Recently, your APSP board of directors made a strategic decision to focus on two key areas: creating an environment for APSP members’ businesses to grow, and protect-ing APSP members’ ability to do business. This new APSP focus encompasses dual strategies—engaging in consumer outreach and ramping up regulatory advocacy at the national, state and local levels.

While we work to further define the implementation of these strategies, we are committed to more fully engaging our chapters. Eighty-two percent of APSP mem-bership is within a chapter territory. This presents a great opportunity to spread the message of the health and social benefits of owning a pool or hot tub. Also, licensing becomes a big issue in emphasizing profes-sionalism, which translates into customer satisfaction and trust.

We are approaching a threat to our ability to do business. This issue of AQ Magazine features articles on defending and protecting the lifeblood of our industry: water. We take water for granted—until it doesn’t rain or we’re thirsty. While it’s easy to think that the U.S. could never face a severe water short-age, we simply cannot afford to ignore that possibility. APSP is uniquely positioned to effectively defend recreational water on such a large scale because we are the source for consistent, technically based codes and stan-dards governing pools and hot tubs. We are in a position to protect your business.

Through the EPA’s Safe & Sustainable Water Research Program, nearly 20 water-related organizations are involved in the integration of research into water’s social, environmental and economic outcomes, but not one of these organizations represents recreational water interests. We must be at the table during any discussion related to recreational water, which is why we created the 501(c)(3) World of Recreational Water Foundation (see page 16). The WRW will

advocate for the responsible use of scarce water resources, and represent, defend and promote the sustainable use of recreational water worldwide through: pool, spa and hot tub water conservation and energy stan-dards; an outreach plan to promote the International Swimming Pool and Spa Code and the ANSI/APSP/ICC energy and water conservation standards; research grants to strengthen industrywide technology and safety accountability; research conducted to enhance pool, spa and hot tub technologies that will expand energy efficiency, support water conservation, advance safety and support the sustainable use of recreational water; and grants that will fund education and training on energy efficiency, water con-servation, safety awareness and advocacy.

An example of the WRW in action can be seen in California’s drought crisis (see page 24). We are working with our members and other industry professionals in the state to help through funding promotional materi-als to educate the public and policymakers on the facts about water use by swimming pools and spas. The “Let’s Pool Together” campaign offers resources for industry professionals to communicate with public-policy leaders about our industry, as well as with their customers directly.

The drought has been a rallying call for invigorating the APSP Sacramento Chapter, and we fully support its efforts. The WRW foundation has contributed $20,000 toward this effort, and we ask that you keep the Foundation in mind for your charitable giv-ing throughout the year. What advice do you have for pool professionals looking to get more involved in the full backyard experience?If you’re a pool builder wanting to get into more aspects of [the backyard experience], you should make sure it is really what you want to do, because it’s a totally different project than the stand-alone pool. It’s a lot more hand holding and client collaboration, as well as more time. Find subcontractors with whom you’re comfortable.

I think anyone can be an expert at something by paying attention to detail and learning all that is required. No one is born knowing how to do this, and anyone (within rea-son) can learn. Hard work and dedication are key. Innate talent doesn’t hurt, either.

What resources could help pool professionals?The APSP Builder’s Manual has [informa-tion about] how to deal with subcontractors. You can also watch You-Tube videos, take night classes and find a book on the subject.

David Katz, an APSP Certified Building Professional® and founder of ELITE Landscaping, Inc. in Poughkeepsie, NY, has been working on backyards for almost 35 years. AQ sat down with Katz to find out how he successfully expanded the scope of his business from landscaping

to pools, decks and more—and what advice he has for pool professionals look-ing to do the same.

How did you first branch out from landscaping to building pools and offering other services?I met a salesperson for a national pool company, and he asked me if I’d be interested in designing landscapes for the pools that he was selling. I saw a way to better serve customers and grow my [landscaping] business. I then garnered the skills and knowledge [to add more services, like pools and remodeling].

I started by subcontracting the more specialized skills, but I quickly picked up on what and how to do the work. Having seen my subcontractors and watched them enough times … even rocket science isn’t rocket science. Most importantly, I saw how to improve [on what they were doing].

