The Second Time is a Charm for the West Fillmore

    RFP

The Trammell Crow Company brought in new local development

partners and a revamped vision to create the winning proposal

for the West Fillmore RFP. The new partners are nobody else

but Metrowest Development Corp, who developed the town-

homes on 3rd Ave and Union @ Roosevelt apartments (1st Ave

    & Roosevelt).

The RFP covers the 7.5 acre site of the former Thomas J. Pappas

School. Both the size and location of the site make it a key resi-

dential and retail expansion area for the West Fillmore end of

the Historic South Roosevelt neighborhood and downtown. Over

the last several years, an in-depth planning process involving city

staff, area property owners and consultants was used to develop

the requirements, desired project for the RFP. For more back-

ground on the site and the RFP process, see our article (http://

    downtownphoenixjournal.com/2014/12/01large-site-downtown

Phase I will start construction in about 18 months (the end of

2018) and be done in approximately 32 months.

Phase II will start construction in about 18 months from Phase I

and also be done in 32 months.

Total project will be about 650 apartments and 20 townhomes.

The project will also feature a Paseo running east and west

through the southern portion of acreage this is part of Phase I.

  • “Future of Sergeant/Oldaker House at 649 N. 3rd Avenue to be

    determined:

The current owners of the 118-year –old Sergeant/Oldaker house at 649 N. 3rd

Avenue (southeast corner of 3rd and Fillmore) are going to market the property

for development. Built in 1909, the house needs to be removed to develop the

lot. The owners are willing to consider moving it, pending costs and an appro-

priate land parcel on which to place it. This is a significant home, indeed.

The red brick home with decorative diamond-paned windows and elaborate

bracket and balcony turnings is on the National Register of Historic Places. It

was built by Mary Elizabeth Sergeant, who moved to Arizona in 1893. Her

daughter Elizabeth Sergeant Oldaker (1884—1975) was a prominent leader in

    early Phoenix.

Elizabeth’s accomplishments included founding the Arizona Museum, Inc. in

1923. One of her groups raised funds for the building by selling certificates

shaped and colored like adobe bricks - for $1.00! She was active in many or-

ganizations including Daughters of the American Revolution and the Phoenix

    Women’s Club.

    Zoning Adjustment Hearing:

There has been a zoning adjustment application filed with the

City of Phoenix at the MUSE (NW corner McDowell and Central).

The application is for a Use Permit allowing Alcohol service at

outdoor dining patio. This permit is for the FORNO 301 at the

MUSE restaurant. He hearing date is June 15, 2017 at 1:30pm in

City Hall at 200 W. Washington Room C for all interested in

    attending.

Historic Preservation (HP) overlay zoning Hearing:

City of Phoenix Historic Preservation Commission filed an applica-

tion to establish an overlay zoning hearing on the Clinton Campbell

Home located at 357 N 4th Ave. The first hearing is set for June 19,

2017 at 4:30pm in City Hall 200 W. Washington Assembly Rooms

with 3 more meetings set for July10 Emerson Court Phx. Elem. Sch.

In 1989, she was elected to the Arizona Women’s Hall of Fame for being an active and accomplished preservationist. According to the

Arizona Women’s Hall of Fame, “she spent over 40 years of her life working to preserve Arizona’s past. Her legacy lives on in the projects

she so dearly believed in. Perhaps her greatest memorial is the Phoenix Museum of History, itself.” You can read more about this trail-

blazing preservationist at www.azwhf.org/inductions. Please contact a board member if you’d like to part of saving this building

Last chance for Block Watch alley lights—

Did you know RAA has #3,300 left in a Block Watch grant to

purchase and install lights in the alleys? That’s free to

homeowners. The deadline for spending the funds is June

30th . Please contact Mark Davis (602)432-8905 or mark-

    [email protected] ASAP in interested.

Input needed on 3rd Ave. & Portland Vacant lots:

The city-owned vacant lots on 3rd Ave. just north of Port-

land Parkway (across the street from Puppet Theater) are

the last infill parcels in North Roosevelt. Activation of these

lots symbolizes the capstone for Roosevelt’s successful

preservation and redevelopment success over the past 20

years. A chance to do something special. RAA is leading a

brainstorm/discussion session in July to develop a list of pre-

ferred options for activating this parcel on community input.

The goal is to have a memo complete by the end of sum-

mer. Please contact [email protected] if you’d like

to join the discussion. Note - there was a rumor that the

land was going under control or use of Parks Department.

We’ve been assured that is not the case, but RAA can recom-

    mend that as an option.

tus of our By-laws which date back to 1999 and needs to have

some attention paid to them. Please see the current ones on our

website www.RooseveltNeighborood.org under (Articles of In-

corporation. & By-law section). Expect a more lengthy article next

    month. Contact Joan Kelchner.

    November 19, 2017 and it’s not too

early to think about this fundraiser .

is to combine the Jim Trocki Chili Cook-

    off with the home tour.
