A. Therefore, all men should praise God's “great and awesome name”.

II. In Hebrew idiom, one's name identifies his personality and defines his character.

A. Since God is great (Psalm 99:2a), so is His name (Psalm 99:3a).

1. Psalm 99:2, Jehovah is great in Zion; And he is high above all the peoples. ASV

2. Psalm 99:3, Let them praise thy great and terrible name: Holy is he. ASV

B. He is great in His supremacy (Psalm 99:2b).

Psalm 99:4, The king's strength also loveth justice; Thou dost es-tablish equity; Thou executest justice and righteousness in Jacob. ASV I. Though God is supreme, He does not rule as a despot, but His strength is tempered with justice.

A. The phrase “let them praise” (Psalm 99:3) may be meant to carry over to this verse.

II. Some emendation seems necessary to make good sense out of Psalm 99:4.

A. “Justice” and “equity”, and “just” and “right” are often used as word pairs with similar meanings. “Jacob” refers to the na-tion Israel.

1. Since God “loves justice”, He has “established eq-uity”.

2. God’s love produces its natural result.

Psalm 99:5, Exalt ye Jehovah our God, And worship at his foot-stool: Holy is he. ASV I. “Footstool” may refer to any place where God’s glory is manifested over His subjects.

A. It is sometimes applied to the ark of the covenant (1 Chron. 28:2), the temple (Psalm 132:7), Zion (Lam. 2:1), or the earth (Isa. 66:1).

1. 1 Chronicles 28:2, Then David the king stood up upon his feet, and said, Hear me, my brethren, and my people: as for me, it was in my heart to build a house of rest for the ark of the covenant of Jehovah, and for the footstool of our God; and I had made ready for the building. ASV

2. Psalm 132:7, We will go into his tabernacles; We will worship at his footstool. ASV

Israel, And hath not remembered his footstool in the day of his anger. ASV

Forgiveness and Vengeance

Psalm 99:6-9, Moses and Aaron among his priests, And Samuel among them that call upon his name; They called upon Jehovah, and he answered them. He spake unto them in the pillar of cloud: They kept his testimonies, And the statute that he gave them. Thou answeredst them, O Jehovah our God: Thou wast a God that forgavest them, Though thou tookest vengeance of their do-ings. Exalt ye Jehovah our God, And worship at his holy hill; For Jehovah our God is holy. ASV I. “Were among His priests” and “was among those who called on His name” are apparently clauses to be treated synonymously.

A. They emphasize the priestly function of intercession and mediation exercised by Moses (Ex. 14:15-18; 17:11-13; 32:30-34), Aaron (Num. 16:44-48), and Samuel (1 Sam. 7:8-11; 12:16-23).

And I, behold, I will harden the hearts of the Egyptians, and they shall go in after them: and I will get me honor upon Pharaoh, and upon all his host, upon his chariots, and upon his horsemen. And the Egyptians shall know that I am Jehovah, when I have gotten me honor upon Phar-aoh, upon his chariots, and upon his horsemen. ASV

angel shall go before thee; nevertheless in the day when I visit, I will visit their sin upon them. ASV

4. Numbers 16:44-48, And Jehovah spake unto Moses, saying, Get you up from among this congrega-tion, that I may consume them in a moment. And they fell upon their faces. And Moses said unto Aaron, Take they censer, and put fire therein from off the altar, and lay incense thereon, and carry it quickly unto the congregation, and make atonement for them: for there is wrath gone out from Jehovah; the plague is begun. And Aaron took as Moses spake, and ran into the midst of the assembly; and, behold, the plague was begun among the people: and he put on the incense, and made atonement for the people. And he stood between the dead and the living; and the plague was stayed. ASV

5. 1 Samuel 7:8-11, And the children of Israel said to Samuel, Cease not to cry unto Jehovah our God for us, that he will save us out of the hand of the Philis-tines. And Samuel took a sucking lamb, and offered it for a whole burnt-offering unto Jehovah: and Samuel cried unto Jehovah for Israel; and Jehovah answered him. And as Samuel was offering up the burnt-offering, the Philistines drew near to battle against Israel; but Jehovah thundered with a great thunder on that day upon the Philistines, and discomfited them; and they were smitten down before Israel. And the men of Israel went out of Mizpah, and pursued the Philistines, and smote them, until they came un-der Beth-car. ASV

your eyes. Is it not wheat harvest to-day? I will call unto Jehovah, that he may send thunder and rain; and ye shall know and see that your wickedness is great, which ye have done in the sight of Jehovah, in asking you a king. So Samuel called unto Jehovah; and Jehovah sent thunder and rain that day: and all the people greatly feared Jehovah and Samuel. And all the people said unto Samuel, Pray for thy servants unto Jehovah thy God, that we die not; for we have added unto all our sins this evil, to ask us a king. And Samuel said unto the people, Fear not; ye have indeed done all this evil; yet turn not aside from following Jehovah, but serve Jehovah with all your heart: and turn ye not aside; for then would ye go after vain things which cannot profit nor deliver, for they are vain. For Jehovah will not forsake his people for his great name's sake, because it hath pleased Jehovah to make you a people unto himself. Moreover as for me, far be it from me that I should sin against Jehovah in ceasing to pray for you: but I will instruct you in the good and the right way. ASV

B. In addition to Aaron, Moses (Ex. 24:6-8; 40:22-27; Lev. 8) and Samuel (1 Sam. 7:9-11) offered sacrifices, but that does not seem to be the primary thing emphasized here.