STAR PowerIn February 2013, pool pumps became eligible to be certified by the U.S. Environmental Protection Agency’s ENERGY STAR program. Just over a year later, as the pool season is about to begin for 2014, there are more than 100 different pumps on the market that have been certified. For many consumers, using energy-saving products and finding ways to cut costs will be top of mind.

According to ENERGY STAR, by using an ENERGY STAR certified pool pump: � Pool owners can save approximately

74 percent of pool pump energy ($320) annually.

� The cost of the pool pump will pay for itself in less than two years.

� Within the 10-year lifetime of the pump, pool owners can save more than $2,000.

� Greenhouse gas emissions from power plants will be reduced by 2 tons annually.

Could Swimming Pools Generate Clean Energy?

by Lenny Giteck Much has been made about the amount of energy used by swimming pools, but there might be another side to the story:

� In 2012, the InvenTeam at Harker School in San Jose, Calif., created an Aquatic Ther-moelectric Generator to produce electricity by exploiting the temperature differential between a swimming pool’s warmer surface water and cooler water below. Harker math teacher Anthony Silk explained on mnn.com: “As [the students’] device floats on water, reflector panels focus sunlight onto a black surface that converts the solar energy to heat. This heat is then passed through [electricity-generating] thermoelectric panels and pas-sively dissipated into the surrounding water.”

� Last year, Yinger Jin, a student at Wake For-est University in Winston-Salem, N.C., came up with a way to generate electricity by using waves made by lap swimmers in a pool.

A report on geekosystem.com noted that an oscillating water column “is one of the better ways to convert wave energy into electricity.” Jin applied that principle to the campus swim-ming pool. The article further explained: “The [water] column uses the power of a wave rising in a cylinder as a piston, which forces air up through the top of the cylinder, and then it draws fresh air back in as the water recedes. This air movement causes a turbine located at the top of the cylinder to generate electricity…”

Swimming pools are unlikely to become major providers of electricity anytime soon, but who knows where these technologies could lead in the future?

yes. “During the medieval period, there was over a century of drought in the Southwest and California,” B. Lynn Ingram, a paleoclimatologist at the University of California at Berkeley observes in the report. “The past repeats itself,” she adds.

While many Americans are aware of the water shortage in the Golden State and various parts of the Southwest, they may be unaware that the problem isn’t limited to those areas—a fact made clear by a December 2013 article on HuffingtonPost.com (“These 11 Cities May Completely Run Out of Water Sooner Than You Think”).

This report focused on research by the National Oceanic and Atmospheric Administration’s Cooperative Institute for Research in Environmental Sci-ences (CIRES). The CIRES study “showed that nearly one in 10 watersheds in the U.S. is ‘stressed,’ with demand for water exceeding natural supply—a trend that, researchers say, appears likely to become the new normal.”

Impact on the Industry Obviously, one way drought conditions could directly impact the pool and spa industry is if widespread voluntary or mandatory water conser-vation rules are put in place—as they already have been in a number of jurisdictions.

Even in the absence of such measures, however, drought conditions could seriously damage our industry—indeed, all industries—if the short-age of water leads to a steep economic downturn. One need only look back at the recession that began in early 2008 to see how devastating a deep economic reversal can be for the pool and spa industry.

“The exact financial impact of the historic drought in California has yet to be calculated,” notes an article on fox4kc.com. “But the financial blow could be in the billions of dollars, especially if the 2012 national drought is any indication. That disaster cost the country $30 billion, according to the National Climatic Data Center.”

The psychological impact might be equally detrimental. When middle- class homeowners feel they are on shaky economic ground, they’re much less likely to invest in new backyard pools and spas. Even the well-to-do may not have completely recovered—at least, psychologically—from the last recession.

“From consumer research we commissioned, we know that people who have money have been holding onto it, which is why enormous sums are now stashed away in savings,” says Lisa Grepps, director of marketing and communications at The Asso-ciation of Pool & Spa Professionals. “During the recession, many of the wealthy didn’t want to be viewed as ostentatious, so they cut back on spending—all things being relative, of course. That trend has continued.”

APSP is taking the looming water crisis and its potential ramifications for the pool and spa industry very seriously, according to Grepps. “This is an extremely significant strategic issue facing our industry—something APSP

A round the world, the issue of inadequate water supply is taking front-and-center stage among

the many other problems humanity faces—environmental degrada-tion, climate change, lack of food security and dwindling energy resources, to name a few.

