public transport and car options.

This update includes Hailo both in London (and Spain) and Gett in the UK. Anyone using the app will be able to tap on the ride service tab, get fare estimates and pick up times if a car is available near you. Select a service and the app will go directly to the service provider’s app for passengers to book their ride.

Initially the black cab option will only be available to those who already have the apps downloaded, however, Google said it is “experimenting” with the way it shows them to new users, giving black cabs, and the cab apps, visibility among new users.

‘TRUST SAFE TAXI’ TAXI ADVERTS HAILED A SUCCESS

Two London cabbies, Gary Long from Warlingham, Surrey and Lee Sheppard from Bromley, Kent have a combined

experience of 40 years in the trade. They have organised the first advertising campaign promoting London taxis for their safety and trust that has been funded totally by donations from London Taxi drivers and suppliers. Over 50 posters appear in London’s West End, highlighting the point that all black cabs are trusted for their safety and are wheelchair accessible. The £6,000 campaign is organised in association with JC Decaux, who assisted with the design of the posters. This ‘Trust

Safe Taxi’ poster advertising campaign is supplemented by a campaign on 400 digital screens on the roofs of 200 black taxis, kindly donated by Verifone Media.

Lee Sheppard, co-founder with Gary Long of London Taxi PR said: “London’s world famous taxis are under pressure and we need to shout from the rooftops the great advantages of black cabs. FIRST GETT SCOOTER COURIER PASSES OUT

Lee Martin, a cabbie from Gidea Park, Romford has become the first of Gett’s scooter couriers to pass out.

He was one of Gett’s fleet of delivery drivers - the vast majority of whom are knowledge boys - delivering items around Central London to customers of the on demand app. Having picked up his badge, Lee will now become one of Gett’s 8,000 black cabbies. A recent study by the app showed that taking jobs on Gett in addition to street work could put more than £4,500 extra revenue in a driver’s pocket each year, after commision.

Lee first started ‘the knowledge’ in 1996. But an accident with a lorry led to him abandoning his plans and he became a railway engineer instead. Two decades later and redundancy from his job with a train company saw the father of two return to the ‘the

knowledge’. “It was brilliant being able to be a courier for Gett as I was basically getting paid to do the knowledge - the courier jobs were all journeys from one random destination to another, so I quickly got a

lot of the streets under my belt,” Lee said. “Working on the railways I was leaving the house at 7am, and my boys were in bed by the time I got home. Being a cabbie gives me so much more flexibility and allows me to spend time with my family.”

Remo Gerber, Gett’s managing director in Western Europe congratulated Lee and welcomed him to the Gett team. “We all know the challenges facing the industry right now, but there is absolutely still money to be made and a career to be had, and it’s great to see new drivers like Lee joining the profession,” he said.

TFL BOARD APPROVES NEW PLAN TO MODERNISE

LONDON’S PRIVATE HIRE INDUSTRY

The Transport for London (TfL) Board recently approved new regulations to modernise and improve the private hire industry. The measures, which follow an extensive consultation process that attracted over 20,000

responses over the past year, will make the private hire industry safer and more convenient for customers.The Board agreed a number of changes, including:• Even more robust ‘hire and reward’ insurance requirements that will mean a

policy has to be in place for the duration of the vehicle licence, including when the vehicle is presented for inspection to TfL

• A formal English language requirement for all drivers• A fare estimate for customers in advance of their journey• The provision of driver and vehicle details to customers, including a photo of

the driver, before the start of each journey where customers are able to receive this information

• Private hire operators will be required to ensure that customers can speak to someone in the event of a problem with their journey

• Requiring operators to keep improved records and provide driver and vehicle information to TfL regularly to make enforcement easier and more effective

TfL will now begin the implementation process, which will vary across the regulations. While some changes are amendments in policy that can be enacted quickly, others will require a longer period to build the necessary infrastructure. TfL has already made a number of changes following the first consultation in summer 2015, including a review of topographical centres and a new system for customers to report problems with taxi or private hire journeys directly to TfL after the consultation process showed that customers wanted TfL to be more involved in complaints.

Separately, the Mayor has asked TfL to investigate the effects of removing the Congestion Charge exemption for private hire vehicles as a way to tackle the issues of congestion, pollution and illegal parking that have worsened as a result of the rapid expansion of the private hire trade. He has also successfully secured a commitment from Government for TfL to be able to regulate pedicabs through a change in primary legislation.

Hailo recently announced that it is now a Google Global Ride Service Partner. So what does

On 3rd March 2016 The London Taxi Benevolent Association for War Disabled and a large

number of veterans were invited to The North Cheam Sports and Social Club for a lunch. At Morden tube station committee member Dave Hempstead arranged for local taxi drivers to supply a shuttle service from the station to the club this was greatly appreciated by all concerned - our thanks to Dave.

Arriving at the club everybody made their way to the club’s bar; at 1-15pm they went into the dining area for lunch with a choice of Pie and Mash or Sausage and Mash followed by cheesecake. The lunch was supplied and cooked by the staff of the sports and social club, and served by the ladies of Barclays Bank. We would like to thank them for all their hard work.