1. Exodus 24:6-8, And Moses took half of the blood, and put it in basins; and half of the blood he sprin-kled on the altar. And he took the book of the cove-nant, and read in the audience of the people: and they said, All that Jehovah hath spoken will we do, and be obedient. And Moses took the blood, and sprinkled it on the people, and said, Behold the blood of the cove-nant, which Jehovah hath made with you concerning all these words. ASV

therein, and sanctified them. And he sprinkled thereof upon the altar seven times, and anointed the altar and all its vessels, and the laver and its base, to sanctify them. And he poured of the anointing oil upon Aaron's head, and anointed him, to sanctify him. And Moses brought Aaron's sons, and clothed them with coats, and girded them with girdles, and bound head-tires upon them; as Jehovah commanded Moses. And he brought the bullock of the sin-offering: and Aaron and his sons laid their hands upon the head of the bullock of the sin-offering. his right hand, and upon the great toe of his right foot. And he brought Aaron's sons; and Moses put of the blood upon the tip of their right ear, and upon the thumb of their right hand, and upon the great toe of their right foot: and Moses sprinkled the blood upon the altar round about. And he took the fat, and the fat tail, and all the fat that was upon the inwards, and the caul of the liver, and the two kidneys, and their fat, and the right thigh: and out of the basket of unleavened bread, that was before Jehovah, he took one unleavened cake, and one cake of oiled bread, and one wafer, and placed them on the fat, and upon the right thigh: and he put the whole upon the hands of Aaron, and upon the hands of his sons, and waved them for a wave-offering before Jehovah. And Moses took them from off their hands, and burnt them on the altar upon the burnt-offering: they were a conse-cration for a sweet savor: it was an offering made by fire unto Jehovah. And Moses took the breast, and waved it for a wave-offering before Jehovah: it was Moses' portion of the ram of consecration; as Jeho-vah commanded Moses. And Moses took of the anointing oil, and of the blood which was upon the al-tar, and sprinkled it upon Aaron, upon his garments, and upon his sons, and upon his sons' garments with him, and sanctified Aaron, his garments, and his sons, and his sons' garments with him. consecrate you seven days. As hath been done this day, so Jehovah hath commanded to do, to make atonement for you. And at the door of the tent of meeting shall ye abide day and night seven days, and keep the charge of Jehovah, that ye die not: for so I am commanded. And Aaron and his sons did all the things which Jehovah commanded by Moses. ASV

4. The emphasis is on the fact that their intercession was effectual before God.

a. The psalmist is encouraging every faithful Isra-elite to thus call upon God with the assurance that his prayer will be heard (cf. James 5:16b-18).

i. James 5:16-18, Confess therefore your sins one to another, and pray one for an-other, that ye may be healed. The suppli-cation of a righteous man availeth much in its working. Elijah was a man of like passions with us, and he prayed fer-vently that it might not rain; and it rained not on the earth for three years and six months. And he prayed again; and the heaven gave rain, and the earth brought forth her fruit. ASV

Psalm 99:7, He spake unto them in the pillar of cloud: They kept his testimonies, And the statute that he gave them. ASV I. Only Moses and Aaron received revelations “from the pillar of cloud” (Ex. 33:9; Num. 12:5); but though this visible symbol was not present in the case of Samuel, it is evident that God was hearing and answering him.

A. Exodus 33:9, And it came to pass, when Moses entered into the Tent, the pillar of cloud descended, and stood at the door of the Tent: and Jehovah spake with Moses. ASV

B. Numbers 12:5, And Jehovah came down in a pillar of cloud, and stood at the door of the Tent, and called Aaron and Miriam; and they both came forth. ASV

II. The last two lines of Psalm 99:7 employ synonymous parallelism, so that the expression, “they kept”, applies to both lines, and the words “statutes” and “decrees” are used interchangeably. III. Psalm 99:9, Exalt ye Jehovah our God, And worship at his holy hill; For Jehovah our God is holy. ASV I. God's holiness, as manifested in His punishing and pardoning, is cause for man to “exalt” and “worship” God. Application: I. We should be aware of the fact that God’s forgiving disposition does not erase man’s duty to obey God’s commands for receiving that forgiveness.