Perhaps above all other considerations, however, water is absolutely essential to life on Earth. Insufficient water resources would seem to be the last problem on our planet, given that oceans and seas cover nearly three-fourths of its surface; unfortunately, only an estimated 3 percent of the vital liquid is freshwater fit for human needs.

Like many parts of the world, the United States is facing serious water shortages—a looming crisis that could pose a serious challenge for the pool and spa industry.

From Sea to Shining SeaCalifornia, the nation’s most populous state and 12th largest economy in the world, is in the midst of a water emergency unprecedented in recent history. According to an article on news.national geographic.com, “Cali-fornia is experiencing its worst drought since record-keeping began in the mid-19th century, and scientists say this may be just the beginning.”

Perhaps most chilling, National Geographic headlined its mid-Feb-ruary report with the following question: “Could California’s Drought Last 200 Years?” The answer, according the article, is

“ California is expe-riencing its worst drought since record-keeping began in the mid-19th century, and scientists say this may be just the beginning.”

has been anticipating and now is taking proactive steps to meet head on,” she says.

“All across the world there are efforts to define who owns the water and who decides how it is to be used,” Grepps continues. “We’re not yet at that point in the U.S., but there’s a good chance we’ll get there in the future. Whenever the topic of recreational water use comes up, our goal is to have APSP at the table speaking to the health and enjoyment value of our industry’s products.”

Keeping Pools in Perspective What should the industry do? For starters, it needs to educate the public about an important but little-known fact: In the broader scheme of water usage, swimming pools and spas represent a drop in the bucket (so to speak). By their very visibility, pools in particular may be tempting targets for environmental campaigns. In truth, any scapegoating of recreational water usage would be unjustified.

In December of last year, Dr. Peter Gleick, president of the Pacific Institute—a nonprofit research organiza-tion that focuses on water supply issues—penned an article for the organization’s website that came to a startling conclusion: Swimming pools in Los Angeles account for a tiny percentage of the area’s overall water usage.

In “Water Policy: What about All Those Swimming Pools in Los Angeles?” Gleick writes that “the total amount of water stored in Los Angeles swimming pools at any one time is around 760 million gallons, or 2,300 acre-feet of water.” In addition, he posits, L.A. pools lose approximately 2,000 acre-feet of water annually due to evaporation—for a total of 4,300 acre-feet of water.

Considering that “total water use in the L.A. Basin is around 600,000 acre-feet per year,” according to Gleick, it is clear that blaming the state’s water problems on pools and spas would be misguided. Also evident is the fact that the really big opportunities for water conservation lie elsewhere: on the nation’s farms and in the daily habits of Americans. That, too, needs to be made clear to the public.

In the broader scheme of water usage, swimming pools and spas represent a drop in the bucket.

� WATER ON THE FARM According to the Pacific Institute, some 70 percent of the world’s freshwater supply is being used for agriculture—and that could be reduced substantially through improved irrigation and other water usage techniques. The U.S. need only look to perennially parched Israel for inspiration. As a story on bloomberg.com notes: In Israel, 75 percent of the country’s sewage is recycled, the highest percentage in the world, according to Mekorot, Israel’s national water company. More than 50 per-cent of water used in agriculture comes from treated sewage, says Avraham Israeli, head of the Israel Water Association.

� WATER IN THE HOME On average, Americans use 80 to 100 gallons of water per day at home—considerably more than Spaniards (70 gallons), Norwegians (59 gallons), the Dutch (57 gallons), the French (43 gallons) and the Belgians (30 gallons). If Americans reduced their water consumption to the level of the French, it would result in a savings of more than 4 trillion gallons of water per year.

� WATER IN POOLS AND SPAS Although pools and spas are far from being the biggest users of water, it behooves the industry to make sure they are as water-efficient as possible—both because it’s the right thing to do and because the image of the industry is at stake. That’s why APSP is creating a committee to study the issue of water usage in pools and spas, and to formulate water standards for the industry. (For more information about the committee, see the sidebar on the right.)

