The Hague makes you think. What can visitors learn from The Hague? ‘That it’s always better to settle conflicts in court than on the battlefield. The Permanent Court of Arbitration, the International Criminal Court and the International Criminal Tribunal for the Former Yugoslavia for example, are all based here in The Hague. The city emanates a palpable atmosphere of justice. With that, The Hague makes the world think.’

Which locations give you a sense of connection with peace and justice? ‘Centuries ago, European diplomats were already meeting at Voorhout, The Netherlands’ most beautiful street. Within the city’s boundaries, international politics has always had its place. In 1899, the first World Peace Conference was held in The Hague. My sense of connection is even stronger at Paviljoengracht, where the statue of Spinoza can be found. This philosopher lived and worked in The Hague and is buried in the Nieuwe Kerk churchyard.’

The Hague is a great city for conferences. What can organisers and delegates find here that they can’t find anywhere else? ‘No matter what district you visit, people are courteous. They may express themselves differently, but they mean the same thing. Those differences are typical of The Hague. In addition, the city has great facilities, fine hotels and excellent large and small meeting venues. The Hague is full of talented organisers, probably because Europe’s best hotel management courses are offered here, attheUniversityofHospitalityManagement.Followingthesuccessful2009AfghanistanConference,U.S.PresidentObamahaschosenTheHaguetohostthe2014NuclearSecurity Summit. These summits are a very good opportunity for The Hague to present itself to the world.’

Den Haag zet je aan het denken. Wat kunnen bezoekers leren van de stad? ‘Dat het altijd beter is conflicten in de rechtszaal te beslechten dan op het slagveld. Het PermanentHofvanArbitrage,hetInternationaalStrafhof en het Joegoslavië Tribunaal zijn bijvoorbeeld in de stad gevestigd. Dat is voelbaar, Den Haag ademt rechtvaardigheid. Hierdoor zet Den Haag de wereld aan het denken.’

Op welke plekken voelt u deze verbondenheid met vrede en recht?‘AleeuwengeledentroffenEuropesediplomaten elkaar op het Voorhout. Binnen de stadsgrenzen is altijd buitenlandse politiek bedreven; zo werd in 1899 de eerste Vredesconferentie in Den Haag gehouden. Een plek waar ik die verbondenheid nog meer voel, is op de Paviljoensgracht, waar het standbeeld van Spinoza staat. Deze filosoof woonde en werkte in Den Haag en ligt begraven in de tuin van de Nieuwe Kerk.’

Den Haag is een goede congresstad. Wat treffen organisatoren en congres-gangers hier wat ze elders niet vinden? ‘In welke wijk je ook komt, de mensen zijn hoffelijk. De mensen uiten zich anders, maar bedoelen hetzelfde. Die verschillen zijn typisch Haags. Daarnaast kent de stad geweldige faciliteiten: uitstekende hotels, goede accommodaties voor grote en kleinere bijeenkomsten. De stad beschikt over veel organisatietalent. Dat komt wellicht doordat de beste hotelieropleiding van Europa in de stad is gevestigd, de HogereHotelschool.NadeAfghanistantopvan2009vindtopinitiatiefvanpresidentObamain2014hierdeNuclearSecuritySummitplaats.Tijdens dit soort topontmoetingen presenteert Den Haag zich op haar best aan de hele wereld.’

I discovered that when I came here to live

while doing an internship with a fashion

photographer. Amsterdam and Arnhem

are seen as centres of fashion, but The

Hague has so much to offer. With its many

embassies and expats, the city has a real

international atmosphere. My favourite

place is close to home: De Plaats. With its

palm trees and view of the Hofvijver, it’s

like being in Cannes. The city is complete

and easily accessible. The Hague is The

Netherlands’ Barcelona.”

ik toen ik hier in 2007 kwam wonen voor een

stage bij een modefotograaf. Bij mode denkt

iedereen onmiddellijk aan Amsterdam en aan

Arnhem, maar Den Haag heeft zo veel te bieden.

Met de ambassades en de vele expats heeft

de stad een internationale uitstraling. Mijn

favoriete plek is dicht bij huis: De Plaats. Met

die palmbomen en het uitzicht op de Hofvijver

waan je je in Cannes. Het is hier zo compleet.

Ondanks alles is Den Haag heel toegankelijk.

Den Haag is het Barcelona van Nederland.”

Pre-financing and Guarantee Fund (VGF)Initiating and organising an international conference is like starting up a new enterprise, be it with the knowledge that its lifespan will belimited.Suchanenterpriseusuallyrequiresstarting capital to pay for the initial costs. Insurance to cover possible risks due to reduced visitor attendance may also be needed.The Pre-financing and Guarantee Fund (VGF) was set up by the Netherlands Board of

Tourism & Conventions (NBTC) and the Dutch Convention Industry Association (VNC), in co-operation with the Ministry of Economic Affairs, to meet these needs. Associations that are planning to organise an international convention in Holland can apply to NBTC for an interest-free loan or for aguarantee.TheVGFisauniquetoolintheinternationalconferencesector.Useit!

Het opstarten en organiseren van een internationaal congres lijkt op het opstarten van een nieuw bedrijf, weliswaar met de voorkennis dat de levensduur beperkt is. Een dergelijke onderneming behoeft doorgaans startkapitaal om de aanloopkosten te financieren. Ook een verzekering ter dekking van risico’s als gevolg van een lagere bezoekersopkomst kan wenselijk zijn. Om in deze behoefte te voorzien, is het VGF (Voorfinancierings en Garantiefonds) opgesteld door het Nederlands Bureau voor Toerisme

en Congressen (NBTC) en de Vereniging Nederlandse Congres en vergaderbelangen (VNC) in samenwerking met het Ministerie van Economische Zaken.Verenigingen die voornemens zijn om een internationaal congres in Nederland te organiseren kunnen een verzoek indienen bij het NBTC voor een renteloze lening of een garantiefonds.