Paul Davis, Hon. Secretary of The London Taxi Benevolent Association for War Disabled, made a short speech thanking Tony and Sue Millard and all the sponsors for a most enjoyable time. During the lunch we were entertained by two singers for a sing-a-long with some of the veterans joining in with the singing which was enjoyed by everybody in the room. All to soon the time had come to leave with once again the taxis arriving to transport the guests back to Morden Station, we cannot thank you gentlemen enough for your help on this day.

26 February 2016Dear SirsPrivate Hire Regulations Review: Integrated Impact assessment

I write in relation to the recently closed consultation conducted by Mott Macdonald and to which this union responded on behalf of our member drivers. Arising from which, I request that you consider the following observations.

In July 1997 the Department for Transport issued a consultation on Regulating Minicabs in London, in that document the government stated that: “Its consultation was not on whether minicabs should be regulated but on how they should be. Sir George and the government have both made clear they have no intention of changing the position on plying for hire. In London, as elsewhere, that will remain the exclusive right of the taxi trade; it will continue to be illegal for minicabs, or any other vehicles, to ply for hire. Minicabs must be pre-booked: it is illegal for them to ply for hire. ‘Plying for hire’ means that the vehicle is available for immediate hiring: a cab can be hailed directly in a street, or at a taxi rank. In order to prevent minicabs from competing unfairly with licensed taxis, legislation prohibits the display in them or on them of any sign or other feature which may suggest that the vehicle is a taxi available for immediate hire [emphasis added]”.

Those assurances were material and binding undertakings by the government ñ meaning that without those assurances The Private Hire Vehicles

(London) Act 1998 would not have subsequently been passed into law by Parliament.

The London Taxi has been plying its trade for 380 years in the capital. A large volume of case law, including at appellate level, has been established as a result of challenges against and in defence of working practices. Spanning the last 150 years, the courts have consistently held that Exhibition and Availability of a vehicle are the key factors essential for establishing the act of “Plying for Hire”. The separate offence of “Touting for Hire” deals with the act of “Solicitation”.

TfL has a duty to regulate the Private Hire industry - and the key role in so doing - in accordance with the law (with reference to the intention of lawmakers as summarised above). The Mayor of London, Boris Johnson, in whom is vested the executive power which the Greater London Authority wields, has stated that allowing a PHV operator to show available vehicles via an app, is “Plying for Hire”.

We believe this feature should never have been permitted to have been offered ñ this is because it manifestly contravenes the principal of a restricted right to “Ply for Hire”. Further, during the 2010 PHV consultation, we were assured by TfL that such apps would only be offered to Taxi drivers.

We therefore question the requirement to conduct an impact assessment in relation to TfLís role as regulator in respect of introducing certain proposals (such as 2, 3 and 8). TfL is simply attempting to uphold the law in relation to “Plying for Hire” principles and practice, rather than establish new practices ñ obviating the need for a consultation and impact assessment.

Further, TfL is failing in its role as the regulator, by stating that [which concept] ‘will be tested in the courts’ – an expensive and lengthy process, and a

wholly unsatisfactory recommendation to emerge from this impact assessment consultation. TfL is the proper authority – the Board should direct that the necessary decisions and actions be taken, rather than attempt to duck its responsibilities and put the onus on private organisations and unions to fund a legal challenge.

The failure to take action on [which point] has and continues to have a substantially adverse impact on taxi drivers. Specifically, drivers are finding their business undercut as a result of PHVsí e-hailing undermining their exclusive right to ply for hire. TfL surveys show that 70% of Taxi hiring in central London originates from a “Hail” - with journeys starting and ending within central London.

TfL - in its provisional taxi and private hire strategy 2015 states that:

“There are a number of issues currently facing the taxi and private hire sector and questions are being asked of TfL as to how we plan to address these. Many of these issues require changes to primary legislation”

Yes and TfL is obliged to exercise those powers which Parliament has bestowed upon it, both in terms of making regulations that distinguish working practices and in promoting clauses for the purpose of amending Primary legislation. Failure to make such regulations and to secure the introduction of a statutory definition of plying for hire and limit the number of private hire vehicles amounts to regulatory abdication.

Drivers has received an inaugural award at a prestigious City event. The Worshipful Company of Glaziers & Painters of Glass and the City of London Company of Public Relations Practitioners decided to establish the Clarity in Charitable Communications Award to recognise outstanding achievement in raising awareness and fundraising against the odds and without major funding or marketing campaigns.

Phil Davis heads up the organising committee for the Worshipful Company of Hackney Carriage Driver’s annual Children’s Magical Taxi Tour taking sick and terminally ill children to

Disneyland Paris on a trip that is now in its 22nd year. The inaugural Clarity in Charitable Communications Award canvassed all of the City Livery Companies in London and Phil was nominated by several of the historic companies and in February attended a dinner event held at the splendid Merchant Taylor’s Hall in the City to receive the award.

Receiving the award Phil said: “I am surprised and thrilled to receive this award, but I do so without wanting personal recognition but to continually raise the profile of the Children’s

Magical Taxi Tour and the families it benefits. Our Charitable Trust does not have the benefit of a huge marketing and PR machine, but we continue to attract generous sponsorship here in the City and from across the globe through word of mouth and our own efforts to raise awareness. I am pleased to say we continue to attract new sponsors and they in turn put us into contact with other organisations and businesses who want to help these very sick children and their families.”