The issue of water shortages may not be pleasant for members of the pool and spa industry to contem-plate, but it certainly won’t help if they simply bury their heads in the very, very dry sand. The sky is not falling; unfortunately, neither is the rain. But there are things the industry can do to mitigate any damage.

Grepps sums up the situation this way: “We need to make sure pools and spas are not regarded as the Hummers of water usage.”

The really big opportunities for water conservation lie on the nation’s farms and in the daily habits of Americans.

APSP to Formulate New ANSI Water Conservation Standardsby Lenny Giteck

As part of its effort to address the water shortage issue in the U.S., The Association of Pool & Spa Professionals is in the process of creating a committee to formulate standards for the efficient use of water in swim-ming pools, inground spas, portable spas and swim spas.

“In the past, the industry has had standards for energy efficiency, standards for design and installation, and standards for safety—but the issue of water conservation and all of the various industry water-saving techniques have yet to be made into its own separate standard,” says Carvin DiGiovanni, APSP senior director of technical and standards. “The water conservation mindset is here and we aim to rectify that.”

The new committee is likely to tackle subjects that include proper back-washing of filters to reduce water waste; preventing evaporation with pool covers; detecting and fixing pool leaks; avoiding over-filling pools; reducing, capturing and using splash-out water; and keeping pool and spa water cor-rectly sanitized so emptying and refilling the vessels is not needed.

The standards will have two main purposes. First, they will help resi-dential and commercial pool and spa owners actually conserve water. Second, they will make a clear statement that the pool and spa industry is dedicated to the responsible use of recreational water.

After a preliminary draft of the standards is written, it will be circulated for comments. Once the final formu-lation is completed, APSP hopes to have the stan-dards approved by the American National Stan-dards Institute (ANSI), and also included as ref-erence guidelines in future updated versions of the International Code Council’s International Swimming Pool and Spa Code (ISPSC). Currently, the ISPSC is being adopted by several key states and many local counties.

Miller Pools has a tremendous asset in its president, Michael Miller. He not only runs the Houston-area pool and spa service company; he also has successfully employed a variety

of outlets—one of them a little out of the ordinary—to market the company and the joys of pool ownership in general.

You took over an existing pool service business in the 1990s. What were some of your earliest marketing tools for the new Miller Pools?We were really fortunate; we took over the previous company’s phone number—713-944-4444—which is so memorable. Customers who had our predecessor’s number would call and get us, and with good service, we were able to retain that business.

You now have an unusual way to reach customers in your area. Tell us about that.Yes, I host a radio talk show called Backyard Bay. Lis-teners can call in with questions or to talk about their pools, and it’s a really great forum to inform listeners about the best choices in services and equipment.

How did that come about?I was originally a sponsor on a different version of the show in the early 2000s. I came on as a special guest and the producer of the show at that time really liked that I had hands-on knowledge—because I actually repair pools and spas—and later, he asked me to take over as host.

How does the radio show Backyard Bay work to build a customer base? People who are involved in the show see the advantage of having a third party answer their questions about purchase decisions. For instance, a listener might call in to ask about a particular piece of equipment, like a pump, and my guest or I will provide a ballpark price for one. Then another listener calls to say, “Well, I found that on the Internet for $600 less!” That’s when I can tell him what that pump might end up costing him in the long run.

How can listeners follow up?We refer people to the BackyardBay.com website, which links to Miller Pools and other show sponsors. Listeners can also find podcasts of previous shows there.

Have you tried other “low-tech” promotional tools?Sure. We used to use the Yellow Pages, but that is just not needed in the age of Google. We also found that billboards were just too pricey for our business, which is service, repair and remodeling. I think that they might be better suited to builders.

But other things work well for us. Our trucks are clearly painted with our name and phone number. And we have a relationship with a company that provides home warranties for house sales. If a new homeowner develops a problem, he or she calls the insurance company, who writes up a work order for us. We go out, make the repair and put our label on every piece of equipment. The next time the homeowner has a question, our number is right there.

How do you know which outlets are working best for Miller Pools?We track how new clients come to the business. We know if someone has completed our online request form, or if they’ve called in and say, “I saw one of your trucks down the street.”

What about word-of-mouth referrals?Of course, that is still one of our strongest lead generators. Plus, we have a great rating from Angie’s List. Those recom-mendations only come because my co-workers provide such high-quality service. For us, reputation is everything. Swim-ming pools are very personal; people want their pools to look good and they want to trust the people who maintain them.

What do you like best about this marriage of Miller Pools and the Backyard Bay radio show?I love turning people’s frustration into happiness. When listen-ers call in to say how much they are enjoying their pools and spas, sharing that joy with other listeners might just be the tip-ping point. Someone out there was “just thinking about” getting a pool, and when we help show them how much fun it can be, they make that decision in a positive way.

Pooling ResourcesGoogle “water scarcity” and you’ll see millions

of results that highlight a growing issue around the world. In the United States, we encounter water scarcity mostly through droughts. But

across the world, water is becoming more and more scarce. Some estimate that by 2025, two-thirds of the world’s population may face water shortages. So what does this mean for pools, spas and hot tubs? APSP has launched the World of Recreational Water Foundation (WRW) to ensure that the responsible and sustainable recreational use of water is promoted and defended.

Formed in the fall of 2012 and rolled out in 2013, the WRW is position-ing itself as a leading voice for recreational water use in the United States and internationally. Lisa Grepps, director of marketing and communications for The Association of Pool & Spa Professionals, speaks to the long-term benefits of the foundation’s role: “Commercial properties, such as hotels, are already reporting on water usage to their corporate boards and stake-holders as a way to enhance their corporate identity and demonstrate greener and more cost-effective resource management,” she says. “So far, pools, spas and hot tubs have not come under critical scrutiny as much as laundry facilities and golf courses, for instance; but we will be poised to speak to our industry’s recreational uses when they arise.

“The Environmental Protection Agency (EPA) has its WaterSense program, which promotes smart water usage among consumers, and certifies and labels products that meet certain criteria,” continues Grepps. “Just as the EPA did in its ENERGY STAR label program, its WaterSense program will raise the nation’s concern for water conserva-tion. It’s only reasonable for the WRW to have a voice in how water-use solutions are presented for pools and hot tubs.”

For WRW, the first goal will be to set standards for the sustainable use of water. New standards will deal directly with water conservation and ways to maintain water volume, control evaporation, avoid leakages and minimize splash-out. Carvin DiGiovanni, APSP senior director of technical and standards, says, “WRW wants to set the tone with messaging that our industry is using water responsibly, and we need to have the research and standards to back that up.”

Setting the StandardsScience-based standards demonstrate that pools, spas and hot tubs can continue to be used in ways that conserve water and are energy efficient. “We want to increase knowledge about all water usage,” says DiGiovanni. “If you compare volumes of household water usage to that used in pools and spas, the latter is much, much lower.”

Ultimately, the WRW will also educate and train APSP members in conservation, sustainability and safety so they can make the case for continuing responsible recreational water use with their customers and end-users. The founda-tion will enact an outreach plan that will educate commercial and residential consumers on APSP’s commitment to respon-sible recreational water usage and safety.

Make Your Mark APSP members have an important role to play as the World of Recreational Water gains traction. Grepps encourages the APSP membership to see that sustainable and energy-efficient products are desirous and will sell. “See the coming trend as a opportunity to awaken consum-ers,” she says. “This represents an expanding niche for manufacturers and pool professionals to sell products and services that help people feel good about how they are using their pools, spas and hot tubs.”

Supporting the foundation with a donation does double-duty. The WRW is a 501(c)(3) foundation, so donations may be tax deductible; that is the short-term benefit. The long-term benefit will be supporting a foun-dation that will be working to keep the pool, spa and hot tub industry in business.

Celebrate National Water Safety Month

May 2014 marks the sixth consecutive year of observing National Water Safety Month—just as the swimming season begins in many areas of the country. According to Helen

Bloch, manager of consumer safety and sponsorships at The Association of Pool & Spa Professionals, this month offers a great opportunity to heighten water safety awareness. One way to highlight water safety, she says, is through special events, which can strengthen relationships between pool and spa industry members and their communities.

To help businesses and other organizations get involved with the cause, NationalWaterSafetyMonth.org provides detailed and step-by-step instructions on how to host a water safety event. Besides holding such an event, other opportunities to raise awareness during this month include distributing safety materials, going into classrooms to teach lessons about safe swimming, holding a press conference, obtaining media coverage and hosting a display at a local community building, like a city hall or public library. “The Southern California APSP Chapter even got the message on a Jumbotron at a minor league baseball game,” Bloch says.

Bloch says that participating in National Water Safety Month is both important and easy to do. “It’s doing something for your customers; it shows that you care,” she says. “Safety is a core value that APSP and

its members have. We encourage our members to order materials to distribute to customers or have

National Recreation and Park Association, and the World Waterpark Association,

coordinates National Water Safety Month each year. Additional organizations are

considered “participants,” and they help spread the water safety message to

their members and encourage them to get involved in National Water

1. Spread the WordEach year, APSP encourages all states to issue a proc-lamation that declares the month of May to be National Water Safety Month. View the list of state proclamations at NationalWaterSafetyMonth.org. You can download a copy of your state proclamation to hang in the office or at your retail store to promote the event. You can also work to obtain local proclamations for your city or town.

2. Host a Water Safety FairNationalWaterSafetyMonth.org provides guidance for hosting an event. Steps include choosing a venue, finding participants, sending invitations, charging a fee, confirming participants and promoting the event.

3. Share your KnowledgeDownload and print posters in both English and Spanish from NationalWaterSafetyMonth.org for free. Here, you will also find a link to purchase low-cost consumer awareness brochures created by APSP.

One safety aspect every organization emphasizes is that nothing takes the place of adult supervision with no distractions [while children are swimming].”

However, it’s important to note that safety is an everyday, all year event. “We’re not saying that you should do safety only one month, but you should do it all the time,” Bloch says.

However, if public officials do have specific questions about the technicalities of drain entrapment or barrier requirements, for example, you need to be prepared to answer them, Roberts says.

Additionally, pool and spa professionals should frame technical challenges as opportunities to have a discussion with the code inspector, McDonald says. “I think there is a very effective way to ask the question—not challenge any-body’s intelligence; not challenge the fact that I’m right and you’re wrong—but to ask the question, ‘I’m sorry, but I’m not familiar with that part of the code. Could you please tell me where that’s written or where I can look that up?’”

McDonald continues: “There are ways to do that without being confrontational. I think for the pool and spa profes-sional, the way to enhance your own individual develop-ment is by asking the question. You shouldn’t do something just because the inspector told you to do it; you should do it because now you understand why you need to do it. By virtue of understanding the intent behind the code, it makes it much more palatable to follow and implement.”

Be PersistentAs a building code official, McDonald initiated the conversation about adopting the pool and spa code in Amarillo. But that won’t be the case in all municipali-ties. If you’re a pool or spa contractor in a jurisdiction that is not considering adopting the new ISPSC, taking the first few steps may be challenging.

“It takes some perseverance and a positive attitude,” McDonald says. “Don’t take the first ‘no’ you hear as the gospel. If a contractor is looking to do the right thing or take a leadership role, he or she will be out on the front line and is going to take some shots.”

Taking the effort to adopt the ISPSC will be well worth it. It will foster stronger relationships among pool and spa professionals and building code officials, and it will also improve public health, welfare and safety. “Ultimately, the end user, who is the consumer, will be rewarded with a standard that is going to produce better construction and lead to a safer installation,” DiGiovanni says.

Thirsty for ReliefThe pool, spa and hot tub industry responds to the California Water Crisis.

The state of California is in the midst of a serious water crisis, and 2014 is on track to be one of the

state’s driest years ever. As 2014 progresses, extreme heat hasn’t been helping to improve what has been coined the “California Water Crisis.” Because of the dryness, crops will suffer, less hydropower will be created, and there will be an increased risk for wildfires.

EXTREME DROUGHTAccording to the U.S. Drought Monitor,

the period from July 1, 2013 – January 31, 2014 broke an

all-time record for dryness.

RECORD HIGHSSandberg, CA, reached or

exceeded 70°F on seven days throughout the month of Febru-

ary—compared to the previous record of 4 days, which was

set in February 1963.

In early March, in response to the drought conditions, California Governor Jerry Brown signed into law a drought-relief package of $687 million.

$25.3 MILLIONwill provide food assistance for those affected by the drought.

$21 MILLIONwill provide housing assistance for those affected by the drought.
